Entertainment City Manila: the integrated resorts on Manila Bay

Entertainment City is a purpose-built resort district in Parañaque, on Manila Bay, and it is where the biggest names in Philippine gambling sit side by side. Solaire Resort & Casino was the first integrated resort to open there, and its parent company, Bloomberry Resorts Corporation, still runs it from offices on Asean Avenue in the heart of the district¹. City of Dreams Manila stands at the corner of Aseana Avenue and Roxas Boulevard, a few minutes away².

The idea behind Entertainment City was to put full-scale resorts, not just gaming floors, in one place: hotels, dining, shows and casinos together, in the style of Macau or Singapore. That is what you find today. Each of the big resorts has its own hotel towers, restaurants and entertainment spaces wrapped around a large casino floor, so a visit can be anything from a night at the tables to a weekend stay. The major Manila casinos: Solaire, Okada, City of Dreams, Newport and more

Here is how the big Manila properties line up:

Solaire Resort Entertainment City offers stays, dining, gaming and entertainment in one property, and it remains the flagship of the Entertainment City strip¹⁰. Its owner has since spread north: Solaire Resort North opened in Quezon City in May 2024, on a 1.5-hectare site, as the first and only five-star integrated resort and casino serving northern Metro Manila and the provinces beyond⁸. Okada Manila is the biggest of them all. Its gaming floor runs to more than 3,000 electronic gaming machines, including progressive jackpots, mystery jackpots and standalone progressive links, plus live tables for baccarat, roulette, blackjack and poker⁴. Newport World Resorts is the other big Manila complex, but it is not in Entertainment City. It sits at Newport City, right beside the airport, and its casino floor spreads across slot machines, table games and electronic table games. Five hotels operate within the resort:

Casinos in Clark and Angeles

North of Manila, the Clark Freeport Zone and neighboring Angeles City have grown into a second casino cluster, smaller than Manila's but easier to reach from the north.

The centerpiece is Hann Casino Resort, on a 21-hectare property that its owner calls the first and only luxury integrated resort in Central Luzon. It is still growing: a major expansion was underway in 2025, with three new dining areas and additional parking, and the second phase expected to finish by the first quarter of 2026¹³. Casinos in Cebu and NUSTAR Resort and Casino

Cebu is the Visayas' casino capital. NUSTAR Resort and Casino is the island's flagship, licensed and regulated by PAGCOR, and its casino is open 24 hours a day, every day⁵. Thunderbird Resorts & Casinos Rizal sits in Binangonan, Rizal, out past the Eastridge Golf Course, and is one of the premier gaming facilities in the province¹⁹. The floor has 24 gaming tables, 218 electronic gaming machines and 33 electronic table games, and the casino runs round the clock, with the hotel connected directly to it. Casino Filipino is PAGCOR's own state-run chain, with branches across the islands. Slot machines: what's on the floor

Slots are the volume business of Philippine casinos. Machines vary widely in theme, betting limits and payout rates, and many include bonus rounds and progressive jackpots, so two machines side by side can play very differently¹⁶. The game types you will meet include:

Table games: baccarat and the rest

Baccarat is the king of Philippine table games, and Okada Manila's version shows why. Its Tiger Baccarat is a non-commission variant, meaning the house takes no commission on winning banker bets, with Small and Big Tiger features and six side bets, and payouts reaching 100 times your stake on the right bet²⁵. The operator calls it the most popular baccarat game on its floor²⁵.

Online casinos and PAGCOR-licensed platforms

Almost every big land-based operator in the Philippines now runs a licensed online arm, and PAGCOR keeps a public register of who is allowed to¹²:

Two things matter for a player. First, only PAGCOR-licensed sites are legal local options; other operators in the country cannot obtain a license, and it is illegal for them to offer online gambling. Philippine residents cannot join the local PAGCOR sites, which are aimed at foreigners, but they are free to bet at international online casinos that accept Filipino players, and players are not fined for joining offshore operators²⁸. Member cards and staying in control

Every major resort runs a membership card that tracks your play at the tables and machines. The same system works in reverse if you want to stop. Who can enter: age limits and barred persons

The entry age is 21, and it applies to everyone: PAGCOR's own charter and the regulatory framework for gaming venues both bar persons under 21, and students of any Philippine school, college or university are barred regardless of their age³². Winford states the rule plainly: "gaming is for 21 years old and above only"³⁰. Newport says the same¹¹. The 21-year minimum also covers online play and betting-ticket purchases²⁸.

Who may play is defined by PAGCOR's charter³²:

• tourists and foreigners who are not residents of the Philippines
• residents with a gross income for the previous year of at least P50,000, certified by the Bureau of Internal Revenue
• up to two guests of qualified persons, provided the guests are at least 21

So foreign visitors are welcome everywhere, while Filipino residents need to meet the income test.

Some groups are barred outright: government officials and employees connected directly with the operation of the government, and members of the Armed Forces of the Philippines, including the Army, Navy, Air Force and the Philippine National Police, may not enter, stay or play in any Philippine casino⁶. Banning orders apply nationwide, and a ban can be self-imposed, family-imposed or issued by the licensee³³. In practice, the risk of breaking these rules is being turned away at the door, and for unlicensed online play, the sites themselves are the ones operating illegally rather than the player²⁸.
