What Special Cash Sweep is

Special Cash Sweep is a number forecast lottery operated in Sarawak, on the Malaysian side of Borneo. It is run by STC, which describes itself as conducting number forecast lottery games5. If you have played 4D anywhere in Malaysia, the format will feel familiar: you pick a four-digit number, a draw is held, and you match your number against the winning set.

The company runs its draws at a dedicated draw venue, and the draw is open to members of the public2. Draws are held at 7:00 pm on every draw day2. If you cannot attend in person, results are published on the company web portal after 7 pm on each draw day, and you can also watch live draw results from 7:00 pm6.

The operator's own site currently shows no upcoming draws listed6. The games have not necessarily stopped, but the site does not show a draw running this week, so the current draw schedule is only visible on the site or at a sales outlet.

The company also publishes responsible play guidance. It asks anyone under 21 to leave the website immediately, advises players not to borrow money to play, and says not to spend more trying to win back losses4. That is standard wording for a licensed operator, and it is worth taking at face value.

Games offered: 1+3D Big/Small and 3D Big

Special Cash Sweep runs two products: 1+3D Big/Small and 3D Big5. Both are four-digit games, but they differ in how many winning numbers you can match against.

Games offered: 1+3D Big/Small and 3D Big

1+3D Big and 1+3D Small. In this game you pick a four-digit number from a range of 10,000 numbers, running from "0000" to "9999"1. The draw produces 23 winning numbers1. How many of those you can match depends on which version you bought:

  • 1+3D Big Bets let you match against all 23 sets of winning numbers: first, second, third, 10 Starter prizes and 10 Consolation prizes2.
  • 1+3D Small Bets only let you match against the top three sets: first, second and third prize2.

So the Big version gives you more chances to win something, while the Small version concentrates on the top prizes. Which one you want depends on whether you would rather have a wider shot at a smaller prize or a narrower shot at a bigger one.

3D Big. This is the second product, a three-digit game in the same family5.

Ways to play 1+3D. The 1+3D game offers eight ways to place a bet1:

  • Standard (Big and Small)
  • Lucky Pick
  • Permutation
  • Roll First
  • Roll Last
  • Perm Last 3
  • Perm Front 3
  • i-CASH

Standard is the straightforward version: you choose your own four digits. Lucky Pick lets the system choose for you. Permutation covers the different orderings of your chosen digits, so if your numbers come out in a different sequence you can still collect. The Roll and Perm variants let you fix part of the number and let the rest vary, which suits players who have a preferred pair or triple and want coverage around it. i-CASH is the operator's own variant within the 1+3D family.

If you are new to 4D, the practical advice is to start with Standard Big. It is the simplest to understand at the counter, and the staff at any sales outlet can explain the rest. Minimum age: 21 to buy tickets or claim prizes

The minimum age for Special Cash Sweep is 21. The game rules do not allow anyone under 21 to purchase a ticket or claim any prize4. The same rule is repeated in the operator's FAQ: due to regulation, you must be at least 21 years of age2.

This applies to everyone. It does not matter whether you are a Malaysian citizen, a foreign resident working in Sarawak, or a visitor passing through Kuching or Miri. The age check is on the person buying or claiming, not on nationality or residency status.

Two practical points follow from that:

  • Buying. If you look young, expect to be asked for ID at the counter. Bring your passport or MyKad.
  • Claiming. The operator says it is preferable that you come personally to claim a prize2. If you are claiming on someone else's behalf, that is harder, because a prize is only payable to the bearer of a valid winning ticket2. In other words, the ticket itself is what matters, and whoever holds it can claim. Keep your ticket safe: if it is lost or stolen, there is no replacement.

There is one more age-related rule that applies only to the draw venue. Admissions to the draw venue are granted only to non-Muslims above 21 years of age2. So if you want to watch a draw in person, that is the rule that applies to you at the door.

How winnings are paid: check up to RM100,000 at certain offices

Where you claim, and how you get paid, depends on the size of your prize and which office you walk into.

Small prizes. Prizes below RM2,500 can be claimed in cash at sales outlets, subject to fund availability, or at the Kuching office in Central Park3. "Subject to fund availability" is the phrase to note: a small outlet may not hold enough cash on the day, in which case you would need to go to an office instead.

Larger prizes by check. The check ceilings differ by location2:

Claim locationCheque ceiling
Outstation sales outletsUp to RM100,000
Sibu Regional Office (Jln Wong King Huo)Up to RM100,000
Miri Regional Office (Jln North Yu Seng)Up to RM100,000
Kuching Regional Office (Central Park)Up to RM300,000
Head Office (Jln Pending, Kuching)Any amount

So if you are holding a big winning ticket in Sibu or Miri, the regional office can issue a check up to RM100,000. Anything above that needs the Kuching regional office or the head office. The Kuching office in Central Park can handle checks of any amount3, and the head office on Jln Pending in Kuching can handle any amount as well2.

Where prizes can be claimed. Prizes can be claimed at any Special Cash Sweep sales outlet or at the offices in Kuching, Sibu and Miri3. The operator's general answer is that prizes can be claimed at any sales outlet or at the head office and regional offices2.

The six-month rule. Winnings that remain unclaimed after six months are forwarded to the Ministry of Finance3. That is a hard deadline, so if you have a winning ticket sitting in a drawer, do not leave it there.

Where to claim: Outstation outlets, Sibu and Miri regional offices

If you are outside Kuching, the two regional offices that matter most are Sibu and Miri.

Sibu Regional Office. The address is No. 7, 1st Floor, Lorong Wong King Huo 1D, 96000 Sibu3. The telephone number is 084-3202023. It handles prize claims on weekdays3. Checks can be issued here up to RM100,0002.

Miri Regional Office. The address is Bangunan S.S. Chia, Lot 219, Ground Floor, Block 11, MCLD, KM 2 1/2, Jalan Miri-Bintulu, 98000 Miri3. The telephone number is 085-4218773. Checks can be issued here up to RM100,0002.

Outstation sales outlets. These can issue checks up to RM100,0002, and they can pay smaller prizes in cash subject to fund availability3.

Kuching. The Kuching office is at Central Park. It can pay prizes of any amount by check3, and it can pay prizes below RM2,500 in cash3. The head office is on Jln Pending in Kuching and can handle any amount2.

A practical note on the Sibu address: the operator lists it as "1st Floor" in one place and the street as "Jln Wong King Huo" in another2. Both refer to the same office, so if you are giving the address to a driver, use the full postal address above.

Closing days: Saturdays, Sundays and public holidays

All Special Cash Sweep offices are closed on Saturday, Sunday and public holidays7. The operator repeats this in its claim guidance: offices are closed on public holidays3.

That means the practical window for claiming in person is Monday to Friday, during office hours, on a day that is not a public holiday. If you are visiting Sarawak on a short trip and hoping to claim a prize, plan the claim into a weekday.

Draws are a separate matter. Draws are held at 7:00 pm on draw days2, and results are published on the web portal after 7 pm2. You can watch live draw results from 7:00 pm on draw days6. So even when the offices are shut for the weekend, the draw itself and the results are still accessible online.

If you want to check whether your number came up, the site has a result checker where you enter a draw date or a draw number, with additional numbers separated by a space6.

Agent hours: why some offices open shorter on certain days

Not every office keeps the same hours, and some close earlier than you might expect. The Kuching office is the clearest example3:

  • Monday, Tuesday, Thursday and Friday: 9 am to 5 pm
  • Wednesday and Tuesday (Special Draw): 9 am to 3 pm
  • Sunday: 9 am to 12 pm

The Sibu Regional Office, by contrast, is listed simply as Monday to Friday3, without the shorter Wednesday and Sunday windows.

So why the variation? The short answer is that draw days and special draws change the workload at the counter. On a special draw day, staff are handling higher ticket volumes and the office closes earlier to process them. On a Sunday, the office opens for a short morning window only. If you are planning a trip to claim a prize or buy tickets in person, call ahead on the number for that office and confirm the hours for the day you intend to go. The Miri office number is 085-421877 and the Sibu number is 084-3202023.

One more thing to keep in mind: the latest time to place a bet on a current draw is before 7:00 pm on a draw day2. If you arrive at an outlet close to that cut-off, you may miss the draw you were aiming for.
