Where online gambling stands
Vietnam has never licensed an online casino. The Ministry of Finance has confirmed that no business has been certified to run online betting operations, and online betting as a business activity is expressly prohibited2. No casino online holds a Vietnamese license, and playing on offshore sites is treated as illegal gambling under Vietnamese law1.
For Vietnamese citizens, the practical position is this: gambling online is not a licensed activity, and the government has blocked many gambling sites at the ISP level since 20184. Enforcement against individual players is uneven, but the risk is real. The penalty tiers look like this7:
| Case | Penalty |
|---|---|
| Basic offense: winnings or goods worth VND 5,000,000 to under VND 50,000,000, or under VND 5,000,000 after a prior administrative penalty | Fine of VND 20,000,000 to VND 100,000,000, non-custodial reform up to 3 years, or 6 months to 3 years in prison |
| Larger cases: winnings or losses over VND 50,000,000, or professional gambling | Minimum 3 years in prison, extendable to 7 years |
| Playing xóc đĩa online | Identified as illegal internet gambling, punishable by 3 to 7 years in prison |
Foreign visitors and expats are not the main target of these rules, but there is no licensed local online option for anyone. Foreigners can legally gamble at Vietnam's licensed land-based casinos with a valid passport, and most casinos are foreigner-only9.
Offshore sites that take Vietnamese players
Despite the ban, a large offshore market serves Vietnamese players. Independent tracking lists hundreds of online casinos that accept players from the region, and sites serving Vietnamese players offer the full range of products: slots, instant-win and scratchcard games, table games and live dealer games3. No entry fees are charged and access is free3.

These sites are licensed abroad, in jurisdictions such as the UK Gambling Commission, Curacao and Gibraltar Gaming Commissions, Malta Gaming Authority and Spelinspektionen3. That means a dispute with a site is handled under that distant license, not under any Vietnamese protection.
Some operators market openly in Vietnamese. The three most visible examples:
| Operator | What it offers in Vietnamese |
|---|---|
| Max88 | Live dealer baccarat, roulette and blackjack; hundreds of jackpot slots (nổ hũ); sports betting on the V-League, AFF Cup, SEA Games and international tournaments; live cockfighting11 |
| W88 Poker | Live dealer baccarat, roulette and blackjack, plus xóc đĩa and tài xỉu tables with Vietnamese-speaking dealers12 |
| LongFu88 Vietnam | 37 game providers and five live dealer studios13 |
All of these are offshore, whatever their Vietnamese branding suggests.
Slots and live dealer games
The game selection at offshore sites serving Vietnamese players is broad. Slots come from providers including Pragmatic Play, Yggdrasil, Games Global, Play'n GO, Microgaming, NetEnt and BTG3. Some of the most popular slots you will find across top Vietnamese sites include Mega Moolah, Hall of Gods, Bonanza Megaways, Sweet Bonanza and Reactoonz3.
Live dealer games are the bigger draw for many Vietnamese players, because several studios run tables with Vietnamese-speaking dealers. W88 Poker's live casino offers baccarat, roulette and blackjack with real dealers, plus xóc đĩa and tài xỉu, the two dice games Vietnamese players know best12. LongFu88 Vietnam streams live tables from Asia Gaming, SA Gaming and Evolution13.
The major live dealer providers behind these rooms are Evolution, Pragmatic Play, Playtech, Ezugi, Lucky Streak and Authentic Gaming3. Asia-facing studios like Asia Gaming and SA Gaming, which run the Vietnamese-language tables, sit alongside them13.
Payments and currencies
Offshore sites serving Vietnamese players support globally recognized payment solutions3:
- Credit and debit cards: VISA and MasterCard, with possible transaction fees
- eWallets: including Payz
- Local bank transfer: Help2Pay, a service built for Vietnam and the region that lets you deposit in dong from a Vietnamese bank account
- Cryptocurrency
For online poker specifically, players commonly use VPNs and e-wallets for deposits and withdrawals, because local banks may restrict transactions with gambling websites16. That caution applies to casino deposits too: a direct bank transfer to a gambling site is the kind of transaction a Vietnamese bank may flag.
Cryptocurrency is the workaround some players choose, since it bypasses the banking system entirely, but it adds its own volatility and scam risk. Whatever method you use, remember that no Vietnamese consumer protection stands behind any of these transactions.
For contrast, at licensed land-based casinos the currency rules are strict and simple: Vietnamese citizens admitted to a casino business point may only use Vietnamese dong to exchange for gaming chips, and may exchange chips back into dong if unplayed or on winning17. Foreigners and overseas Vietnamese with foreign passports may receive winnings and transfer or carry them abroad in foreign currency under Vietnam's foreign exchange rules18. Most land casinos accept USD, VND and major credit cards for chip purchase4.
Traditional Vietnamese games online
The games Vietnamese players actually favor online are often the local ones. Xóc đĩa, the traditional Vietnamese dice game, appears as a live dealer table with Vietnamese-speaking dealers at W88 Poker12. Tài xỉu, the over-under dice game, sits alongside it12. You can read more about the dice game itself on our Xoc Dia page.

Bầu Cua Tôm Cá, the animal dice game played at 2 to 8 players, is a festival favorite that has moved into app and online formats; our Bau Cua Tom Ca page covers the rules19. Vietnamese Mahjong, with its distinctive Suited Joker that counts as any dots, bamboo or character tile, and the rule that discarding a bonus tile while another player is waiting lets that player win off your discard, is another local variant with a following; see our Vietnamese Mahjong page20.
Card games are the heart of it. Bai Buu, a traditional Vietnamese card game similar to Chinese Poker (Mậu Binh or Xập Xám), is popular across Vietnam and Southeast Asia and needs a minimum of two players21. The wider family of local card games, including Tien Len, Xi Dach and Tu Sac, is covered on our Traditional Vietnamese Card Games page.
Game Bai Doi Thuong
Game Bai Doi Thuong, literally "card games with rewards," is the Vietnamese app-gaming scene where traditional card games are played online for prizes that can be redeemed. It is the most distinctly Vietnamese corner of online gambling culture, and it deserves its own explanation.
This is where games like Tiến Lên, Xì Dách, Mậu Binh and Bầu Cua live on phones, played against other Vietnamese for in-game currency that, on many platforms, converts to real value. The scene is enormous and largely unregulated, and it has drawn police attention: authorities in Lang Son, for example, have dismantled gambling dens disguised as border-area entertainment zones, where prize-winning electronic games were licensed only for foreigners and Vietnamese residing abroad23.
We cover the whole Game Bai Doi Thuong world, the games, the apps, the rewards model and the risks, on our dedicated Game Bai Doi Thuong page.
Online poker
Online poker sits in a different, grayer position from casino games. Vietnam's government does not issue licenses for online poker sites and could potentially block access to foreign platforms in the future, but many international poker sites still accept Vietnamese players16. In practice, online poker in Vietnam is restricted but not outright illegal, and it is accessible with minimal risk in the form of possible domain blocks or payment disruptions5. Players report no ISPs blocking online poker in Vietnam5.
The practical picture: poker rooms work from Vietnam, deposits and withdrawals are handled through e-wallets and sometimes VPNs because local banks may restrict gambling transactions, and the scene is active enough to support regular play16. Our Online Poker in Vietnam page goes deeper into rooms, games and the practicalities.
The legal alternative: land casinos
If you want to gamble legally in Vietnam, the licensed land-based sector is the answer. Vietnam has 9 licensed casinos plus approximately 60 e-gaming clubs4. Gambling is straightforward and legal for foreigners at any of the 9 licensed casinos with an original passport, age 21 or over, with no entry fee4. Most casinos are foreigner-only10.

Corona Casino on Phú Quốc is the best-known venue admitting Vietnamese citizens who meet the eligibility criteria10. It is a serious property: 484 slot machines, 147 traditional tables covering baccarat, blackjack, roulette, xì tố and dice, plus 157 electronic table games24. Card games there include bài cào, xì dách and Texas Hold'em10. Our Corona Casino Phu Quoc page has the details.
The other flagship venues include Hoiana Casino near Hoi An, with a long table games list running from classic baccarat and Hoiana Tiger Baccarat through roulette, Sicbo, blackjack, Pai Gow, Niu Niu and Texas Hold'em Bonus Poker25, and The Grand Ho Tram on the coast6. Our Casinos in Vietnam page covers the full licensed list, and Gambling in Vietnam gives the whole picture including lottery and sports betting.
Staying safe
Two risks matter more than any other for online gambling from Vietnam.
The first is the legal one, covered above: playing on offshore sites is treated as illegal gambling for residents, with penalties that scale with the amounts involved7. Foreign visitors face a different reality, but no licensed online option exists for anyone.
The second is being cheated. Offshore sites serving Vietnam hold licenses in Curacao, Malta, Panama, Anjouan and similar jurisdictions, or sometimes nowhere verifiable3. Terms that let a site confiscate your full balance for VPN use are a red flag when VPN use is how many Vietnamese players connect in the first place14. Police in Vietnam regularly bust large online betting operations, which shows both the scale of the market and how much of it sits in murky hands26.
Practical protections:
- Keep balances small
- Prefer sites with a verifiable license from a named regulator
- Use payment methods you can dispute
- Read the withdrawal terms before depositing rather than after
- If a site offers games and odds that seem too good, treat that as the warning it usually is
Our Betting Scams in Vietnam page covers the common frauds, and Gambling Help in Vietnam lists where to turn if gambling stops being fun.
Common Questions

Can Vietnamese residents play at offshore online casinos?
Many offshore sites accept Vietnamese players, and access often works in practice, but the activity is not legal for residents. The government has blocked many gambling sites at the ISP level since 2018, so access can be intermittent.
Is online poker legal in Vietnam?
Online poker sits in a gray area. The government issues no licenses for poker sites and could block foreign platforms, but players report no ISP blocking of poker rooms and access works with minimal disruption in practice.
What gambling sites are blocked in Vietnam?
