What Jingcai is
Jingcai, written 竞彩 in Chinese, is the China Sports Lottery's range of single-match betting games. It is issued by the China Sports Lottery center (体彩中心) and covers two main products: Jingcai football (竞彩足球) and Jingcai basketball (竞彩篮球)4. Unlike the older pooled football lottery, where you pick results across a long list of fixtures, Jingcai lets you bet on individual matches, choosing the outcome yourself and combining matches into parlays if you want bigger odds.
The game sits inside the wider China Sports Lottery, alongside draw games like Super Lotto and 7 Star Lottery and instant scratch tickets. What makes Jingcai different is that it is a quiz-style game (竞猜型): your payout depends on the odds printed for your selection at the time of purchase, not on a share of a pool. That makes it the closest thing China has to the fixed-odds sports betting you would find in Hong Kong or Macau, but it runs on lottery infrastructure, through lottery terminals and lottery tickets.
One rule worth knowing early: if a match you bet on is postponed and not played within the period the lottery center sets, sales on that match stop and your stake is refunded2. Postponed or abandoned matches do not eat your money.
The main bet types
Jingcai football offers several ways to bet on a single match. The core play is win-draw-win (胜平负): pick whether the home team wins, the match is drawn, or the away team wins5. A related single-match game asks the same question with a goal line applied, so a favorite must win by enough to cover it.

Beyond the match result, there are specialist plays. The total goals game asks you to predict how many goals both teams score combined, with eight options: 0, 1, 2, 3, 4, 5, 6, and 7 or more6. The correct score game asks for the exact final score. The half-time/full-time game asks for the result at both the break and the end. Each of these is priced per selection, and the odds for each selection are shown on the terminal and printed on your ticket.
Jingcai basketball works the same way. The big/small game (大小分) asks whether the total points scored will be over or under a line set by the lottery center7. The winning margin game (胜分差) asks you to pick the band by which a team wins, and it supports the same four bet formats as the football games: single-match betting, parlay betting, single selection betting and multiple selection betting8.
Across the games, the bet formats are consistent:
| Format | What it means |
|---|---|
| Single-match betting (单场) | One bet on one match |
| Parlay betting (过关) | Two or more matches combined, all must win |
| Single selection betting (单式) | One prediction per match |
| Multiple selection betting (复式) | Two or more predictions for a match, covering combinations |
A parlay needs at least two matches4. A multiple selection bet on one match, say picking both "home win" and "draw" in a win-draw-win game, is treated as several bets on one ticket, each costing CNY 2.
How a bet works
Every bet in Jingcai costs CNY 2, whatever the game and whatever the odds2. That price is fixed by the rules: the single-match football game is sold at CNY 2 per bet, and premium or discount sales are prohibited1. You cannot pay more for a hot selection or less for an unpopular one, and a store cannot round your ticket up or down.
To place a bet, you go to a terminal, choose your match or matches, choose your play type and selection, and say how many bets you want. The terminal shows the current odds for each selection. Your ticket prints with the match, your pick, the odds and your stake. If your selection wins, the prize is your stake multiplied by the odds, subject to the per-bet prize caps described below.
A worked example: you take a win-draw-win single on one match at CNY 2, and the ticket pays the stake multiplied by the odds for your pick. Take a three-match parlay at CNY 2 instead, and the odds for each match multiply together, so the combined odds are higher than any single one of them and the winning ticket pays the stake multiplied by that combined figure. This multiplying effect is why parlays of five or six matches can pay large sums from a CNY 2 stake, and why the prize caps exist.
Prizes per bet are capped by parlay size. In the win-draw-win game, single-match and two- and three-match parlay bets are capped at CNY 200,000 per bet, four- and five-match parlays at CNY 500,000, and parlays of six matches or more at CNY 1,000,0005. The basketball winning margin game uses the same ladder: CNY 100,000 for single-match bets, CNY 200,000 for two- and three-match parlays, CNY 500,000 for four- and five-match parlays, and CNY 1,000,000 for six or more8. If your odds multiply past the cap, the cap is what you get.
Where the money goes
Every CNY spent on Jingcai is split in fixed proportions. Of total sales, 73% goes to the prize fund, 9% to issuance costs, and 18% to the public welfare fund2. Within the prize fund, 72% pays current prizes and 1% goes to a reserve, the adjustment fund, which is used to pay prizes that exceed current sales and to make adjustable balance payments7. The same 73/9/18 split applies across the Jingcai football and basketball games5.
The 18% public welfare share is the reason the game is framed as a lottery rather than bookmaking: a fixed slice of every ticket funds sports development and public welfare programs. The 73% prize share is also the number to keep in mind when comparing Jingcai with other betting products, since it tells you the long-run return to players before any cap or margin effect.
One historical note: a 2019 finance ministry decision cut the prize ratio for quiz-style lottery games from 73% to 71%9. The game rules currently published for Jingcai football and basketball still state 73%, so the figure printed in the rules is the one to rely on, but the episode shows the ratio is something the government can adjust.
Ticket limits
A single Jingcai ticket can hold no more than CNY 20,000 in bets, and that cap includes multiplier betting2. The same CNY 20,000 limit applies across the family: the win-draw-win game5, the win-draw-loss game10, the Beijing single-match game6, the basketball big/small game7 and the basketball winning margin game8 all cap one ticket at CNY 20,000.
There is also a cap on bet count: a single-match football ticket can carry up to 10,000 bets per wager1. That matters for multiple selection betting, where a ticket with many predictions across several matches can quickly add up to hundreds of individual CNY 2 bets.
If you want to stake more than CNY 20,000, you buy more than one ticket. Each ticket is independent for prize purposes, though the per-bet prize caps still apply to each bet wherever it sits.
Multiplier betting
Multiplier betting (倍投) is the simplest way to scale a ticket up. Instead of writing the same bet out many times, you take one selection and repeat it 2 to 99 times on a single ticket2. The range is the same in the win-draw-win game5, the Beijing single-match game6 and the basketball winning margin game8.
The effect is linear. A CNY 2 single at 10 times costs CNY 20 and pays 10 times the single-bet prize. A CNY 2 parlay at 99 times costs 99 times the parlay price. Multipliers are how a ticket approaches the CNY 20,000 cap, and a ticket whose lines add up past the limit is refused. The terminal does the arithmetic and will not print a ticket over the cap.
Multipliers combine with parlays and with multiple selections. A common pattern is a small parlay, two or three matches, taken at a moderate multiplier, so a winning ticket pays a meaningful sum without needing six legs to land.
Where to buy tickets
China Sports Lottery physical stores are currently the only regular and legal channel for buying sports lottery tickets3. These are the counters and small shops with China Sports Lottery branding found in cities and towns across the country, often attached to newsstands, convenience stores or dedicated lottery shops. You fill in a slip or tell the clerk your selections, pay, and receive a printed ticket.

There is no legal online channel for Jingcai. A mobile app called 口袋彩票 lists sports lottery, welfare lottery, football betting and basketball betting among its games11, but buying sports lottery tickets through apps or websites is not a regular legal channel, and online football betting specifically is treated as a crime (see the next section). If you are in China and want to bet Jingcai, the store is the place.
Prize claiming is straightforward for small wins: take the ticket back to a store. Each ticket has only one winning opportunity and cannot be paid twice6, so keep the ticket until it is settled.
Who can play
Jingcai is open to anyone who can walk into a China Sports Lottery store and pay cash, including visitors and foreign residents in China. The restriction that matters is not who you are but where you bet: online football betting in China is illegal and is treated as a criminal offense12. Organizing, acting as an agent for, or participating in online football betting can carry administrative or criminal liability, and money lost to online football betting is not protected by law and cannot be recovered12. So the practical rule is simple: buy Jingcai in a store, and do not bet football on websites or apps while in China.
Other sports lottery games you will see
The same stores sell the rest of the sports lottery range, and it helps to know what is what when you are at the counter.
The pooled football games are the older cousins of Jingcai. The 14-match game (足彩十四场) asks you to predict win-draw-loss across 14 fixtures, with a prize fund of 65% of sales13. The 9-match game (足彩任选九, 胜彩选9场) works the same way over 9 matches, also at CNY 2 per bet, with single and multiple bet formats14. These are covered in detail on the 14-match football lottery page.
The draw games include Super Lotto at CNY 2 per basic bet, with an optional additional bet at CNY 1 per bet and a CNY 20,000 cap per bet number without the additional bet, or CNY 30,000 with it15, and 7 Star Lottery at CNY 2 per bet with the same CNY 20,000 single-ticket cap16. The 4 Goals game, a pooled football play, returns 65% of sales to prizes, with 64% to the first prize and 1% to a reserve13.
Instant tickets round out the counter. The Fengcai (丰彩) scratch series, sold through SF Express couriers, SF Best stores and the SF Finance app with home delivery in Guangdong, Hunan, Jiangxi and Jiangsu, comes in four denominations: the CNY 1 ticket gives 2 winning chances with a top prize of CNY 10,000, the CNY 5 ticket gives 9 chances with a top prize of CNY 100,000, the CNY 10 ticket gives 12 chances with a top prize of CNY 250,000, and the CNY 20 ticket gives 20 chances with a top prize of CNY 1,000,000. Prizes under CNY 1,000 on Fengcai tickets can be self-claimed by scanning the QR code on the back17. For more, see the scratch cards in China page.
How Jingcai compares with Hong Kong and Macau
If you have bet football in Hong Kong or Macau, Jingcai will feel familiar but not identical. The Hong Kong Jockey Club takes football bets with a minimum wager of about US$1.318, slightly below Jingcai's CNY 2, and offers a much wider menu of bet types, including in-play betting and Asian handicap lines that Jingcai does not match. HKJC betting is available online and by phone to account holders in Hong Kong, which Jingcai is not.

Macau SLOT, covered on the Macau SLOT page, offers fixed-odds football and basketball betting in Macau through its own network. The practical difference for a visitor is jurisdiction: Hong Kong and Macau each run their own betting systems, and a Jingcai ticket bought in mainland China cannot be used or cashed there, or the reverse. If you are traveling, bet where you are, through that city's own legal channel.
The structural difference is the payout split. Jingcai returns 73% of sales to prizes2, and the HKJC and Macau SLOT publish their own takeouts. For a casual bettor the more visible difference is simply the product: Jingcai is a pre-match, fixed-odds, store-bought ticket, while Hong Kong offers a full account-based betting service.
Tips for a first visit
A few practical points make a first Jingcai purchase easier.
- Bring cash. Sports lottery stores work on cash at the counter. For how gambling payments work more broadly, see gambling payments in China.
- Know your match numbers. Terminals list matches by number and date. Pointing at the fixture list on the counter screen works if you do not speak Chinese.
- Start with one match. A CNY 2 single on a win-draw-win pick is the simplest possible ticket, and the printed odds tell you exactly what it pays.
- Check the odds on the ticket. The odds are fixed at purchase. If the line moves later, your ticket does not change.
- Keep the ticket. It is the only claim on your prize, and a ticket pays only once6.
- Mind the caps. If you are building a big parlay, remember the per-bet prize caps: CNY 200,000 at two or three matches, CNY 500,000 at four or five, CNY 1,000,000 at six or more5. Extra odds beyond a cap pay nothing.
- Do not chase online. Whatever a website or app promises, online football betting in China is a crime and lost money cannot be recovered12. The store is the only regular channel3.

The prize fund is 73% of sales, of which 72% pays current prizes and 1% goes to a reserve fund. Another 9% covers issuance costs and 18% goes to the public welfare fund.
