Fixed Odds at State Betting Operators: Payout Rates, Rounding and Payout Caps

How state fixed-odds operators in Asia set and pay prices: published payout rates, how dividends are rounded, per-ticket payout caps, and what happens when a match is voided or ends in a dead heat.

What fixed odds mean at state betting operators

A fixed-odds bet works the opposite way to a pari-mutuel pool. Instead of your payout depending on how much money everyone else put in, the operator states a price up front: the number your stake will be multiplied by if your selection wins1. You know the return before you commit.

That price is not frozen for the whole market. The operator can change the fixed odds for a bet type at any time, and it decides from time to time which bet types it offers for a given race, match or race day1. What cannot change is your side of the deal. Once a bet is validly placed, the fixed odds recorded in the operator's official record for that bet are the odds used to calculate your payout, and neither the operator nor you can change them afterward, whatever happens to the market price later8.

That distinction matters in practice. If you place a bet at the fixed odds shown when you placed it, and the operator shortens the price before kick-off, you are still paid at the odds recorded for your bet. If you place it after the change, you are paid at the new odds. The record, not the screen at settlement time, decides2.

Hong Kong's rules put it plainly: the operator may change the Fixed Odds for a particular football bet type at any time, but the odds recorded for a valid bet stand9. The same structure applies to horse race fixed-odds bets under the Jockey Club's betting rules7.

How the payout rate is set and disclosed

State operators do not set prices freely. Most work to a published return rate, which is the share of money taken in that is planned to go back to players over a period.

How the payout rate is set and disclosed

In Korea, fixed-odds tickets return 50% to 70% of the total sales amount of fixed-odds tickets for the business year2. The fixed refund rate type, a separate product line, returns 50% of the sales amount of the voting tickets for the relevant games2. Basketball Toto Match uses the fixed refund rate system11.

Vietnam's draft rules for its pilot betting scheme set a minimum planned payout ratio of 65% of ticket sales revenue for each betting product12. That is a floor written into the product design, not a promise about any single bet.

Japan's public sports lottery pays out 50% of sales revenue13. JRA racing bets run at published rates by bet type: trio bets pay 70.00% and trifecta bets pay 70.00% for races from June 7, 202614. KBOAT pays 72% of total sales to winning customers in proportion to purchase amount, and 81% for the win and win-place style bets15.

The practical point: the return rate tells you what the operator keeps across everything, not what any one bet pays. A 70% return rate and the fixed odds on a single selection are not in conflict. The rate is an average across the whole book17.

Proto: refund rates and what is published

Proto is Korea's fixed-odds game on major domestic and foreign sports matches, where you pick only the matches you want4. It is a fixed-odds product, so the price is set by the operator rather than by a pool.

Odds are set by the operator based on the expected match result, taking into account team records, past results, injuries, recent form, media coverage, popularity and other factors4. That is a judgment call, not a formula, which is why prices move.

Proto products must keep an annual refund rate of 50% to 70%, so a set share of sales ends up back with customers over the year4. Two consequences follow.

First, per-round refund rates are not published. The operator treats round-by-round refund information as business operation know-how, and instead publishes annual sales and refund rate information at the start of each year for the previous year4. So you cannot look up what a given round returned.

Second, if nobody hits the combination they voted for in a round, the refund rate for that round is 0%4. There is no rollover on Proto products, so an unhit round does not carry its money forward4.

Odds can change for two reasons: factors affecting the match result, and managing the annual average refund rate. Purchases made before a change are settled at the odds at the time of purchase4. Sales are also blocked when votes concentrate excessively on some matches or combinations, to prevent excessive refund rates and stay inside the 50% to 70% annual band4.

Proto covers win-loss type tickets, where you select 1 match or 2 to 10 matches and predict win-draw-loss or a win-draw-loss reflecting a base value such as a handicap or under-over4. A football first-half product was added, composed of first-half win-draw-loss, handicap and under-over types, added to existing win-type matches rather than run as a separate round17. Both win-type and record-type products now run three rounds per week17.

Odds rounding: how multipliers are calculated

Rounding is where a fixed-odds payout can differ from what you calculated on your phone.

Hong Kong rounds dividends on fixed-odds bets up or down to the nearest 10 cents5. The same rule applies to each winning football bet: the dividend is rounded up or down to the nearest 10 cents18. For payouts, refunds and rebates on a betting ticket, the amount is paid in multiples of HKD 0.50, rounded to the nearest 50 cents up or down19. Pari-mutuel refunds on a flexi bet or partial unit bet in a single race pool are paid in multiples of 10 cents19.

Korea rounds differently depending on the product. For a single-game purchase, the winning odds are applied to two decimal places3. For a combination purchase, the odds of the selected matches are multiplied together, truncated at the third decimal place, then rounded up at the second decimal3. That truncate-then-round-up sequence is worth knowing: it is not standard rounding, and it can move a payout slightly in your favor at the second decimal.

Japan's WINNER single-match football lottery works on a multiplier basis: the prize is the odds (payout multiplier) times the purchase amount, and the odds fluctuate with betting volume until sales close20. The same multiplier definition applies to boat racing, where the odds shown on venue screens, large video screens or the homepage are the payout multiplier when you win22.

China Sports Lottery's single-match win-draw-loss game allows a multiplier range of 2 to 99 times23.

Payout caps: KRW 100 million per ticket and other limits

Every state operator caps what a single ticket can return. The cap is per ticket, not per person, which matters if you hold several.

Korea's cap is the clearest: the maximum winning amount is KRW 100 million per voting ticket3. The cap is enforced at the point of sale as well as at payout. Sales are restricted if the expected winning odds multiplied by the individual bet amount exceeds KRW 100 million3. In other words, the system will not let you build a ticket whose potential return breaches the ceiling.

Proto applies the same KRW 100,000,000 ceiling per individual voting ticket, not as a sum across tickets4.

China Sports Lottery's win-draw-win football game has two tiers. Single bets and 1-match multiple bets are capped at CNY 100,000, while 6-match and above multiple bets are capped at CNY 1,000,0006.

Japan's sports lottery caps payouts by channel rather than by a single headline number.

  • Prizes of JPY 100,000 or less per ticket can be collected at booths or credit unions, though some booths set lower limits.
  • Seven-Eleven pays out only prizes of JPY 15,000 or less per ticket13.
  • Over JPY 100,000 must go through a credit union.
  • Over JPY 500,000 requires a credit union procedure, with cash after 12 business days or a bank transfer.
  • Some booths have limits of JPY 10,000 or JPY 50,000 per ticket13.

Hong Kong's rules give the operator discretion rather than a fixed number: it may impose a maximum or minimum unit stake amount, a total stake amount, or a maximum dividend amount payable on fixed-odds bets24. It may also restrict the number or value of a bet and decline or exclude the whole or any part of a bet without giving a reason24.

Korea also caps how much you can put in. Sports Toto limits purchases to KRW 100,000 per person per round offline and KRW 100,000 per person per round on the online site25.

When odds change or sales are blocked

Fixed-odds prices move for two reasons: new information about the match, and the operator managing its book.

When odds change or sales are blocked

On the Hong Kong side, the operator may change the Fixed Odds for a particular football bet type at any time before bet placement9. It may also withhold payments after a match to allow clarification with the official body, and may refund all relevant bets if clarification is not obtained10.

On the Korean side, odds can change due to factors affecting the match result and to manage the annual average refund rate, with purchases before the change settled at the odds at the time of purchase4. Sales are blocked when votes concentrate excessively on some matches or combinations4.

Sales deadlines are set by match time, not by a fixed daily hour. Fixed-odds tickets close at each game's scheduled start time, or at the first game's start time if you selected two or more games, and the deadline may be moved earlier2. Proto sales close at each match's start time, but matches held after 11 PM and before 8 AM the next day close in a batch at 11 PM, because the daily sales window is 8 AM to 11 PM4.

That daily window is consistent across Korean products. Voting ticket sales run from 08:00 to 23:00 the same day, closing according to the issue round and the match's sales deadline2. Each round's sales run from 08:00 until 23:00 on the last day of the round period17.

Japan's sports lottery sells online 24 hours a day, and through lottery booths from 8:00 to 23:00, with hours varying by store. Convenience store multimedia terminals and copiers handle toto and BIG only13.

Dead heats, voids and drawn matches: settlement rules

A dead heat is when two or more selections in the same bet type finish on the identical result. The standard treatment across state operators is to split your stake.

Under Hong Kong's fixed-odds rules, the stake on each winning selection is divided into equal parts equal to the number of dead-heat winners. The payout is one part of the stake multiplied by the relevant fixed odds, and the remaining stake is treated as a losing bet1. The football rules use the same structure: the stake is divided into as many equal parts as the number of selections involved, the dividend is one part multiplied by the fixed odds, and the remainder is lost8.

Singapore Pools applies the same logic: the winning prize is calculated by dividing the stake by the number of competitors or players who achieved the identical result, then multiplying by the odds26.

Voids work differently. On Korean result-style tickets, if a void cause under the Sports Promotion Voting Ticket Terms occurs after the betting window, the match is voided and odds of 1.0 apply to all types. Baseball suspended in the top of the seventh inning and soccer abnormally ended during the second half are the examples given16. Proto applies the same principle: if a void reason stated in the terms occurs, the match is voided even after the applicable time has passed4.

Partial voids are handled with a refund odds of 1.0. On Korean fixed-odds tickets, partially void games count as correctly predicted and their refund odds are set at 1.02.

Drawn matches have their own rules. On Korean result-style tickets, for baseball and basketball general win-loss types, a drawn match result means odds of 1.0 apply to all types16. In the baseball final score difference game, odds of 1.0 apply if the final result is a draw3. In the baseball total points game, odds of 1.0 apply if the combined score of both teams is 0 at the end of the match3.

Hong Kong settles home-away-draw bets on the full-time result of play time, excluding extra time and penalty shootout18. Live handicap betting pays on the full-time result at the end of statutory playing time adjusted by the handicap line at the time of betting, not the score at the moment you bet, so check the handicap line before placing27.

One more Hong Kong rule worth knowing: once dividends or refunds are paid based on a referee's declaration, later amendments by the referee or the official body are ignored for payment purposes9. The same applies to football bets settled by an accepted cash-out suggestion, which are treated as immediately abandoned by the bettor28. Cash out is not available on Singapore Pools football betting26.

Betting windows by sport

The betting window is the period during which a bet on a match can be placed. It differs by sport and by product.

For Korean result-style tickets, soccer runs from kick-off to the end of the second half, excluding extra time and penalty shootout. The first-half product runs from kick-off to the end of the first half. Basketball runs from game start to final end, including overtime. Volleyball runs from game start to final end16.

For record-style tickets, the windows are the same: soccer from kick-off to the end of the second half excluding extra time and penalty shootout, basketball from game start to final end including overtime, and volleyball from game start to final end16.

Proto win-loss type tickets follow the same pattern: football from match start to the end of the second half, excluding extra time and penalty shootout; baseball from match start to the end of the final game, including extra time and penalty shootout; basketball from match start to the end of the final game, including extra time4.

Record-style tickets carry a display requirement: you must show the match number, result and individual bet amount of each selected match16.

Hong Kong Jockey Club fixed odds rules

The Jockey Club's fixed-odds framework is worth setting out on its own because it differs from the Korean model in several practical ways.

Hong Kong Jockey Club fixed odds rules

All bets must be made and settled in Hong Kong currency24. The operator may impose a maximum or minimum unit stake amount, a total stake amount, or a maximum dividend amount payable24. It may restrict the number or value of a bet and decline or exclude the whole or any part of a bet without giving a reason24.

Rounding runs on three tracks. Dividends on fixed-odds bets are rounded up or down to the nearest 10 cents5. A betting ticket eligible for a dividend, refund or rebate is paid in multiples of 50 cents, rounded up or down to the nearest 50 cents19. Pari-mutuel refunds on a flexi bet or partial unit bet in a single race pool are paid in multiples of 10 cents19.

Age matters. If a backer is established to have been under 18 at the time of placing a bet, the bet may be declared void and any dividend, refund or rebate forfeited24.

Same Game All Up lets you combine several outcomes within one match. A worked example from the operator: a HKD 1,000 bet at odds 11.5 returns HKD 11,500 if all three outcomes are correct18.

Where a football bet would be refunded under the rules, for combo bets the odds of all possible outcomes of those bets are treated as 18.

What the rules do not cover

A few things sit outside the fixed-odds rules and are worth knowing before you rely on a number.

The published return rate is not a per-bet guarantee. Korea's 50% to 70% band applies across a business year, and Proto does not disclose per-round refund rates at all4. A round where nobody hits the combination returns 0%4.

Payout caps are per ticket. Korea's KRW 100 million ceiling applies per voting ticket, not as a sum across tickets, and the same wording appears for Proto4. If you want to know what a large stake can actually return, the cap is the number that decides, not the odds.

Rounding rules can move a payout by small amounts, and the direction depends on the operator and the product. Hong Kong rounds to the nearest 10 cents on fixed-odds dividends and to the nearest 50 cents on ticket payments19. Korea truncates at the third decimal and rounds up at the second for combination purchases3.

China Sports Lottery's single-match win-draw-loss game takes 1% of sales into an adjustment fund, along with unclaimed expired ticket funds23. That is a deduction inside the product, not something you see on a bet slip.

Finally, the operator's discretion is broad in places. Hong Kong may decline or exclude any part of a bet without giving a reason, and may withhold payments after a match pending clarification with the official body10. Those clauses sit alongside the fixed-odds promise rather than contradicting it, but they are the reason a payout can be delayed even when your selection has clearly won.

Common Questions

What is the minimum bet on a Sports Toto fixed-odds ticket?

It depends on the product. A single-game purchase (one designated match) has a unit bet of KRW 1,000, while a combination purchase of 2 to 10 matches has a unit bet of KRW 100. Basketball Toto Match tickets also use a KRW 100 unit. Your total spend per round is capped separately.

What tax applies to Proto winnings?

For most Korean sports betting products, no tax is charged if the winning odds are 100x or lower and the refund is KRW 2,000,000 or less, or regardless of odds if the refund is KRW 100,000 or less. Refunds of KRW 2,000,100 or more per individual bet are taxed and a payment statement is prepared.

Can I combine bets on the same match?

No. On Korean Sports Toto fixed-odds result-style tickets, you cannot combine selections from the same match across any bet types, including first-half products. Combinations must be built from 2 to 10 different matches. Hong Kong's Same Game All Up works differently: it combines several outcomes within one match.

When are Proto results announced?

Usually on the day the match ends. If a void reason listed in the Sports Promotion Voting Ticket terms occurs, the match is voided even after the applicable time has passed, and odds of 1.0 are applied to all types on that match.

What hours can I buy Proto tickets?

Daily sales run from 08:00 to 23:00. Sales close at each match's start time, but matches starting after 11 PM and before 8 AM the next day close in a batch at 11 PM. Each round's sales window runs from 08:00 until 23:00 on the last day of the round period.

Is there a rollover on Proto products?

No. Proto products have no rollover. If nobody hits the combination they voted for in a round, the refund rate for that round is 0%. The annual refund rate across Proto products is kept between 50% and 70%, and sales can be blocked when votes concentrate too heavily on some matches or combinations.
