Asian Bookmakers

Asian-facing sportsbooks are betting sites built for Asian players, with Asian handicap football markets, Malay, HK, Indo and Euro odds displays, local currencies and local payment routes. Some are offshore brands like SBOBET and CMD368; others are state operators such as Singapore Pools and Korea's Sports Toto.

What "Asian bookmaker" means

An Asian bookmaker is simply a sportsbook built for Asian customers rather than European ones. The differences are practical and you notice them the moment you open an account:

The Asian handicap is the product that defines these sites. Handicap betting is a way for bookmakers to make a sporting fixture more even in terms of the prices they offer, and in the Asian version teams are assigned a positive or negative handicap according to their form1. The key difference from European markets is that there are only ever two outcomes, win and lose, because the draw is removed by the handicap line1. Malaysian bettors, for example, tend to favor handicap betting, Over/Under and outright winner markets9.

Many of these sites are offshore brands licensed outside Asia that accept players from Asian countries; some country-specific lists exist for places like China10. Others are resold through local infrastructure. In Vietnam, one operator offers its customers the SBOBET, CMD368 and Saba Sports markets on a single platform6. In Thailand, a long-standing agent system works the same way: Thai agents become customers of foreign gambling websites, receive credit plus a username and password, and then create their own child websites to distribute that credit to Thai online gamblers11. One Thai-facing site claims more than 500,000 Thai bettors and coverage of more than 30 sports types, from the Thai League through the Premier League, La Liga, Bundesliga, Serie A and the Champions League12.

If you want to see which operators take players from your country, our pages on online gambling operators and operators by jurisdiction list them market by market.

Malay odds: how they work

Asian sportsbooks usually let you switch between four odds displays, and Malay odds are the one that confuses newcomers most because they can be negative.

Malay odds: how they work
FormatCan be negative?What it shows
MalayYesPositive: win per unit staked. Negative: stake needed to win one unit13
HKNoDecimal-like, always positive
IndoYesSame "amount to bet to win one unit" logic as negative Malay
EuroNoThe familiar decimal format used by European books

Positive Malay odds work like a simple ratio. Negative Malay odds are different: they show how much you need to bet in order to win one unit, not how much you could possibly win13. SBOBET's own support pages give a worked example with Malay odds of -0.95:

  • On a $10 bet you pay $9.50 as your stake ($10 multiplied by 0.95)
  • If the bet wins, the maximum payout is $19.50: your $10 stake plus $9.50 in winnings
  • If the bet loses, you pay $9.50 as a loss13

A price that shows as Malay 0.50 is roughly Euro 1.50, which is why qualifying-odds thresholds in promotions look different in each format (more on that below).

Odds are not static. Handicap lines and odds change during betting, so the price you saw at kickoff may not be there five minutes later2. In pari-mutuel pools the movement is even more direct: at Japanese horse racing tracks such as Kasamatsu, the payout changes depending on how many people buy a given horse and how much they bet, so odds shift from moment to moment, are calculated by computer and displayed on large in-venue screens and odds boards14.

The handicap idea itself has deep roots in the region. Under British rule in the Malay States, betting at horse racing was permitted, but only on the official Totalisator and not with bookmakers15. The licensed "gambling farms" of that era were individually licensed by the police, with limits on opening hours, which games were allowed, age limits, a ban on employing women, and a ban on the farm giving credit15. The modern Asian handicap market keeps the same spirit: a tightly structured bet with no room for credit.

Macao shows how the handicap is set in a regulated market. For basketball betting, the concessionaire sets the handicap in advance, starting at zero with half-point increments; if the result is a draw under the handicap, or an Over/Under bet exactly equals the preset total, stakes are refunded in full16. Fixed odds are locked at the moment the bet is accepted and registered, and may be adjusted before each match starts, with changes published at betting centers and on the official website with local Macao date and time16. For football, Macao Lottery Limited selects leagues from around the world and sets the odds and handicaps for customers to bet on17.

The state operators: Sports Toto, Korea's Proto and Japan's toto

Not every Asian sportsbook is offshore. Several governments run their own betting operations, and if you live in one of these countries the state operator is the legal channel.

CountryOperatorProductWhere to bet

Japantoto (Japan Sports Promotion Council)Football and basketball result voting19Pre-sold voting tickets20
Hong KongHong Kong Jockey ClubFootball only, plus horse racing and a lottery4Betting outlets, telephone and online21

In South Korea, Sports Toto's flagship football product, Proto, comes in several vote types:

  • Win/loss type (승부식): predict the win or loss result of target matches
  • Score type (점수식): predict goals scored and conceded
  • Mixed type (혼합식): combining the two
  • Special type (특별식): the winner, placings or goalscorers of a target match22

Odds are applied to two decimal places for a single-match purchase, and for combination purchases the product of the selected matches' odds is truncated at the third decimal place and rounded up at the second23. The same two-decimal rule for single-match purchases appears in the official allocation terms24.

In Japan, the sports promotion voting system (toto) lets the public vote on the results of one or more football or basketball matches using pre-sold voting tickets, with refunds paid to holders of winning tickets19. The top WINNER prize goes only to those who correctly predict every match or competition result, and the prize is the odds multiplied by your purchase amount, with odds fluctuating until sales close20. A second prize also exists, defined as the ratio obtained by dividing the number of held match results minus one by the total number of held match results16.

In Singapore, Singapore Pools also offers Asian handicap football betting, and you are allowed to place bets after kickoff, in the midst of the match25. For those in-play bets, the handicap is applied to the "Asian Handicap Adjusted Full Time Score," meaning the score between the point the bet was placed and the end of regulation time26.

The rules differ sharply by country, and often by who you are: citizen, foreign resident or visitor.

In Hong Kong, football is the only sport people can bet on legally, through the Hong Kong Jockey Club, which also runs horse race betting and a lottery4. The license allows the club to take bets through betting outlets, telephone, online media including the Internet, and other telecommunication or electronic means, and to offer fixed odds and pari-mutuel betting on approved football matches21. All football bets must be made and settled in Hong Kong currency7. When football betting was legalized in 2003, the government made clear that once the relevant ordinance took effect in August of that year, all football betting activities outside the club would be illegal27. The club's football license also comes with conditions, including a rule that credit card bets are not accepted28.

In South Korea, the National Sports Promotion Act reaches further than many people assume: a court ruling confirmed that liability is the same even where the sports gambling site is operated outside South Korea by foreigners8. In other words, using an offshore site does not put a Korean resident outside Korean law.

In Vietnam, sports betting is treated as a form of paid entertainment, a conditional business under strict state control29. The pilot began with football betting, with expansion to other sports products to be considered and decided by the Prime Minister30.

In Malaysia, the licensed lottery operators are Magnum 4D, Sports Toto and Da Ma Cai, running number-based draws where you pick digits in hopes of matching the drawn combination31. Tourists and expatriates are legally allowed to buy lottery tickets, provided they do so from licensed vendors, and some operators offer anonymity options for substantial winnings31.

In India, fantasy sports operator Dream11's single full-match format was upheld by the Supreme Court as a "game of skill" by its order dated July 30, 2021, which means that format is legal and is not gambling, betting or wagering32.

In the Philippines, the state-backed e-sabong platform accepts bets from within the Philippines only. The regulatory framework states it plainly: it "shall not accept bets emanating outside the Philippines and shall not be accessible in any way outside the country"33.

Sports covered: football dominates

Football is the backbone of every Asian-facing sportsbook, and the market list around it is remarkably consistent.

Sports covered: football dominates

Singapore Pools' football rules cover Asian handicap, Over/Under and outright winner markets, with in-play betting allowed after kickoff25. Macao's regulated football betting offers an even longer menu of normal bets34:

  • Win/draw/win
  • Asian handicap
  • Over/Under
  • Correct scores and correct scores special
  • Half/full time
  • Total goals
  • Odd/even
  • More goals in the first or second half
  • Goals scored by team
  • First team to score, first goalscorer
  • Corners handicap and corners Over/Under

Hong Kong's rules add tournament markets such as "To Qualify," where the operator may offer and a backer may bet on a team to qualify into the next round of a particular tournament35. The club's own worked example: a bet of HKD 1,000 on West Ham to qualify at odds of 1.80 pays HKD 1,800 including stake, a net profit of HKD 800, if West Ham win and reach the quarter-finals36.

Beyond football, the offshore books spread wide. One Thai-facing site lists more than 30 sports types alongside its football leagues12. PAGCOR's license register even shows sports betting on American football among approved electronic games in the Philippines37. Esports has become a major category: GG.BET's Philippines-facing site offers moneyline, totals, spreads and prop bets on esports, enriched with integrated real-time streams, live match stats and results for ongoing tournaments, with live odds shifting in real time38. For a fuller picture of that market, see our page on esports betting operators.

Promotions and vouchers: how qualifying odds work

Asian-facing sportsbooks commonly credit a sportsbook voucher to an account, typically on an initial deposit, and the voucher comes with qualifying-odds rules that decide which bets count toward the rollover. Understanding these rules is mostly about understanding the odds formats.

SBOBET's sportsbook voucher promotion, for example, is available by invitation only and does not apply to all members; it applies to new account holders using RM, Rp, THB, VND, MMK, KRW and INR, and the voucher can be checked at My Vouchers39. For non-live markets, the qualifying thresholds are:

Odds formatQualifying threshold
Malay0.50 and above (estimated loss counted at negative odds)
HK0.50 and above
Indo-2.00 and above (for example -1.50, 1.00, 1.50)
Euro1.50 and above39

The general SBOBET voucher terms state the same family of thresholds: HK odds 0.50 and above, Indo odds 1.00 and above, Malay odds at negative odds and 0.50 and above, and Euro odds 1.50 and above40.

A Vietnamese operator illustrates how a requirement plays out in practice: deposit ₫500,000, receive ₫500,000 to play, with ₫500,000 of turnover required, and a single full-time Asian handicap bet at odds of 1.95 is enough to complete the whole requirement6. The practical takeaway is that a qualifying-odds threshold in one format is the same price in another: Malay 0.50, HK 0.50 and Euro 1.50 all describe roughly the same bet, so a threshold that looks strict in one display is often ordinary in another.

What the law does not cover

Some of the region's gambling laws predate the internet, which leaves genuine gaps.

What the law does not cover

Thailand is the clearest case. The country's Gambling Act does not cover online gambling directly, though it bans nearly all wagering activities, so online betting sits in a space the statute never anticipated41. Enforcement there has focused on the supply side rather than individual bettors, as the next section explains.

Japan debated casinos for two decades before acting. Proposals for the introduction of casinos have been hotly debated since 2001, led by Tokyo Governor Shintaro Ishihara, and for years no casinos were established42. That is now changing: the first Integrated Resort casino is expected to open in Osaka by 203043.

Singapore, by contrast, has moved to close gaps. Proxy gambling, where an individual inside a gambling area acts on the instruction of a decision maker outside it, was criminalized in casinos and fruit machine rooms under the Gambling Control Bill44.

Enforcement and gray areas in practice

What the law says and what happens on the ground are not always the same, and it helps to know where the practical risk sits.

In Hong Kong, the rule is blunt: it is illegal to bet with an illegal bookmaker, whether the bet is taken inside or outside Hong Kong45. So a Hong Kong resident using an offshore site is not in a gray zone at all; the exposure is personal.

In Malaysia, the pattern is different. Authorities have on occasion targeted local agents and operators, but individual bettors are rarely, if ever, prosecuted9. The practical risk for a player there is less about prosecution and more about the operator side of the market: unlicensed sites, agent credit structures and the difficulty of recourse if a site refuses to pay.

In Thailand, the agent structure described earlier means enforcement tends to land on the agents who run child websites and distribute credit, not on the players at the end of the chain11. In South Korea, as noted above, the law reaches residents even when the site operates from abroad8, so the gray area that exists elsewhere does not exist there.

If you are weighing a specific site, our page on how we label the legal risk of an online operator explains the categories we use, and when operators void winnings or close accounts covers what can go wrong after you bet.

Common Questions

Which sportsbooks accept players from Asia?

A number of offshore-licensed sportsbooks take players from Asian countries, including sites built around Asian markets such as SBOBET, CMD368 and Saba Sports, which some Vietnamese operators resell. Availability differs by country, and some sites exclude certain jurisdictions in their terms.

What is a Malay odds voucher promotion?

It is a sportsbook voucher credited to an account, usually on a first deposit, that must be rolled over on qualifying bets before anything can be withdrawn. Bets typically need Malay odds of 0.50 and above on non-live markets to count toward the requirement.

Is Dream11 legal in India?

Yes, in its single full-match format. India's Supreme Court upheld the format as a game of skill by its order of July 30, 2021, which places it outside gambling, betting or wagering for that format.

Who can bet on football in Hong Kong?

Football betting in Hong Kong runs through the Hong Kong Jockey Club, which offers fixed odds and pari-mutuel betting on approved matches. Bets must be made and settled in Hong Kong currency, and betting with any other bookmaker is against the law.

When will Japan's first casino resort open?

The first Integrated Resort casino is expected to open in Osaka by 2030, with the target date reported as autumn 2030. Casino proposals have been debated in Japan since 2001, but no casino has opened yet.

What is CMD368?

CMD368 is an Asian-facing sportsbook brand whose markets are resold by other operators, particularly in Vietnam, alongside SBOBET and Saba Sports. Its schedule covers both sports and esports fixtures.

Can I bet on esports in the Philippines?

Esports betting sites serving the Philippines offer moneyline, totals, spreads and prop bets on games such as Dota 2, League of Legends and CS:GO, often with live streams and real-time odds. The state-backed e-sabong platform, by contrast, accepts bets from within the Philippines only.

What is the minimum qualifying odds for a sportsbook bonus?

It depends on the odds format the site uses. Common thresholds are Euro odds of 1.50 and above, HK odds of 0.50 and above, Indo odds of 1.00 and above, and Malay odds of 0.50 and above, usually on non-live markets only.
