What meoktwi and private toto mean
If you spend any time reading about gambling in Korea, two words come up constantly: meoktwi (먹튀) and private toto.
Meoktwi literally means "eat and run." It is the Korean term for a gambling site that swallows your money and disappears. Sometimes it happens at the deposit stage: you send your won, the site credits your balance, and when you try to withdraw, the account is frozen or the site simply goes offline. Sometimes it happens the other way around: the site pays small wins reliably to build trust, then vanishes the moment someone lands a big payout. Either way, the operator was never running a real book. It was running a trap.
Private toto refers to the illegal sports betting sites that mimic Sports Toto, the state-approved sports lottery. Korea's legal sports betting products, which you can read about in our guides to Proto fixed-odds betting and Soccer Toto, are sold through official channels with limited odds and payout caps. Private toto sites offer flashier odds, live betting, casino games and instant sign-up, none of which the legal system provides. Because they operate outside the law, they have no regulator to answer to, no license to lose and no obligation to pay you. That combination is exactly what makes meoktwi possible.
The two ideas overlap heavily. Most private toto sites are, at best, illegal operations that may pay out today and stiff you tomorrow, and at worst, pure scams from day one. Korean players have built whole communities around "eat and run verification," where sites are reviewed and flagged based on whether they have paid out recently. That ecosystem exists because there is no official body to complain to: an illegal site cannot be reported to a licensing authority, because it does not have one.
The practical takeaway is simple. The reason meoktwi is such a big topic in Korea is that the legal market for online betting is empty. The state offers a narrow set of land-based and retail products, everything online is prohibited, and the demand that cannot be met legally flows to operators who are, by definition, outside the protection of any law. The rest of this page covers what is actually allowed, who may take part, and how to check a site's credentials if you are dealing with the offshore market anyway.
Legal gambling in South Korea: the forms that are allowed
South Korea's legal gambling market is a short, closed list. The official help services run by the state betting operators name the legal forms as: casinos, horse racing, cycle racing (keirun), motorboat racing (jeonggyeong), the lottery, sports promotion voting tickets, and bullfighting1. A second official source lists the same seven categories and contrasts them directly with the illegal ones: internet gambling, hwatu (Korean flower cards), poker and adult game rooms5.

Each legal form has its own state-backed operator and its own retail network:
- Horse racing through the Korea Racing Authority, with tracks at LetsRun Park Seoul, Busan-Gyeongnam and Jeju. See our horse racing in South Korea guide.
- Cycle racing at velodromes such as Gwangmyeong Speedom and Busan SPO1, covered in cycle racing betting in South Korea.
- Motorboat racing at Misari and other parks, covered in motorboat racing betting in South Korea.
- Lottery products such as Lotto 6/45, Pension Lottery 720+ and Speetto instant tickets, sold at retailers nationwide.
- Sports promotion voting tickets, the umbrella term for Sports Toto and Proto, sold at approved outlets and, for pool betting, through the official online channels where offered.
Notice what is not on the list: online casinos, online poker, private sportsbooks, and card games for money. The state monopoly is deliberately narrow, and that narrowness is the backdrop to everything about scams in Korea. Where the legal supply is thin, the illegal supply is large, and the illegal supply is where the scams live.
Online gambling is illegal for South Korean citizens
Under Korean law, wagering money online on the outcome of an event is considered illegal gambling6. The prohibition applies to Korean citizens across the board: it is illegal for them to participate in any form of online gambling, and those caught have been heavily punished7. The ban is not a paper rule; online gambling is prohibited in the country and the ban is strictly enforced, with players caught gambling online facing penalties and charges2. The authorities have advised citizens not to join international online casinos, warning that they will face prosecution and punishment if they do2.
The underlying principle is the Criminal Act, under which gambling is illegal for Korean citizens outside the limited exceptions8. That is worth understanding clearly, because it shapes the whole risk picture:
- No Korean-licensed online casino exists. Any site presenting itself as a licensed Korean online casino is lying, because there is no such license to hold. This is the single easiest scam to spot and the most common one.
- Offshore sites do not become legal by being offshore. Joining an international site from inside Korea is the conduct the authorities prosecute.
- The scam risk and the legal risk stack. A Korean player on an illegal site has no regulator to complain to and no court to sue in, and is exposed to penalties on top of losing the money.
The same strictness extends to the games themselves. The official gambling help services list internet gambling, hwatu, poker and adult game rooms as the illegal forms5, so a private poker room or a flower-card game for money is on the wrong side of the line even when no website is involved. The Korea Center on Gambling Problems adds that illegal gambling carries a high risk of gambling addiction and is punishable under the relevant laws if caught9.
One gray area has drawn recent attention: prediction markets. Korean media reported in July 2026 that prediction markets are booming as Korea grapples with a legal gray zone over whether event-contract platforms count as gambling6. Analysts note the same tension: the Criminal Act's gambling provisions predate these products, and the law has not settled where they fall8. Until it does, treat any platform offering money on event outcomes with the same caution as any other unlicensed site.
Where citizens can legally bet: the limited exceptions
If you are a South Korean citizen, the legal betting menu is the seven state-run forms listed above, plus one casino. Here is the part that surprises many visitors and quite a few locals.
South Korean residents are not permitted entry into licensed casinos, except for a single facility in Gangwon Province7. That facility is Kangwon Land Casino at High1 Resort, the only casino in the country where South Korean nationals and foreigners may both enter10. The rule is written into the regulations themselves: casino operators may not admit Korean nationals, with the sole exception of overseas emigrants under the Overseas Emigration Act, and even travel agency staff and visitors who enter with a badge must not be allowed to play11.
So the landscape for citizens looks like this:
| Product | Where citizens can take part | Notes |
|---|---|---|
| Casino table games and slots | Kangwon Land only | The other 16 licensed casinos are foreigner-only12 |
| Horse racing | LetsRun Park tracks and off-track betting | State-run |
| Cycle racing | Gwangmyeong, Busan SPO1 and other velodromes | State-run |
| Motorboat racing | Misari and other racing parks | State-run |
| Lottery | Retailers nationwide | Lotto 6/45, Pension Lottery 720+, Speetto |
| Sports Toto and Proto | Approved outlets | Pools and fixed odds on sports |
| Bullfighting | Designated events | A small, traditional exception |
The 16 foreigner-only casinos have competed for inbound players since they were statutorily barred from the domestic market12, and the entry age at casinos is 19 and over13.
One more point matters for anyone comparing Korea with its neighbors: the restrictions follow the citizen, not just the territory. Korean citizens are prosecuted for joining international online casinos regardless of where the site is based2. Conversely, foreign operators themselves often exclude Korean players: major international bookmakers list South Korea's neighbors and many Asian jurisdictions among their restricted territories, and some exclude players from Korea outright under their terms14. A site that happily accepts Korean players is therefore often one that no reputable operator would run, which is itself a warning sign.
Casinos for foreigners: Paradise Casino and similar venues
For visitors, the picture is completely different. Korea's casino industry is not open only to foreign visitors: Kangwon Land Casino at High1 Resort is the only casino in the country where South Korean nationals and foreigners may both enter, while the other 16 casinos are foreigner-only, as domestic gambling is tightly controlled under Korean law17. There are 16 foreigner-only casinos across the country plus Kangwon Land12, and they range from small hotel gaming rooms to one of Asia's larger integrated resorts.

The biggest name is Paradise. Paradise City in Incheon is Korea's largest foreigner-only casino, a K-Style premium casino for foreigners only18, with a gaming zone offering baccarat, blackjack and roulette19. In Seoul, Paradise Casino Walkerhill is billed as Korea's number one foreigner-only casino20. The brand also runs foreigner-only casinos in Busan and Jeju: Paradise Casino Jeju Grand is a foreigners-only casino facility inside the Maison Glad hotel, about 10 minutes from Jeju International Airport, with parking, money exchange and ATM on site21, and the Busan property offers blackjack, baccarat, roulette and slot machines22. Other foreigner-only venues include Jeju Oriental Hotel Casino, Jeju KAL Hotel Casino, the Hyatt Regency casino and Majesta Jeju Casino23.
Entry rules are consistent across all of them:
- Bring a valid foreign passport; it is required at the door25
- Korean nationals are barred from entry, with the exception noted earlier for overseas permanent residents at some venues26
- You must be 19 or over13
If you are planning a visit, our guides to casinos in South Korea, casinos in Jeju and casinos in Busan cover individual venues, games and getting there, and our page on gambling in South Korea as a visitor pulls the practical details together.
The reason this section belongs on a page about scams is the mirror it holds up. Foreigners have a legal, regulated, land-based option with licensed operators and visible premises. Citizens have Kangwon Land and the retail betting products. Anyone offering you something beyond those lists, especially online, is operating illegally, and an illegal operator has no reason to pay you.
How to verify a site's license before you play
Suppose you are a visitor, or you are looking at the offshore market from a country where it is legal. How do you separate a real operator from a meoktwi site wearing a borrowed license? The method is the same everywhere, and it takes about ten minutes.
Step 1: Find the license claim. Legitimate operators state their regulator and license number, usually in the site footer or the terms and conditions. Scam sites often just say "fully licensed and certified" without naming anyone, or they paste a regulator's logo with no number at all. A claim with no verifiable detail is worthless.
Step 2: Check it against the regulator's own register. The UK Gambling Commission's guidance for players is the model to follow: check whether the details of the license, including the licensed activities and the website domain names, match what the regulator's public register shows27. The same logic applies to any regulator: take the registration number, brand name or IP address and check it against the official regulator website. If no data is found, or the domain does not match, the license is likely fake or borrowed28. A borrowed license is a common scam trick: the site quotes a real company's license number that belongs to an entirely different operation.
Step 3: Look at the basics of the site itself. A beginner checklist worth using: the site should be HTTPS, it should have identity verification, and it should have a privacy policy29. None of these proves honesty, but their absence is disqualifying.
Step 4: Look at the games and the providers. Licensed operators have to partner with certified game developers such as Evolution, Pragmatic Play or Microgaming, whose certifications and RTP audits are publicly available30. If a site runs unknown, unbranded games with no provider names, there is nothing behind them but the operator's own code, and the operator can make the games pay whatever it likes.
Step 5: Expect verification of your own. On any legitimate site, your account must be verified before real-money play can begin, with documents confirming identity, address, date of birth or payment details30. Reputable operators also reserve the right to request proof of identity, card copies, passport or a recent bank statement before releasing a withdrawal13. This cuts both ways: a site that asks for documents is following normal procedure, but a site that demands documents and then never pays is a classic meoktwi pattern. The difference is that on a licensed site you can escalate to the regulator; on an unlicensed one you cannot escalate to anyone.
Step 6: Apply the Korea test. If a site markets itself in Korean, accepts Korean players and Korean payment methods, and claims a Korean license, it is a scam by definition, because no such license exists. If it accepts Korean players while every major licensed operator excludes them, ask why. The answer is usually that it has nothing to lose.
For Korean citizens, the honest summary is that there is no verified-safe online option, because the verified-legal one does not exist. The safe options are the state products and Kangwon Land. For visitors, the safe options are the foreigner-only casinos and, for anything online, only sites whose licenses you have checked on the regulator's own register. If a site fails the register check, walk away before you deposit, because after the deposit the site holds all the cards.
Common Questions
What does meoktwi mean?
Meoktwi (먹튀) literally means eat and run. It describes a gambling site that takes your deposit or winnings and disappears, refusing to pay out or shutting down overnight. Korean players use the word for any private toto or casino site that steals money this way.
How do I check if a gambling site is registered in South Korea?
South Korea does not license online gambling sites for its citizens, so no site can be registered for them. For offshore sites, take the license number shown in the footer and check it against the regulator's own public register. If the number, brand name or domain does not match, the license is likely fake or borrowed.
Can foreigners gamble online in South Korea?
Korean law treats wagering money online on the outcome of an event as illegal gambling, and the ban is aimed at people in the country regardless of nationality. Foreigners can gamble at the foreigner-only land-based casinos, such as Paradise City, but online betting from inside South Korea is not a legal option.
Is hwatu (Korean flower cards) gambling illegal?
Yes. Korea's own problem-gambling advice service lists hwatu, along with internet gambling, poker and adult game rooms, among the illegal forms of gambling. Playing flower cards for money is not one of the state-approved betting products.
What gambling is legal for South Korean citizens?
The legal forms are casinos (only Kangwon Land for citizens), horse racing, cycle racing, motorboat racing, the lottery, sports promotion voting tickets such as Proto and Toto, and bullfighting. Everything else, including online gambling and private card games for money, is illegal.
Can South Koreans enter casinos?
Only one. Kangwon Land in Gangwon Province is the only casino in the country where South Korean nationals and foreigners can both enter. The other 16 licensed casinos are foreigner-only, and Koreans are barred at the door.
What happens if you are caught gambling online in South Korea?
Players caught gambling online can face penalties and charges, and the authorities have prosecuted citizens for joining international online casinos. Beyond the legal risk, illegal sites carry a high risk of addiction and of simply losing your money to a meoktwi operator.
How do I report a meoktwi site?
You can report illegal gambling sites through the Korea Center on Gambling Problems, which runs help and reporting channels for problem gambling, or to the police. Keep your deposit records, chat logs and account details, as these support an investigation.
