Singapore's Casino Control (Conduct of Casino Gambling) Regulations 2009 were amended by a new instrument, S 635/2026, which took effect on 21 September 20261. The amendment deletes definitions in regulation 2 of the regulations and revises others, according to the current consolidated text on Singapore Statutes Online1.
The regulations were originally made by the Casino Regulatory Authority of Singapore under section 200(2)(n) of the Casino Control Act, with the approval of the Minister for Home Affairs, and came into operation on 4 December 20091. The amendment annotations show S 635/2026 marked against regulation 1 (citation and commencement), regulation 2 (definitions) and multiple provisions in Parts II and III2.
In regulation 2, two definition entries now carry the marker "[ Deleted by S 635/2026 wef 21/09/2026 ]"1. The definitions that remain and carry the same amendment marker include "approved casino gambling", "approved rules" and "cage"1. The definition of "cash" is unchanged and carries no S 635/2026 marker; it means "currency notes and coins of Singapore which are legal tender in Singapore or foreign currency"1. The definition of "state of intoxication" is also unchanged: "a state wherein a person's speech, balance, co-ordination or behavior is noticeably affected and there are reasonable grounds for believing this state to be induced by alcohol, narcotics or any intoxicating substance"1.
The same amendment marker appears against provisions across the regulations, including regulation 3 (when casino chips and chip purchase vouchers may be issued or redeemed), regulation 4 (payment for casino chips), regulation 6 (limit on casino chips issued in exchange for casino chips of another casino operator), regulation 7 (transaction at cage), regulation 8 (redemption of casino chips or chip purchase vouchers), regulation 9 (casino chips to be used only for casino gambling or tips), regulation 10 (dealing and shuffling of playing cards), regulation 11 (placing of wagers at tables) and regulation 11A (placing of wagers by proxy on gaming machines and gaming programs)2. The consolidated text does not set out the previous wording of the deleted definitions, so what was removed has not been reported1.
A separate instrument, S 634/2026, also took effect on 21 September 2026 and amended the Casino Control (Composition of Offences) Regulations 20103. That amendment added a paragraph covering "any offense (other than a continuing offense) under section 83(3) of the Act as in force immediately before 21 September 2026" to the list of compoundable offenses, and added amendment markers to existing paragraphs (c), (ca) and (f)3. The composition regulations were originally made under section 196(3) of the Casino Control Act and came into operation on 12 February 20103.
The Gambling Control Act 2022, which consolidated Singapore's gambling law outside casinos and renamed the Casino Regulatory Authority as the Gambling Regulatory Authority of Singapore, also shows a version in force from 21 September 20264. Its stated purposes include authorizing some gambling and prohibiting the rest, minimizing social harm including problem gambling, and limiting opportunities for crime or dishonesty associated with gambling4.
What it means for players
The conduct regulations govern how gambling works inside Singapore's two casino premises, covering chip issuance and redemption, wager placement, card shuffling and the prohibition on gambling while intoxicated1. The 21 September 2026 changes are drafting amendments to definitions and provisions rather than a new set of player-facing rules, and the consolidated text does not disclose what the deleted definitions said1. For anyone gambling at a Singapore casino, the visible rules on chips, wagers and intoxication remain in the regulations as consolidated1. The composition regulations set out which offenses the Authority may compound rather than prosecute, and the addition covering section 83(3) offenses as in force before 21 September 2026 relates to the Authority's powers to remove or detain excluded persons under the Gambling Control Act 20223. What happens next
No further dated steps are set out in the amended regulations or the composition regulations beyond the 21 September 2026 commencement1.
