What self-exclusion and visit limits cover in Singapore

Singapore's exclusion system covers the two licensed casinos, Resorts World Sentosa and Marina Bay Sands, plus jackpot machine rooms at private clubs and Singapore Pools online betting. Exclusions ban a person from one or more of these gambling activities, while visit limits cap the number of casino visits a person can make in a calendar month1.

There are several routes onto a register, and they differ in who starts them:

  • Self-exclusion: you apply yourself to be banned1
  • Voluntary visit limit: you apply yourself to cap your monthly casino visits1
  • Family exclusion order or family visit limit: a family member applies, because the person's gambling has caused harm to the family5
  • Third-party exclusion order: NCPG imposes it without any application, for people with a poor credit record or who are vulnerable to financial harm6
  • Exclusion by law: imposed automatically on financially vulnerable groups, mainly undischarged bankrupts and people on government assistance4

You can check your own status at any time by logging in at www.ncpg.org.sg with SingPass and using "Check Exclusion Status" or "Check Visit Limit Status". Allow up to 48 hours for any change to show up on the website7.

Self-Exclusion: how to apply and what it blocks

A self-exclusion blocks you from the Resorts World Sentosa and Marina Bay Sands casinos, from jackpot machine rooms at private clubs, and from Singapore Pools online betting2. You can apply to be banned from all of these, or just some of them, in any combination8.

Self-Exclusion: how to apply and what it blocks

Applying is straightforward and free:

  • Online: use your SingPass at the NCPG online portal9
  • In person: at the NCPG office at 510 Thomson Road #05-01, SLF Building, Singapore 29813510

The exclusion takes immediate effect after submission11. Once it is in place, it stays in force until the Council revokes it12.

Organizations with a Corppass account can also facilitate group self-exclusion applications for their employees, members or other associated individuals, though consent from each person is mandatory9.

One point worth knowing: a self-exclusion is not the same as being excluded by a casino operator, the Gambling Regulatory Authority or the police. The criminal offense of entering a casino while excluded does not apply to people who are excluded only by their own self-exclusion or voluntary visit limit13.

Voluntary Visit Limit: for Singapore citizens and PRs only

A Voluntary Visit Limit lets you cap the number of visits you make to the Singapore casinos in a calendar month, rather than banning yourself outright3. It suits people who want to keep some access but with a hard ceiling.

This service is only available to Singaporeans and Permanent Residents. Visitors and foreign residents cannot apply for it3.

You apply online through NCPG e-Services using SingPass, and the application is free3. As with self-exclusion, you can check your status at any time through the NCPG website7.

One recent change to be aware of: from September 21, 2026, breaching a Family Visit Limit for casinos is now a criminal offense, bringing it into line with the other exclusion orders14.

Family Exclusion Order: barring a relative through NCPG

A Family Exclusion Order lets a family member ask NCPG to ban a relative from the casinos when that person's gambling has caused harm to the family. A Family Visit Limit works the same way but caps visits instead of banning them5.

Key points about the process:

  • Applications are made online through the NCPG website5
  • If NCPG is satisfied there is serious harm to family members and further harm is imminent, it may make a Provisional Family Exclusion Order immediately, pending the outcome of the full application5
  • An application may also be made by or on behalf of a person below 21 years of age5

A Family Exclusion Order covers both Resorts World Sentosa and Marina Bay Sands5. It also has consequences beyond the casino floor: a family exclusion order made under the Casino Control Act bars the person from registering a Singapore Pools account15.

The order remains in force until it is successfully revoked. A person may apply to revoke it after being on the safeguard for at least one year, and when there has been a substantial change to the circumstances since the order was made16.

Exclusion by Law: automatic bans tied to assistance schemes

Exclusion by Law is imposed automatically, with no application needed, on people the law treats as financially vulnerable. It applies to4:

  • Undischarged bankrupts
  • Recipients of ComCare Long Term (Public Assistance), Medium Term or Short Term assistance
  • Tenants and occupiers of HDB rental flats under the Public Rental Scheme
  • Recipients of legal aid under the Legal Aid Bureau
  • Recipients of government-funded criminal defense aid from the Public Defender's Office or under the Criminal Legal Aid Scheme administered by Pro Bono SG

The exclusion stays in force until the person is no longer on any of these programs or schemes4. It also reaches beyond the casinos: people under Exclusion by Law cannot open or maintain a Singapore Pools online betting account10.

Entering a casino for work. From May 29, 2026, individuals under Exclusion by Law who need to enter casinos for work purposes may do so without applying to NCPG. They are encouraged to notify their employers, must enter only through designated employee or vendor entrances, and may only carry out defined work activities within the casino premises4.

Non-Casino Self-Exclusion: Singapore Pools, Turf Club and jackpot rooms

A Non-Casino Self-Exclusion covers gambling outside the two casinos. It excludes the applicant from17:

Non-Casino Self-Exclusion: Singapore Pools, Turf Club and jackpot rooms
  • A Singapore Pools betting account
  • A Singapore Turf Club betting account
  • Jackpot rooms of private clubs which offer this service

It is open to Singapore Citizens, Permanent Residents and foreigners who are current members or account holders of the participating operators17.

The application process for this route is more old-fashioned than the online portal:

  • The application form is completed, sealed and mailed to NCPG. Only forms with an original signature are accepted, not photocopies17
  • A witness is required, who must be at least 21 years old and may be contacted for verification17
  • The application is free17
  • NCPG acknowledges receipt, and applicants who have not heard anything within 10 working days can contact NCPG at 6354 8154 or admin@ncpg.org.sg17

For betting account holders and private club members, the exclusion comes into effect within 10 days of the application. From the date of application, you must not gamble or enter the gambling area17. A Singapore Pools betting account exclusion also cuts off access to account-related services, not just betting17.

If you later become a private club member or betting account holder again, you must first revoke your earlier self-exclusion and reapply17.

Singapore Pools account self-exclusion: methods, minimum period and revocation

If you hold a Singapore Pools account, a self-exclusion blocks access to that account, and if you do not yet have one, it prevents you from opening a new account11.

How to apply:

  • Online with SingPass through the NCPG website11
  • In person at ServiceSG centers: Bukit Canberra, Kampong Chai Chee CC, Keat Hong CC, Nee Soon Central CC, Our Tampines Hub, One Punggol and The Frontier CC11

The exclusion takes immediate effect upon submission11.

Minimum period and revocation. There is a minimum exclusion period of 12 months. After that, the exclusion remains in force until you successfully apply to revoke it through NCPG, online with SingPass11. For Singapore Citizens and PRs, revocation may involve completing an online psycho-education course or attending two counseling sessions at an NCPG-appointed agency11.

Your account balance. During the exclusion period the account cannot be used for betting or deposits, but the money in it is still yours. Contact Singapore Pools Customer Service at 6786 6688 to withdraw your balance by check. Any unclaimed balance is forfeited five years after the account is closed10.

Deposit and betting limits. Separately from exclusion, Singapore Pools account holders can set Monthly Deposit and Betting Limits on their account. Any increase to these limits takes effect only after 24 hours, while any reduction takes effect immediately18. This cooling-off window is designed to stop an impulsive decision to raise your limits late at night.

Penalties for excluded persons who enter a casino

An excluded person must not enter or remain on, or take part in any gaming on, casino premises, and the casino operator must bar and remove excluded persons13.

From September 21, 2026, an excluded person is liable for entering, remaining or taking part in gambling on casino premises if it is proven that they knew, or ought reasonably to have known, that they were an excluded person. The Gambling Regulatory Authority no longer needs to prove the person was aware of their exclusion status at the moment of entry14.

However, the offense of entering while excluded does not apply to a person who is excluded only by their own self-exclusion or voluntary visit limit13. In other words, the criminal penalty targets people excluded by the Authority, by family order, by third-party order or by law, not those who barred themselves.

Winnings can also be at stake: licensees must bar excluded persons from gambling and may refuse to pay winnings to excluded persons13.

One related money point: if you have paid the casino entry levy and are then turned away because of an exclusion order, visit limit or other entry restriction imposed by the casino operator, there is no refund12.

Getting off a register: revocation rules and waiting periods

Each type of exclusion has its own exit route:

Getting off a register: revocation rules and waiting periods
  • Self-exclusion: stays in force until the Council revokes it12. For Singapore Pools betting, you can only apply to revoke after 12 months from the date of application17, and Singapore Citizens and PRs may need to complete psycho-education courseware or attend two counseling sessions first11
  • Family Exclusion Order: remains in force until successfully revoked; you may apply after at least one year on the safeguard and when there has been a substantial change in circumstances16
  • Exclusion by Law: lifts automatically once you are no longer on any of the listed programs or schemes4
  • Non-casino self-exclusion: stays in force until you apply to revoke it, and revocation may only be applied for after 12 months from the date of application17

There is one special rule for foreigners: the Council may revoke a self-exclusion without any application if the person is not a Singapore citizen or permanent resident and has remained outside Singapore for the prescribed minimum period8.

Reactivating a Singapore Pools account. After your exclusion is lifted, log in to the NCPG portal with SingPass or call NCPG at 6354 8154 to confirm you are no longer under any exclusion order, then contact Singapore Pools Customer Service at 6786 6688 to get your account going again10.
