Sports Betting in Asia

Sports betting in Asia centers on state operators: Hong Kong's HKJC on football and racing, Singapore Pools with a S$1 minimum online stake, Japan's WINNER at JPY 200 a ticket, and South Korea's Sports Toto, capped at KRW 100,000 per program.

Sports betting is one of the most popular pastimes in Asia, and also one of the most tightly controlled. In most of the region the law allows only a single licensed operator, usually connected to the state, and everything outside that channel is illegal. That makes the practical picture very different from Europe or Australia: the games on offer are fewer, the stakes are often capped, and the operator is almost always a monopoly.

This page is the hub for the whole subject. It explains where legal sports betting exists across twelve jurisdictions, who runs it, what you can bet on, how the main bet types work, and what the odds and payout rules look like at each operator. Each country also has its own guide, linked below, with the full detail.

Across the twelve jurisdictions this site covers, legal sports betting exists in a recognizable form in five of them: Hong Kong, Japan, Macau, Singapore and South Korea, plus a licensed lottery-style product in Malaysia. Vietnam is moving toward a football betting trial. In China, Thailand and Cambodia there is no licensed sports betting product for the general public at all, and in India and the Philippines the picture is more fragmented, with regulation varying by state or by type of operator.

The common thread in the licensed markets is monopoly. Hong Kong gives the Hong Kong Jockey Club (HKJC) the licenses for horse race betting, football betting and the Mark Six lottery1. Singapore's legal betting runs through Singapore Pools, which offers TOTO, 4-D, football, motor racing and horse racing2. Japan allows public gambling organized by government agencies, and outside those channels all other sports betting is strictly forbidden7. South Korea runs Sports Toto as a state monopoly covering soccer, baseball, basketball, volleyball and golf5. Vietnam's pilot, when it starts, would cover only matches and tournaments organized by FIFA and its member bodies6.

If you are visiting or living in one of these places, the practical question is usually simple: there is one legal operator, and you either bet with it or you do not bet legally. The sections below take each operator in turn.

Each licensed market has its own shape, and it is worth knowing the differences before you assume the product you know from home exists here.

Hong Kong. The HKJC's football betting license permits fixed odds betting and pari-mutuel betting on the results and progress of major professional football leagues, international football tournaments and international football matches8. The license comes with conditions: HKJC must not accept bets from juveniles and must not accept credit betting9. Its rulebook divides football bets into Fixed Odds Football Bets and Pari-Mutuel Football Bets10. The same fixed odds and pari-mutuel structure on approved football matches has been the design since the license was first proposed in 200311.

Singapore. Singapore Pools (Private) Limited runs the legal games, which include TOTO, 4-D, betting on football matches, motor racing and horse racing12. Football betting can be placed at physical outlets or online, and the operator publishes guides in several languages for Chinese-speaking customers13.

Japan. The Japan Sport Council runs the sports lottery, with football and basketball as the covered sports and two formats: single-match prediction and competition prediction4. Residents can also wager on boat races, horse racing and biking, all organized by authorities, but all other sports betting is strictly forbidden7.

South Korea. Sports Toto is the state product, with soccer toto, baseball toto, basketball toto, volleyball toto, golf toto and Toto UO on the menu5. The Korea Racing Authority Act sets the payout model for racing: payoffs are distributed out of the betting ticket sales for the relevant racing to winning ticket holders, and claims are extinguished if not exercised within one year14. Outside the state products, real-money betting is not allowed, and casino games, lotteries and bingo are generally prohibited due to their speculative nature15.

Malaysia. Sports Toto Malaysia Sdn Bhd, whose website is sportstoto.com.my, runs the numbers-style toto games there16. The product is a lottery based on sports results rather than a sportsbook, and Malaysian law does not permit Muslims to take part.

Vietnam. The Ministry of Finance's draft decree on the betting business contemplates three types: horse racing, dog racing and sports betting, with football betting as the initial pilot17. See the final section for what the trial would allow.

Football betting in Hong Kong: HKJC rules, age limits and bet types

HKJC football betting is the most developed legal sports product in the region, and its rulebook is worth understanding because so much of it is shared with other operators.

The basics first. All football bets must be made and settled in Hong Kong currency18. You can pay with cash, cash coupons or a betting account19. The minimum age is 18, and the rule is written broadly: no person under 18, or in school uniform, may place a football bet, claim a dividend or refund, or enter a betting location unless authorized by the operator20. If a bettor is proven to be under 18, their bets can be declared void and any winnings or refunds forfeited19.

The bet types split into fixed odds bets, where your price is locked when you bet, and pari-mutuel (tote) bets, where the payout depends on the pool. If you are new to that distinction, see fixed-odds vs pari-mutuel betting. HKJC also offers in-play betting: the operator may accept in-play bets on any football bet or tournament bet at its discretion19, and its in-play football pages show minimum stakes of HKD 200 for in-play handicap bets21. For a general introduction to live betting, see in-play betting explained.

Practical rules worth knowing:

  • No withdrawals. You may not withdraw a valid football bet once it is accepted19. See can I cancel an HKJC football bet.
  • Paper tickets must be filled in with a blue ballpoint pen19.
  • Claim deadlines. Winning tickets and refunds must be claimed within 60 days of the betting day at any betting location, or they are forfeited19. A lost ticket must be reported within 7 days; a damaged ticket within 60 days19. Our page on the HKJC claim deadline has the detail.
  • Payout rounding. Each winning fixed-odds payout is rounded to the nearest 10 cents19.
  • Early kickoff. If a match is played earlier than scheduled, all bets accepted before the match started remain valid19.
  • Result source. The referee's official score announced immediately after the match is the final result for full-time bets; the half-time result applies to half-time bets and the extra-time score to extra-time bets19.

The operator can also set or change maximum and minimum unit bet amounts, total bet amounts and maximum payouts per ticket, per bet, per bet type and per betting day, without notice19. And a supervisor at a betting location may refuse money for a bet, cancel acceptance of a bet, or order anyone to leave, without giving a reason19.

One unusual rule protects the pool: the operator may declare a ticket void if it considers the bettor knew of an event or result, or that a team had gained a significant advantage such as a goal, a penalty, an opponent red card or opponent injuries, before the bet was placed19.

HKJC also runs racing betting and the Mark Six lottery alongside football22, and its beginners' guide covers all three plus Flexi Bet options23. For the full rulebook, see our page on HKJC football betting rules, and for the football side specifically, football betting in Asia.

Singapore Pools football betting: stakes, channels and market rules

Singapore Pools is the single legal sports betting operator in Singapore, and its football product is built around a Singapore Pools Account for online play.

Where you can bet. Bets can be placed at physical outlets or online13. Online, you place pre-match sports bets up until sales close before the event starts, and live sports bets while the event is ongoing24. At outlets, you can place pre-match sports bets up till sales close during outlet operating hours, while live sports betting is available at Livewire venues26. Horse racing bet slips are accepted at betting centers, all branches and Livewire venues27.

How an online bet works. Select the events, choose the bet types, add selections to the Bet Slip by clicking the relevant odds, edit the slip if needed, then place and confirm the bets. You can view your bet activities afterward for details28. Account betting offers singles, multiples and live betting, and you can filter the events list by leagues, bet types, date and country22.

Stakes. The minimum stake online is S$125, and the game rules confirm that remote bets must be at least one Singapore dollar, while bets at outlets and authorized retailers must be at least five dollars29. Outlet stakes must be in multiples of one dollar; remote stakes need only be in whole dollars and cents25. Goods and Services Tax is payable on the stake of a betting ticket29.

Markets and timing. Singapore Pools may offer betting up to 60 days before a football event begins29. Odds are determined by Singapore Pools at its sole discretion and may be varied from time to time30. Live betting is offered on selected events while the match is in progress25.

Who may not bet. Any player, official or volunteer registered, employed, deployed or appointed by an entity participating in the Singapore Premier League or the Singapore Cup may not bet on those competitions, or on any other competitions their entity takes part in25. Football Association of Singapore officials who could influence a match may not bet on it29.

Integrity rules. Where there is evidence of rigging of a football event, Singapore Pools may delay results, withhold payment pending investigation, or declare bets void and refund them29. It may also disregard protests, disqualifications, appeals or official inquiries and settle on the result reached immediately upon conclusion of the event25.

Refunds are not available except where the rules provide for them25, so check the market rules before assuming a bet can be undone. For the wider picture, see gambling in Singapore.

Japan's WINNER lottery: how the single-match prediction game works

Japan's legal sports betting is a lottery, not a sportsbook, and its newest product, WINNER, is the simplest entry point in the region.

The game. WINNER covers one match only: you pick a match and predict its result31. The sports covered are soccer and basketball32. The Japan Sport Council describes the sports lottery as having two formats: single-match prediction, predicting the result of one match, and competition prediction, predicting league and tournament results4. For football, the designated competitions include the J.League (including promotion playoffs), domestic league cup competitions and the Emperor's Cup JFA All-Japan Soccer Championship Tournament4.

Price and prizes. Each entry costs JPY 20033. There is a first prize only, for correctly predicting the match or competition result, and the prize is the odds (payout multiplier) times your purchase amount33. The odds fluctuate until sales close, so you do not know your exact payout when you buy33. The first prize for a single-match football ticket is approximately JPY 10,000,00034, and the prize cap is JPY 250,000,000 per JPY 10032. There is no carryover between rounds33. The chance of hitting the football first prize is 1 in 18; for the basketball version it is 1 in 164.

Buying a ticket. WINNER cannot be bought with a mark sheet or verbal order the way BIG, toto and DUNK can35. At a lottery counter, you must reserve the purchase on the official site in advance and issue a QR code34. Then present the QR code at the counter, pay, and receive the ticket35. You do not need a membership to make a reservation, but Club toto members who log in get points without showing their card at the counter35.

At convenience stores, the flow differs by chain. At Lawson and Ministop, read the issued QR code at the Loppi terminal, present the application ticket at the register and pay; you can also enter by number input instead of the QR code. At FamilyMart and 7-Eleven, present the issued barcode at the register and pay35. With convenience store payment, no ticket is issued at all: winnings are transferred automatically to your registered bank account35.

Sales deadlines. Sales close at different times before kickoff depending on the purchase channel.

Purchase channelCutoff before kickoff
Lottery counters60 minutes36
Online payment on the official site and partner sites10 minutes36
Convenience store payment120 minutes36

The official guidance confirms the same cutoffs33.

Collecting winnings. Winnings can be received at credit unions handling the sports lottery, some lottery counters that allow payouts, and 7-Eleven32. The redemption tiers depend on the amount: prizes of JPY 100,000 or less per ticket can be collected at booths, credit unions or Seven-Eleven; larger amounts must go through a credit union, with amounts over JPY 500,000 requiring a credit union procedure paying cash after 12 business days or by bank transfer. Seven-Eleven pays out only up to JPY 15,000, and some booths cap payouts at JPY 10,000 or JPY 50,000 per ticket33.

Buying on the official site with net payment or convenience store payment requires Club toto membership32. For the wider context, see gambling in Japan.

Sports Toto in South Korea: the state monopoly and its limits

South Korea's Sports Toto is a pari-mutuel-style product sold through a state monopoly, and it comes with hard caps that shape how people actually bet.

The games on offer are soccer toto, baseball toto, basketball toto, volleyball toto, golf toto and Toto UO5. You can buy only up to KRW 100,000 per program37. On the fixed-odds voting ticket side, sale of a ticket is restricted if the expected winning odds multiplied by the individual bet amount would exceed KRW 100 million, and the maximum payout per ticket is capped at KRW 100 million38.

The operator also runs responsible gambling measures, including a pop-up for the online Self-Exclusion and Self-Assessment program on Betman.co.kr37. Its Seoul office sits at 12, Sejong-daero 12, Jung-gu37.

The legal backdrop is strict. Real-money betting outside the state products is not allowed, and casino games, lotteries and bingo are generally prohibited due to their speculative nature15. The Korea Racing Authority Act shows how the state products pay out: payoffs are distributed from the betting ticket sales for the relevant racing to winning ticket holders, and unclaimed payoff claims are extinguished by prescription if not exercised within one year14.

For comparison with the other Korean product, see Sports Toto vs Proto betting, and for who is barred from buying tickets, who is banned from Sports Toto. The country context is in gambling in South Korea.

Bet types explained: from 1X2 to Asian Handicap

The bet types you will meet at the legal Asian operators are a small set, but each has its own settlement logic. Here are the ones that matter.

1X2. The classic three-way match result: choose a win by the home team, a draw, or a win by the away team30. At Singapore Pools you pick 1X2 from the Sports home page or from the match page30. For the full family, see 1X2, Double Chance and Draw no Bet.

Handicap 1X2. You bet on the outcome at the end of Regulation Time, taking into account a predetermined Handicap X, where X is a positive or negative whole number determined by Singapore Pools25. The selections are the home team with Handicap X, the away team with Handicap X, and the draw with Handicap X25. The key difference from Asian Handicap is the Draw selection option29.

Asian Handicap. A bet type where teams may be assigned a positive or negative handicap according to their form26. At Singapore Pools it is offered on selected matches only, and currently available for Singapore Pools Account customers online only29.

Handicap bets, including split bets. A handicap bet can be a single bet or a split bet, where the stake is split equally between two handicap goals, for example on First Half Handicap, Handicap and Extra Time Handicap markets39.

Singles, multiples and live bets. Singapore Pools Account football betting offers singles, multiples and live betting22. Multiples combine several selections; see parlays and accumulators for how they work and what happens to a void leg.

Bet type numbers. At outlets, each bet type carries a two-digit number next to its header, for example 01 for 1X226, which is how you fill in a physical slip.

For totals markets, see over/under betting; for long-run markets, outright and tournament betting; and for the vocabulary, our sports betting glossary.

Asian Handicap: how the quarter, half and whole lines settle

Asian Handicap deserves its own section because it is the bet type most associated with the region and the one whose settlement rules confuse newcomers most.

The idea is simple: the operator assigns each team a handicap, positive or negative, according to form, and the handicap is applied to the score to decide the winner of your bet26. For pre-match bets, the Handicap X is applied to the Full Time Score to determine the winning selection29.

Quarter lines and half stakes. For handicaps of plus or minus Y.25 or Y.75, the bet splits. If the adjusted result wins or loses by a margin of 0.25, you are awarded winnings based on half your stake while the other half is refunded25. A push can be based on half or full stake, depending on the handicap assigned29. The detail is in quarter-ball Asian Handicap.

In-play Asian Handicap. You are allowed to place bets after kickoff, in the midst of the match25. For bets placed after kickoff, the handicap is applied to the Asian Handicap Adjusted Full Time Score, meaning the score between the point the bet was placed and the end of Regulation Time25.

Refunds. Asian Handicap bets are refunded if both teams have the same number of goals, or the result is goalless, after applying the handicap, and if the match is called off before the end of Regulation Time25.

Moving lines. Handicap lines and odds will change during betting26, so the line you saw in the morning may not be there at kickoff.

For the full treatment, see Asian Handicap betting explained and Asian Handicap vs European Handicap.

Odds work differently at fixed-odds and pool operators, and the refund and payout rules vary more than newcomers expect. Here is what the rulebooks say.

Fixed odds. At HKJC, each winning fixed-odds payout is rounded to the nearest 10 cents19. At Singapore Pools, odds are set at the operator's sole discretion and may be varied at any time30. If you want the mechanics of prices and margins, see betting odds explained and implied probability, overround and bookmaker margin.

Pari-mutuel pools. In pool betting, the payout depends on how much money is on each outcome. HKJC's racing rules show the logic in its rawest form: if the winning combination is unbacked in Win Betting, all bets are refunded, and if there are no finishers in a race, all bets are refunded40. For football, the same principle of pool-derived dividends applies to the pari-mutuel side of the HKJC product10.

Void and abandoned matches. With HKJC, all football bets on a void match are declared void and refunded, except bets whose outcome was already determined, bets already settled by Early Settlement, or where the operator decides otherwise20. In a parlay, all bets on a void match remain valid and the odds of all possible outcomes of that match are treated as 1, so the rest of the parlay stands19. With Singapore Pools, a match abandoned after it has proceeded beyond Regulation Time produces no refunds, and the Full Time Score determines the result30. A late start is not treated as a postponement provided the start time falls within 12 hours of the original schedule and the venue has not changed25. Our page on how sports bets are settled covers the full range of cases.

Dead heats. Where competitors achieve an identical result, the prize is calculated by dividing the stake by the number of competitors involved, then multiplying by the odds30.

Errors and revisions. Both operators reserve the right to fix mistakes. HKJC may revise a payout found to contain an error or miscalculation after publication; holders who have not yet claimed receive the revised payout, and those who already claimed may claim the difference19. Singapore Pools may likewise declare a revised prize where an error or miscalculation is discovered25.

Facility failures. Where a HKJC bet fails to be recorded due to facility interference or failure, or a valid bet becomes unidentifiable, the operator's liability is limited to a refund of the stake collected19.

Claim windows. HKJC winnings and refunds must be claimed within 60 days or they are forfeited19. In South Korea, payoff claims under the Racing Authority Act are extinguished if not exercised within one year14. In Japan, WINNER redemption tiers depend on the amount, with the smallest prizes payable at booths and 7-Eleven and the largest only through credit union procedures33.

Payout caps. The HKJC operator may set maximum payouts per ticket, per bet, per bet type and per betting day, and amend them without notice19. South Korea caps the fixed-odds voting ticket payout at KRW 100 million38. Japan caps WINNER at JPY 250,000,000 per JPY 10032.

Where the law stops: what remains illegal or unregulated

Everything outside the licensed operators above is off limits, and the boundaries are drawn clearly in each market.

In Japan, all sports betting other than the authorized public gambling is strictly forbidden7, and esports betting remains unlawful with no plans to legalize it in the near term7. In Singapore, esports betting is illegal41. In South Korea, real-money betting beyond the state products is not allowed15.

Two points worth stating plainly. First, the illegal market in Asia is large, and underground football bookmakers operate across the region; our page on illegal bookmakers in Asia explains how they work and the practical risks to bettors, from not getting paid to being caught up in enforcement. Second, if you are a visitor or expat, the rules apply to you the same as to residents, and holding an account with an offshore site does not make betting legal where you are. See sports betting as a visitor or expat for the account, ID and access questions.

Match fixing is the other shadow over the region's betting, and it is the reason operators like Singapore Pools write rigging clauses into their rules29. See match-fixing and sports betting in Asia for the scandals and how to report suspicious approaches, and tipster scams for the most common fraud aimed at bettors.

Vietnam's proposed football betting pilot: what would change

Vietnam is the one jurisdiction in this guide moving from prohibition toward a licensed product, and the shape of the trial shows how cautiously the government is approaching it.

The Ministry of Finance's draft decree on the betting business contemplates three types of betting business: horse racing, dog racing and sports betting, with football betting as the initial pilot17. The pilot would allow betting only on matches and tournaments organized by FIFA and its member bodies; domestic fixtures, including those run by the Vietnam Football Federation, and electronic football competitions would be off limits6.

The trial runs for five years, and at the end of it the Government will assess the scheme's performance and determine whether to formally legalize the business or shut it down6. In other words, even if the pilot starts, football betting in Vietnam would exist only within a narrow fence, on international matches, through licensed operators, with the whole arrangement subject to review.

For the current situation and the country context, see gambling in Vietnam.

If you are new to all of this, start with how sports betting works, then read the section for the country you are in. The products differ a lot, but the habit they reward is the same: know the rules of the operator in front of you before you hand over money.

Common Questions

What is the minimum age to bet on football with HKJC?

You must be at least 18 years old. HKJC rules bar anyone under 18, or anyone in school uniform, from placing a football bet, claiming a dividend or refund, or entering a betting location. Bets placed by someone proven to be under 18 can be declared void and any winnings forfeited.

How much does a WINNER ticket cost in Japan?

Each entry costs JPY 200. Your prize, if you correctly predict the result of your chosen match, is the published odds multiplied by your purchase amount, and the odds keep moving until sales close. There is a first prize only, with no carryover between rounds.

What is the maximum I can bet on Sports Toto in South Korea?

You can buy up to KRW 100,000 of Sports Toto tickets per program. Separately, sales of a fixed-odds voting ticket are restricted if the expected winning odds multiplied by your individual bet amount would exceed KRW 100 million, which is also the maximum payout per ticket.

Can Muslims bet on Sports Toto in Malaysia?

Sports Toto Malaysia offers soccer, baseball, basketball, volleyball and golf toto games, but Malaysian law does not permit Muslims to take part in gambling. Non-Muslim residents and visitors are the customers the games are sold to.

How do I buy a WINNER ticket at a convenience store in Japan?

First make a purchase reservation on the official site and get a QR code. At Lawson or Ministop, read the QR code at the Loppi terminal and pay at the register. At FamilyMart or 7-Eleven, show the barcode at the register and pay. No ticket is issued; winnings go to your registered bank account.

What happens to my bets if a football match is abandoned or void?

With HKJC, all bets on a void match are refunded unless the outcome was already determined. With Singapore Pools, a match abandoned after Regulation Time is settled on the Full Time Score with no refund, and Asian Handicap bets are refunded if the handicap result is a tie or the match is called off early.

When do WINNER sales close before a match starts?

Sales close 60 minutes before kickoff at lottery counters, 10 minutes before kickoff for online payment on the official site and partner sites, and 120 minutes before kickoff for convenience store payment. Plan early if you are paying at a convenience store.
