South Korea's National Police Agency said its National Investigation Headquarters arrested more than 2,000 cyber gambling suspects during an intensive seven-month crackdown that began in November, and announced the results on June 281.

The agency said the operation focused on ringleader-level figures who fled overseas or moved between countries while running large gambling sites with stakes running from hundreds of billions of won to around 1 trillion won1.

Police said they tracked criminal proceeds including foreign cars and deposit claims to cut off operating funds and break up the organizations1.

Police secured 75 people who had fled overseas to avoid tracking through cooperation with investigative agencies in their countries of residence1. Of those, 15 who ran illegal gambling sites from offices in the Philippines and Cambodia were repatriated to South Korea and detained1.

30s24.7%
20s23.6%
40s22.1%
50s12.9%
Teens10.3%
60 and older6.4%

For teenagers, where gambling amounts were small and there was no related criminal record, police sent them to a youth guidance review committee instead of booking them, focusing on guidance and preventing repeat offenses1.

Police also moved to cut off the gambling site supply chain, saying analysis of seized administrator pages and suspect statements showed many sites used platforms based on the same technology1. Police plan to track the company that specializes in producing and supplying gambling sites1.

What it means for players

South Korea restricts most forms of gambling for its residents, and the crackdown targeted the operators of illegal sites rather than only their users. The arrests and detentions reported here concern people accused of running gambling sites, including ringleaders who operated from Vietnam, the Philippines and Cambodia1. The agency said it focused on ringleader-level suspects and site suppliers, and that it plans to continue tracking ringleaders in the second half of the year1. The age breakdown shows that suspects were spread across every adult age group, with those in their 30s the largest single group1. What happens next

Police said they will continue tracking ringleader-level gambling site operators in the second half of the year and will pursue the company that produces and supplies gambling sites1. No further dates or case timelines have been reported1.
