Sports Betting in Singapore

Sports betting in Singapore runs through one operator, Singapore Pools, offering football, motor racing and horse racing bets at outlets islandwide, online with an account, and live at Livewire venues. This page covers bet types, minimum stakes, how to open an account, where to bet live and how to claim winnings.

Legal gambling in Singapore is a short list: betting with Singapore Pools, the two casinos at Marina Bay Sands and Resorts World Sentosa, jackpot machine rooms in private clubs, and social gambling at home among family or friends. Everything else is prohibited unless it is licensed or exempted8.

For sports betting specifically, that means one licensed channel. Singapore Pools is the only legalized lottery and sports betting operator in the country, and the only operator licensed by the Gambling Regulatory Authority (GRA) to provide remote gambling services, meaning betting over the internet or phone9. Betting with any other online bookmaker, including the big international sites, is an offense for anyone in Singapore, whether citizen, resident or visitor7.

One group faces extra restrictions tied to the game itself. Players, officials and volunteers of entities in the Singapore Premier League and the Singapore Cup may not bet on those competitions, or on any other competition their entity takes part in, whether in Singapore or elsewhere. Football Association of Singapore officials, staff or volunteers who could influence a match outcome may not bet on that match1.

Singapore Pools (Private) Limited is a state-owned operator that runs the country's legal betting products: TOTO, 4D, Singapore Sweep, and betting on football matches, motor racing and horse racing9. You can bet at its physical outlets islandwide, online through a Singapore Pools Account, or live at its Livewire venues9.

Singapore Pools: the only legal sports betting operator

The account is the gateway to online betting. You must have one to place bets online, and applicants must be at least 21 years old10. Registration is done on the official website or app, either with SingPass MyInfo or the online form. Verification of eligibility takes about 1 hour with MyInfo, or at least two days with the manual form3. Identity verification can be done through MyInfo, a video call, or in person at a Singapore Pools branch with your ID or official documents showing a foreign identification number3.

Account holders set a monthly deposit limit and a monthly betting limit when applying. You can change these later through the website or app: increases take effect after 24 hours, while reductions apply immediately3. Login requires a one-time password sent to your registered mobile phone3. Bets can only be placed from within Singapore; betting through foreign IP addresses is prohibited9.

Singapore Pools is also the country's only licensed remote-gambling operator for sports betting, so online bets placed with it sit inside the same licensed service as its outlet betting11.

Football betting: bet types, stakes and odds

Football is the main sports product. At outlets and authorized retailers, stakes are placed in multiples of one Singapore dollar, and Singapore Pools sets the odds for each selection at its own discretion, varying them from time to time3. The main bet types are Singles, Multiples and Live betting3.

  • Singles: one bet on one selection. Your ticket shows the competition, event, bet type and selection, and your stake and potential payout11.
  • Multiples: two or more selections combined. Two selections make a Double, three a Treble, and four a 4-Fold11.
  • Live betting: bets placed while the match is in progress, where offered. Live betting stops 5 minutes before the end of the event1.
  • Asian Handicap: available online only, for Singapore Pools Account customers10.

Stakes work differently by channel. At outlets and authorized retailers, stakes must be in multiples of S$1, with a minimum of S$5, except Multiples bets, which start from S$11. Online, the minimum stake is S$1, and stakes can be in whole dollars and cents2. Odds are set by Singapore Pools at its discretion and may change over time1.

Once a bet is accepted it cannot be changed or canceled9. If an error or miscalculation in a prize is discovered, Singapore Pools may declare a revised prize, and where rigging of an event is suspected it can delay results, withhold payments pending investigation, or void bets and refund them1. Winnings on pre-event bets are credited to your account within 60 minutes after the event ends and results are verified10.

For a fuller walkthrough of bet types, odds and worked examples, see the in-depth page on football betting in Singapore.

Horse racing: what remains after the Turf Club closed

Horse racing in Singapore is in its final chapter. The Singapore Turf Club held its final race in October 2024, with the facility formally closing in March 202712. Betting continues on overseas races: Singapore Pools operates totalisator betting commingled with overseas totalisators, so local bets go into pools shared with bettors abroad13.

Horse racing bets can be placed at selected Singapore Pools outlets, at betting centers, or online through a Singapore Pools Account, right up to the start of the race14. The minimum bet value for Win/Place on Singapore and Hong Kong races is S$513. Before each race, Singapore Pools displays only the top three bet combinations by pool size for each bet type, which counts as full race information9. Winnings are calculated from total stakes in each pool after government tax and commission are deducted; the commission is 18% on some bet types where pools are received from overseas13.

The dedicated page on horse racing in Singapore covers bet types, race schedules and how payouts work in detail.

Lotteries on the same account: 4D, TOTO and Singapore Sweep

A Singapore Pools Account is not just for sports. The same account covers lottery, sports and horse racing betting online15.

The three lottery games each work differently.

GameHow it worksBet types and key figures
4DPick a four-digit number15Ordinary, System Bet, iBet and 4D Roll, with draws on Wednesday, Saturday or Sunday. The top prize for a Big bet is S$2,000 per S$1 staked15
TOTOSelf Pick bets for the current draw15Ordinary, System Entry and System Roll, plus Quick Pick by bet type or amount15
Singapore SweepA 7-digit sweepstakes game with ticket numbers from 1000000 to 4499999. You can choose the last 4 digits with the first 3 randomly generated, or take a fully random Quick Pick. A ticket can win more than one prize and you are entitled to all of them17

Singapore Sweep is different from the others in one practical way: it can only be bought at Singapore Pools outlets or from Singapore Sweep vendors, not online18. There are 55 listed vendor locations islandwide18. Results for all games are published on the website and app, and prizes must be claimed within 180 days of the draw date or the end of the sports event20.

For draw days, ticket prices and full prize tables, see the pages on 4D, TOTO and Singapore Sweep, plus the guide to Singapore Pools outlets.

Betting at outlets vs online: channels and how to place a bet

There are three ways to bet, and they suit different habits.

Betting at outlets vs online: channels and how to place a bet

At outlets. Pre-match sports bets can be placed at any Singapore Pools outlet during operating hours, up until sales close before the event starts10. You fill in a bet slip: mark the bet type number, the four-digit event or match number, your selection and your stake with a heavy vertical line in the correct box11. If your desired stake is not listed, mark "Others" and tell the counter staff the amount; mark "VOID" if you want to cancel a board6. Payment at outlets is by cash, ATM card, debit card with NETS function, or PayNow14. After paying you receive a ticket, which is your only proof of winning, so check the details and keep it safe11. Bets placed at outlets cannot be tracked afterwards; only online bets appear in your transaction history14.

Online. With a Singapore Pools Account you can place pre-match bets until sales close and live bets while the event is ongoing2. You select events, choose bet types, add selections to your Bet Slip by clicking the odds, edit the slip if needed, then place and confirm2. You can filter football events by league, bet type, date and country3. Account deposits and withdrawals use cash, NETS, eNETS or personal bank account debit transfer, with instant transfer available3. Your transaction history covers betting, deposits and payouts for up to 6 months21.

By app. The mobile app adds a few extras: save favorite 4D and TOTO numbers, add football events to a watchlist, and watch horse race live streaming with in-app betting3. A guest-mode feature lets you generate a QR code for a bet and scan it at any outlet to complete it, available for sports and lottery bets14.

Note that the account itself only works online and by phone, not at outlet counters14.

Livewire venues: watching and betting live

Livewire is where live betting meets a night out. These venues offer live sports betting and live telecasts of selected horse races, in an environment with no alcohol, tobacco or illegal betting activity6.

Livewire at The Majestic sits at 80 Eu Tong Sen Street, #03, The Majestic, Singapore 059810, near Chinatown MRT station, with bus services 2, 12, 33, 61, 63, 80, 143, 197, 961 and 970 from the Chinatown Station Exit C stop5. The other Livewire venue is reachable from Bras Basah, Bencoolen or Rochor MRT stations, with bus services including 56, 131, 147, 166, 857 and 98022.

Entry rules are strict. Guests must be 21 or older, and smart casual dress applies: sleeveless shirts, singlets, shorts, construction boots, caps, helmets and sunglasses are not allowed22. A numbered wristband issued at entry is mandatory for live horse racing telecasts and live football betting, one per customer, first come first served, valid only on the day and non-transferable22. Live horse racing runs until the final live football match concludes22. For late-night events beyond regular hours, the venue opens one hour before the telecast and closes after it ends5. Prize claims at Livewire are limited to S$20,000 or less for most products, but there is no limit for sports betting9.

Live Streaming Services for account holders

Account holders can also subscribe to Live Streaming Services, which let you watch live broadcasts of horse racing and other sports events online9. A non-account holder cannot subscribe9.

The subscription is paid monthly in advance, at rates Singapore Pools sets and publishes, and fees are non-refundable in whole or in part, even if your account or subscription ends early9. One exception: if approval for the service is withdrawn by a regulator, the subscription terminates immediately and the fee is refunded on a pro-rata basis for the remaining period9.

Who cannot bet: prohibited bettors and self-exclusion

Beyond the age rules, two groups are barred from online betting. Exclusion by Law applies to tenants and occupiers on the HDB Public Rental Scheme, recipients of ComCare Short-to-Medium-Term and Long-Term assistance, recipients of Legal Aid Bureau schemes, and undischarged bankrupts; these individuals cannot open or hold a Singapore Pools online betting account4.

Who cannot bet: prohibited bettors and self-exclusion

Anyone can also exclude themselves. A voluntary self-exclusion, applied for through the National Council on Problem Gambling (NCPG), blocks you from Singapore Pools online betting, along with casinos and jackpot machine rooms at private clubs23. Apply online with SingPass at the NCPG portal, or in person at ServiceSG centers including Bukit Canberra, Our Tampines Hub and One Punggol4. If you hold an account, you lose access to it; if you do not, you cannot open one4. The exclusion stays in force until you successfully apply for revocation through NCPG online with SingPass4. Account holders can also set their own deposit and betting limits without a full exclusion3.

Esports betting and other illegal options

Singapore Pools does not offer esports betting, and no other operator is licensed to offer it in Singapore. That leaves the unlicensed overseas sites, and using them is an offense for any person in Singapore, not just the operators7. The practical risk is straightforward: betting with an unlicensed remote gambling service can lead to prosecution, and winnings on such sites have no legal protection.

The same applies to online casinos, poker sites and sportsbooks based abroad. If it is not Singapore Pools, remote gambling in Singapore is unlawful. For what that means in practice, see the page on online gambling in Singapore.
