What Sports Toto is
Sports Toto is Korea's state-backed sports betting product. It is run under the Sports Promotion Voting Ticket system, which is one of the forms of gambling that Korean law treats as legal, alongside casinos, horse racing, cycling, boat racing, lotteries and bullfighting5. The tickets are sold under the Sports Toto brand, and the money that does not go back to winners feeds sports promotion programs.
The product covers five sports: soccer, basketball, baseball, volleyball and golf2. Within those sports there are two broad families of game. Pari-mutuel games pool all the stakes and split the pool among winners, and they come in high-chance, mid-chance and low-chance versions depending on how many matches you have to get right. Fixed-odds games, including the long list and winner list products, pay out at odds set when you buy6.
If you have bet on sports in other countries, the closest comparison is a national pools or tote operator rather than a commercial bookmaker. There is no shop-front odds board where the price moves against you, and no account manager. You mark a slip, pay, and wait for results.
Who can play: resident or visitor
The rule that matters is age, not nationality. Sports Toto tickets cannot be sold to minors, and the minimum age is 194. Nothing in the sales rules restricts purchase to Korean citizens, so visitors on a short trip and foreign residents can both buy tickets at any outlet.

That is worth spelling out because Korean gambling rules are unusually split by nationality in other areas. At Kangwon Land, the one casino where locals are allowed, both Koreans and foreigners may enter7. At Paradise City, by contrast, the casino is for foreign nationals and overseas permanent residents only, and Korean nationals are barred8. Sports Toto does not work that way. It is a mass-market product sold to the general public, and the only gate is the age check.
In practice, bring photo ID. Staff at a busy outlet may not ask, but if you look young or you are buying a large number of slips, having your passport or residence card ready saves an argument. There is no membership, no registration and no waiting period at retail. You walk in, mark a slip and pay.
Where to buy tickets
Retail outlets are the main channel. The process is short and worth knowing before you queue:
- Visit a nearby Toto retail outlet6.
- Check the posted sales schedule at the outlet and choose the game you want to join6.
- Take the slip for that game, weigh the odds and expected winnings carefully, and mark it. A smart slip marked on your phone can be used instead of a paper one6.
- Register the marked slip at the sales terminal6.
- Take the receipt and check that it matches what you entered6.
- Keep the receipt. If your picks hit, you collect the winnings for that game6.
The head office address, if you need it for correspondence rather than betting, is 12, Sejong-daero 12, Jung-gu, Seoul6.
Online, the official channel is the Betman site, which sells the same products under the same per-person limit2. This is the state operator's own platform, not a private offshore site. If you are in Korea and want to bet without walking to an outlet, that is the route.
One practical point about timing: each round has its own sales window, and outlets post the schedule rather than keeping every game open all the time. If you have a specific match in mind, check the schedule first. Tickets are issued for a specific round, and once a ticket is issued normally it cannot be canceled, refunded or modified9.
The games and bet types
Sports Toto splits into pari-mutuel games and fixed-odds games, and the two behave differently enough that it is worth knowing which one you are buying.
Pari-mutuel games. The pool is shared among winners. The lineup runs from high-chance games with three pools, through mid-chance games with five specials, to low-chance games with six match games6. In the soccer version, the top tier pays 50 percent of the refund pool to anyone with 14 correct matches, and the second tier pays 20 percent to anyone with 13 correct5. In Japan's toto, by contrast, the 13-match game pays out 50 percent of sales as prize money, split 70 percent to first, 15 percent to second and 15 percent to third10.
Fixed-odds games. These pay at odds rather than from a pool. The result-style ticket covers a wide menu: home win, draw or loss; win by two or more goals, within one goal including a draw, or loss by two or more; win by six or more, within five including a draw, or loss by six or more; handicap results; under or over the total; odd or even total, with zero counting as even; win-draw, draw-loss and win-loss combinations; and specific events such as first scorer or a named player scoring3.
Basketball and other sports. Basketball Toto includes a special type with a fixed refund rate, where you can play Double by predicting one or two games or Triple by predicting all three11. There are also match, special plus and special N variants, each with its own rules on how many games you predict12. Baseball, volleyball and golf have their own products under the same umbrella2.
Simplified play. If predicting a full card feels like too much, the toto sports lottery lets you predict only the two or three matches you are confident about, or your favorite team's matches, and leave the rest to computer prediction15.
How prizes are paid
Prizes are rounded up to the nearest unit, and there is a floor: if your calculated winnings come to less than the unit stake, you are paid the unit stake instead. For the soccer 14-match game the unit is KRW 1,000, so anything below that is paid as KRW 1,0005. The same KRW 1,000 floor applies to the basketball five-match game16. Games with a KRW 100 unit, including the soccer match game, the soccer special, the basketball match game, basketball special, special plus and special N, pay a KRW 100 minimum instead9.
Carryovers exist in the pari-mutuel games. In the soccer 14-match game, if the first prize has carried over more than five consecutive rounds and there are no winners in any tier, the money is distributed into the next round's first through fourth prizes at a 5:2:1:2 ratio, which is 50 percent, 20 percent, 10 percent and 20 percent, and the carryover count resets5.
To collect, take your receipt to a Sports Toto outlet. The receipt is the ticket, so treat it like cash. There is no need to register an account or prove where the money came from for a normal retail win.
What happens if a match is canceled
Cancellations are handled differently depending on the game, and the difference matters if you are building a slip around a full card.
| Game | Cancellation rule |
|---|---|
| Soccer 14-match game5 | Two or fewer canceled matches are treated as correctly predicted; three or more void the sale and refund it |
| Basketball five-match game16 | Two or fewer cancellations count as correct; three or more void the sale |
| Baseball match game18 | Voids and refunds if three or more games are canceled |
The special-type games are narrower. If a selected match is not held, only that game type within the round is voided and refunded. So if game three is canceled, only the Triple is voided while the Double is processed normally11.
There is also a scheduling rule. If a match moves, it stays valid as long as the new date falls within the last target match date of the issuing round, Korea time. If it moves to the next day or later, it is void. Baseball is the exception: it is void if the changed date is the next day or later in local time3.
For fixed-odds result-style tickets, if a void cause under the ticket terms occurs after the betting window, the match is voided and odds of 1.0 apply to all bet types. Examples given are a baseball game suspended in the top of the seventh inning, or a soccer match ended abnormally during the second half3.
The one rule that catches people out: normally issued tickets cannot be canceled, refunded or modified9. You cannot change your mind after the slip is registered.
What the law does not cover
Sports Toto is legal, but it is not the only thing people mean when they say "sports betting in Korea." Two boundaries are worth knowing.
First, the legal list is specific. Casinos, horse racing, cycling, boat racing, lotteries, sports promotion voting tickets and bullfighting are the legal forms5. Sports Toto is the sports promotion voting ticket. Betting on sports through anything else, including offshore sites, sits outside that list. Playing on offshore casino and betting websites is illegal in Korea, and players have been prosecuted.
Second, some people are barred from buying even legal tickets. Under the racing law, betting tickets cannot be sold to minors, and for electronic betting tickets the age bar is 21 rather than 1919. The same law bars certain insiders from buying, arranging purchases or transferring tickets: public officials of the agency supervising the authority, executives and employees of the authority, trainers, jockeys and grooms, and anyone involved in holding horse racing19. That list is about horse racing rather than Sports Toto, but it shows the pattern: the legal products are legal for the general public, with narrow carve-outs.
For a visitor or a new resident, the practical summary is simple. If you are 19 or over, you can buy Sports Toto at an outlet or on Betman, up to KRW 100,000 per round, and collect at an outlet if you win. Common Questions
Can foreigners buy Sports Toto tickets in Korea?
Yes. Sports Toto is sold to anyone aged 19 or over, and there is no rule limiting sales to Korean citizens. Visitors and foreign residents can walk into a retail outlet, mark a slip and buy a ticket the same way a local does. Bring photo ID in case staff ask.
Where can I buy Sports Toto tickets?
At Sports Toto retail outlets across South Korea, and on the official Betman online site. Outlets post their sales schedule for each round, so check what is open before you mark a slip. The head office is at 12 Sejong-daero 12, Jung-gu, Seoul.
How do I claim a Sports Toto prize?
Keep your receipt. If your picks hit, take the ticket back to a Sports Toto outlet to collect the winnings for that game. Prizes are rounded up to the nearest unit, and any prize below the KRW 1,000 unit stake is paid as KRW 1,000.
Is online betting on Sports Toto allowed?
Yes, through the official Betman site, which is operated by the same state-backed body that runs retail sales. Offshore casino and betting websites are a different matter: playing on them is illegal in Korea, and players have been prosecuted.
What happens if a match is canceled?
It depends on the game. In most match-style games, if two or fewer matches are canceled those matches count as correct. If three or more are canceled, the whole sale is voided and refunded. Once a ticket is issued normally, it cannot be canceled or changed.
Is there a limit on how much I can bet?
Yes. The limit is KRW 100,000 per person per round, both at retail outlets and on Betman. Individual bets start at KRW 100 to KRW 1,000 depending on the game, and fixed-odds tickets are capped at a KRW 100 million payout per ticket.
