Singapore Pools transited to become a Licensed Operator under the Gambling Regulation Authority (GRA) on 25 October 2022, the operator said. The change followed the Ministry of Home Affairs' introduction of the Gambling Control Act 2022, which established the GRA with a mandate to regulate the entire gambling landscape in Singapore1.

Singapore Pools said it remains the country's sole legal gaming operator for lottery, sports betting and horse wagering, and the sole betting licensee in those three areas1. It is a wholly owned subsidiary of the Tote Board and operates as a not-for-profit organization, channeling revenue back into the local economy and surpluses to community causes1. The operator dates its founding to 23 May 19681.

As a licensee, Singapore Pools said it must meet strict licensing conditions. These include mandatory social safeguards, strict advertisement and promotion protocols, and a comprehensive Responsible Gambling Programme1. The operator states it does not accept bets or pay prizes to anyone underage and does not allow betting on credit1.

Singapore Pools also holds Level 4 certification under the World Lottery Association's Responsible Gaming Framework, the highest level in a four-tier system it has adopted since the framework launched in 20061. It first reached Level 4 in 2012 and says it has retained the certification in 2015, 2019, 2022 and 2026, with each certification valid for three years1. The World Lottery Association gave Singapore Pools its Best Flagship Responsible Gaming Award at Level 4 for the operator's 2022 submission, "My Gaming Profile - Nudging Players Towards Safer Play"1. That tool categorizes players by their risk propensity to problem gambling based on online betting behavior, to raise awareness and encourage safer habits1.

What it means for players

Singapore Pools' move to a GRA license places its lottery, sports betting and horse wagering business under the regulator that oversees the whole gambling landscape, rather than the arrangements that preceded the Gambling Control Act 20221. For anyone betting with Singapore Pools, the operator's stated conditions are unchanged in substance: no bets or prizes for underage customers, and no betting on credit1. Its status as the sole betting licensee for lottery, sports betting and horse wagering means there is no competing licensed operator in those categories1. What happens next

The sources do not set out any further dated steps following the 25 October 2022 transition. Singapore Pools has achieved the Level 4 certification under the World Lottery Association framework in 2012 and has continued to retain this accolade in 2015, 2019, 2022, and 2026, with each certification valid for three years1.
