Sports Betting in South Korea

Sports Betting in South Korea

South Korea lets you bet on sports through the state-run Sports Toto pools, Proto fixed-odds tickets, and pari-mutuel racing at horse, cycle and motorboat tracks. Here is what each game offers, what it costs, and how to buy in.

South Korea keeps a short list of legal gambling, and sports betting sits on it in a specific way. The legal forms are casinos, horse racing, cycle racing, motorboat racing, lotteries, sports promotion voting tickets and bullfighting6. Everything on that list is run by a state monopoly or a licensed operator, and sports betting specifically means the sports promotion voting ticket, better known as Sports Toto, plus betting at the three racing sports.

What you will not find is a licensed private bookmaker. Most forms of sports betting are simply not offered legally, and the only pro sports on official tickets are soccer, baseball, volleyball, golf and basketball1. Esports, for example, are not on tickets, though the Korean esports industry has been lobbying lawmakers to add them1.

The practical shape of legal sports betting is therefore:

  • Sports Toto pool games, where stakes are pooled and the players with the most correct predictions share weekly cash prizes1
  • Proto fixed-odds tickets, where you pick individual matches and know the odds in advance
  • Horse racing with the Korea Racing Authority
  • Cycle racing and motorboat racing run by the Korea Sports Promotion Foundation (KSPO)

Each of these has its own page with full detail, and this guide summarizes all of them. If your interest is the wider picture, see gambling in South Korea.

Sports Toto: the state-run monopoly

Sports Toto is the state-run sports betting monopoly, operated under the National Sports Promotion Act. It pays out prizes to people who correctly predict match results across baseball, soccer, basketball, volleyball and golf, and it is officially described as a public-interest business7. The money not paid out in refunds goes to sports promotion funds.

Sports Toto: the state-run monopoly

The product range is broader than many visitors expect. The lineup includes Soccer Toto, Baseball Toto, Basketball Toto, Volleyball Toto, Golf Toto and Toto UO8. Tickets are sold at dedicated sales points with ticket machines and at convenience stores nationwide1, and online through the official site Betman, described in detail on the Sports Toto Korea page.

Two things shape the experience. First, the refund rate is modest by international standards: fixed refund rate games return 50 percent of sales, and fixed odds games return 50 to 70 percent2. Overall, about 60 percent of sales comes back as refunds and about 40 percent is receipts2. Second, the purchase limits are strict: KRW 100,000 per person per round offline and the same on Betman2. This is a small-stakes entertainment product by design, and the illegal market competes on exactly this point, offering refund rates of 90 to 95 percent, up to 30 percentage points higher7, which is one reason the authorities keep pressing against it.

Sales hours are 8:00 to 23:00 daily, closing at each round's deadline9. You pay with cash or another officially recognized payment method9. Tickets are only valid if bought at a sales point machine or through the official internet sales site9.

Proto fixed-odds betting

Proto is the closest thing South Korea has to a conventional sportsbook. It is a fixed-odds game covering major domestic and foreign matches, and you pick only the matches you want3. The payout ratio is disclosed in advance, so you know your odds at the moment of purchase3.

How it works in practice:

  • Stakes: KRW 1,000 per unit vote for a single-match purchase, KRW 100 per unit when you combine two or more matches10
  • Odds: set by the operator based on team records, past results, injuries, recent form and media coverage3; single-match odds apply to two decimal places10
  • Odds changes: odds can shift before the match, but your ticket settles at the odds at the moment you bought it3
  • Refund rate: Proto products must keep an annual refund rate of 50 to 70 percent3
  • Prize cap: KRW 100,000,000 per individual voting ticket3

Sales close at each match's start time. Because daily sales hours end at 23:00, matches held after 11 PM and before 8 AM the next day close in a batch at 11 PM3. Results are usually announced the day the match ends3. There is no rollover in Proto: if nobody in a round hits the combination they voted for, the refund rate for that round is 0 percent3. Sales can also be blocked on specific matches or combinations if betting concentrates too heavily on them3.

If a match is voided, it is settled at odds of 1.0, and your ticket stays valid as long as at least one of your selected matches has a confirmed result; if all your matches are void, you get a refund11. For baseball, suspended games are void across all Proto and Toto products, results include extra innings and tiebreakers, and the first game of a doubleheader is the target match11.

Soccer Toto, Baseball Toto and Basketball Toto: games and odds

The pool games are where most Korean sports bettors spend their money. Each sport has a family of products, and the odds of hitting the top prize vary enormously.

Soccer Toto

Soccer Toto comes in several forms. The flagship is Seung-mu-pae, a result-prediction game where you call the win, draw or loss in 14 matches. First prize, all 14 correct, takes 50 percent of the refund pool and has odds of 1 in 4,782,969; second (13 correct) takes 20 percent at 1 in 170,820; third (12 correct) 10 percent at 1 in 13,140; fourth (11 correct) at 1 in 1,64312. The overall chance of hitting any tier is 1 in 1,44712. Multiple (combination) purchase is allowed, which improves your chances at a higher cost12.

Soccer Toto Match is a score-based game on a single match: you predict the first-half and final score results, with final scores split into six categories (0, 1, 2, 3, 4, 5 or more goals). First prize needs both the first-half and final results correct, at odds of 1 in 441, and duplicate purchase is not allowed8. Soccer Toto Special asks you to predict final score results for two or three matches, with the Triple type at 1 in 46,656 and 100 percent of the pool to first place13.

Baseball Toto

Baseball Toto Match covers KBO and other major games, with a hit probability of 1 in 144 and multiple purchase allowed14. Baseball Toto Special uses six score categories (0 to 1, 2 to 3, 4 to 5, 6 to 7, 8 to 9, 10 or more points) across two or three games, with the Double type at 1 in 1,296 and the Triple type at 1 in 46,65615. Baseball Toto Special Plus runs the same structure with the same odds16.

Basketball Toto

Basketball Toto Seung-5-Pae mirrors Soccer Toto's Seung-mu-pae: 14 matches, first prize 50 percent of the pool at 1 in 4,782,969, down through the same tier structure17. Basketball Toto Match is a score-band game: you predict the final score band of a game, from 69 points or fewer up to 110 or more, including overtime, at odds of 1 in 1,29618. The Special and Special N products predict final score bands (NBA games for Special N) across two or three games, with Double at 1 in 1,296 and Triple at 1 in 46,656, and 100 percent of the pool to first place19.

Volleyball and golf

Volleyball Toto Match asks for the winning team and score margin of each of sets 1 to 3 of a single KOVO or major match, at odds of 1 in 1,00020. Volleyball Toto Special predicts set scores and first-set margins across two or three matches, Double at 1 in 1,296 and Triple at 1 in 46,65621. Golf Toto Special has you predict the 4-round results of 5 or 7 designated players in KPGA, KLPGA and major tournaments, at 1 in 7,776 for 5 players and 1 in 279,936 for 7 players, with 50 percent of sales refunded22.

What the games share

All pool games settle winnings rounded up to the nearest 10 won, with anything below the KRW 100 unit stake paid as KRW 1008. Winnings on tickets bought through Betman are paid to your deposit account or a refund bankbook of your choice, with refunds going automatically to your deposit12. If two or fewer matches on a pool ticket are canceled, they count as correct predictions; if three or more are canceled, the sale is voided and refunded12. Properly issued tickets cannot be canceled, refunded or modified17.

Horse racing with the Korea Racing Authority

Horse racing is the oldest of the racing bets and the one with the most venues. The Korea Racing Authority runs LetsRun Park Seoul (opened in 1989 and located at 685 Juam-dong, Gwacheon-si, Gyeonggi-do), LetsRun Park Busan-Gyeongnam and LetsRun Park Jeju23. Beyond the racecourses, the Authority operates 26 branch offices, 21 in the capital area and 5 in the provinces, which sell betting tickets and pay refunds based on relays of the races4.

Horse racing with the Korea Racing Authority

The unit bet is 100 won regardless of the type of betting23. The Authority also runs an ARS phone betting service at 1566-997723.

Two legal points matter for practical purposes. The Authority may sell electronic betting tickets through information and communications networks at places other than racecourses and off-course centers, which is the basis for its official online and phone channels24. But electronic betting on overseas horse races from within Korea is prohibited, including distributing winnings to holders of tickets on those races24. If you hold a betting ticket that becomes invalid, you can request the purchase price back, but the right expires after one year24.

For the full race-day picture, see horse racing in South Korea.

Cycle racing and motorboat racing under KSPO

The Korea Sports Promotion Foundation runs the other two racing sports, and both work on pari-mutuel pools like horse racing.

Cycle racing (kyeongnyun) is held at the Gwangmyeong Speedom main venue and a network of 17 branches including the training center5. Branch openings require prior government approval for the area and permission for the building, and no approval exists for Jeolla and Gangwon provinces, so there are no branches there5. The Gwangmyeong Speedom page covers the venue in detail, and there is a separate page for Busan SPO1 Cycle Racing Park.

Motorboat racing (kyeongjeong) is held at the Misari Motorboat Racing Park near Seoul, with races run under a fixed entry method25. Betting amounts run from a minimum of KRW 100 to a maximum of KRW 100,00026. The service team can be reached at 031-790-8404, and the racing helpline at 031-790-830425. Refunds of KRW 2,000,100 or more per individual bet are taxed, with a payment statement prepared27. The Misari Motorboat Racing Park page has the race-day detail.

One limit applies across both sports: cycle racing and motorboat racing cap purchases at KRW 100,000 or less per person per race28.

Betting limits and purchase rules

The limits are the part of Korean sports betting that surprises most first-timers, so here they are in one place.

Horse racing100 won unit bet23KRW 100,000 per purchase29Kangwon Land casino allows KRW 300,00029

The general rule from the national gambling control body is that each gambling business sets its own purchase or betting upper limit by law or internal regulation, and for most businesses that limit is KRW 100,000 per purchase, with KRW 300,000 at Kangwon Land29. For the sports promotion voting ticket, the terms are explicit: the unit betting amount is KRW 1,000 or less, and total betting per person per round is KRW 100,000 or less9.

On Betman, the limit is KRW 100,000 per person per round and up to 6 rounds per day30. Sales hours are 8:00 to 23:00 daily, online and offline30. There are no refunds in any case except erroneous tickets caused by system or terminal failure30, and an erroneous ticket must be corrected at the sales point within 20 minutes of issuance9. Check your ticket immediately: the selections, game type, round, approval number and odds must all be right30.

Winnings have a one-year claim window from the day after the official results announcement, after which the claim expires and the money goes to the fund9. Tax is deducted under the Income Tax Act before payment9. As a rule of thumb for the pool games, no tax applies if the odds are 100x or less and the refund is KRW 2,000,000 or less, or regardless of odds if the refund is KRW 100,000 or less22. Larger wins are taxed, and a payment statement is prepared when the refund per individual bet is KRW 2,000,100 or more27.

The only legal way to bet on sports online from South Korea is Betman.co.kr, the official internet sales site for Sports Toto games31. It enforces the KRW 100,000 per person limit, offers a match analysis database and a community service, and includes self-diagnosis and self-purchase-plan tools31. A self-exclusion and self-assessment program pops up on the site for online players32.

Everything else is off-limits. Betting from within South Korea on an overseas sports gambling site is treated as gambling through prohibited similar acts and is punishable under the National Sports Promotion Act; a 2022 court ruling confirmed this, and confirmed that liability is the same even when the site is operated outside Korea by foreigners33. The practical risk is real: prosecutors do pursue cases, and the illegal market is large enough that there have been calls for a unified task force to combat overseas gambling sites targeting Koreans34.

The illegal market is easy to find and hard to miss. It covers all sports and online games, accessible via internet and mobile, and offers refund rates of 90 to 95 percent, up to 30 percentage points higher than Sports Toto7. Internet gambling generally, along with hwatu and poker outside licensed rooms, sits on the illegal list6. The online betting sites page covers this landscape in full, and gambling scams and illegal sites in South Korea explains what to watch for.

For foreign visitors, the picture is a little different in the casino world, where foreigners can enter casinos that Korean citizens cannot, but for sports betting the channels are the same for everyone: Sports Toto, Proto and the racing sports, open to anyone aged 20 and over1. If you want the broader context, see gambling in South Korea as a visitor.

Common Questions

What is the maximum I can bet on Sports Toto?

KRW 100,000 per person per round, both offline and on the Betman online site. Betman also caps you at 6 rounds per day. A single fixed-odds ticket can pay out no more than KRW 100 million, and sales are blocked if your expected odds times your stake would exceed that cap.

Can I bet on Sports Toto online?

Yes. Betman.co.kr is the official internet sales site for Sports Toto games, with the same KRW 100,000 per round limit as offline sales. Daily sales hours are 8:00 to 23:00. Any other site offering Sports Toto style betting to people in South Korea is not licensed.

What is the minimum bet on Proto?

KRW 1,000 per unit vote if you are buying a single match, and KRW 100 per unit when you combine two or more matches on one ticket. The general Sports Toto unit stake runs from KRW 100 to KRW 1,000 depending on the game.

How do I claim a refund on a winning ticket?

Offline, take the ticket to the sales point or the paying bank, Woori Bank, with larger taxed refunds handled at a branch or the head office. Online winnings go automatically to your Betman deposit account, and you can withdraw to your bank account. You have one year from the results announcement to claim.

Can foreigners bet on Sports Toto in South Korea?

Yes. Sports Toto is open to anyone aged 20 and over, including foreign residents and visitors, at convenience stores, sales points and on Betman. The games are sold in Korean, so reading the slips or using a translation app helps.

Is betting on overseas sports sites legal in South Korea?

No. Betting from within South Korea on an overseas sports gambling site is treated as gambling through prohibited similar acts and is punishable, and a court has confirmed this applies even when the site is run abroad by foreigners. Only the official channels are permitted.

What happens if a match is canceled?

For pool games, if two or fewer matches on your ticket are canceled they count as correct predictions; if three or more are canceled the whole sale is voided and refunded. For Proto, void matches are settled at odds of 1.0, and if every match on your ticket is void you get a refund.
