Purchase limits at a glance: KRW 100,000 per buyer
Korea has the clearest single rule of any market here. You cannot buy more than KRW 100,000 worth of lottery tickets in one purchase, per person1. That is a legal ceiling, not a shop policy, and it applies whether you buy a printed ticket at a retail outlet or an electronic ticket online.
The same source sets out where you can claim smaller prizes. Prizes of KRW 50,000 or less on printed or electronic combined lottery tickets can be claimed at lottery retail outlets1.
For sports betting in Korea, the cap works differently. The maximum winning amount per vote ticket is KRW 100 million, and sales are limited if the expected winning odds multiplied by your individual vote amount would exceed that figure6. In practice this means the system will not let you place a bet whose potential payout crosses the cap, even if your stake is small. Combination purchases start at a unit vote amount of KRW 100, and you can combine two to ten matches in a single entry6.

Who can buy: the 19-plus membership rule
Age rules differ slightly between the two main markets, and they are enforced at the point of sale.

In Korea, you can buy lottery tickets from January 1 of the year you turn 19. Minors as defined under the Youth Protection Act cannot buy lottery tickets at all1. That means a person who turns 19 in December can buy from January of that same year.
In Japan, the sports lottery minimum age is 19. Buying or receiving tickets by anyone under 19 is prohibited by law, and prizes cannot be paid to them2. The same 19-plus rule applies across the sports lottery products, and online sales enforce age verification and identity verification at member registration7. Club toto membership terms also set the minimum at 19, and applicants under 19 cannot become members5.
For the Japanese lottery site, the membership rules are tighter still. Only site members can buy on the site, and corporations, persons under 20 years of age, and persons residing abroad cannot become members8. Note the difference: the sports lottery sets 19, while the takarakuji site sets 20. If you are 19 and living in Japan, you can buy sports lottery tickets but not through the takarakuji membership site.
One more restriction worth knowing: sports promotion lottery tickets cannot be purchased from overseas2. If you are traveling outside Japan, the official site will not sell to you.
Club toto membership: what it costs and what it gives you
Club toto is the membership scheme behind Japan's sports lottery. It is free to join, with no entrance fee and no annual fee5. That is the whole cost.
What you get for it:
- The ability to buy sports lottery tickets 24 hours a day on the site, excluding system maintenance times9
- Points on sports lottery purchases made at stores and on the official site, usable in the point program10
- Automatic prize money transfer11
- Easy recurring purchase on the official site11
You do not need membership to buy at a lottery counter. Tickets are purchasable at lottery counters regardless of whether you are a Club toto member12. But if you want to buy on the official site, membership is required, whether you pay by network payment or at a convenience store13. If you reserve a purchase on the site and pay at a convenience store, membership is required12.
There is a middle path. You can make a purchase reservation on the site without registering as a member, then buy at the counter, but you will not receive Club toto points14. If you do log in when making the reservation, your member information is attached and points are granted without showing a member card at the counter14.
Some competition prediction lotteries cannot be bought at lottery counters at all15. For those, the official site is the channel.
One person, one account: the real-name requirement
The real-name rule runs through every account-based system here, and it is strict.
In Korea, a race ticket purchase account is one account per person, opened in your real name and used permanently. The official term is a real-name permanent account4. Applications are refused in several situations: third-party or false-name applications, corporate or joint names, persons restricted from buying race tickets under the racing law, persons fined or more heavily punished for violating racing law, and persons under racing participation bans or suspensions16.
The same principle applies to payment methods in Japan. Credit cards used for lottery purchases are limited to cards in the member's own name, and family cards and corporate cards cannot be used17. The takarakuji site repeats this: only cards in the customer's own name may be used, and family and corporate cards are not accepted18. Prize receipt accounts are also limited to an ordinary savings account in the member's own name17.
So the answer to "can I use my spouse's card" or "can I open this in my company's name" is no, in both markets. The account, the card and the payout destination all have to carry your name.
Payment methods and per-card limits
This is where the practical limits bite hardest, because your card company may cap you well below any legal ceiling.

On the takarakuji official site, there is a monthly purchase limit set by each credit card company or mobile phone carrier, and a 24-hour or 30-day purchase limit set by PayPay. These apply regardless of the product or purchase method8. In other words, the site itself may allow a purchase, but your card issuer's own ceiling decides whether it goes through.
Card payment rules on that site are narrow. Only one-time payment is accepted; installment and revolving payments cannot be used18. Combined with the own-name rule, that means a single card in your name, paid in full each time.
For sports lottery tickets, the maximum number of units purchasable per ticket is 500 in principle, though this may differ by type and purchase method2. The maximum purchase amount per credit or debit card, and per official site reservation convenience store payment, is set separately by the operator5.
For toto Single, the per-purchase range is 1 to 100 units, and you can buy the same prediction content up to a maximum of 10 units at one time20. So even within a single purchase you have a structural cap on how much you can concentrate on one outcome.
Japanese race betting has its own numbers. The daily purchase limit is JPY 9,990,000 per subscriber per day21. On the net banking service, the per-bet purchase limit is JPY 99,900, and the daily application limit is 99 applications, with each application capped at 25 items and 999 bets3. On A-PAT, you can buy up to 255 items per transaction and up to 9,000 items per day, with no limit on the number of bets22.
Account voting (계좌투표): deposit limits and fees
Korea's account voting system for race tickets works like a prepaid wallet, and the limits follow the money you have deposited.
Account voting is limited to the deposited amount. As your balance changes through purchases or refunds, that changed figure becomes your ceiling4. The operator may separately set a per-deposit limit and a maximum limit on deposits when needed19.
Three practical points about the money in that account:
- No interest is paid on deposits4. It is a holding balance, not a savings product.
- You pay the bank's virtual account fee on each deposit, and the fee is deducted from the amount before it reaches your purchase account19.
- The account is a real-name permanent account, one per person4.
For the Japanese equivalent, the purchase limit on A-PAT is basically your deposit balance plus the Pay-easy top-up amount, and winnings are added to your limit after the race is settled22. On the net bank service, your first purchase limit on a voting day is the amount you transferred to the operator's account as your planned purchase amount. After that, your limit is the transferred total minus purchases, plus payouts, refunds and new transfers21.
Subscribers to telephone voting must open a voting ordinary deposit account and a transfer ordinary deposit account in their own name at the designated bank by the date specified by the operator21. Both accounts carry your name.
Dormant accounts, mileage expiry and refund claims
Money and points in these accounts do not sit there forever.

On the Korean side, accounts with no activity for one year or more may be managed as dormant accounts and may be terminated or suspended after customer notice. Accounts with no activity for five years are terminated without notice19. The right to claim a refund of your deposit expires five years from the last transaction date19.
Mileage has its own clock. Mileage not used within five years of the date it was accrued is automatically extinguished19.
For Japanese sports lottery winnings, the refund deadline is printed on the ticket and is normally one year from the refund start date23. Where you can collect depends on the amount:
- Winnings of JPY 500,000 or less can be received in cash on the spot at credit unions that handle sports lottery24.
- Seven-Eleven has a refund limit of JPY 15,000 or less25.
- Some lottery stands have refund limits of JPY 10,000 or less or JPY 50,000 or less24.
- Refunds cannot be received at sales-only outlets, some credit unions, Lawson, FamilyMart and Ministop26.
If you bought on the official site, you can still collect at physical locations within those limits. At lottery stands, credit unions and agent shops, the deadline is within the store's business hours on the refund deadline date23.
One quirk worth knowing: when a prize exceeds the maximum cap, the amount over the cap is divided among winning entries and refunded to purchasers15. And if a draw is declared void, the purchase price is refunded. When the 1476th sports lottery was deemed not sold, holders of the affected tickets could get their purchase price back in cash at sports lottery outlets, payout-only stores, handling credit unions and 7-Eleven in exchange for the ticket, or by bank transfer after mailing the refund claim form and ticket26. The claim period for that one ran one year, from September 3, 2024 to September 2, 202526.
What the limits do not cover
A few restrictions sit outside the spending caps and catch people out.
Block lotteries on the takarakuji site can only be bought for the prefecture of the address you registered at membership. You cannot buy block lottery tickets sold in other prefectures8.
Some competition prediction lotteries cannot be purchased at lottery counters, so the site is your only route15.
And the account security rule is blunt: the operator bears no responsibility whatsoever if your member ID or password is used by a third party5. There is no reimbursement scheme if someone else logs in as you. Treat your login the way you would a bank password.
If you want the wider picture on how these games are structured and priced, the lotteries hub covers the region, and how lotteries work explains draws and prize pools. For the online purchase rules specifically, see buying official lottery tickets online, and for the membership scheme in detail, Club toto.
Common Questions
Is there a fee to join Club toto?
No. Club toto is free to join, with no entrance fee and no annual fee. Membership gives you 24-hour online purchasing, points on every ticket bought at stores or on the official site, automatic prize transfers and recurring purchase options. You need to be at least 19 years old to register.
How many member IDs can one person have?
One. The real-name rule means one account per person, opened in your own name and used permanently. Third-party applications, corporate names and joint names are refused. If someone else uses your ID or password, the operator accepts no responsibility for any resulting loss.
What happens if someone else uses my member ID or password?
The operator bears no responsibility whatsoever if your member ID or password is used by a third party. Keep your credentials private. Online sales enforce age and identity verification at registration, but once someone has your login, the account activity is treated as yours.
How long do I have to claim a refund of my deposit?
In Korea, the right to claim a refund of your race ticket purchase account deposit expires five years from the last transaction date. Accounts with no activity for one year or more may be managed as dormant, and accounts idle for five years are terminated without notice.
Do deposits in a race ticket purchase account earn interest?
No. No interest is paid on deposits held in a race ticket purchase account. You also pay the bank's virtual account fee on each deposit, which is deducted from the amount before it reaches your purchase account. The account is a holding account, not a savings product.
Can I open a purchase account in a company's or a family member's name?
No. Purchase accounts must be opened in your own real name. Applications in corporate names, joint names or third-party names are refused. The same rule applies to credit cards: only cards in your own name work, and family cards and corporate cards cannot be used.
