Sports Lotteries Explained: How Toto-Style Football and Basketball Pools Work

Sports lotteries are state-run pools where you predict football or basketball results. Japan's WINNER costs JPY 200 a bet, Korea's Soccer Toto Seung-mu-pae starts at KRW 1,000 while Soccer Toto Match and Special start at KRW 100, and China's Jingcai starts at CNY 2. Here is how each works.

Sports lotteries in Japan, Korea and China

What a sports lottery is and the main types

A sports lottery is a pool, not a bookmaker. You and thousands of other players put money into a prize fund, and the operator pays out a set share of what was taken in. Nobody is laying odds against you, and the operator does not care who wins. That single fact explains most of what follows: the payout depends on how many people backed the same result, not on a price the house set in advance.

What a sports lottery is and the main types

Japan's sports lottery comes in four broad families: DUNK, BIG, toto and WINNER4. They split into two ideas. Some ask you to predict results, and some do not ask you to predict anything at all. WINNER is the pure prediction game, covering one match at a time. toto asks you to call a whole round of matches. BIG and DUNK sit at the other end, where the numbers are generated for you.

Korea's sports promotion voting tickets come in four bet types: win-loss, score, mixed and special5. The win-loss type is the classic pool, where you call each match as a home win, a draw or an away win. The score type asks for the exact scoreline instead, which is harder and pays more when it lands.

China's Jingcai football betting is built around a handful of play types. The Win-Draw-Loss game gives you three options per match: win, draw or loss6. The Total Goals game asks how many goals both teams will score together, with eight options running from 0 up to 7 or more7. The Win-Draw-Win game is a half-time and full-time combination, with nine possible outcomes8.

If you want the wider picture of how state lotteries fit together across the region, our guide to how lotteries work covers draws, prize pools and ticket types, and lotteries in Asia sets out which games are state-run and who may play them.

WINNER (Japan): single-match prediction for soccer and basketball

WINNER is the simplest of Japan's sports lottery games. It covers one match only, and you predict the result of the match you choose9. Football and basketball are both covered10.

For football, you have 18 options. Fourteen of them are exact scorelines. The other four are home win by 4 or more goals, away win by 4 or more goals, and a draw in which both teams score 3 or more11. Your chance of hitting the right one is 1 in 1811.

For basketball, the options are 16 point-margin bands, running from a home win by 1 to 3 points all the way up to an away win by 30 or more11. Your chance there is 1 in 1611.

There is also a competition prediction version, where you pick the team that will win a league or tournament rather than the result of a single match11. The basketball version of that asks you to name both the champion and the runner-up11.

Two details matter more than they look. First, the football result is the score over 90 minutes, so extra time and penalties do not count11. Second, WINNER has no carryover. If nobody wins, the money does not roll into the next round1. That is unusual among the games on this page, and it changes how the prize behaves when a round is hard.

The football competitions you can play on include J.League matches, including the promotion playoffs, domestic league cup competitions, and the Emperor's Cup JFA All-Japan Soccer Championship Tournament11.

How WINNER odds and payouts are calculated

The prize is your odds multiplied by the amount you staked11. That is the whole formula. If you put in JPY 200 at odds of 50, you collect JPY 10,000.

The catch is that the odds are not fixed when you buy. They move with betting volume right up until sales close10. If a lot of people back the same scoreline you did, your odds fall. If few do, they rise. You will not know your final multiplier until the window shuts.

The prize pool itself is set by sales and by how many winning entries there are10. The theoretical value of a bet is the unit price times the number of options times 50%12. With 18 football options at JPY 200 a unit, that works out to a pool that returns about half of what players put in, which matches the 50% payout share across Japan's sports lottery1.

There is a cap on any single prize: JPY 250,000,000 per JPY 100 staked10. If a prize would exceed that, the excess is divided among the winning entries and refunded to purchasers10.

WINNER also runs a special refund system, which is the part most first-timers miss. If there are no winners at all, 50% of the purchase amount is refunded to every purchaser10. So a round where nobody calls it right is not a total loss. You get half your stake back.

How to buy WINNER: online, at counters and at convenience stores

WINNER works differently from Japan's other sports lottery games, and this trips people up. You cannot simply walk into a shop and pick a scoreline. You must register your prediction and issue a QR code or barcode on the official site first, then take that code to a counter or a convenience store13.

At a lottery counter, the process runs in four steps:

  1. Reserve the purchase on the site.
  2. Issue the QR code.
  3. Present the code at the counter.
  4. Pay in cash and receive your ticket14.

If you are using a computer rather than a phone, print the QR code and bring the printout13. You can buy at a counter whether or not you are a Club toto member15.

At a convenience store, the mechanics differ by chain. At Lawson and Ministop, you read the issued QR code at the Loppi terminal, take the printed application slip to the register and pay. You can also key in the number instead of scanning13. What you cannot do is buy WINNER from a store's multimedia terminal or multifunction copier, the way you can with toto and BIG16.

If you pay at a convenience store, no ticket is issued. Winnings are transferred automatically to the bank account you registered13. If you buy online, the same applies: the money goes to your account without you doing anything10.

Buying on the official site, whether by network payment or convenience store payment, requires Club toto membership10. If you are only reserving for a counter purchase, you can do that without joining, but you will not earn Club toto points13. Members who log in get their points credited without showing a card at the counter13.

The deadlines differ by channel. At a booth, sales close 60 minutes before each designated match starts. On the official website, you have until 10 minutes before the match starts1.

When you win, where you collect depends on the amount:

Prize amount per ticketWhere you collect
Up to JPY 15,000Seven-Eleven1
Up to JPY 10,000 or JPY 50,000Some booths, depending on the outlet1
Up to JPY 100,000Booths, credit unions or Seven-Eleven1
Above JPY 100,000Credit union1
Above JPY 500,000Credit union, then cash after 12 business days or bank transfer1

Refunds at sales points, credit unions and agent shops are available within the shop's business hours on the refund deadline date18.

Soccer Toto Seung-mu-pae (Korea): predicting 14 matches

Korea's flagship pool is Soccer Toto Seung-mu-pae. You predict the home team's final result across 14 matches as a win, a draw or a loss, with extra time and penalty shootouts excluded2. The matches come from games hosted by the Korea Football Association and the K League, plus major matches held in Korea and abroad2.

Soccer Toto Seung-mu-pae (Korea): predicting 14 matches

The odds tell you how hard it is:

Correct calls out of 14Chance
141 in 4,782,969
131 in 170,820
121 in 13,140
111 in 1,643
Any prize1 in 1,447

The unit stake is KRW 1,000, and multiple entries are allowed2. Sales open one to three days before the deadline and close at the start time of the first eligible match2. Results are scheduled to be announced the same day the final match ends2.

The prize fund is 50% of total sales, split across four tiers. First prize takes 50% of the refund pool, second takes 20%, third takes 10%, and the remainder goes to the fourth tier2.

Cancellations are handled with a rule worth knowing before you play. If two or fewer matches are canceled, those matches are treated as correct, so your entry stays alive2. If three or more are canceled, the whole sale is voided and refunded2. Once a ticket has been issued normally, it cannot be canceled, refunded or modified2.

You have one year from the day after the official results announcement to collect, and if that deadline falls on a non-banking day, the next banking day applies2.

Prize tiers, odds and carryover rules in Korea's Soccer Toto

Carryover is where Korea's games get interesting, and where they differ from Japan's WINNER.

In Soccer Toto Seung-mu-pae, only the first prize carries over, and only for up to five consecutive rounds. After five consecutive carryovers, it is distributed to the next lower tier that has winners in that round. Second and third prizes do not carry over at all; if nobody wins them, the money drops to the next lower tier in the same round. The fourth prize, if unwon, is distributed to the next round's second, third and fourth prizes at a 2:1:2 ratio, which is 40%, 20% and 40%2.

The basketball equivalent, Basketball Toto Seung-5-Pae, works the same way at the top: only first place carries over, up to five consecutive rounds. After more than five, it goes to the next lower rank with winners, or if there are no winners anywhere, the whole carryover is distributed to the next round's first to fourth places at a 5:2:1:2 ratio. Second and third places do not carry over, and fourth place follows the same 2:1:2 split as the football game19.

Soccer Toto Match is a score-based game with a fixed refund rate. First prize requires both the half-time and the final score to be right, takes 100% of the hit fund, and has a hit probability of 1 in 44120. The unit stake is KRW 10020.

Soccer Toto Special pays 100% to first place in its double game type, where you need both matches right21. Its unit stake is also KRW 100, and it refunds 50% of total sales21.

Rounding works in your favor in these games. Winnings are rounded up to the nearest won, and if a winning amount falls below the KRW 100 unit stake, it is paid at KRW 10020.

Tax is often not an issue. There is no tax if your winning odds are 100x or less and the refund is KRW 2,000,000 or less, or if the refund is KRW 100,000 or less regardless of odds2.

Jingcai football betting (China): play types and how the prize fund is split

China's Jingcai football betting is the cheapest of the three to try. The minimum bet is CNY 2, and the maximum ticket value is CNY 20,000 including multiplier betting3. Multipliers run from 2 to 99 times3.

The prize fund split is more generous than Japan's or Korea's. Of ticket sales, 72% goes to prizes and 1% to the adjustment fund, with 18% going to the public welfare fund3. The overall prize fund share is 73% of sales3.

The Win-Draw-Win game gives you nine options per match, covering the half-time result and the full-time result together:

  • Home win / home win
  • Home win / draw
  • Home win / away win
  • Draw / home win
  • Draw / draw
  • Draw / away win
  • Away win / home win
  • Away win / draw
  • Away win / away win8

Within the prize fund, 72% goes to the jackpot and 1% of sales goes to the adjustment fund8.

The Win-Draw-Loss game is the straightforward three-way call: win, draw or loss for each match6. Betting closes 90 minutes before the match starts, and bets on matches already in stoppage time are not accepted6.

The Total Goals game asks for the combined goals of both teams, with eight options: 0, 1, 2, 3, 4, 5, 6, and 7 or more7. Its prize fund splits 72% to current prizes and 1% to the adjustment fund7.

If a match is postponed and not played within the period the center sets, sales for that match stop and stakes are refunded3.

Claim windows vary by game, so check which one you played:

GameClaim window
Jingcai Football Betting Game60 natural days from the draw date3
Win-Draw-Win60 natural days from the day after each round's draw8
Win-Draw-Loss60 natural days from the day after the draw of the last match on your ticket6
Total Goals60 natural days from the day after the draw7
Single-match football guessing game28 days including the draw date22

Unclaimed prizes in the single-match game are treated as automatically forfeited and go to the adjustment fund22.

Age limits and who cannot buy or claim prizes

Japan sets the bar at 19. Buying or receiving a sports lottery ticket under that age is prohibited by law, and prizes cannot be paid to anyone under 191. This applies to all four of Japan's games: BIG, toto, WINNER and DUNK24. Shops sell face to face only, and staff check photo ID for anyone whose age of 19 or over is unclear, so bring identification if you look young4.

Age limits and who cannot buy or claim prizes

Korea's sports lottery also requires you to be 192. The same age rule runs across the Korean games covered here.

For visitors, the practical point is that these are state lotteries with counter sales, and the age check happens at the point of purchase. There is no membership barrier to buying at a Japanese lottery counter, but there is one for buying online. In Korea and China, the games are sold through the national operator's channels.

Deadlines, refunds and what happens when matches are canceled

Canceled matches are the most common source of confusion, and each country handles them differently.

In Japan, you cannot change or cancel your selection for any reason once you have bought23. The operator may refund the purchase amount because of natural disasters, online failures or other unforeseen events, but that is the operator's call, not yours23. WINNER's special refund system is the main protection: if no entry wins, 50% of the purchase amount goes back to all purchasers, and if a prize exceeds the JPY 250,000,000 cap, the excess is divided among winning entries and refunded10.

In Korea, the two-or-fewer rule applies to Soccer Toto Seung-mu-pae: canceled matches up to that number count as correct, and three or more void the sale and trigger refunds2. Tickets issued normally cannot be canceled, refunded or modified2.

In China, a postponed match that is not played within the center's set period stops sales for that match and refunds the stakes3.

Singapore's football betting rules show the same principle in a different shape. In the Total Goals market, if a match is called off before the end of regulation time, bets are void and refunded unless the result is already fully determined at the point the match stops25. In the Asian Handicap market, bets are refunded if both teams have the same number of goals after the handicap is applied, if the result is goalless, or if the match is called off before the end of regulation time25.

The practical takeaway is the same everywhere: keep your ticket, check the operator's result announcement, and claim within the window. In Japan, the sports lottery customer center is on 0120-9292-86 if you need to ask about a specific ticket12.

Common Questions

How much does a WINNER bet cost in Japan?

WINNER costs JPY 200 per entry, whether you play football or basketball. You can buy as many entries as you like, and the prize is your odds multiplied by the amount you staked. Odds move until sales close, so the final payout is not fixed when you buy.

What is the minimum stake for Soccer Toto in Korea?

It depends on the game. Soccer Toto Seung-mu-pae, the 14-match pool, has a unit stake of KRW 1,000. Soccer Toto Match and Soccer Toto Special both start at KRW 100 per voting ticket. Winnings are rounded up to the nearest won.

Where can I check WINNER results?

Results are published on the official sports lottery site, and any ticket you bought online appears on your member page there. If you bought at a counter, keep the printed ticket, since that is what you present to claim. The sports lottery customer center is on 0120-9292-86.

How long do I have to claim a Jingcai football prize?

Most Jingcai football games give you 60 natural days from the draw date, or from the day after the draw for the Win-Draw-Win and Total Goals games. The single-match guessing game is shorter, at 28 days including the draw date. Unclaimed prizes are forfeited.

Is there tax on Soccer Toto winnings in Korea?

Often there is none. If your winning odds are 100x or less and the refund is KRW 2,000,000 or less, no tax applies. The same is true whatever the odds if the refund is KRW 100,000 or less. Above those thresholds, tax applies.

Can I buy WINNER at a convenience store without registering online?

You can reserve a purchase on the site without joining Club toto, but you will not earn Club toto points. You cannot buy WINNER from a store's multimedia terminal or copier. You reserve and pay on the site, then use the QR code or barcode it issues.
