What safer gambling support exists in Asia
Support for gambling harm in Asia is uneven, but it exists in more places than most people expect. The most complete system is in Singapore, where the National Council on Problem Gambling (NCPG) sits at the center of everything: it runs the helpline and WebChat, administers every type of exclusion order, and provides counseling services. Legalized gambling there includes betting with Singapore Pools, the two casinos at Marina Bay Sands and Resorts World Sentosa, and jackpot machines in private clubs, and each of those is covered by an exclusion scheme6.
Hong Kong takes a different route. The Hong Kong Jockey Club funds counseling, treatment and support for problem gamblers through the Ping Wo Fund, and its responsible gambling pages list a dedicated counseling and treatment service in Tsuen Wan with a help line at 6829 87642.
The Philippines has moved quickly in recent years. Its National Problem Gambling Helpline, launched on May 26, 2026 in partnership with the Seagulls Flock Organization Inc., serves as a 24/7 support platform staffed by trained para-counselors and mental health professionals who provide confidential assistance and counseling7.
Exclusion schemes elsewhere in Asia work differently from jurisdiction to jurisdiction.
| Jurisdiction | Exclusion scheme |
|---|---|
| Macau | The Gaming Inspection and Coordination Bureau (DICJ) operates an exclusion scheme covering the city's casinos, open to local residents and visitors alike8. |
| Japan | The framework, built ahead of the first integrated resorts, allows casino operators to bar entry at the request of family members when it is needed to prevent gambling addiction9. |
| South Korea | Casino operators must deny entry to a person whose spouse or direct blood relative has requested a prohibition in writing on grounds of gambling addiction, provided the request comes with documents proving the family relationship10. |
| Vietnam | A bettor can be barred at the request of the person themselves or of a relative with full civil capacity, such as a parent, spouse or child11. |
Singapore also made a point of separating casual play from harm: its gambling laws include an exemption regime for social gambling among family and friends conducted in homes, so the support system targets problem gambling rather than a card game at a family dinner12.
If you are trying to work out whether gambling has become a problem in the first place, see signs of a gambling problem and the screening questionnaires explained. If a partner or parent is the one struggling, signs a family member has a gambling problem covers what to look for.
Self-exclusion: what it is and what it covers
A self-exclusion is a tool that prevents you from gambling by blocking your access to the venue or website you have excluded yourself from. In its simplest form, used by licensed online operators, it blocks access to the gaming website for a definite or indefinite period, and you can extend it yourself13.

Singapore's version is the broadest in Asia. A single application to the NCPG can block you from:
- the casinos at Resorts World Sentosa and Marina Bay Sands
- Singapore Pools online betting
- jackpot machine rooms at private clubs4
The law defines self-exclusion as a ban on entering or remaining on, or taking part in any casino gambling on, all casino premises; a ban from gaming machine rooms; or a ban from engaging in all manner of general remote gambling, in any combination you choose. In other words, you can exclude yourself from just the casinos, just online gambling, or everything at once14.
Hong Kong's Jockey Club runs a Voluntary Account Betting Self-exclusion Service for betting account holders. Once it takes effect, you are prohibited from betting through your existing account and from opening new accounts with the Club15. Singapore Pools offers a parallel voluntary self-exclusion for its own online betting16.
There is also a Non-Casino Self-Exclusion in Singapore covering private clubs and betting accounts, open to Singapore Citizens, Permanent Residents and foreigners who are current members or account holders of participating operators. Application is free5.
For a side-by-side comparison of every scheme, see self-exclusion schemes compared.
Self-exclusion durations and how to apply
How long an exclusion lasts depends on where you apply.
Singapore. Individuals can apply online through the NCPG website to exclude themselves from one or more gambling activities: the two casinos, jackpot machine rooms at private clubs, and Singapore Pools online betting18. A self-exclusion stays in force until the Council revokes it, and the Council may make revocation conditional on participation in counseling, rehabilitation or special education, or on an assessment of harm from gambling, including a clinical assessment if necessary14. Organizations with a Corppass account can also facilitate group Self-Exclusion applications for their employees, members or other associated individuals, with consent from each individual mandatory19.
Singapore Pools. The minimum exclusion period is 12 months, after which the voluntary exclusion continues in force until it is successfully revoked through the NCPG16.
Non-casino exclusion. For betting account holders and private club members, the exclusion comes into effect within 10 days of application, and from the date of application you must not gamble or enter the gambling area. If you later become a member of another private club or open another betting account, you must first revoke your earlier exclusion and reapply5.
Hong Kong. The Jockey Club's account betting self-exclusion offers periods of 2 years, 3 years or an indefinite term15.
Macau. The DICJ scheme's exclusion period is continuous and runs until it expires, unless you file a revocation request with the bureau during the period. Revocation of a self-exclusion takes effect only 30 days after the request is submitted, which builds in a cooling-off window20.
Japan. Where a casino operator bars entry at the request of family or related persons, the exclusion period is one year or longer, set at a duration the operator deems reasonable, with expert advice where needed9.
Philippines. PAGCOR's self-exclusion and banning program is aimed at patrons who feel they are developing a problem with gambling7.
A practical note on timing in the Philippines: an exclusion order takes approximately two weeks to take effect across all casinos and gaming sites, so do not assume you are covered the moment you file22.
If you are wondering whether you can end an exclusion before it runs out, the rules are covered in detail in can you cancel a self-exclusion early?.
Family Exclusion Orders: barring a relative from gambling
Self-exclusion requires the gambler's own consent. Family exclusion does not. These orders let a relative ask an authority, or the operator directly, to bar someone whose gambling is harming the family.
Singapore. A Family Exclusion Order or Family Visit Limit is imposed upon application by a family member: the NCPG can ban or limit the person's visits when their gambling behavior has caused harm to the family. Separately, the NCPG can impose a Third-Party Exclusion Order without any application at all, targeting people with a poor credit record or who are vulnerable to financial harm from their gambling, and an Exclusion Order by Law applies automatically to financially vulnerable groups, including undischarged bankrupts and people on government social assistance23. The law also allows an application by or on behalf of a person below 21 years of age24. A Family Exclusion Order remains in force until it is successfully revoked, and you can apply to revoke it only after being on the safeguard for at least one year and when there has been a substantial change in circumstances since the order was made25.
Philippines. PAGCOR's Family Exclusion/Banning program is for loved ones, meaning a spouse, child or parents, who need help with problem gambling. Under the regulator's code of practice, a family exclusion order takes effect and is enforced irrevocably for the first three months. After that, the relative may re-apply for another six months; otherwise the order is lifted automatically, and subsequent re-applications run on a yearly basis26.
Macau. An individual can apply to exclude themselves, or a spouse, ascendant, descendant or family member within the second degree of kinship by blood can request exclusion. The maximum exclusion term is two years8.
South Korea. A casino operator must deny entry to a person whose spouse or direct blood relative has requested an entry prohibition in writing on grounds of gambling addiction, but only if the request is accompanied by documents proving the spouse, parent or child relationship10.
Vietnam. Vietnamese citizens entering licensed casinos must not be subject to a barring request from a close family member, meaning a father, adoptive father, mother, adoptive mother, wife, husband or biological child with full civil capacity, or from their own request to the casino business. The same rule applies to betting: a person can be barred at their own request or at the request of such a relative29.
Japan. The entry restriction system lists a medical diagnosis of gambling disorder by a doctor as a ground for family application, alongside the family-request route described earlier30.
If someone else's gambling is affecting you, whether or not an exclusion order is on the table, help for families of problem gamblers lists counseling and support options, and family exclusion orders goes deeper on the rules above.
Helplines by jurisdiction: Singapore, the Philippines and beyond
Singapore. The National Problem Gambling Helpline is 1800-6-668-668, with the WebChat and helpline available daily from 8am to 11pm1. The service covers counseling, self-exclusions and visit limits, family exclusions, third-party exclusions and exclusions by law1. Note that airtime charges apply for mobile calls to 1800 service lines; the NCPG can also be reached at 6354 8154, which is listed for counseling appointments31.

Philippines. Help for gambling problems is available through PAGCOR at (02) 8538-9090 or www.pagcor.ph/regulatory/responsible-gaming.php, and the National Problem Gambling Helpline operates as a 24/7 platform staffed by trained para-counselors and mental health professionals providing confidential assistance22.
Hong Kong. The Problem Gambling Counselling and Treatment Services in Tsuen Wan can be reached at 6829 8764, and the Ping Wo Fund backs counseling, treatment and support for problem gamblers2.
Both self-exclusion and Family Exclusion Order applications in Singapore can be completed online through the NCPG website, so a phone call is not the only way in32.

What self-exclusion does to your account
The core effect is simple: during a self-exclusion you are prevented from gambling. On the account side, two things matter.
First, your money is safe. Funds held on account are not forfeited and can still be withdrawn, so an exclusion does not cost you your balance. It is advisable to withdraw any remaining funds when you request the exclusion, so the account is clean from day one13.
Second, your access is cut off at the operator level. In Hong Kong, a self-excluded account holder is prohibited from betting via their existing account and from opening new accounts with the Club15. In Singapore, the exclusion covers the Resorts World Sentosa and Marina Bay Sands casinos, Singapore Pools online betting and private club jackpot rooms, so a single application closes all the main legal routes at once4.
What happens next, including marketing, breaches and the day-to-day reality of an exclusion, is covered in what happens after you self-exclude.
Exclusion in India: no central register
India has no national self-exclusion register comparable to Singapore's NCPG or Macau's DICJ scheme. There is no single body you can apply to that will bar you from every licensed venue and betting platform in the country. Exclusion there works operator by operator: you contact each casino, betting operator or platform individually and ask to be barred or have your account closed.

That makes the practical approach different from elsewhere in Asia. Rather than one application, you need a list of everywhere you gamble, and a request to each. Where formal schemes do exist in the region, they are free to join, as Singapore's non-casino exclusion shows, so cost is not the barrier in India either; coverage is5.
For the practical first steps of stopping without a formal scheme, see how to stop gambling, and for blocking software that works across operators, Gamban. Free online support that does not depend on any register is listed in online support for problem gambling.
Where the law and support do not reach
No exclusion scheme covers everything, and it helps to know the edges.
Unlicensed and illegal gambling. Exclusion orders bind licensed casinos and licensed online operators. They do nothing about illegal sites, which is why regulators such as PAGCOR warn the public against playing on illegal online gambling sites; those sit outside every register and every exclusion list33. In Vietnam, playing xoc dia online can carry criminal liability, and betting outside the licensed system is likewise beyond the reach of any exclusion scheme11.
Casual play that is not the target. Not every game with money at stake is treated as a problem. In China, the guidance is that relatives playing mahjong or poker with money stakes, without a profit motive, are not punishable, and nor are small-stakes games among non-relatives34. Singapore similarly exempts social gambling among family and friends at home12. These carve-outs mean the support system, and the exclusion schemes, are aimed at commercial gambling and at harm, not at a festival card game.
Counseling cannot be forced. In Macau, an excluded person may choose to accept or decline counseling services from problem gambling prevention bodies; the exclusion bars entry, but the treatment side remains voluntary28.
Proxy play. Singapore has criminalized proxy gambling in casinos and fruit machine rooms, where someone inside the gambling area bets on the instructions of a decision maker outside it. This closes one route around exclusion and identity checks12.
If an exclusion order or a helpline is not enough on its own, the wider treatment landscape is covered in gambling addiction treatment and residential gambling rehab centers, with peer options in Gamblers Anonymous and peer support groups. And if gambling has left you or someone close in crisis, crisis lines across Asia lists where to call.
