Jackpot Machines in Singapore

Jackpot Machines in Singapore

Jackpot machines in Singapore live in private clubs such as SAFRA and the Republic of Singapore Yacht Club, not in casinos. Here is how club jackpot rooms work, who can get in, how to pay, and how to exclude yourself.

Jackpot machine rooms in Singapore: what they are and where to find them

Singapore keeps its slot machines, known locally as jackpot machines or fruit machines, in a separate category from its two big casinos. Jackpot gambling is legal in Singapore, but only within private clubs1. A jackpot room is a dedicated space inside a club where rows of machine games are set up for members to play, much like a small slot floor without table games.

The clubs that run jackpot rooms are established membership clubs rather than commercial gambling venues. The best known are the SAFRA clubs, which operate jackpot rooms at several locations including SAFRA Mount Faber, SAFRA Jurong, SAFRA Tampines and SAFRA Toa Payoh, and the Republic of Singapore Yacht Club Jackpot Room. These rooms sit inside the club's wider facilities, so a visit usually means passing through the club itself, with its dining and recreation areas around the jackpot room.

The machines themselves are the familiar spinning-reel style games. Payouts and play are handled at the machine, with larger wins settled by room staff. Because these rooms sit outside the casino system, they follow their own rules on entry, payment and exclusion, which this page covers below.

If you are weighing a jackpot room against the big casino floors at Marina Bay Sands or Resorts World Sentosa, the main differences are scale, cost of entry and who can walk in. See our overview of gambling in Singapore for the full picture.

Private clubs: who is allowed in

Jackpot rooms sit inside private clubs, so the first gate is club membership. You generally need to be a member, or the signed-in guest of a member, to get through the club doors in the first place. Membership rules differ from club to club: SAFRA clubs serve national servicemen and their families, while the Republic of Singapore Yacht Club is a private membership club with its own joining process and fees. Check with the specific club about guest access before you turn up, since a guest who is not a member may not be admitted to the jackpot room even if the club itself allows visitors.

Private clubs: who is allowed in

The second gate is exclusion. Exclusion orders in Singapore ban individuals from one or more gambling activities: the two casinos, jackpot machine rooms at private clubs, and Singapore Pools online betting4. A family member can apply for a Family Exclusion Order that covers jackpot machine rooms at private clubs5, and the National Council on Problem Gambling can also impose a Third-Party Exclusion Order without any application, to ban or limit visits by individuals who have a poor credit record or are vulnerable to financial harm from their gambling6. If you are under any of these orders, the club must bar you from the jackpot room.

In short: be a member or a member's guest, be 21 and over, and not be under any exclusion order. That is the whole entry test.

Minimum age: 21 for all jackpot rooms

The age threshold described in the section above applies to jackpot machine rooms just as it does to the casinos2. The only exception in Singapore is betting at Singapore Pools' physical outlets, where the minimum age is 187. So a 19-year-old can buy a Toto ticket at a Singapore Pools outlet but cannot enter a jackpot room at a private club or either casino.

Bring photo identification. Clubs check age at the jackpot room door, and the same 21-and-over rule applies to guests as well as members. If you look young, expect to show your ID card or passport.

How jackpot rooms compare with casinos and Singapore Pools outlets

Singapore offers three very different places to gamble, and it helps to know which one you are walking into.

VenueWhereWhat is on offerWho gets in
Jackpot machine roomsPrivate clubs such as SAFRA and the Republic of Singapore Yacht ClubMachine games onlyClub members and guests, 21 and over
CasinosMarina Bay Sands and Resorts World SentosaTable games and machinesEveryone 21 and over, but Singapore citizens and permanent residents must pay a daily entry levy8
Singapore Pools outletsBetting shops across the island4D, Toto, Singapore Sweep, football and horse racing betsAnyone 18 and over

The entry levy is the big structural difference. A casino operator must not allow any Singapore citizen or permanent resident to enter or remain on casino premises unless the person has paid the entry levy8. Foreign visitors simply walk in with a passport. Jackpot rooms have no levy, but they do have the membership gate. See our page on Singapore's casino entry levy for how that works.

Payment rules also differ. Singapore Pools outlets accept only cash and NETS, with no transaction fee for placing a bet9, and credit cards or credit facilities are not accepted for bet placements across retail and online channels3. Jackpot rooms follow the same cash-and-NETS pattern, and no gambling venue in Singapore lets you play on credit.

One more thing worth knowing: winnings from fruit machine (jackpot) play sit alongside 4D, Toto, football, Singapore Sweep, horse racing and casino winnings when it comes to how Singapore treats gambling winnings. Our page on tax on gambling winnings in Singapore explains what that means in practice.

Exclusion orders that cover jackpot rooms

If you or a family member wants a barrier in place, several exclusion orders reach jackpot machine rooms:

  • Self-Exclusion. You apply yourself, and it blocks you from casinos, Singapore Pools online betting and jackpot machine rooms at private clubs10.
  • Family Exclusion Order. A family member applies, and it can cover jackpot machine rooms at private clubs5.
  • Third-Party Exclusion Order. Imposed by the NCPG without any application, to ban or limit casino visits by individuals with a poor credit record or who are vulnerable to financial harm from gambling6.

The NCPG is empowered to issue exclusion orders for gaming machine rooms and general remote gambling11, and excluded individuals are not permitted to gamble or enter gambling areas across all platforms and locations where NCPG exclusions apply, including fruit machine rooms7. The practical effect is simple: once an order is in force, the club must stop you at the door, and you commit an offense if you gamble anyway.

You can check your exclusion status online through NCPG e-Services at any time10. Our page on casino exclusion and visit limits in Singapore goes into the casino-specific orders in more detail.

Self-exclusion through the NCPG

Self-Exclusion is the one you control yourself. Individuals may apply to exclude themselves from one or more gambling activities in Singapore: the casinos (Resorts World Sentosa and Marina Bay Sands), jackpot machine rooms at private clubs, and Singapore Pools online betting13. You can pick just the jackpot rooms, or all three.

Self-exclusion through the NCPG

Applying is free14. You can do it:

  • online with SingPass at the NCPG online portal
  • in person at the NCPG office at 510 Thomson Road #05-01, SLF Building, Singapore 29813514
  • in person at selected ServiceSG centers, including Bukit Canberra, Kampong Chai Chee CC, Keat Hong CC, Nee Soon Central CC, Our Tampines Hub, One Punggol and The Frontier CC
  • by mailing a completed paper form to the NCPG, which must carry your original signature, not a photocopy12

The paper form needs a witness, who may be contacted for verification12. If you do not hear from the NCPG within 10 working days of applying, contact them at 6354 8154 or admin@ncpg.org.sg12.

For betting account holders and private club members, the exclusion comes into effect within 10 days of application, and from the date you apply you must not gamble or enter the gambling area covered12. The exclusion then stays in force for at least 12 months, and remains in force until you successfully apply to revoke it. To revoke, you submit an online Self-Exclusion Revocation application with SingPass through the NCPG15. Singapore Citizens and permanent residents may be prompted to complete an online psycho-education course or be referred to counseling sessions at an NCPG-appointed agency before a revocation is granted15. You can also ask to be referred for counseling when you first apply: a counselor will contact you to make an appointment, and charges may apply to foreigners12.

Organizations with a Corppass account can facilitate group Self-Exclusion applications for their employees, members or other associated individuals, with consent from each person mandatory13. This is how some clubs and employers handle exclusions in bulk.

If gambling has stopped being fun, the National Problem Gambling Helpline is 1800-6-668-66815, and our page on gambling help in Singapore lists the counseling services available.

Before a first visit

A few practical points will make a first visit to a jackpot room smoother:

  • Sort out access first. Confirm with the club that you can enter as a member or a guest, and ask about any guest rules for the jackpot room specifically.
  • Bring ID. You must meet the entry age described earlier, and staff will check.
  • Bring cash or a NETS card. Credit cards or credit facilities are not accepted for bet placements3, so arrive with what you plan to spend.
  • Dress smart casual. The standard at Singapore gambling venues is smart casual: sleeveless shirts, singlets, shorts, construction boots, caps, helmets and sunglasses are not allowed16. A yacht club setting leans toward the smarter end of that.
  • Ask staff about large payouts. Wins are settled at the machine up to a point, with bigger amounts handled by room staff. As a guide from elsewhere in the Singapore system, prizes above $5,000 are paid by check, and customers collecting $5,000 or more are given financial planning tips and safer play messages17.
  • Set your own limit before you go. The whole system is built around cash-and-NETS-only payment precisely so you cannot chase losses on credit. Bring a fixed amount and treat it as the whole budget.

If you want to see how the club jackpot rooms compare in detail, we have separate pages on the SAFRA jackpot rooms and the Republic of Singapore Yacht Club Jackpot Room, and for the bigger picture, our guide to casinos in Singapore covers the two integrated resort floors.

Common Questions

Can I bring a guest into a jackpot machine room?

Jackpot rooms sit inside private clubs, so access follows club rules. Members can normally use the room, but a guest who is not a member should check with the club first, and anyone excluded from gambling will be barred.

What is the contact number for the Republic of Singapore Yacht Club Jackpot Room?

Contact the club directly for room-specific questions. For anything to do with exclusions or problem gambling, the National Council on Problem Gambling can be reached at 6354 8154, and the National Problem Gambling Helpline is 1800-6-668-668.

How do I apply for Non-Casino Self-Exclusion and what does it cost?

Application is free. You can apply online with SingPass through the NCPG portal, in person at NCPG's office at 510 Thomson Road #05-01 SLF Building, or at selected ServiceSG centers. A mailed paper form with an original signature is also accepted.

How long does Non-Casino Self-Exclusion stay in force before I can revoke it?

The exclusion lasts at least 12 months and stays in force until you successfully apply to revoke it through the NCPG, online with SingPass. Until then you cannot gamble or enter the gambling area covered by the exclusion.

What happens if I leave a machine at the Republic of Singapore Yacht Club Jackpot Room?

Ask the room attendant before stepping away. Club practice is to hold a machine only briefly, and any credits or a machine left unattended may be cleared, so settle up with staff first.

How are payouts of $5,000 or more made at the Republic of Singapore Yacht Club?

Large payouts are handled by club staff rather than paid straight from the machine. As a guide elsewhere in Singapore, prizes above $5,000 are paid by check, and winners of $5,000 or more are given financial planning and safer play information.

Is there a dress code at the Republic of Singapore Yacht Club Jackpot Room?

Smart casual is the standard at Singapore gambling venues: sleeveless shirts, singlets, shorts, construction boots, caps, helmets and sunglasses are not allowed. Being inside a yacht club, expect the smarter end of casual.

Can I get help with counseling when applying for self-exclusion?

Yes. You can ask to be referred for counseling on the application form and a counselor will contact you to make an appointment. Singapore Citizens and PRs may also be asked to complete online psycho-education or attend counseling sessions before an exclusion is revoked.
