New Casinos in Vietnam

Vietnam has nine licensed casinos, with big resorts at Nam Hội An, Hồ Tràm and Phú Quốc, and a $2 billion casino complex under construction at Vân Đồn. Here is what exists, what is planned, and how the pilot scheme for Vietnamese players works.

Vietnam's casino scene has changed fast in the last few years. A decade ago every casino floor was foreigners-only; today one resort on Phú Quốc island has been letting Vietnamese players through the doors since 2019, one more project has joined the scheme, and the largest casino resort ever built in the country is rising near Hạ Long Bay. This page covers what exists now, what is being built, and how the rules work for Vietnamese citizens, foreign residents and visitors. For the wider picture, see gambling in Vietnam and casinos in Vietnam.

Where Vietnam's casinos are: the full list of venues

Vietnam currently has nine licensed land-based casinos, plus roughly 60 smaller electronic gaming clubs, most of them attached to hotels2. The nine break down into three large-scale casino resorts and six small-scale casinos1.

The three large-scale venues are in Nam Hội An (Quảng Nam), Hồ Tràm (Bà Rịa - Vũng Tàu) and Phú Quốc (An Giang Province), and the six small-scale ones are in Đồ Sơn (Hải Phòng), Lợi Lai, Hoàng Gia and Hồng Vận Hotel (Quảng Ninh), International Hotel (Lào Cai) and Silver Shores (Đà Nẵng)1. Several of the small casinos sit right on the Chinese border at Móng Cái, which tells you a lot about who their main customers have historically been. Beyond the nine, big hotels in Hà Nội and HCM City have also invested in gaming facilities for foreign guests5.

Large-scale casino resorts: Nam Hội An, Hồ Tràm and Phú Quốc

Hoiana, in the Tay Son Tay village area of Duy Xuyên district in Quảng Nam province, sits on the coast south of Đà Nẵng near Hội An. The casino floor runs 140 gaming tables and over 300 slot machines6. It is the newest of the three big resorts and is aimed squarely at the international and regional premium market.

Large-scale casino resorts: Nam Hội An, Hồ Tràm and Phú Quốc

The Grand Ho Tram is one of the largest casinos in Vietnam and has mainly served foreign customers7. The gaming space spans over 5,000 m², making it Vietnam's first international-standard gaming facility, with more than 90 live tables and around 500 electronic gaming machines8. The wider resort has over 1,200 rooms6. It sits on the coast about two hours from Hồ Chí Minh City, at Hồ Tràm hamlet in the former Bà Rịa - Vũng Tàu province, which has since been merged into Hồ Chí Minh City administratively8.

Corona Resort & Casino Phú Quốc is the largest casino in the country. It officially opened in 2019 at Bãi Dài on the north coast of Phú Quốc island, and it was the first casino complex in Vietnam to allow locals to legally play6. The gaming floor covers 18,500 m² with 100+ tables and 1,000+ electronic gaming machines2; other reporting puts the count at 147 tables and 1,470 machines inside a $2 billion resort complex10. It sits in the Bãi Dài area of the Phú Quốc Special Zone in An Giang Province, the island having been administratively merged into An Giang in 202511. For a full profile, see Corona Casino Phu Quoc.

Small-scale casinos: Đồ Sơn, Quảng Ninh, Lào Cai and elsewhere

The six small casinos are older, quieter and mostly border or resort-town operations.

  • Casino Đồ Sơn is at Khu 3, Đồ Sơn, the beach resort area of Hải Phòng near the coast12.
  • Casino Lợi Lai is part of the Lợi Lai International Hotel at 69A Tục Trình street, Ka Long ward, Móng Cái city, Quảng Ninh, right on the Chinese border13.
  • Casino Hồng Vận is at Khu 1, Ka Long, Móng Cái, Quảng Ninh, a few streets away6.
  • Casino Hoàng Gia also operates in Quảng Ninh, in the Móng Cái and Hạ Long area1.
  • International Hotel Casino is in Lào Cai, on the northern border with China1.
  • Silver Shores serves the Đà Nẵng area1.

These floors are modest in size, focused on baccarat and a few table games, and historically drew mostly Chinese and other foreign visitors crossing the border. If you want a sense of the games on offer, see baccarat in Vietnam and casino table games in Vietnam.

Opening hours at a glance

The big floors never close. The Grand Casino Hồ Tràm operates 24/78, Corona on Phú Quốc runs around the clock, and the gaming club at Hạ Long opens 24/2414. That pattern is normal for large casino resorts; MGM, which has managed casino resorts worldwide, notes that its properties operate 24 hours a day, every day of the year15. The small border casinos tend to keep shorter, more conventional hours, so if you are heading to Đồ Sơn or Móng Cái specifically to play, it is worth confirming the hours with the hotel before you travel.

Van Don: the planned integrated casino tourism complex

The Vân Đồn project is the biggest thing happening in Vietnamese casinos right now. Sun Group was selected as the official investor for the $2 billion mega integrated casino project in Vân Đồn, Quảng Ninh, in the Vân Đồn economic zone near Hạ Long16. Construction officially commenced on December 19, 20253.

Van Don: the planned integrated casino tourism complex

The complex is planned as a modern "resort city" operating 24/7, integrating luxury casino operations, high-end hotels and resorts, condotels and shophouses, shopping and commercial centers, convention and exhibition halls, sports and recreation facilities, wellness, health care and entertainment services16. The casino gaming and entertainment area is the headline feature: it is a pilot casino that will allow Vietnamese citizens to participate in accordance with government policy, the first time a purpose-built complex has been designed around that idea3.

The timeline is long. The casino zone is scheduled to be inaugurated in 2028, with full completion of the entire project targeted for the fourth quarter of 20343. So if you are picturing a Vietnamese version of a Macau or Singapore integrated resort, expect the casino first and the full city a few years later.

MGM Grand Ho Tram: the planned Las Vegas-style casino

The Hồ Tràm story goes back further than most people realize. In 2009, the project was announced as MGM Grand Ho Tram, a Las Vegas-style casino expected to open in 2011, anchoring a multi-property complex on the Hồ Tràm Strip in Bà Rịa - Vũng Tàu province19. The MGM branding did not survive the project's troubled early years, but the resort itself did. Today it operates as The Grand Ho Tràm, a world-class casino and entertainment space that pioneered international gaming in Vietnam9.

The investor behind the Grand Hồ Tràm Strip has also been one of the loudest voices asking the government to let Vietnamese locals play, putting forward a proposal to that effect back in 201821. That lobbying eventually paid off: the Hồ Tràm project is now one of the three projects covered by the pilot scheme for Vietnamese players.

The pilot letting Vietnamese citizens into casinos: who qualifies

For decades, casinos in Vietnam were foreigners-only. That changed with a pilot scheme, and the current framework comes from a government resolution issued November 26, 2025, which allows qualifying Vietnamese citizens to enter and play at three casino projects4:

  • Phú Quốc (An Giang Province): eligible Vietnamese citizens may play from November 26, 202522.
  • Hồ Tràm (Hồ Chí Minh City, formerly Bà Rịa - Vũng Tàu): a five-year pilot from November 26, 202523.
  • Vân Đồn (Quảng Ninh): a five-year pilot that starts from the date the project is granted its certificate of eligibility for casino business, since the casino is not yet open23.

To qualify, a Vietnamese citizen must be 21 or older with full civil act capacity, must be able to prove financial capacity, must buy an entry ticket, and must not be barred by a family exclusion request24. The income benchmark that has been used since the scheme began in December 2017 is a regular income of VNĐ10 million (about US$440) per month, or being in personal income tax bracket 3 or above26. In practice, you show income documents when you register as a member at the casino reception28.

Foreigners and overseas Vietnamese holding foreign passports do not need any of this: with a valid passport and lawful entry, you can gamble at any of the licensed casinos, not just the three pilot projects2.

Entry ticket for Vietnamese players

Vietnamese citizens entering a casino under the pilot must buy an entry ticket. The current level is VNĐ1 million per 24 continuous hours per person, or VNĐ25 million per month per person25. That monthly ticket works out far cheaper than paying daily if you plan to visit often.

A draft decree from the Ministry of Finance proposes raising this to VNĐ2.5 million (about US$95) per day or VNĐ50 million (about US$1,906) per month, which would be 2.5 times and 2 times the current levels respectively10. As of late 2026 this is still a proposal, so the VNĐ1 million / VNĐ25 million levels are what you will actually pay at the door today. Foreigners pay no entry fee at all2.

Rules for Vietnamese players: age, exclusions and the đồng-only rule

The core rules for Vietnamese citizens at the pilot casinos are24:

Rules for Vietnamese players: age, exclusions and the đồng-only rule
  • Age 21 or older, with full civil act capacity under Vietnamese law. Foreigners only need to be 1830.
  • Provable financial capacity, in practice the VNĐ10 million monthly income or tax bracket 3 documents.
  • No family exclusion: you cannot enter if you, or a close relative with full civil act capacity (father, adoptive father, mother, adoptive mother, spouse, or biological child), has asked the casino enterprise not to let you play. This is a self-exclusion mechanism families can use24.
  • Đồng only: Vietnamese players may only use Vietnamese đồng to exchange for gaming chips, and may only exchange chips back into đồng if they are unplayed or are winnings25. You cannot buy chips with US dollars or a foreign card as a Vietnamese player.

Foreigners have it easier on the money side: most casinos accept USD, VND and major credit cards for chip purchase2.

Electronic ID cards for all players

At the door today, Vietnamese players present a valid ID document: a passport, thẻ căn cước or căn cước công dân. Old-style ID cards have not been accepted since January 1, 202530. Corona Casino on Phú Quốc has its own notice on identity documents for Vietnamese customers, and asks new members to present a valid ID card or passport when registering31. Foreigners show a passport with a valid visa or entry stamp5.

A draft decree would take this further: all players, both Vietnamese and foreigners, would be issued electronic ID cards containing personal details, access permissions and expiry dates10. If that comes into force, expect a quick card tap at the entrance rather than a document check each visit.

What happens when the pilot period ends

The pilot scheme has already been extended once. The Phú Quốc pilot, which began in 2019, was originally due to run three years; in 2022 the Ministry of Finance proposed an extension, and in May 2024 the Politburo agreed to extend it to December 31, 20244. The November 2025 resolution then reset the clock with the new three-project arrangement described above.

The end rule is clear: when the pilot period ends, the Hồ Tràm and Vân Đồn projects must stop allowing eligible Vietnamese citizens into the casino, and enterprises must stop admitting Vietnamese players until the government issues a decree either ending or continuing the permission4. So the Vietnamese-access arrangement is genuinely temporary in law, even if most observers expect it to be renewed, as it was at Phú Quốc.

A short history of casino access in Vietnam

Until December 2017, casinos in Việt Nam served only foreigners32. The government ran a three-year pilot from 2017 allowing Vietnamese locals to gamble at two locations, one in Vân Đồn and one on Phú Quốc island33, and a decree lifted the ban on gambling by Vietnamese at local casinos for those meeting the conditions34. From December 1, 2017, Vietnamese who could show a minimum income of VNĐ10 million per month became eligible27. Corona Phú Quốc opened in 2019 as the first casino to put it into practice6, and it remained the only venue where Vietnamese players could actually play until the Hồ Tràm project joined the scheme in November 2025, with Vân Đồn to follow once its certificate of eligibility for casino business is issued7. The 2025 resolution extending the scheme to three projects is the biggest expansion since the pilot began.

A short history of casino access in Vietnam

Before your first visit

If you are a foreigner, your first casino visit in Vietnam is simple: bring your passport, be 18 or older, and walk in. No ticket, no income proof2. Smart casual dress is the norm at the large resorts; the small border casinos are more relaxed.

If you are a Vietnamese citizen heading to Corona Phú Quốc, plan ahead28:

  1. Bring your căn cước công dân or passport; old ID cards are no longer accepted.
  2. Bring income proof: payslips or tax documents showing VNĐ10 million a month or tax bracket 3 and above.
  3. Register for membership at the casino reception, where staff check your documents.
  4. Buy your entry ticket: VNĐ1 million for 24 hours or VNĐ25 million for the month.
  5. Bring Vietnamese đồng, since that is the only currency you can exchange for chips.

The floors run 24/7 at the big resorts, so there is no rush, and table minimums at Corona and the Grand Ho Tràm start low enough for a first-timer to watch before playing. For more on the games themselves, see slot clubs in Vietnam and the game pages linked above.
