Where football betting is legal: the country-by-country picture
Football betting in Asia runs through licensed operators, state monopolies and pilots, and black-market bookmakers. Hong Kong and Singapore each have one lawful operator, while China treats online football betting as a criminal matter and Thailand and Vietnam restrict bets to named competitions and pilots.

Hong Kong is the clearest case. Gambling is confined to a small number of regulated channels, and football betting through the Hong Kong Jockey Club is one of them, alongside horse racing and the Mark Six lottery9. The HKJC holds licenses for horse race betting, football betting and Mark Six, and its licensing conditions require it not to accept bets from juveniles and not to offer credit betting10. In practice that means cash or a funded betting account, never a tab.
Singapore works the same way with a single operator. Singapore Pools runs football betting, and its betting account is described as the only official online betting service, covering lottery, sports and horse racing2. If you want to bet on football lawfully while resident in Singapore, that is the route.
China is the opposite. Online football betting is treated as a criminal matter, and money lost through it is not protected by law and cannot be recovered11. Organizing, acting as an agent for, or taking part in online football betting can be pursued as a criminal offense11.
Thailand restricts betting to specific licensed channels, and the emergency gambling decree names the foreign competitions that may be bet on, including the English Premier League, FA Cup, League Cup, UEFA Champions League and the FIFA World Cup12.
Vietnam has run a pilot for betting on international football matches and tournaments announced or approved by FIFA, with the eligible list published by the Ministry of Culture, Sports and Tourism13. A 2017 decree allowed Vietnamese citizens to bet on international football and on horse and dog racing, with tickets and payouts in Vietnamese dong14.
If you are visiting or newly arrived, the practical rule is simple: use the licensed operator in the place you are standing, and check whether the operator accepts players in your residency category before you fund an account. Hong Kong: legal through HKJC, with limits on which matches
The HKJC is the only lawful football bookmaker in Hong Kong. Its license covers fixed odds and pari-mutuel betting on approved football matches, and bets can be taken through betting outlets, telephone, online channels and other electronic means6.
The word "approved" matters. The licensing framework has historically restricted betting on matches involving Hong Kong teams, or matches taking place in Hong Kong, unless prior approval is obtained10. In practice the board you see is made up almost entirely of overseas league and cup fixtures.
To bet in person you need to be 18 or older, and you cannot be wearing school uniform. That applies to placing a bet, collecting a dividend or refund, and simply entering a betting location3. If it later turns out a backer was under 18 when the bet was placed, the bet can be declared void and any dividend or refund forfeited15.
Physical tickets have their own small rules. They must be filled in with a blue ballpoint pen3. If you lose a physical ticket, you have to ask the club to identify it within 7 days after the betting day on which the match was held; for a damaged or defaced ticket the window is 60 days15.
Singapore Pools: the only lawful bookmaker at home
Singapore Pools takes football bets at physical outlets and online7. Its account holders can place singles, multiples and live bets17.
Two restrictions catch visitors and expats. First, account holders may only place bets from Singapore, and placing bets through the website or app from a foreign IP address is prohibited8. Second, once a bet has been accepted it cannot be changed or canceled8.
Stakes are simple. At outlets and authorized retailers the minimum is S$5, in multiples of one Singapore dollar4. Through remote channels the minimum is S$1, and the stake need not be in whole-dollar multiples as long as it is expressed in whole dollars and cents4. Goods and Services Tax is payable on the stake for a betting ticket4.
There is also a conduct rule that matters if you are involved in the local game. Any player, official or volunteer registered, employed, deployed or appointed by an entity in the Singapore Premier League or the Singapore Cup may not bet on those competitions, or on any other competition their entity takes part in4. Football Association of Singapore officials, staff and volunteers who could influence a match outcome may not bet on that match4.
Bet types you will find: fixed odds and pari-mutuel
Both licensed operators run the same two families of bet.

Fixed odds means the price is locked when you place the bet. The HKJC may change the fixed odds for a bet type at any time before you place, but the odds recorded in its official record for your valid bet are the ones used to calculate your payout, and neither side can change them afterwards12. Your return is the stake multiplied by those recorded odds12.
Pari-mutuel means you are betting into a pool. Dividends are declared to the unit bet or partial unit bet for each pari-mutuel bet type, and the dividend is always declared to a unit bet16. The operator decides from time to time which pari-mutuel bet types to offer on a nominated match16.
The practical difference: with fixed odds you know your return at the moment you bet; with pari-mutuel you know your stake but not your final dividend until the pool is settled. For a fuller comparison, see fixed-odds vs pari-mutuel betting.
Markets on offer: from 1X2 and Asian Handicap to Correct Score
The HKJC board covers the standard football menu. Handicap bets are offered on half-time, normal time or extra time, and can be placed as a single bet with the whole stake on one handicap, or as a split bet with the stake divided equally between two different handicaps, for example 50% on 1.5 and 50% on 112.
Multiples are built from selections across matches:
- Double: 2 selections from 2 matches4
- Treble: 3 selections from 3 matches4
- 4-Fold: 4 selections from 4 matches4
For how these settle, see parlays and accumulators.
Beyond the core markets, the categories you will see on a live football board include Asian Handicap and Over/Under, Odd/Even and total goals, 1X2 and Double Chance, Correct Score, Half-Time/Full-Time, First/Last Goal, Mix Parlay, Mix Parlay Combo and outright markets18. Event-specific markets also appear, such as next goal, next corner, first-half result, and total goals in the next 10 or 15 minutes18.
If you are new to any of these, the explainers are worth ten minutes: Asian Handicap betting, over/under betting, 1X2 and Double Chance, correct score and half-time/full-time, and outright and tournament betting.
Placing a bet: stakes, payments and currencies
In Hong Kong, all football bets must be made and settled in Hong Kong currency15. Payment is by cash, cash voucher or betting account, unless the operator declares otherwise15.

The HKJC may impose a maximum or minimum unit stake, a maximum or minimum total stake, a maximum dividend payable, a maximum total stake per betting day and a maximum dividend per betting day. It can change these at its discretion without prior notice3. In practice, if you are planning a large bet, check the current limits before you get to the counter.
Payouts on fixed-odds football bets are rounded to the nearest 10 cents, up or down15. For Double Tote Half-Time and Double Tote Half-Time Treble, the published payout per unit is rounded to the nearest whole dollar and is never less than the bet unit plus one dollar15.
In Singapore, stakes are in Singapore dollars, with the outlet minimum of S$5 and the remote minimum of S$1 described above4. Refunds are not available for football betting purchases except where the rules specifically provide for them4.
Void matches, abandoned games and refunds
This is where most first-timers get surprised, so it is worth knowing before you bet.
If a match is declared void, all football bets on it are declared void and refunded, except bets whose outcome is already determined, bets already settled by early settlement, or where the operator decides otherwise15. Single bets are refunded; all-up bets involving that match stay valid, with the stake running onto the next selections at odds of 1.0020.
Some markets have their own treatment:
- Odd/Even and Half-Time/Full-Time: refunded in full on a void match12
- Anytime Scorer: refunded if the match is declared void, but stand if the void is declared after the named player has already scored12
- First Scorer: a bet on a player sent off or substituted before the first goal becomes a losing bet12
If a match is abandoned after it has gone beyond regulation time, there are no refunds and the full-time score determines the result4. If a match is called off before the end of regulation time, 1X2 bets are void and refunded4.

Deadlines that can cost you your winnings
Two clocks run against you.
The first is the claim deadline. Winning tickets and refund claims must be presented at a betting location within 60 days after the betting day on which the relevant match, or the last match of an all-up bet, was held15. Miss it and the dividend or refund is forfeited23. If you lose a physical ticket, the identification request must be made within 7 days; for a defaced ticket, within 60 days15.
The second is the result itself. The referee's official score announced immediately after the match is the final result for full-time bets, the referee's half-time result applies to half-time bets, and the referee's extra-time score applies to extra-time bets3. Protests and later appeals generally do not change a settled bet: Singapore Pools may disregard or treat as invalid any disqualification, objection, appeal or application to amend scores, and declare the outcome based on the result reached at the conclusion of the event4.
If an error or miscalculation in a prize is discovered, the operator may declare a revised prize4. With HKJC, if a published payout is found to contain an error, the operator may revise it; unclaimed revised payouts are forfeited if not claimed by the deadline3.
Penalties for players: what happens to illegal bettors
Playing on offshore casino websites is illegal in some Asian markets, and players have been prosecuted. In Hong Kong, participating in illegal gambling, such as betting with an illegal bookmaker, carries a maximum penalty of a HK$50,000 fine and nine months in prison5. In China, online football betting is a criminal matter and money lost through it cannot be recovered11.

The practical takeaway is not about the size of the penalty. It is that an unlicensed bookmaker gives you no enforceable claim: if the operator refuses to pay, changes the odds after the fact, or disappears, you have no route to recover the money, and in some jurisdictions reporting it would expose you to liability. For how these operations work, see illegal bookmakers in Asia.
Vietnam's proposed legalization: what the decree would allow
Vietnam has been moving toward a regulated football betting market for years, and the shape of it is now fairly clear.
A 2017 decree allowed Vietnamese citizens to bet on international football matches and on horse and dog racing, with wagers limited to matches approved by FIFA and the eligible list issued by the Ministry of Culture, Sports and Tourism14. Vietnamese dong must be used to buy betting tickets and pay awards14.
A more recent draft decree would keep the focus on international football. Matches and tournaments must be organized by FIFA or a FIFA member, and eSport Football and tournaments organized by the Vietnam Football Federation are excluded24. Only tournaments announced and approved by FIFA would qualify24.
If you are in Vietnam now, treat this as a work in progress rather than an open market. The pilot framework exists on paper, but the practical question is whether a licensed operator is actually taking bets on the match you want, and whether you fall into the eligible category of bettor. For the wider picture, see Can I gamble in Vietnam?.
Common Questions
What is the minimum age for betting on football with HKJC?
You must be at least 18 years old to place a football bet, collect a dividend or refund, or enter a betting location. Anyone under 18, or wearing school uniform, is refused. If it turns out a bettor was under 18, the bet can be declared void and any winnings or refund forfeited.
Can I cancel a football bet after placing it?
No. Once a valid football bet is accepted it cannot be withdrawn by the backer, and Singapore Pools states plainly that an accepted bet cannot be changed or canceled. The only exception is where the operator itself offers an early settlement proposal, which you may accept or refuse.
What happens if a match I bet on is played earlier than scheduled?
With HKJC, if a match kicks off earlier than scheduled, all football bets the operator accepted before the match started remain valid. Your bet stands as placed, so check kick-off times rather than assuming a change will void the bet.
How are dead-heat wins paid out?
In a dead heat, your stake is split into as many equal parts as there are winning selections. One part is multiplied by the fixed odds and paid; the remaining parts are treated as losing stakes. So a two-way dead heat pays roughly half your stake at the full odds.
Can I bet on matches involving Hong Kong teams?
HKJC football betting covers approved matches, and the licensing framework has historically restricted betting on matches involving Hong Kong teams or taking place in Hong Kong unless prior approval is obtained. In practice, the matches offered are overwhelmingly overseas fixtures.
Who is banned from betting on the Singapore Premier League?
Players, officials and volunteers registered, employed or appointed by any entity in the Singapore Premier League or Singapore Cup may not bet on those competitions, or on any other competition their entity takes part in. FAS officials able to influence a match may not bet on it.
What is the minimum stake for football bets at Singapore Pools outlets?
At betting outlets and authorized retailers the minimum stake is S$5, in multiples of one Singapore dollar. Bets placed through remote channels have a minimum of S$1 and need not be in whole-dollar multiples, as long as the amount is in whole dollars and cents.
How long do I have to claim a winning football ticket?
With HKJC, winning tickets and refund claims must be presented at a betting location within 60 days after the betting day on which the relevant match, or the last match of an all-up bet, was held. After that the dividend or refund is forfeited.
