The Japan Racing Association (JRA) reopened its WINS Yatsushiro off-track betting office on August 15, 2026, with operating hours limited to 9:10 to 16:501. The office is one of the JRA's off-course sales and payout locations, known as WINS, where horse racing bets can be placed and winning tickets cashed.

The reopening is one of a series of changes to JRA betting facilities and services during 2026. From February 21, the JRA began selling and paying out winning tickets at Tele Track Kamaishi, an off-track facility of Iwate Racing in Kamaishi, Iwate Prefecture, also known as J-PLACE Kamaishi1. Separately, weekday payout services at Sapporo Racecourse, Hakodate Racecourse, WINS Isawa, Himeji, Yonago and Takamatsu, and Excel Hakata ended on February 241. The JRA's "ticket copy service," offered at its racecourses and WINS offices, ended on June 211.

Other operational changes reported for the year include a reduction in general admission at one venue, from 200 yen to 100 yen, with admission free on April 51. The JRA also canceled race meetings because of snow, including Tokyo and Kyoto race meetings, and called off races from the eighth race onward at one meeting after judging that "safe racing would be difficult due to the effects of accumulated snow"1. A further meeting was halted from the tenth race onward after the JRA judged that "there would be obstacles to the safe and fair conduct of racing"1.

The JRA also announced a full review of its international exchange race bonus and expense subsidy system, effective January 1, centered on the Japan Cup, with a new bonus structure tied to major Group 1 results worldwide1.

What it means for players

For anyone betting on Japanese racing, the practical effect of the Yatsushiro reopening is a narrower window in which to place or collect bets at that office: 9:10 to 16:501. The closure of weekday payout services at Sapporo, Hakodate, WINS Isawa, Himeji, Yonago, Takamatsu and Excel Hakata from February 24 means those locations no longer handle weekday payouts1. The end of the ticket copy service on June 21 removes a facility that had been available at JRA racecourses and WINS offices1. The addition of sales and payout operations at J-PLACE Kamaishi from February 21 gives players in that part of Iwate Prefecture a JRA betting point1. Rules on who may gamble in Japan, and where, are set out in the site's Japan guide.

What happens next

No reopening date or restored hours for WINS Yatsushiro beyond the 9:10 to 16:50 window has been reported1.
