Singapore Pools (Private) Limited has laid down new Football Betting Game Rules dated 29 May 2026, which apply to all bets placed on or after that date1. The operator published the rules on its website, setting out how football bets are placed, priced, settled and refunded1.

The rules state that stakes must be in multiples of one Singapore dollar, except for bets placed through remote channels, where the stake need not be in multiples of one dollar so long as it is expressed in whole dollars and cents1. Goods and Services Tax is payable on the stake for a betting ticket1. Minimum stakes differ by channel: at betting outlets and authorized retailers the minimum is no less than five dollars, except for the Multiples bet type where it is no less than one dollar, while bets placed through remote betting carry a minimum of no less than one dollar1.

Bets may be placed physically at betting outlets and authorized retailers, or remotely through the Singapore Pools website and mobile app1. Singapore Pools may offer betting up to sixty (60) days, or such shorter time as determined by Singapore Pools, prior to the commencement of the Football Event, and bets may also be placed while an event is in progress where live betting is offered1. The operator determines the odds for each selection at its sole and absolute discretion when it begins accepting bets, and may vary them until it stops accepting bets1. The various bet types available are set out in Appendices A1 to A631.

On refunds, the rules say refunds are not available for any purchases made in respect of Football Betting, save where provided for in the rules1. Bets are rendered void and refunded where the venue changes after betting starts but before the event begins, or where an event is called off after betting starts and, at the time Singapore Pools announces how it will treat the bets, no replay or resumption has been scheduled, the venue has changed, or the replay or resumption does not fall within 36 hours of the original scheduled time and date1. A late start does not count as a postponement or calling off, provided the start time falls within 12 hours of the original scheduled start time and the venue has not changed1. In a Dead Heat, where two or more competitors or players achieve identical results, the winning prize is calculated by dividing the stake on the selection by the number of competitors or players with the identical result, then multiplying that amount by the applicable odds1.

What it means for players

The rules govern anyone betting on football with Singapore Pools, whether at an outlet, through an authorized retailer or remotely through a Singapore Pools account. They set the floor on stakes, confirm that GST applies to the stake, and fix how prizes are calculated when a result is shared. The refund provisions matter most when a match is moved, abandoned or rescheduled: the 36 hour window and the 12 hour late start allowance are the thresholds the operator will apply. The rules also state that Singapore Pools may treat a bet as void without being obliged to provide any reason whatsoever, and may declare a revised prize at its sole and absolute discretion1. The document also states that certain people, including those connected to a participating entity, are not allowed to place bets in those competitions or on that match1.

What happens next

The rules took effect for bets placed on or after 29 May 20261. No further dates or transitional arrangements are set out in the document.
