Reading an Online Operator's Terms: Governing Law, Eligibility and Restricted Countries

A plain-English guide to the clauses that decide your position at an online operator: who can open an account, which countries are blocked, what happens to your money, and when a balance can be forfeited.

Eligibility: age and who can open an account

The exact age depends on the operator and the market it is licensed in. Every user agreement opens with the same idea: you confirm you are old enough and that gambling is legal where you are.

At 888casino, the rule is 18 or the age of legal consent for the activities covered by the service under the laws of any jurisdiction, whichever is higher1. Dafabet phrases it the same way: you must be over 18, or above the age at which gambling is legal under the applicable law, whichever is greater4. That second half matters. If you live somewhere with a higher gambling age, the operator's own floor does not override it.

Regulated markets push the number up.

So the practical answer for a reader in Asia is: check the operator's clause, then check your own market's floor, and apply the higher of the two. If you are 19 and living in Singapore, an operator that accepts 18-year-olds does not make you eligible for a Singapore Pools account.

There is a second eligibility layer that catches people out. Some operators require you to be physically located in a country they serve at the time you play, not just resident there. A VPN does not change that, and using one to reach a blocked market is itself a breach of most agreements.

Restricted countries: where operators refuse players

This is the clause people skip and then get surprised by. Operators publish a list of countries and jurisdictions they do not service, and the list can change with immediate effect.

Restricted countries: where operators refuse players

888casino's agreement says persons located in countries the company does not service cannot open an account, deposit or use the services, and access from those countries is blocked1. Dafabet names its prohibited jurisdictions outright, and the list is long: the United States and its territories, the United Kingdom, France, Belgium, the Netherlands, Ireland, Germany, Spain, Portugal, Italy, Switzerland, Cyprus, the Czech Republic, Ukraine, Romania, Estonia, Bulgaria, Poland, Colombia, the Dutch West Indies, Aruba, Bonaire, Saba, Statia, Dutch St Martin, Curacao, Israel, Turkey, Australia, Singapore, Hong Kong S.A.R., Macau S.A.R., Taiwan, and the Republic of the Philippines4.

Read that list again if you are in Asia. Singapore, Hong Kong, Macau, Taiwan and the Philippines all appear on one major operator's prohibited list. That does not mean every operator blocks those places, but it does mean the brand you signed up with may not be the brand you can keep using if you move.

What actually happens if you are in a restricted country:

  • You cannot open an account, and the sign-up will usually fail at the address or location check.
  • If you already have an account and move to a restricted country, the operator can suspend or close it.
  • Access from a blocked country is typically blocked at the site level, so the page will not load normally.
  • Using a workaround to get in is a breach, and breach clauses let the operator void bets and forfeit balances.

If you are choosing an operator and you split your time between two countries, check both. Our guide to which online operators accept players from each of the 12 jurisdictions maps this out, and the legal risk labels explain what each country's stance means in practice.

One account per customer: the rule and the penalty

Almost every operator allows exactly one account per person. Dafabet states it directly: you may open only one account, and additional accounts may be closed or merged at the operator's discretion4. Philippine rules for gaming sites go further and say only one account shall be allowed per player per EGS or OGP6, and the E-Sabong framework allows one account per brand or service7.

The reason operators care is bonus abuse and arbitrage. Two accounts let a player claim a welcome offer twice, or hedge the same market across accounts. So the penalty clauses are written to make that unprofitable.

What can happen if you hold more than one account:

  • The extra account is closed, and any balance on it can be forfeited.
  • Accounts can be merged, which usually means the operator keeps the balance it decides is legitimate.
  • Bets placed through the duplicate account can be voided.
  • In serious cases the operator closes every account in your name and keeps the balances.

If you genuinely forgot you had an old account, tell support before you deposit. Operators treat a self-reported duplicate very differently from one they find during a withdrawal review. The voided winnings and account closures page covers how these reviews usually go.

Deposits, credit and what happens to your money

Two clauses decide what your balance actually is.

First, no credit. Dafabet states it flatly: we do not offer credit, and all bets must be supported by sufficient funds in the account4. That means a bet placed on a card that later fails is not a valid bet. Dafabet's terms say bets placed by credit or debit card do not become valid until payment in full is received, and are otherwise automatically voided4.

Second, no interest. Funds deposited with the operator do not attract interest4. Your balance is a playing balance, not a deposit account. Some operators hold customer funds through a separate group company under a services agreement, and in Great Britain, Spain and Kenya through approved third-party payment processors4. That is about how the money is held, not about you earning anything on it.

There is also a cap that catches players who never deposit. At 888casino, if you wager using restricted funds without making a real money deposit, you can receive up to a maximum of $100, €100 or £100 in winnings depending on your account currency. Verified progressive jackpot winnings from restricted funds are uncapped1. So a no-deposit bonus can produce a real win on a jackpot but a capped win on everything else.

Inactive accounts: the twelve-month rule and forfeited balances

An account you stop using is not frozen forever. Operators write dormancy clauses that eventually take the balance.

Dafabet's rule: if your account is inactive for twelve consecutive months or longer, the operator reserves the right to close it, and if there is no contact within 12 months of the account being identified as inactive, the funds are set aside, the account is closed and the funds are made available for distribution to a nominated charity chosen by the operator4. That is a forfeiture with a charitable label on it.

Singapore Pools takes a longer view. Its account terms list inactivity on an account for more than 5 years, or such other period as the company may notify, as a ground for suspension or termination8. Separately, for excluded account holders, an unclaimed balance is forfeited 5 years after account closure9.

The practical takeaway:

  • Log in occasionally if you have a balance you care about. A login is usually enough to reset the inactivity clock.
  • If you are leaving a market, withdraw rather than leave a balance sitting.
  • If you receive a dormancy notice, respond. Silence is what triggers the charity clause.
  • Check whether your operator charges an inactivity fee before it forfeits. Our page on inactive account fees and dormant balances covers that.

Bets once placed: cancellation, odds changes and maximum stakes

Once a bet is accepted, it is final. Singapore Pools states it in one line: once a bet has been accepted, it cannot be changed or canceled8. Dafabet says you will not be allowed to cancel or change your bets once they have been placed, accepted and recorded4.

Odds work the same way. Prices and lines displayed on the site are subject to variation, but they become fixed at the time a bet is placed, accepted and recorded, and the operator may change odds at any time without notice4. The Hong Kong Jockey Club's fixed odds football rules say the operator may change the fixed odds for a particular football bet type at any time10, and the Chinese-language horse racing rules say the operator may change the fixed odds of a bet type at any time11. The important half is what happens next: the stake is multiplied by the fixed odds displayed when the bet was placed10, and the fixed odds recorded in the operator's official record for a valid bet cannot be changed by either party regardless of later changes10.

Maximum stakes are set by the operator and can move. HKJC's football rules let the operator impose a maximum or minimum unit stake, a maximum total stake per betting day, a maximum dividend payable and a maximum dividend per betting day, changeable at its sole and absolute discretion without prior notice12. Dafabet says the maximum bet amount varies by bet type and is subject to change without prior notice4.

Some operators offer early settlement on certain markets. Where they do, the operator may allow early settlement proposals and may refuse them without giving any reason, and the bet is immediately surrendered once the operator accepts the proposal13. If you are thinking about why your stakes get cut, see why sportsbooks limit stakes or restrict accounts.

Errors, void bets and the game server's word over yours

This is the clause that decides arguments, and it almost always favors the operator.

On games, the random number generator determines outcomes, and the result that appears on the game server prevails over what your screen showed4. If your screen freezes on a win and the server recorded a loss, the server wins the argument.

On errors, Dafabet reserves the right to void all bets on the draws or races in question where there are systems or communications errors relating to random numbers, bet settlement or race results, and states it will not be liable for those errors4. Where a bet is affected by an error, the operator may correct and re-settle the bet at the correct price or declare it void and return the stake4. It also reserves the right at its sole discretion to void any affected bets or correct the error where there is a typographical, technical or human error in posting odds or handicaps4.

On mistaken credits, sums credited to you due to an error are deemed invalid and must be returned, and the operator may void any transaction including bets involving those funds, including reclaiming withdrawn erroneous funds and winnings from bets placed with them4.

On settlement, winnings are credited or losses reflected following confirmation of the final result from the relevant, reasonably appropriate source, most likely the sports governing body for sporting events4.

For sports bets, refunds follow the rules of the market. Where a football bet would be refunded, for combo bets the odds of all possible outcomes of those bets are treated as 110. In Singapore Pools multiples, if a selection is refunded or a match is abandoned the odds for that selection are set to one, and if all matches are abandoned or refunded the stake is refunded14. Where a match is declared void, single bets are refunded and all-up bets remain valid with the stake running onto the next selections at odds of 1.0015. Tournament bets have their own rules: if one or more tournaments are canceled or terminated, all unsettled tournament bets on that tournament are refunded10, and the operator may withhold all payments following the tournament if it believes a result is unclear, refunding all tournament bets if clarification cannot be obtained within a reasonable period13.

The palpable error rules page goes deeper on when a sportsbook can cancel a bet.

Breach of terms: when your balance is forfeited

Breach clauses are where the money actually goes. Dafabet's terms say that where an account is closed for prohibited practices or breach of the terms, the balance is non-refundable and deemed forfeited by you4.

Breach of terms: when your balance is forfeited

What counts as a breach is broad: multiple accounts, playing from a restricted country, using a VPN to get around a block, bonus abuse, and chargebacks among them. The common thread is that the operator decides, and the forfeiture clause is written so there is no refund route.

Self-exclusion breaches carry their own penalty. In one regulated market, if you breach an effective self-exclusion, any funds you deposit or win are forfeited to a third party charity selected by the commission16. That is not a refund to you; the money goes elsewhere.

The practical rules:

  • Do not open a second account, even by accident. Report it.
  • Do not play from a country on the operator's restricted list.
  • Do not use a VPN to reach a blocked site.
  • If you are excluded, do not try to play. The forfeiture is automatic in some markets.

Self-exclusion and your responsibilities during it

Self-exclusion is a tool that prevents you from gambling by blocking access to the gaming website you excluded with, for a definite or indefinite period, extendable by you17. It is not just a cooling-off period; it is a ban you asked for.

The scope is wider than most players expect. At 888casino, a player who self-excludes from any of the sites may not open or use a new account on any other site operated by the company during the self-exclusion period, and a breach allows the company to block the new account and forfeit its funds1. Dafabet's terms say that during the self-exclusion period you must not attempt to open new accounts, and the operator accepts no responsibility or liability if it fails to recognize or determine a self-exclusion request in circumstances beyond its reasonable control, including the customer opening a new account, or by telephone, or using a different name or address4.

In Singapore, self-exclusion is broader still. Individuals may apply to exclude themselves from casinos (Resorts World Sentosa and Marina Bay Sands), jackpot machine rooms at private clubs, and Singapore Pools online betting18. The blocks cover casinos, Singapore Pools online betting, and jackpot machine rooms at private clubs19. Organizations with a Corppass account can facilitate group self-exclusion applications for employees, members or other associated individuals, with the individual's consent mandatory18.

Two practical points. First, funds held on account during a self-exclusion are not forfeited and can still be withdrawn17. Second, reactivation is not automatic: after the self-exclusion period ends, the player must request in writing, by email or chat, the unblocking of the account, and activation is irreversible and irrevocable for the duration of the exclusion period20.

If you are thinking about self-exclusion, our page on deposit limits, cool-off and self-exclusion tools walks through how the tools differ.

Common Questions

What happens to winnings if I was underage when I placed the bets?

Under most operator terms, winnings accrued while you were under the relevant age are forfeited and the transactions are void. Your deposits are usually returned, but anything you won during that period is not paid out. If you are unsure whether you were eligible at the time, check the age clause in the user agreement before you deposit again.

Do I pay tax on online casino winnings?

That depends on where you live, not on the operator. Most terms put the responsibility on you: you report winnings and losses to your local tax authority to the extent your local law requires. The operator does not withhold tax for you, and it does not give tax advice. Check your own jurisdiction's rules.

Can I cancel a bet after it has been placed?

Usually no. Once a bet is accepted and recorded, it cannot be changed or canceled. Some operators offer an early settlement option on certain markets, but they can refuse it without giving a reason, and the bet is surrendered the moment they accept. Treat every placed bet as final.

How long do I have to dispute a balance discrepancy?

It varies by operator, but a common window is 30 calendar days from the last day of the month in which the discrepancy occurred. After that, the claim is forfeited. Check your account statement regularly and raise anything wrong in writing before the window closes.

Do my deposited funds earn interest?

No. Operator terms typically state that funds deposited in your account do not attract interest. Your balance sits as a playing balance, not a savings account. Some operators also hold customer funds through a separate group company or approved payment processors rather than in your name.

What happens if an operator credits my account by mistake?

Sums credited in error are usually deemed invalid and must be returned. The operator can void any transaction involving those funds, including bets placed with them, and can reclaim money already withdrawn. If you spot an obvious credit error, do not bet it and contact support.

Can I open a second account after self-excluding?

No. A self-exclusion usually covers every site run by the same company, so opening a new account during the exclusion period breaches the terms. The operator can block the new account and forfeit its funds. After the period ends, you normally have to ask in writing to have the original account unblocked.
