What this guide covers
This is the hub page for every online casino, poker room and sportsbook that takes players from the twelve jurisdictions we cover: Cambodia, China, Hong Kong, India, Japan, South Korea, Macau, Malaysia, the Philippines, Singapore, Thailand and Vietnam. It explains who the operators are, where they are licensed, what they offer, and how to check that a site is what it claims to be before you deposit money.
The scale is large, and one independent directory shows how many sites serve each of these markets.
| Market | Sites listed | Detail |
|---|---|---|
| Thailand | 8671 | casinos accepting players |
| Singapore | around 802 | sites catering to players |
| South Korea | 8089 | Bitcoin-friendly casinos |
Many of these are the same brands wearing different names, which is why we also maintain a page on who owns online casinos and one on white-label casinos, where the brand you see and the company holding the license are not the same entity.
A few things this page does not do. It does not rank operators or recommend any of them. It does not describe bonuses or promotions, because those change constantly and say nothing about whether a site is safe. And it does not tell you that playing offshore is legal where you live, because in most of the jurisdictions we cover it is not, or it sits in a gray area. What it does do is tell you what exists, how it works, and how to check the facts that matter: the license, the owner, the accepted countries, and the games and payments behind the front page.
For the full picture, our operators A to Z directory lists individual operators with their license, owner and accepted countries, and our page on which operators accept players from each jurisdiction breaks the same information down by country.
Which licenses online casinos serving Asia hold
Almost every online casino serving Asia is licensed somewhere, but usually not in the country its players live in. One survey of the industry found that well over 99% of all online operations are licensed somewhere3. The licenses come from a small group of jurisdictions.

- Curaçao. The most common license for operators serving Thai players, and the license Bitcasino is currently moving away from1. Curaçao licenses are cheap and quick to obtain, which is why so many Asian-facing brands hold them.
- Anjouan. A growing alternative. The poker site coinpoker.com holds Anjouan Internet Gaming License No. ALSI-202412004-FI1, issued to Precise Interactive Inc, with a public validation page anyone can check10. Anjouan licenses require operators to provide functional responsible gaming tools, including self-exclusion and deposit limits11.
- Malta and Gibraltar. Global casinos that accept South Korean customers may be licensed by these authorities, among others5. They are generally seen as the stricter regulators, with higher compliance costs for the operator.
- The Philippines. PAGCOR licenses online gaming for the domestic market, and no other operator in the country can obtain a license to offer online gambling to Filipinos12.
The license matters for two practical reasons. First, it tells you which regulator, if any, will hear a complaint if something goes wrong. Second, it tells you which countries the operator is actually allowed to serve. The Anjouan license held by coinpoker.com, for example, excludes Australia, Comoros, France, the Netherlands, Spain, the United Kingdom and the USA, plus all FATF-blacklisted and sanctioned jurisdictions10. If your country is on a license's excluded list, the operator's terms will usually say so, and our page on reading an operator's terms explains where to find the restricted-countries clause.
Some operators run separate country-specific sites rather than one global site. Me88, for instance, maintains distinct Malaysia and Singapore sites13. Others accept players from everywhere their license allows: many offshore casinos welcome players from Japan3, and international sites serving South Korea offer Korean-language options and South Korean won support5.
How to verify a site is licensed before you play
A license claim on a website means nothing by itself. Fake sites copy regulator logos, and some invent licenses entirely. The only reliable check is the regulator's own register, and for the main Asian-facing licenses that takes under five minutes.
For PAGCOR-licensed sites (Philippines): PAGCOR launched its Guarantee subsite as an online verification facility that lets the public check whether an online gaming provider is licensed or not, featuring a regularly updated list of licensed internet gaming platforms under PAGCOR's oversight4. PAGCOR has also announced an app that will enable online gaming players to use only licensed and regulated platforms14. The regulator's own advice is blunt: check the list of licensees on the PAGCOR website before accessing offshore gaming sites, and report suspected illegal sites through the POGO Hotline, 0927809861015.
For Anjouan-licensed sites: The Anjouan Gaming Authority hosts a validation page for each licensed domain. The one for coinpoker.com, generated on September 26, 2026, shows operating status VALID for Precise Interactive Inc under License No. ALSI-202412004-FI110. If a site claims an Anjouan license, find its validation page rather than trusting the logo in the footer.
For other licenses: Malta, Gibraltar and Curaçao all maintain public registers searchable by operator name or license number. If a site's license number does not appear in the register it cites, treat the site as unlicensed.
Verification also happens on the operator's side, and it is worth knowing what to expect. At Seven Luck Casino in Seoul, passports are required to verify the age and nationality of patrons16. Thailand's draft casino rules go further, with identity verification of casino players using facial recognition, and face-to-face verification by an official also permitted17. Online, PAGCOR-registered sites verify players with a one-time PIN sent to the player's contact number, video calling or biometrics before log-in18. If a site asks for none of this, that itself is a signal.
Where online gambling is legal for players: country-by-country rules
Whether you may play online depends on where you live, and the answer is different across the region. Here is the short version, with the practical risk stated once for each place.
Philippines. The clearest case: players can only legally join sites operated by PAGCOR, and other operators in the country cannot obtain a license, so offering online gambling outside PAGCOR is illegal there12. Filipinos who play on offshore sites do so outside that framework.
South Korea. The only casino in the country granting admission to both Korean and foreign visitors is Kangwon Land, and online gambling for Koreans is not offered by any licensed domestic operator19. International online casinos nonetheless accept South Korean players, with over 40 Bitcoin-friendly sites targeting the market9. Korean players who use them face the risk that their own law prohibits it, and prosecutions of players have occurred.
Japan. Many offshore casinos welcome players from Japan, offering Japanese among supported languages and the Japanese Yen among supported currencies3. Japan licenses some domestic online pools, but the casino sites Japanese players see are offshore.
Thailand. The vast majority of operators catering to Thai players have licenses issued in other jurisdictions, led by Curaçao1. There is no licensed domestic online casino, so the 867 sites accepting Thai players are all offshore1.
Singapore. Around 80 online casino sites cater to players from Singapore and offer VISA Debit as a payment method2. Domestic online gambling is limited to the state-licensed operators, so Singaporeans on offshore sites are outside the licensed system.
China. The mainland market is served entirely by illegal operations. The Dafa 888 gambling website ran entirely in Simplified Chinese and required gamblers to remit funds from bank cards within China20. The Ledu gambling website recruited mainland Chinese citizens as members21. Playing on such sites carries obvious legal risk in China, and the payment trail through domestic bank cards makes activity easy to trace.
Vietnam. Illegal online rings have targeted Vietnamese players, including one run through a multilingual website hosted on an overseas server22. Vietnam has licensed some domestic pilots for locals, but the online casinos Vietnamese players encounter are offshore.
Macau. Online casino gambling is not licensed for residents, though Macau's land-based industry runs extensive responsible gambling services, including kiosks in every major casino23.
For a fuller treatment of each country, see our country guides, for example Can I Gamble in the Philippines?, Can I Gamble in South Korea? and Can I Gamble in Thailand?. Our page on how we label the legal risk of an online operator explains the risk labels we attach to each operator in each jurisdiction.
The Philippines: PAGCOR as the only licensed operator
The Philippines is the one jurisdiction in our coverage where online gambling for local players is fully licensed, and the license holder is the state itself. PAGCOR, the Philippine Amusement and Gaming Corporation, is the only operator licensed to run online gambling for Philippine residents, and no other operator in the country can obtain a license to offer it12.
PAGCOR's online offering is built around its Online Gaming Platform (OGP), and access is narrower than you might expect: only registered players of PAGCOR-licensed gaming venues or integrated resorts' land-based casinos are allowed to use the OGP service24. In other words, you register in person at a licensed venue first, and that account is what opens the door to online play.
The regulatory boundary was sharpened by Executive Order No. 74, whose coverage memorandum excludes online games of chance conducted in PAGCOR-operated casinos, licensed casinos, or integrated resorts with junket agreements from the definition of offshore gaming25. That separation matters: it keeps the domestic online market under PAGCOR and the offshore market under a different, shrinking regime.
Land-based entry rules also apply and are worth knowing. Only tourists and foreigners who are not residents of the Philippines, plus residents with a certified net income for the previous year of at least P50,000, may play at PAGCOR casinos26. Of PAGCOR's earnings as the operator, 5% goes to the Bureau of Internal Revenue as franchise tax27. PAGCOR's own scale is substantial: as of its 2008 annual report it operated 13 PAGCOR branches in major cities across the three major island groups, plus 23 members-only VIP clubs6.
Licensee verification: registration numbers and the PAGCOR list
PAGCOR publishes a List of Licensees for Gaming Venue Operations as a PDF on its website, current as of August 31, 2026, and it is the primary source for checking whether a Philippine gaming venue is licensed28. One caveat PAGCOR itself attaches: the list does not certify that each licensee offers all PAGCOR-approved game offerings28. A name on the list means the venue is licensed, not that every game it advertises is approved.

For online sites, the Guarantee subsite described earlier is the equivalent check4. Cross-checking both is wise, because fake sites sometimes borrow the name of a real licensee. If the site name, the license number and the register entry do not all line up exactly, walk away. PAGCOR has publicly warned against fake online gaming sites precisely because they imitate licensed brands15.
Games you will find: baccarat, blackjack, roulette, poker and slots
The game menu at Asian-facing online casinos is consistent across the region, and baccarat sits at the top of it. PAGCOR's own venues offer baccarat, blackjack, roulette, craps, big and small, pai gow, stud poker, slot machines, Super 6, Pontoon, War, Genuine Pairs and in-house bingo6.
Offshore sites serving Japan offer live dealer games including blackjack, roulette and baccarat, plus variants like Dragon Tiger and Sic Bo, and live game shows3. The same pattern holds for South Korea: international online casinos offer live blackjack, roulette, baccarat, poker, game shows and live bingo5.
Land-based Korean casinos give a sense of the same menu in physical form. Seven Luck Casino's Busan Lotte branch offers roulette, blackjack, baccarat, tai sai, poker, slot machines and video games29. The Jeju Oriental Hotel Casino offers blackjack, roulette, Daisai and baccarat among other games30. Korea's official problem gambling help materials list lotteries, slot machines, roulette, video poker and baccarat as the chance-based games Koreans most often encounter31.
If you want to understand who actually makes these games, our page on game providers behind online casinos covers the studios behind the slots and live dealer tables, and our page on RNG certification and provably fair games explains how fairness is tested.
Dispute resolution: where PAGCOR's support is weak
PAGCOR says that licensed or registered E-Games and E-Bingo sites give players protection through a mechanism or process where they could air complaints and grievances against service providers and gaming operators18. All legitimate gaming websites show PAGCOR infographics or a video clip discussing responsible gaming reminders during log-in, and verify players with a one-time PIN, video calling or biometrics before log-in18.
In practice, the support has limits. The Online Gaming Platform is open only to players already registered at PAGCOR-licensed venues or integrated resorts' land-based casinos24, so a player who signed up through a third-party site with no venue registration may find they have no standing to complain. And PAGCOR's regulatory aims, such as disallowing access to gaming venues by minors and financially vulnerable persons, are enforced through licensees rather than through direct contact with players. If a dispute involves an unlicensed site, PAGCOR's remedy is to report it, not to recover your money.
For offshore sites licensed in Curaçao, Anjouan or Malta, the complaint route runs through the regulator that issued the license, and the outcome depends heavily on which one it is. Our page on operators fined, blocked or stripped of licenses shows the record, and when operators void winnings or close accounts explains the most common reasons disputes start.
Responsible gaming: helplines, self-exclusion and new AI tools
Every licensed operator in the region is required to offer some form of responsible gaming support, and the tools are genuinely usable.

PAGCOR (Philippines). The helpline is (02) 8248-9568, and the responsible gaming email address is keepitfun@pagcor.ph, published in the Responsible Gaming Code of Practice7. For self-exclusion and responsible gaming matters, PAGCOR also lists ResponsibleGaming@pagcor.ph33. Self-exclusion is for patrons who feel that they, or a relative, are developing a problem with gaming, and PAGCOR provides the option of barring them from the gaming venue or site34. Applications can be made online through the Online Self-Exclusion Application (OSEA) portal at osea.pagcor.ph, which restricts access to all casinos and gaming sites nationwide8. Regardless of where the application was made, the self-exclusion order is enforced in all PAGCOR operated and regulated gaming facilities34. PAGCOR also requires licensees to ensure the availability of dedicated personnel and information on responsible gaming for queries about exclusion, treatment and rehabilitation centers and support groups35.
Singapore. The National Council on Problem Gambling offers a self-exclusion application online36, and a separate non-casino self-exclusion covers Singapore Citizens, Permanent Residents and foreigners who are current members or account holders of participating non-casino operators37.
Macau. Responsible Gambling Kiosks at Studio City, Wynn Palace, Galaxy Macau, The Parisian Macao, MGM Cotai, The Venetian Macao and Grand Lisboa Palace casinos provide responsible gambling information, electronic applications for self-exclusion and problem gambling family counseling, gambling disorder assessment with a printable behavior report, a 24-hour helpline and interactive games for residents and visitors23.
Japan and South Korea. KEIRIN.JP, the official cycling betting site, offers a self-check tool and a consultation service for gambling addiction38. Sportstoto's responsible gaming code commits it to research and develop services like self-diagnosis for gambling-indulged players and self-exclusion39.
On the operator side, Anjouan requires licensees to provide functional responsible gaming tools, including self-exclusion and deposit limit capabilities11. PAGCOR is also developing an app intended to enable online gaming players to use only licensed and regulated platforms, its newest tool against illegal sites14. Our page on deposit limits, cool-off and self-exclusion tools goes through what these look like in an account.
Changes coming
One shift is worth watching over the next few years.
It is in licensing. Bitcasino, one of the longer-running crypto casinos serving Asian players, is transitioning from its Curaçao gaming license to an Anjouan gaming license and will be operated by EZ Spins Ltd, with no change to the player experience. If other Curaçao-licensed operators follow, Anjouan validation pages will become a more common check for Asian players. Meanwhile, the Malta Gaming Authority continues to publish notices declaring URLs that falsely claim its licenses, a reminder that license claims need verifying, not trusting.
For what these changes mean for specific operators, see our operators A to Z directory and our page on when an operator stops accepting players from a country.
