Singapore Pools (Private) Limited has issued a new set of Horse Race Betting Game Rules, dated 6 July 2026, that govern all bets placed on or after that date1. The operator published the 68-page document on its website, listing its registered address as 210 Middle Road, #01-01 Singapore Pools Building, Singapore 1889941.

The rules state that Singapore Pools offers totalisator betting on races run overseas, and that the races it takes bets on are "conducted overseas by overseas turf clubs"1. Sixteen bet types are listed as currently available: Win, Place, Evens and Odds, Forecast, Place Forecast, Tierce, Trio, Quartet, Quadro, Double, Double Forecast, Double Trio, Triple Trio, Six Up, All Up and Roll Betting1. Singapore Pools says it may vary that list at its sole and absolute discretion1.

Bets can be placed physically at betting outlets, selected authorized retailers or betting centers showing live race broadcasts, or remotely through the website or mobile app1. Government tax and the commission payable to Singapore Pools under the Singapore Totalisator Board Act are deducted from each betting pool, and winnings are calculated from total stakes registered on the operator's official record after those deductions1. The document sets commission at 18% for Win, Place, Forecast, Place Forecast and Double Betting, and 25% for Tierce, Trio, Quartet, Quadro, Double Trio and Triple Trio Betting1. Where pools are commingled, the commission follows the rates set by the relevant commingling partner; the rules name HKJC Horse Racing Betting Limited for Win, Place, Forecast, Place Forecast, Tierce and Triple Trio1.

The unit bet for both Win and Place Betting is $51. Win Betting is not offered in races with fewer than four starters, and Place Betting is not offered below four starters; Place Betting covers a horse finishing in the first three in a race with seven or more declared starters, or the first two in a race with four to six declared starters1. Bets on a declared non-starter are void and refunded1. Refunds are otherwise not available for Horse Race Betting purchases except where provided for a particular bet type in the appendix or elsewhere in the rules1. Singapore Pools determines whether winnings are declared in multiples of S$1, rounded down, or in fractions of a dollar1.

"These Horse Race Betting Game Rules shall apply to all bets placed on or after 6 July 2026."

What it means for players

The rules apply to anyone betting on horse racing through Singapore Pools, whether at an outlet, at a betting center or on the website or app, for bets placed from 6 July 20261. The commission rates of 18% and 25% are taken from the pool before winnings are paid, so they shape returns on every bet type listed1. The $5 unit bet and the minimum-starter conditions determine whether Win and Place Betting are available in a given race1. Non-starters are refunded, but other purchases are generally non-refundable outside the stated exceptions1. For commingled pools, the applicable commission is the one set by the overseas partner rather than a fixed Singapore Pools rate1.

What happens next

No further steps, effective dates or transitional arrangements beyond the 6 July 2026 application date have been reported1.
