Is Sports Betting Legal in Asia?

Sports betting is legal in some Asian places and illegal in others. Hong Kong, Singapore, South Korea, Japan and Vietnam license specific operators and bet types, while China and Malaysia ban online sports betting outright.

The table is the fastest way to see the shape of it. The rest of this page fills in what each row means in practice: where you go, what you pay, what you bring and what happens if you use the wrong channel.

What the law says

Across Asia, sports betting sits in one of three buckets: fully licensed and regulated, banned outright, or somewhere in between through a pilot or a state monopoly. The practical question is not whether "Asia" allows it, because no single rule covers the region. It is whether the specific place you are standing licenses the specific bet you want to place.

What the law says

In Japan, betting on horse racing would normally fall under the general gambling offense in the Penal Code, but the Horse Racing Act carves out an exception. Betting through the methods that special law prescribes is fine. Betting on horse racing by any other method is the crime of gambling8. That same logic runs through most of the region: a licensed channel exists, and anything outside it is treated as an offense.

Hong Kong takes a similar approach. All gambling is illegal except what the government expressly authorizes under the Betting Duty Ordinance, what appointed public officers license, and what falls under the social gambling exemption9. Football betting through the Hong Kong Jockey Club is one of the authorized activities, and it is the only legal route for a Hong Kong football bet.

Singapore's Gambling Control Act 2022 extends to betting operations conducted outside Singapore where people physically in Singapore place or accept bets, and to operations run in or from Singapore for people physically outside it10. In plain terms, the location of the website does not decide whether Singapore law applies. Where the bettor is standing does.

South Korea licenses a defined list of gambling activities: casinos, horse racing, cycling racing, powerboat racing, lottery, sports promotion voting tickets, and bullfighting11. Sports promotion voting tickets are the legal vehicle for sports betting, sold under the Sports Toto brand. Anything outside that list is not licensed.

Vietnam's framework comes from Decree No. 06/2017/ND-CP, which sets out three permitted betting types: horse racing betting, dog racing betting and international football betting4. The pilot started with football, with expansion to other sports left to the Prime Minister to decide14.

Who it applies to

The rules often turn on who you are, not just where you are. Citizens, foreign residents and visitors can face different answers in the same country.

In China, the restriction is framed around the person. Organizing online football betting, acting as an agent for it, or taking part in it can amount to the crimes of opening a gambling house or gambling, with administrative or criminal liability5. That applies to residents of China regardless of where the site is hosted.

South Korea's courts have gone further. Under Article 48(3) of the National Sports Promotion Act, the same punishment applies even when the sports gambling site is operated outside Korea by a foreigner15. So a Korean resident using an overseas sportsbook is not outside the law just because the operator is.

Singapore's Gambling Control Act reaches betting operations conducted outside Singapore where persons physically present in Singapore place or accept bets10. A visitor standing in Singapore placing a bet with an overseas operator is within the scope of the Act, not outside it.

Hong Kong's position is that all gambling is illegal unless expressly authorized, licensed or exempted9. That applies to anyone in Hong Kong, whether a citizen, a resident or a visitor. The authorized channel is the same for everyone.

For visitors and expats, the practical takeaway is that your nationality rarely changes the answer. What changes the answer is whether a licensed operator exists in the place you are standing, and whether you are using it.

Penalties and enforcement

The penalties for betting outside the licensed channel are real, and they apply to the player, not just the operator.

In Hong Kong, anyone who bets with a bookmaker commits an offense and can face a maximum fine of HKD 50,000 and imprisonment for 9 months on conviction16. The same maximum applies to participating in illegal gambling, such as betting with an illegal bookmaker17. A separate government notice confirms that participating in illegal gambling, including illegal online betting, carries imprisonment of 9 months and a fine on conviction18.

In China, online football betting is treated as a criminal offense, not a regulatory matter5. Organizing it, acting as an agent, or participating can all lead to administrative or criminal liability.

South Korea's enforcement reaches overseas operators. The court ruling under Article 48(3) makes clear that the same punishment applies even where the site is run by foreigners outside the country15. That closes the argument that an offshore site is out of reach.

The pattern across the region is consistent: the licensed channel is protected, and everything else is an offense. The penalty falls on the person placing the bet as well as the person taking it.

Where sports betting is licensed, it usually runs through a single state-backed operator, with defined sports, defined bet types and defined limits.

What is legal and licensed

Hong Kong

The Hong Kong Jockey Club runs football betting in two forms: fixed odds football bets and pari-mutuel football bets19. It also offers pari-mutuel and fixed odds betting on selected overseas football matches20. The minimum age is 18. Anyone under 18, or in school uniform, cannot place football bets, claim winnings or refunds, or enter a betting location unless the operator authorizes it1. All football bets must be made and settled in HKD1. Payment can be cash, cash coupons or a betting account1. Physical betting tickets must be filled in with a blue ballpoint pen1. You cannot withdraw a valid football bet once placed1.

Payouts have their own rules. Winnings or refunds must be claimed within 60 days of the betting day on which the match, or the last match of a parlay, was held, at any betting location1. Anything not claimed within 60 days is forfeited1. A lost physical ticket must be reported within 7 days of the betting day, and a damaged ticket within 60 days1. Payouts on winning fixed-odds bets are rounded to the nearest 10 cents, up or down1. The operator can set maximum or minimum unit bet amounts, total bet amounts and maximum payout per ticket, per bet, per bet type and per betting day, and can change them without notice1. If a match is void, all bets on it are void and stakes are refunded, unless the result was already determined or the operator decides otherwise1. In a parlay, a void leg stays valid and the odds of all possible outcomes of that void match are treated as "1"1.

Singapore

Singapore Pools offers football and motor racing betting, and has done since March 199921. Bets can be placed online, using bet slips at outlets, or live at LiveWire venues22. The minimum stake is S$1 for remote betting and S$5 at betting outlets and authorized retailers2. Stakes must be in multiples of S$1, except remote bets, which can be in whole dollars and cents2. Betting can open up to 60 days before the event2. Odds are set by Singapore Pools at its sole discretion and can change2. Refunds are not available except where the rules provide for them2. If the venue changes after betting starts but before the event begins, bets are void and refunded2. If a match is abandoned after Regulation Time, there are no refunds and the Full Time Score decides the result2. Where there is evidence of rigging, Singapore Pools can delay results, withhold payment pending investigation, or void and refund bets2. Players, officials and volunteers of Singapore Premier League and Singapore Cup entities cannot bet on those competitions, and FAS officials who could influence a match cannot bet on it2. Goods and Services Tax is payable on the stake for a betting ticket2.

South Korea

Sports Toto is the licensed operator, offering soccer toto, baseball toto, basketball toto, volleyball toto, golf toto and Toto UO3. The minimum bet is KRW 100 to KRW 1,00024. The purchase limit is KRW 100,000 per person per round offline and KRW 100,000 per person per round on the Betman online site24. Fixed refund rate tickets return 50% of the sales amount, and fixed odds tickets return 50% to 70%24. Across the product, about 60% of sales is paid out as refunds and about 40% is receipts24.

Proto is the fixed-odds product. Players pick only the matches they want from major domestic and foreign sports events, with a pre-disclosed payout ratio25. Sales close at each match's start time, but matches held after 11 PM and before 8 AM the next day close in a batch at 11 PM, because daily sales hours run from 8 AM to 11 PM26. Results are usually announced the day the match ends26. There is no rollover for Proto products26. If no customer hits the combination they voted for in a round, the refund rate is 0%26. The annual refund rate must stay between 50% and 70%26. Odds are set by the operator based on team records, past results, injuries, recent form, media coverage and popularity, and can change to manage the annual refund rate; purchases made before a change settle at the odds at the time of purchase26. Sales are blocked when votes concentrate too heavily on some matches or combinations26. The prize cap is KRW 100,000,000 per individual voting ticket, not the sum across tickets26. Per-round refund rates are not disclosed, but annual sales and refund rate information is published at the start of each year for the previous year26.

For baseball events, all Proto products and types treat a declared suspended game as void, and results run from game start to final end, including extra innings and the tiebreaker27. In a doubleheader, the first game is the target game27. If the organizing body defines shortened innings as a regulation game, bets settle as valid correct hits27.

Sports Toto also runs an online Self-Exclusion and Self-Assessment program that pops up on Betman.co.kr28. Its address is 12, Sejong-daero 12, Jung-gu, Seoul28.

Vietnam

The permitted betting types are horse racing, dog racing and international football4. Tickets are bought and prizes paid in Vietnamese dong4. Fixed betting ticket sales points must be at least 500 m from schools and public playgrounds reserved for children4. Horse and dog racing betting can run at most 3 days per week, with races ending before 23:00 on the betting day4. Winning tickets must be claimed within 30 days from announcement of results or ticket expiry, after which they lose value4. Operators must pay winners no later than 5 working days from receipt of the claim request4. Tickets are distributed via terminals and via fixed and mobile telephone, but not via internet or internet-based phone apps, and telephone distribution only starts after 1 year of terminal distribution4.

Malaysia

Sports Toto, Magnum and Da Ma Cai are licensed by the government to run lottery and number forecast games6. Online betting and casinos are illegal6. So the licensed route in Malaysia is lottery and numbers, not online sportsbooks.

Japan

Betting on horse racing is authorized through the Horse Racing Act, and betting by methods outside that special law is the crime of gambling8.

What it means for visitors and expats

If you are visiting or living in Asia and want to bet on sports, the practical steps are the same in most places.

  1. Find out whether a licensed operator exists where you are. In Hong Kong, that is the HKJC. In Singapore, it is Singapore Pools. In South Korea, it is Sports Toto. In Vietnam, it is the licensed betting businesses under the pilot. In Malaysia, licensed betting means lottery and numbers, not online sportsbooks6.
  2. Check the age rule. Hong Kong sets 18 for football betting, and anyone under 18 or in school uniform cannot enter a betting location or claim winnings unless authorized1. Other jurisdictions set their own limits, so confirm before you travel.
  3. Check what you bring and how you pay. Hong Kong football bets are HKD only, paid by cash, cash coupons or a betting account1. Physical tickets need a blue ballpoint pen1. Singapore Pools takes bets online, by bet slip at outlets, or live at LiveWire venues22. Vietnam pays in dong and distributes tickets by terminal or phone, not by internet app4.
  4. Know the claim deadlines. Hong Kong gives you 60 days from the betting day to claim winnings or refunds, after which they are forfeited1. Vietnam gives 30 days from the results announcement or ticket expiry4. Miss the window and the money is gone.
  5. Do not treat an overseas sportsbook as a workaround. South Korea punishes it even when the site is run by foreigners abroad15. China treats organizing, agent work and participation in online football betting as criminal5. Singapore's Act reaches betting operations conducted outside Singapore where people physically in Singapore place bets10. Hong Kong makes betting with a bookmaker an offense with a maximum fine of HKD 50,000 and 9 months' imprisonment16.

For expats, the same rules apply as for citizens in most of these jurisdictions. Your passport does not move you into a different category. What matters is the licensed channel in the place you are standing, and whether you are using it.

If you want the wider picture across the region, the gambling laws in Asia guide compares twelve jurisdictions, and the online gambling page covers where betting sites are legal. For country-specific detail, see Hong Kong, Singapore, South Korea, Japan, Vietnam, Malaysia and China.

Common Questions

Can I legally bet on football in Asia?

Yes, in several places. Hong Kong, Singapore, South Korea and Vietnam all run licensed football betting through government-approved operators. In China and Malaysia, online football betting is illegal. The operator, the sport and the bet type all matter, so check the specific jurisdiction before you place a bet.

Is it legal to use an offshore sportsbook from an Asian country?

Usually not. South Korea's courts have held that using an overseas sports betting site is punishable even when the site is run by foreigners outside the country. China treats organizing, acting as an agent for, or taking part in online football betting as a criminal matter. Stick to licensed local operators.

What is the minimum age for sports betting in Asia?

It varies. Hong Kong requires bettors to be 18 or older for football betting with the HKJC, and anyone under 18 or in school uniform cannot enter a betting location. Other jurisdictions set their own limits, so confirm the age rule where you plan to bet.

How much does it cost to place a sports bet?

Minimum stakes differ by operator and channel. Singapore Pools sets a minimum of S$1 for remote football bets and S$5 at outlets and authorized retailers. South Korea's Sports Toto has a minimum bet of KRW 100 to KRW 1,000. Hong Kong football bets are settled in HKD only.

Can I bet on sports other than football?

Yes, in some places. South Korea's Sports Toto covers soccer, baseball, basketball, volleyball and golf, plus a fixed-odds product called Proto. Singapore Pools offers football and motor racing. Hong Kong's operator runs football betting. Vietnam's pilot covers horse racing, dog racing and international football.

Are sports betting winnings taxed?

Tax treatment varies by jurisdiction and is not uniform across Asia. Singapore Pools notes that Goods and Services Tax is payable on the stake for a betting ticket. Other jurisdictions handle betting revenue and payouts differently, so check the local rules where you bet.
