Casinos in Vietnam

Vietnam has 9 licensed casinos, from the huge Corona Phu Quoc and Hoiana resorts to small hotel gaming floors. Foreigners can play at all of them with a passport; Vietnamese citizens can play at three pilot locations if they meet income rules.

Vietnam is not a casino country in the way Macau or Singapore is, but it has a small, fully licensed casino scene built almost entirely around foreign visitors. There are nine licensed casinos, three of them large integrated resorts with hundreds of tables and thousands of slot machines, plus dozens of smaller electronic gaming clubs in hotels. Foreigners can walk into any of them with a passport. Vietnamese citizens face strict conditions and can only play at three pilot locations. This page covers the whole landscape: where the casinos are, what is on the floor, what it costs to get in, and what to expect on a first visit.

Where you can gamble in Vietnam: the 9 licensed casinos

Vietnam currently has 9 licensed land-based casinos plus approximately 60 e-gaming clubs1. They fall into two clear groups.

The three large-scale casinos are in Nam Hoi An (Quang Nam province), Ho Tram (the former Ba Ria - Vung Tau province), and Phu Quoc island2. These are full integrated resorts with hundreds of gaming tables, hundreds to thousands of slot machines, hotels, golf courses, and dozens of restaurants. Two of them, Corona Phu Quoc and The Grand Ho Tram, are also pilot venues where qualifying Vietnamese citizens can play.

The six small-scale casinos are in Do Son (Hai Phong), Loi Lai, Hoang Gia and Hong Van hotels (Quang Ninh province), the International Hotel (Lao Cai), and Silver Shores (Da Nang)2. These are hotel-based gaming floors aimed mainly at foreign tourists and cross-border visitors, particularly Chinese and Korean guests near the northern border. The Hong Van casino sits right next to the Mong Cai international border gate and has a VIP area for members4.

There is no licensed casino in Hanoi itself. The closest options to the capital are the small casinos in Hai Phong and Quang Ninh, a few hours' drive away. For Da Nang, the Silver Shores casino is the local option, and Hoiana is about an hour south of the city by car.

If you want the full picture of what else is legal in the country, from the lottery to sports betting, see the guide to gambling in Vietnam.

Who can enter: foreigners vs Vietnamese citizens

For foreign visitors, entering a Vietnamese casino is straightforward. You need to be at least 18 years old, hold a valid passport with an entry or exit stamp, and you do not need to buy an entry ticket3. Gambling is legal for you at any of the 9 licensed casinos1. Overseas Vietnamese (Viet Kieu) who hold a foreign passport and enter Vietnam lawfully are treated the same way5.

Who can enter: foreigners vs Vietnamese citizens

For Vietnamese citizens, the default rule is the opposite: casinos are off limits, and gambling outside licensed venues is treated as illegal gambling6. The exception is the pilot scheme, which admits qualifying Vietnamese citizens at three specific casino projects. Until December 2017, casinos in Vietnam served only foreigners; the rules began to change after that7.

The practical difference on the day is simple. A foreigner shows a passport at the door and walks in. A Vietnamese citizen shows a citizen ID card, proves income, buys a ticket, and can only do this at Corona Phu Quoc, The Grand Ho Tram, or the Van Don project. The conditions are covered in the next section.

Vietnamese citizens: the pilot scheme and its conditions

Vietnam began allowing Vietnamese people to play at pilot casinos in 2019, starting with Corona Casino Phu Quoc8. The program was paused under Decree 145/2024/ND-CP and then restored under a new legal framework3. Under the pilot, eligible Vietnamese citizens may play at the Phú Quốc, Hồ Tràm and Vân Đồn projects, where the pilot runs for five years from the date a certificate of eligibility for casino business operations is issued9. Corona Phu Quoc was the first venue to welcome Vietnamese customers again11.

The pilot runs for five years from the effective date, after which the Government will review and decide whether to continue, expand, or adjust the policy6. When a pilot period ends, the casinos stop admitting Vietnamese players until the Government issues a decision either ending or continuing permission for Vietnamese citizens to play.

To get in as a Vietnamese citizen, you must meet all of these conditions6:

  • Be 21 or older with full civil act capacity under Vietnamese law.
  • Prove regular income of at least 10 million VND per month, or show you pay personal income tax at bracket 3 or higher.
  • Not be subject to a ban requested by a close family member (spouse, parents, or children).
  • Buy an entry ticket: 1 million VND for 24 continuous hours, or 25 million VND per month6.

Income proof has to be original or notarized copies and still valid. Salary or employer income confirmations must cover the period leading up to the date you enter the casino. Personal income tax returns are valid if from the last year. A savings account qualifies if it has been open at least a year and generates monthly interest of 10 million VND or more. Rental contracts qualify if monthly rent is 10 million VND or more and the contract names you as the landlord12.

The three big resort casinos

These are the venues most visitors mean when they talk about casinos in Vietnam. Each has its own in-depth page on this site.

Hoiana Resort & Casino sits on the coast near Hoi An in central Vietnam, with beachfront surroundings, 1,000 hotel rooms, 20 restaurants and bars, and a golf course13. The casino floor spans over 4,256 square meters with more than 140 gaming tables and over 300 slot machines, including VIP areas, and it operates 24/714. Its signature games are classic baccarat and the exclusive Hoiana Tiger Baccarat, alongside roulette, sicbo, blackjack, and several poker variants13. The resort's casino was developed with international backing, part of a wave of foreign-financed projects in Vietnamese gaming15. Full details are in the guide to Hoiana Resort & Golf and Hoiana Casino.

The Grand Ho Tram is about 2 to 2.5 hours from Ho Chi Minh City, part of a strip with three 5-star resorts, over 1,200 rooms, 17 or more restaurants and bars, 9 pools, 3 spas, and The Bluffs golf course designed by Greg Norman16. It was Vietnam's first international gaming facility16. The gaming area spans over 5,000 square meters, split into a 2,936 square meter mass gaming area and a 2,500 square meter VIP area, with more than 90 live tables and around 500 slot machines, open 24/716. You do not need to stay overnight at the resort to use the casino17. See the full guide to The Grand Ho Tram.

Corona Casino Phu Quoc is the largest casino in Vietnam, with an 18,500 square meter gaming floor, more than 100 tables, and over 1,000 electronic gaming machines, on Bai Dai beach in the north of Phu Quoc1. It opened in 2019 as the first international-standard casino in Vietnam where Vietnamese could play legally11. The floor runs baccarat, roulette, blackjack, poker variants, sicbo, slots, and electronic gaming tables, with staff speaking Vietnamese, English, Korean, Chinese, Russian, and Mongolian18. It has 24/7 security and surveillance20. See the full guide to Corona Casino Phu Quoc.

The smaller licensed casinos and e-gaming clubs

The six small-scale casinos are modest hotel gaming floors rather than resorts2:

These venues mainly serve foreign tourists, and the border-town ones in particular draw Chinese visitors crossing from Mong Cai and Lao Cai.

Alongside the casinos are roughly 60 e-gaming clubs, electronic gaming machine venues licensed in hotels1. These are much smaller operations, usually slots and electronic roulette in a hotel back room rather than a full casino floor. The guide to slot clubs in Vietnam covers how they work. New casino resort projects are also in the pipeline; see new casino resorts in Vietnam for what is planned.

Games on the floor: baccarat, roulette, sicbo and slots

Baccarat dominates every Vietnamese casino floor, and it is the game most tables are devoted to. The version played at Hoiana works like standard baccarat: aces count as 1, face cards count as 0, and the hand closest to 9 wins. Four cards are dealt alternately to Player and Banker, two each to start, with up to three cards per hand depending on the drawing rules21. You can bet on Player, Banker, and side bets including Tie, Player Pair, Banker Pair, and Lucky 621. A Tie pays 8 to 1, and Pairs pay 11 to 122. If the hands are equal, all bets except Tie neither win nor lose22. Hoiana also spreads a no-commission variant where winning Player and Banker bets pay 1 to 1, except a Banker win on six points pays only half22. The full rules, drawing tables, and payouts are in the guide to baccarat in Vietnam.

Beyond baccarat, the floors offer roulette, sicbo, blackjack, and poker. Hoiana runs Hoiana Roulette, Hoiana Pai Gow, Hoiana Stud Poker, Hoiana Niu Niu, and Texas Hold'em Bonus Poker alongside the standard games13. The Grand Ho Tram offers baccarat, blackjack, roulette, sic bo, and Texas Hold'em17. Corona Phu Quoc adds Tiger Baccarat, Bai Cao, Three Card Poker, Russian Poker, Niu Niu, and Caribbean Stud Poker to the usual lineup18. Slots range from a couple hundred machines at Hoiana to over 1,000 at Corona13. The guide to casino table games in Vietnam covers each game in detail.

Entry rules, documents and dress codes

For foreigners, the rules are the same across the country1:

  • Bring your original passport. Photocopies are not accepted at any casino1.
  • Be 18 or older with full civil capacity under Vietnamese law23.
  • No entry fee1.
  • Photography and video recording are prohibited on the gaming floor, and cameras and recording devices must be deposited at the entrance1.
  • Identity and document checks are performed at the entrance17.

Dress is smart-casual at all casinos; shorts, sandals, and sleeveless tops are typically not permitted1. At The Grand Ho Tram, smart casual or formal attire is preferred, and slippers or overly casual outfits are discouraged17.

For Vietnamese citizens, the document rules tightened on January 1, 2025. Valid ID now means a passport, a citizen ID card (can cuoc), or the national ID card, with old-style ID cards no longer accepted12. Corona Casino Phu Quoc checks Vietnamese customers' identity documents at the door and has published its accepted document list24. On a first visit, Vietnamese players register for membership at the casino reception desk with their age and income documents20.

Online options: offshore casinos and what is licensed at home

No online casino is licensed in Vietnam, and playing on offshore sites is treated as illegal gambling, with the same practical risk for locals as any other unlicensed gambling6. Locals are not allowed to gamble online in the country at all25.

Online options: offshore casinos and what is licensed at home

In practice, a large number of offshore online casinos accept players from Vietnam, with one directory counting 751 of them25. They offer slots, instant-win and scratchcard games, table games, and live dealer games streamed from studios run by providers like Evolution, Pragmatic Play, Playtech, Ezugi, Lucky Streak, and Authentic Gaming25. Popular slot titles include Mega Moolah, Hall of Gods, Bonanza Megaways, Sweet Bonanza, and Reactoonz25. These sites are licensed offshore by regulators such as the UK Gambling Commission, the Curacao and Gibraltar commissions, and the Malta Gaming Authority, none of which gives you any protection under Vietnamese law25.

The practical position for a visitor is different from a resident: what matters is that nothing is licensed at home, so any online play happens on foreign-licensed sites at your own risk. The guide to online gambling in Vietnam goes deeper on this.

Practical tips: money, hours and getting there

Money. Most casinos accept USD, VND, and major credit cards when you buy chips1. Vietnamese citizens are different: they may only exchange Vietnamese dong for chips, and unplayed chips or winnings must be exchanged back into dong6. At Corona Phu Quoc you exchange chips for VND cash at the Cage cashier counter20. If you plan to take winnings out of Vietnam, show your membership card to staff at the tables or insert it into the machine before playing, then verify winnings at any cashier with your passport before leaving26. Hoiana collects identity information for financial transactions totaling 70 million VND or more in a day, per Vietnamese anti-money-laundering rules27.

Hours. The big casinos run 24/7: Hoiana, The Grand Ho Tram, Corona Phu Quoc, and Do Son all keep their floors open around the clock14.

Getting there. The Grand Ho Tram is 2 to 2.5 hours from Ho Chi Minh City by road17. Hoiana is near Hoi An, about an hour from Da Nang. Corona Phu Quoc is on Bai Dai beach in the north of Phu Quoc island, reachable by flight to Phu Quoc airport and then a transfer8.

Contacts. Hoiana Casino: +84 (0) 235 858 8888, or ask at the cashier counter in the casino27. Corona Casino Phu Quoc: 24/7 hotline +84 297 222 8888, email mkt.management@casinocorona.vn24. The Grand Ho Tram: +84 254 378 802217.

Responsible gaming. Hoiana offers voluntary, free, and confidential self-exclusion and Family Exclusion services for patrons and their families, applied for by email to its Responsible Gaming Team, and any casino security officer can help with responsible gaming questions27. If gambling is becoming a problem, the guide to gambling help in Vietnam lists where to turn.
