What Sports Toto is and who runs it

Sports Toto is South Korea's sports promotion voting ticket system, the country's state-run sports betting product. It is not a private bookmaker. The games are run under the national sports promotion framework, and the money that is not paid out as prizes goes back into sport through the Korea Sports Promotion Foundation⁶.

The product family covers several sports and several ways of betting. The main games are soccer toto, baseball toto, basketball toto, volleyball toto, golf toto and Toto UO¹. Each sport has its own game pages and its own rules, but the refund rate is the same across the family: 50% of total sales is refunded as prizes in every game¹. All games share the same purchase limits and the same minimum age.

For a visitor or a new resident, the practical point is that this is the one sports betting channel in South Korea that is openly sold, advertised and taxed. If you want to bet on football or baseball while you are in the country, this is the route that exists in shops and online.

Legal status: the only legal sports betting game in South Korea

South Korea allows a short list of gambling products: casino, horse racing, cycling racing, boat racing, lottery, sports promotion voting tickets and bullfighting². Sports Toto is the sports betting entry on that list. Everything else that looks like sports betting, including offshore sportsbooks and betting apps licensed elsewhere, sits outside it.

That matters in practice. If you are in South Korea and you want to bet on a match legally, Sports Toto is the product to use. If you sign up with an overseas sportsbook instead, you are not using a Korean product, and the protections that come with Sports Toto, such as the per-person cap and the self-exclusion tools, do not apply to you.

The rules apply to everyone physically buying in South Korea: citizens, foreign residents and visitors alike. There is no separate tourist channel and no separate foreigner price. The age check and the spending cap are the same for all of you.

Games offered: soccer, baseball, basketball, volleyball, golf and Toto UO

The lineup is broader than the name suggests. Sports Toto covers soccer toto, baseball toto, basketball toto, volleyball toto, golf toto and Toto UO¹. Within each sport there are usually two or three separate games with different formats.

Soccer is the deepest. Soccer Toto Match is a score-based voting game with a fixed refund rate, where you predict the scoreline rather than just the winner¹. Soccer Toto Special runs on a different schedule and allows multiple purchases⁷.

Baseball has Baseball Toto Match, Baseball Toto Special and Baseball Toto Special Plus, each with its own unit stake and refund terms⁸. Basketball has Basketball Toto Match, Basketball Toto Special and Basketball Toto Special N¹¹. Basketball Toto Special splits into two game types: Double, where you predict 1 to 2 games, and Triple, where you predict all 3¹².

The fixed-odds side of the product is where the bet types get varied. Result-style tickets let you pick:

• Home win, draw or loss
• A win by 2 or more goals, within 1 goal, or a loss by 2 or more
• A win by 6 or more, within 5, or a loss by 6 or more
• Handicap results
• Under or over the total
• Odd or even total, with 0 counting as even
• Win-draw, draw-loss and win-loss combinations
• Specific events such as first scorer or a named player scoring⁴

If you are used to a sportsbook with dozens of markets per match, this is narrower. If you are used to a lottery, it is wider. The bet types above are the full menu on the fixed-odds tickets.

How to bet: bet types, sales channels and timing

There are two ways to buy. Offline, you go to a Sports Toto sales outlet in South Korea. Online, you use Betman.co.kr, the official internet sales site for Sports Toto games⁵. Betman also carries a match analysis database, a Toto Cafe community service, and self-diagnosis and self-purchase-plan tools⁵.

The voting methods are classified four ways: win/loss type, where you predict the result; score type, where you predict goals and conceded goals; mixed type, which combines the two; and special type, which covers winner, placing, scoring player and similar markets¹⁴.

Timing depends on the game:

• Soccer Toto Match opens sales 1 to 3 days before the deadline and closes at the match start time¹
• Soccer Toto Special opens 1 to 3 days before the deadline and closes at the start time of the first selected match⁷
• Result-style fixed-odds tickets stay open during play. For soccer, that runs from kick-off to the end of the second half, excluding extra time and penalty shootouts, with a first-half product that closes at the end of the first half⁴
• For baseball, it runs from the first pitch to the final out, including extra innings and the tiebreaker, with a first-half product closing at the end of the fifth inning⁴
• For basketball, it runs from tip-off to the final buzzer, overtime included⁴

So if you want to bet before a match, use the toto games. If you want to bet while watching, the result-style fixed-odds tickets are the ones that stay open.

Bet limits and minimum stakes: KRW 100,000 per person per round

The floor is low and the ceiling is firm. Most games take a unit stake of KRW 100 per voting ticket: Soccer Toto Match, Soccer Toto Special, Baseball Toto Special, Baseball Toto Special Plus, Basketball Toto Match, Basketball Toto Special and Basketball Toto Special N all use KRW 100 units¹. Baseball Toto Match also uses KRW 100 per voting ticket⁸.

The fixed-odds tickets have two tiers. A combination purchase covering 2 to 10 selected games uses a KRW 100 unit stake. A single-game purchase uses a KRW 1,000 unit stake⁴.

The cap is the part people miss. The total betting amount per person per round is KRW 100,000 or less¹⁴. That applies offline and on Betman: KRW 100,000 per person per round in shops and KRW 100,000 per person per round on the online site⁵. The official guidance puts it plainly: you can buy only up to 100,000KRW per program³.

Rounding is worth knowing before you collect:

• Soccer Toto Match and Basketball Toto Match: winnings rounded up to the nearest won, and any winning amount below the KRW 100 unit stake is paid as a KRW 100 voucher¹
• Basketball Toto Special and Basketball Toto Special N: rounded up to the nearest 10 won, with anything under the KRW 100 unit paid as KRW 100¹²
• Refund payments: amounts with a fraction under KRW 10 are rounded up to KRW 10¹⁴

Prizes and refund rates: about 50% of sales paid out

Every game in the family publishes the same headline figure: 50% of total sales is refunded as prizes. That applies to Soccer Toto Match, Soccer Toto Special, Baseball Toto Match, Baseball Toto Special, Baseball Toto Special Plus, Basketball Toto Match, Basketball Toto Special and Basketball Toto Special N¹.

Read that as the pool, not your odds. Half of everything staked in a round goes back to players as winnings, and the split between winners depends on how many tickets hit and how the pool divides. A round where few tickets win pays more per ticket than a round where many do.

The fixed-odds tickets work differently again. Your return is set by the odds at the time you buy, subject to the KRW 100 million per-ticket payout ceiling and the sale restriction when expected odds times stake would breach it⁴.

One practical consequence: because the refund rate is fixed and published, there is no house discretion on the pool. What varies is the number of winning tickets sharing it.

Who can buy: minimum age and identity rules

You must be 19 or older. Minors under 19 are not allowed to participate in Sports Toto games or take prizes³. The same age line applies across the product: purchase is prohibited for under 19s⁶.

Offline, the check is face to face. Shops sell in person only, and if it is unclear whether you are 19 or over, staff will check photo ID⁶. So bring a passport or residence card if you look young or if your ID is not in a familiar format. There is no online age gate that replaces this; the shop check is the shop check.

The rules do not differ by nationality. A Korean citizen, a foreign resident and a short-stay visitor all face the same 19-year minimum, the same KRW 100,000 per person per round cap and the same ID requirement. What differs is only whether you have a Betman account, which requires the usual Korean online verification.

If you want to set limits on yourself, Betman runs an online self-exclusion and self-assessment pop-up for players, alongside self-diagnosis and self-purchase-plan tools⁵. That is the mechanism to use if you want a hard stop rather than willpower.

Sales suspended: services stopped on 13 April and resumed on 21 April

Sports Toto has had service interruptions, and it is worth knowing how they work because they affect whether you can buy or collect.

On the most recent Korean disruption, refund and exchange services resumed from 00:00 on April 21, and sales restarted from 14:00 the same day¹⁵. The same notice covered an overhaul of how the Proto win-type and record-type products are operated, starting April 21¹⁵.

The pattern to remember is that refunds and sales can come back at different times on the same day. If you are holding a ticket during a suspension, check the notice for the refund window separately from the sales window rather than assuming both reopen together.

If you are in South Korea and a round is suspended, the practical move is to wait for the official notice rather than travel to an outlet. Outlets follow the central system, so a shop visit during a suspension will not get you a ticket.
