Over/Under Betting

How over/under betting works across football, basketball and tennis in Asia, including the 2.5 goals line, Asian split totals, live totals, minimum stakes and when bets are refunded.

Over/under betting, sometimes called totals betting or hi-lo betting, is one of the two big bet families in football alongside the match result. Instead of picking which team wins, you predict how much scoring there will be. That makes it popular when a match looks one-sided, when you expect a tight defensive game, or when you simply have a view on the tempo of a contest. This page explains how the lines work, what the half numbers mean, how Asian split totals settle, and where in Asia you can actually place these bets.

Total goals: how the line works

The basic football total is Total Goals Over/Under X. You bet on whether the total number of valid goals scored by both teams during regulation time is greater or smaller than X, where X is a positive decimal number determined by the operator1. A valid goal is any goal scored in the match other than a penalty shootout that takes place after extra time; a penalty, free kick or own goal scored within regulation time or extra time all count1.

The key point is that the line is set by the operator, not fixed by the sport. Singapore Pools determines the X for each match at its own discretion and can vary it from time to time5. The odds on each side of the line reflect how likely the operator thinks each outcome is, so a line of 2.5 on a high-scoring league might offer shorter odds on Over than the same line on a defensive matchup.

Not every total market is over/under. Some operators offer a straight Total Goals bet with eight possible outcomes: 0, 1, 2, 3, 4, 5, 6 and 7 goals, with any total at or above 7 counted as 76. China's Football Lottery runs the same structure, with eight options covering 0 through 6 and 7 or more7. Japan's BIG game takes a different approach again: for 12 designated matches, a computer randomly selects the combined total goals over 90 minutes from four choices, where 1 or fewer is "1", 2 is "2", 3 is "3" and 4 or more is "4"8. These are all totals bets, but only the over/under form splits the outcomes into two sides of a line.

There are also narrower totals markets. In-play total goals over/under lets you bet on whether the full-time goals of both teams will be over or under a designated line while the match is running2, and team total goals over/under applies the same question to just the home team or just the away team, for the full match, a half or extra time2. Corner totals work the same way, with bets on whether the total corners taken by both teams is over or under a designated number2.

Over/Under Goals lines: 0.5, 1.5, 2.5, 3.5+

The half numbers in the line are there to remove the possibility of a tie. A line of 2.5 cannot land exactly: the match total is either 2 or fewer, or 3 or more, so every bet wins or loses. The same logic applies at 0.5 (at least one goal or none), 1.5 (two or more, or one or fewer) and 3.5 (four or more, or three or fewer).

Over/Under Goals lines: 0.5, 1.5, 2.5, 3.5+

A worked example from Singapore Pools: with a first-half score of 2-1, a S$100 bet on Over 2.5 at odds of 1.80 wins, and the payout is S$100 multiplied by 1.80, which is S$1801. If the first half had finished 1-0, the same bet would lose, because the total of 1 is under 2.5.

Operators also quote whole-number lines, and these can produce a refund. HKJC offers over/under goals as single or split bets, where the number is a half or whole multiple and may be changed9. On a whole line such as 3, a match with exactly 3 goals lands on the number, and the bet is typically refunded. The split bet handles this by dividing your stake: for example, 50 percent on over 2.5 and 50 percent on over 39. If the match finishes with exactly 3 goals, the over 2.5 half wins and the over 3 half is refunded.

The in-play version works the same way with live lines. HKJC's example: with an in-play goal line of [3/3.5], a bet of HKD 1,000 on Over at odds of 1.90 places half the stake on 3 and half on 3.5. If the total goals are 4 or more, the payout is HKD 1,900. If the total is exactly 3, you get HKD 500 back, the half stake on the 3 line refunded2.

Totals can also be combined across matches. Singapore Pools offers Total Goals Over/Under Doubles, with four possible selections combining More than X or Less than X across two matches, where the thresholds are set by the operator1. A stake of S$30 on selections at odds of 1.67 and 1.50 pays S$75.15 if both legs win; if one match is abandoned, the payout drops to S$45, with the abandoned leg settled at odds of 11.

One thing to know before you bet: the handicap and total selections on offer can change after you place your bet. Singapore Pools notes that selections such as 0.5, 1.5, 2.5 and 3.5 are subject to change after bet placement, and cash out may be offered when the selections in your bet become available again, for both single and multiple bets10.

Asian totals and how they differ from European totals

The split bets described above are the Asian style of total, and it works the same way as the quarter lines in Asian handicap betting. The rule, as Singapore Pools puts it for Asian Handicap, is that where the line is plus or minus Y.25 or Y.75, a win or loss by a margin of 0.25 pays or loses on half the stake, with the other half refunded1. The same half-win, half-refund logic applies to Asian totals quoted as split lines such as [3/3.5].

The payout example from Singapore Pools shows the mechanics. England at a handicap of 0 with odds of 1.80 and a S$100 stake wins a payout of S$180. England at -0.75 with the same stake wins S$50 multiplied by 1.80 plus S$50, a payout of S$140, because half the stake won and half was refunded1. On a totals line of [3/3.5], the identical arithmetic applies to the goal count rather than the goal margin.

The European style, by contrast, is a single line with two outcomes and no splits. A European total of 2.5 is one bet: over wins, under wins, nothing in between. The Asian style exists because bettors in the region prefer the possibility of getting part of the stake back when the result lands close to the line, rather than losing everything on a whole number. If you want the full breakdown of how quarter lines settle, see quarter-ball Asian handicap lines.

Toto Under/Over: predicting higher or lower than the line

Korea's Sports Toto has its own version of the totals bet, called Under/Over. It is a game predicting whether the home and away teams' final score is lower than (Under, U) or higher than (Over, O) a given reference value12. Unlike a fixed-odds over/under, Toto is a pari-mutuel-style product: you are predicting against a reference value, and the pool is shared among winners. Toto describes itself as a skill game in which participants analyze and predict match results, unlike lottery tickets which depend heavily on fortune13.

The Under/Over format extends across the Korean sports portfolio:

ProductWhat you predict
Toto Under/OverWhether the final score is lower or higher than a reference value12
Basketball Toto SpecialThe final score band of target games, including overtime14
Basketball Toto Special NThe final score band of NBA games, including overtime15
Baseball Toto Special PlusFinal scores, with Double (predict 1 to 2 games) and Triple (predict all 3 games) formats16
Golf Toto SpecialThe score band, from 3-over or worse down to 5-under or better17

The golf version shows how far the band idea stretches: the categories run from 3-over or worse (+3 or more), through 1 to 2 over, even, 1 to 2 under, 3 to 4 under, and 5-under or better17.

Japan's toto is a related but different product: you predict the result of each designated football match over 90 minutes, choosing the home team's win, loss or other (draw or extra time) for each of 13 matches18. It is not an over/under bet, but it sits in the same sports-prediction family, and one match result can be covered as a double (2 patterns) or triple (3 patterns)18.

Other sports: tennis games and sets

Totals betting is not limited to football. In the Philippines, PAGCOR's approved electronic games list includes sports betting on tennis and badminton, among other sports20. Tennis totals typically work on games or sets: you bet whether the total games played in the match finishes above or below a line, which behaves exactly like a goals total, with the same half-line logic removing ties.

Other sports: tennis games and sets

Korean operators have rolled out first-half under/over products in other sports too. Soccer First Half Under-Over is a prediction based on the combined goals of both teams in the first half, with two options, Under and Over21. Baseball First Half Under-Over offers the same two options for the first half of a baseball game22.

In Macau, football betting services offer a range of bet types including win, tie, double, parlay and over/under23, and basketball betting there covers single bets and parlay bets, with parlays combinable within one match or across matches24. For basketball specifically, totals usually quote a combined points line, and the same 0.5 logic applies: the Over needs the combined score to finish above the line and the Under below it. See basketball betting for how point totals work in that sport.

Where you can legally place an over/under bet depends entirely on where you are. The legal options are the state-licensed operators: HKJC in Hong Kong, Singapore Pools in Singapore, the China Sports Lottery in mainland China, Sports Toto in Korea, toto in Japan, and comparable licensed operators in the Philippines and Macau.

Two cautions are worth a sentence each. In Hong Kong, betting with illegal or overseas bookmakers is against the law and offenders may be liable to imprisonment25; under the Gambling Ordinance it is illegal for a person in Hong Kong to place a bet with any unauthorized bookmaker, irrespective of where the bet is received, including Macau26. In Vietnam, all gambling and football betting, including online, is prohibited and strictly punished4, and police there regularly dismantle online football betting rings, so there is no legal route. For a full jurisdiction-by-jurisdiction picture, see sports betting in Asia and our page on illegal bookmakers.

Betting totals while the match is live

In-play over/under is one of the richest live markets. HKJC's in-play football menu includes in-play total goals over/under, in-play team total goals over/under, in-play first half total goals over/under, in-play team first half total goals over/under, plus the same family for corners, and next goal and next goalscorer markets27. Singapore Pools also allows bets while a football event is in progress, where live betting is offered1.

Live lines move constantly. The in-play goal line of [3/3.5] in the example above is quoted while the match runs, and it will shift as goals go in. One HKJC rule to know: during extra time, the in-play score is reset to 0:0 for in-play bets on the extra-time period28. So an in-play over/under bet placed during extra time is settled on the extra-time goals alone, not the running match total.

Two limits apply to live betting. First, a live bet placed after the outcome is known, or placed with an advantage from delayed or lagged television coverage, may be treated as void1. Second, there are combination restrictions: the home team and away team options of team total goals over/under, team half-time total goals over/under or team extra time total goals over/under in the same match cannot be combined in a single or multiple bet; you must bet the home and away options separately2. The same restriction applies to team corners over/under markets27.

Cash out is available on totals in some cases. Singapore Pools offers cash out on Total Goals Over/Under and Half Time Total Goals Over/Under bets when the selections in your bet become available again, for both single and multiple bets11. For the general mechanics of live betting, see in-play betting.

Minimum stakes and stake units

Minimum stakes vary by operator and channel:

Minimum stakes and stake units
Operator and channelMinimum stake
Singapore Pools, betting outlets and authorized retailersS$55
Singapore Pools, remote betting channelsS$15
Singapore Pools, Multiples bet type at outletsS$15
HKJC handicap and in-play handicap bets, including parlaysHKD 2003
HKJC Flexi Bet unitHKD 129
Philippine racing bets such as Quartet and Pick FourP 2.0030

At Singapore Pools outlets, stakes must be in multiples of one Singapore dollar; through remote channels the stake need not be in multiples, so long as it is expressed in whole dollars and cents1. Note also that Goods and Services Tax is payable on the stake for a betting ticket in Singapore5, and online accounts have a Monthly Betting Limit, with bets rejected if it is exceeded10.

When bets are void or refunded

The main void rule for totals: where a match is called off before the end of regulation time, Total Goals Over/Under bets are void and refunded, unless the result was already fully determined at the point the match was called off1. So if you bet Over 2.5 and the match is abandoned at 3-0, the over is already settled and stands; if it is abandoned at 1-0, you get your stake back. The same rule applies to halftime totals and to first-half over/under bets1.

HKJC defines an abandoned match as one suspended during play time or extra time for more than one hour without indication of resumption, or which will remain suspended for more than 12 hours as indicated by the official body during the first hour of suspension31. Where a match is abandoned after it has proceeded beyond regulation time, there are no refunds and the full-time score determines the result5.

In parlays, a void leg does not kill the bet. If a match is declared void, single bets are refunded and All Up or accumulator legs involving the match remain valid, treated as a successful leg at odds of 1.003. Singapore Pools applies the same rule to Multiples: if a selection is refunded or a match abandoned, the odds for that selection are set to one, and if all matches are abandoned the stake is refunded1.

A few other refund and void situations matter:

  • If the venue is changed after the start of betting but before the match begins, bets are void and refunded5.
  • Once a bet has been accepted, it cannot be changed or canceled32.
  • HKJC may declare any betting ticket void at any time without reason, including where a bet was placed after an event or result was known, or after a team gained a material advantage33.
  • For Korean Sports Promotion Voting tickets, a ticket is void and the purchase amount refunded if a certain number of games on it are void: one or more of 1 to 4 games, two or more of 5 to 8 games, or three or more of 9 or more games34.
  • Singapore Pools may delay results, withhold payment pending investigation, or declare bets void and refund them where there is evidence of rigging5.

For the broader picture of how abandoned, postponed and void matches are settled across bet types, see bet settlement rules.

Common Questions

What does over 2.5 goals mean?

You are betting that both teams combined will score three goals or more in the match. Because the line is 2.5, there is no possibility of a tie: the total is either above it or below it, so every bet wins or loses.

What happens to my bet if a match is abandoned?

If a match is called off before the end of regulation time, over/under bets are normally void and refunded, unless the result was already fully determined when the match stopped. In a parlay, the affected leg is settled at odds of 1.00.

Do own goals count toward over/under totals?

Yes. An own goal is registered as a goal in favor of the opposing team and counts as a valid goal for total goals markets. Own goals are only excluded from player-specific markets such as designated player goals scored.

Can I bet over/under while a match is in progress?

Yes. Operators such as HKJC and Singapore Pools offer in-play total goals over/under markets, plus first-half and team totals. Lines move as the match develops, and bets placed after a result is already known can be declared void.

What is the minimum stake for football betting?

With Singapore Pools it is S$5 at outlets and S$1 through remote channels. With HKJC, most football bets start at HKD 10, but handicap and in-play handicap bets, including parlays containing them, have a HKD 200 minimum.

Is over/under betting on football legal in Vietnam?

No. All gambling and football betting, including online, is prohibited in Vietnam and is strictly punished. Police regularly dismantle online football betting rings, so there is no legal way to place these bets there.

What happens if a match venue changes after I have bet?

If the venue changes after betting opens but before the match starts, bets are void and refunded. Once a bet has been accepted it cannot be changed or canceled, so the refund only comes through this void rule.

Can Singapore Premier League players and officials bet on football?

No. Players, officials and volunteers of entities in the Singapore Premier League and Singapore Cup cannot bet on those competitions or any competitions their entity takes part in, and officials who could influence a match cannot bet on it.
