Sun Group held a groundbreaking ceremony for the premium casino complex tourism service zone in the Van Don Economic Zone, the company said on 19 December 2025. The project carries total investment of more than USD 2 billion and covers more than 244 hectares1.

The complex is planned as a modern "resort city" model, combining tourism, accommodation, commerce and entertainment functions with the aim of operating around the clock1. Its master plan follows a philosophy Sun Group calls "Art in Landscape," with the landscape treated as an open art space rather than only a backdrop1. The first phase covers a hotel complex managed by international brands with thousands of internationally standard rooms, sea-facing villas, a commercial shophouse area and a large chain of service and entertainment facilities1.

The casino sub-zone is described as a pilot gaming and entertainment area for Vietnamese players, under a government policy1. Sun Group said the project is intended to compete with major entertainment destinations such as Macau (China), Singapore and Las Vegas (US)1. The casino sub-zone is expected to be inaugurated in 2028, with the entire complex finished in the fourth quarter of 20341.

The site lies within the Bai Tu Long Bay area, next to the Ha Long Bay world natural heritage site1. Sun Group said the project is expected to become the first large-scale "resort city" in northern Vietnam, drawing visitors from Northeast Asia and the domestic market1.

The groundbreaking took place as Quang Ninh province reported continued economic growth.

What it means for players

The project is described as a pilot that would allow Vietnamese residents to enter the gaming area, a category normally restricted in Vietnam. The company's statement does not set out the conditions, entry rules, game types or fees that would apply, and none of those details have been reported1. The casino sub-zone is not due to open until 2028, so no gaming floor exists at the site yet.

For visitors and expats, the location is in the Van Don Economic Zone in Quang Ninh province, near Ha Long Bay. Sun Group notes the zone is served by Van Don International Airport, Vietnam's first private international airport, and by the Ha Long-Van Don and Van Don-Mong Cai expressways1. The company also lists nearby attractions including Sun World Ha Long and the Ha Long International Cruise Port1.

What happens next

The casino sub-zone is scheduled to be inaugurated in 2028, with full completion of the complex in the fourth quarter of 20341. No further regulatory steps, licensing decisions or operating conditions for the pilot casino have been reported.
