Korea Sports Leisure Co., Ltd., the operator of the state-licensed Sports Toto betting product in South Korea, has posted new terms for its sports promotion voting tickets that apply from 10 June 20261. The previous version of the same terms applied from 1 June 20262. Both texts are published on the official Sports Toto site, and the new version carries the supplementary provision "본 약관 규정은 2026년 6월 10일(수)부터 적용한다."1
The two versions carry the same core consumer rules. The unit stake is capped at 1,000 won or less, and the total amount one person may spend per issue is capped at 100,000 won or less1. Tickets may be bought with cash or payment methods Korea Sports Leisure officially recognizes1. Daily sales run from 08:00 to 23:00, closing earlier according to the issue and the match betting deadline1. Only tickets bought through a licensed terminal or the official internet sales site, www.betman.co.kr, are valid1.
Payout rules are also unchanged between the two texts. Fixed-return-rate tickets pay 50 percent of the amount sold for the relevant match, while fixed-odds tickets pay between 50 and 70 percent of total fixed-odds sales for the business year1. Tax is deducted under the Income Tax Act before payment, with non-taxable payouts available at sales outlets and the paying bank, currently Woori Bank, payouts under 100 million won at bank branches, and payouts of 100 million won or more at the bank's head office1.
The new terms also set out deadlines and limits that apply to players. Claims for payouts and refunds expire one year after the day following the official results announcement, after which the money goes to the fund1. Faulty tickets must be corrected within 20 minutes of issue at the outlet where they were bought1. Minors and people connected to the matches or to the issuing bodies are barred from buying, and anyone who buys in breach is not paid1.
The terms state that they may be amended within the limits of relevant law if the National Sports Promotion Act or its enforcement decree or rules are revised, or if reasonable grounds arise1. Korea Sports Leisure must give at least seven days' notice of changes through the Sports Toto site, the internet sales site, outlet notices or a sports daily newspaper1. Disputes between the company and customers are governed by South Korean law1.
What it means for players
The rules that shape a Sports Toto bet in South Korea are the same under both versions: a maximum of 100,000 won per person per issue, a 1,000 won or lower unit stake, sales between 08:00 and 23:00, and validity only through licensed outlets or www.betman.co.kr1. The site states that similar ticket-issuing activity through any other site is prohibited by law1. The terms apply to the state-licensed product; the sources do not describe how they affect any other form of betting in South Korea.
What happens next
The new terms apply from 10 June 20261. The sources do not state what specifically changed from the 1 June 2026 version, and no further amendments or effective dates have been reported1.
