The short answer
If you are 21 or older, you can walk into any legal casino in Asia that admits your nationality. If you are 18, you can bet legally in Hong Kong, buy lottery tickets and bet on sports in Singapore, and bet on racing and football in Macau. Between those two numbers sits most of the practical detail, because Asia does not have one gambling age: it has several, and they change by country and by game.
The general pattern is easy to remember. Eighteen is the baseline across most of the region, and it matches the age used in the United Kingdom and Australia6. Twenty-one is the standard for casinos in the region's biggest casino markets: Singapore, Macau and the Philippines. And a few places sit in between or above: Thailand's gambling law sets 20 for licensed games4, and Japan's public sports betting, covering horse racing, keirin, boat racing and auto racing, is likewise limited to those 20 or older5.
The age can differ within a single country. Singapore is the clearest case: the statutory age for entering a casino is 21, but betting on horse racing or sports and buying lottery tickets stays at 188. Macau works the same way, with 21 for casinos and 18 for racing and football betting3. So the question is never just "how old do I have to be to gamble here" but "how old do I have to be for this particular game."
Ages at a glance
Here is the practical picture, jurisdiction by jurisdiction, for the games the facts cover.

| Jurisdiction | Casinos | Lottery | Sports and racing betting | Notes |
|---|---|---|---|---|
| Hong Kong | n/a (no casinos) | 18 | 18 | One age for all legal gambling1 |
| Macau | 21 | n/a | 18 for racing, football and basketball | Age raised from 18 to 21 in June 20117 |
| Singapore | 21 | 18 | 18 | Applies to everyone, citizen or visitor2 |
| Malaysia | 21 | 21 | 21 | Legal age set at 217 |
| Philippines | 21 at major Manila casinos | n/a | n/a | Newport World Resorts and Okada Manila both set 219 |
| Thailand | 18 (planned casino age) | 20 under the Gambling Act | 20 under the Gambling Act | Licensed games barred under 204 |
| South Korea | 18 general; 19 at foreigner-only casinos | n/a | n/a | Paradise Casino admits foreigners 19 and over with a passport12 |
| Japan | n/a (no casinos yet) | n/a | 20 for public sports betting | Horse racing, keirin, boat racing, auto racing5 |
A few of these deserve a closer look.
Hong Kong is the simplest: 18 for everything. The government has confirmed the current legal gambling age is 181, and the Hong Kong Jockey Club states plainly that persons under 18 may not bet or enter betting premises13. There is no higher casino age because there are no casinos.
Singapore runs a two-tier system. The Gambling Control Act sets 18 as the minimum for betting and lottery products, and 21 where the gambling involves a live broadcast of a sporting event at the venue, while casino entry stays at 21 under the Casino Control Act14. When the bill was introduced, the Ministry of Home Affairs explained the split: 18 covers betting at racecourses and off-course outlets as well as lottery and sports betting at venues without a live broadcast, and 21 governs everything else14.
Macau raised its casino entry age from 18 to 21 in June 20117, and Law No. 10/2012 now bars anyone who has not completed 21 years of age from entering casinos15. Betting on horse racing, football and basketball remains at 183.
Thailand sets its age in the Gambling Act B.E. 2478 itself: it is prohibited for persons under 20 years of age, or those who have not come of age, to play licensed games4. With casino legalization under discussion, the age being cited for the planned resorts is 1811.
South Korea is cited at 18 as the general legal casino age6, but individual foreigner-only casinos can set their own bar higher: Paradise Casino admits foreigners aged 19 or older holding a passport, along with South Korean nationals holding overseas permanent residency12.
The Philippines major Manila properties, Newport World Resorts and Okada Manila, both restrict gambling to those 21 and above9.
For comparison, the United States follows the same split Asia does: 18 for lotteries and charity bingo in most states, 21 for casinos and slot machines7.
What the law says
Age limits are written directly into gambling legislation, not left to operators. Three examples show how.
In Thailand, the age sits in the Gambling Act B.E. 2478, Section 7(3), which prohibits persons under 20 or those who have not come of age from playing the game, covering all licensed games except one listed exception4. The age is part of the statute itself, so it applies uniformly across the licensed games the Act permits.
In Singapore, the Gambling Control Act 2022 sets out minimum ages in a table in section 13: 18 for on-course and off-course betting, 18 for place-based gambling involving a lottery or betting on a sporting event without a live broadcast, and 21 for place-based gambling with a live broadcast of a sporting event14. The Act also creates a family of underage offenses: gambling with an underage individual, gambling by an underage individual, entering a gambling venue, using false evidence of age, inducement of an underage individual to gamble, and unlawful employment of a young person in gambling16. The Minister responsible for family and child welfare can raise any of these ages by order in the Gazette14.
In Hong Kong, the Gambling Ordinance prohibits operators of gambling establishments from accepting or allowing persons under 18 to take part in gambling activities17. The duty sits on the operator as well as the player.
Macau's casino age comes from Law No. 10/2012, which defines the minimum age for casino entry and the exclusion regime for entry bans18. The same law also bars anyone under 21 from working in a professional capacity inside casinos15.
Beyond the statutes, 18 has become the international reference point: the World Lottery Association prescribes 18 as the recommended legal gambling age in its responsible gambling guideline19, and online gambling sites commonly set their floor at 18 or the local legal age, whichever is higher20.
Who it applies to
Age limits apply to everyone physically present in the jurisdiction, whatever their passport says. They are not rules for citizens only.
That said, a few points differ by who you are.
In South Korea, the casinos themselves are divided by nationality: foreigner-only casinos admit passport-holding foreigners aged 19 or over, and South Korean nationals with overseas permanent residency12. The general legal casino age cited for the country is 186, so the venue's own entry policy can be stricter than the national minimum.
In Macau, the government considered whether the 21-year casino entry age should differ for visitors and decided it should not: non-residents, meaning tourists, should receive the same protection, so the age is not lowered for them21. A 21-year-old tourist and a 21-year-old resident face the same door.
In Singapore, the casino entry age of 21 applies to anyone entering a casino, citizen or visitor22, and the Gambling Control Act's reach is deliberately wide: it extends to betting and gaming conducted outside Singapore in which persons physically present in Singapore bet or play, and to gambling conducted in or from Singapore for persons physically outside it16. Where you are matters more than who licenses the operator.
One more distinction matters for younger readers in Singapore: the Act's underage gambling offense applies to gambling with both legal and unlawful operators, so being underage is not a defense anywhere, licensed or not23. Social gambling among family and friends at home, which the Act legalizes when it is not in the course of any business, is treated separately23.
Penalties and enforcement
The penalties for gambling underage are real, and in some places they fall on the player, not just the operator.

Singapore has the most detailed schedule.
- An underage individual who gambles commits an offense and faces a fine of up to S$1,50016.
- Entering an approved gambling venue during a restricted period, or opening a remote gambling account while underage, also carries a fine of up to S$1,50016.
- Using false evidence of age to gamble, enter a venue or open a remote gambling account is treated more seriously, with a fine of up to S$10,00016.
- Beyond the age rules, being found in an unlawful gambling place carries a fine of up to S$10,000, imprisonment for up to 6 months, or both16.
Hong Kong penalizes illegal gambling participation regardless of age: betting with an illegal bookmaker can bring a maximum fine of HKD 50,000 and 9 months' imprisonment on conviction24, and the government has repeated that participation in illegal gambling, including illegal online betting, can carry 9 months' imprisonment and a fine25. For anyone under 18, the legal products are simply off limits: persons under 18 may not bet or enter betting premises13.
Operators carry duties too. Singapore licensees must bar excluded persons from gambling, may remove them from premises, and may refuse to pay winnings to an underage individual or an excluded person16. Macau's Law No. 10/2012 pairs the entry age with a self-exclusion regime: patrons, or direct family members on their behalf, can apply for voluntary self-exclusion or third-party exclusion from all or some casinos for up to two years26.
The practical takeaway is simple: if you are under the age for a game, you can be fined for playing it, and if you lie about your age to get in, the penalty is several times higher. If you want the wider picture of what players face across the region, see penalties for gambling in Asia.
What it means for visitors and expats
For most visitors, the age question comes down to one number at one door. Here is how to think about it before you travel.
Check the venue's age, not just the country's. The national minimum is a floor, not a guarantee. South Korea's general casino age is cited at 186, but Paradise Casino sets its own bar at 19 for foreigners12. Manila's big casinos set 219. A venue can always be stricter than the law requires, so check the property's own rules before you line up at the door.
Carry your passport. Foreigner-only casinos in South Korea admit passport-holders from 1912, and casinos across the region check ID at the threshold. If you look anywhere near the limit, expect to show it. Our page on ID and documents needed to enter a casino in Asia covers what to bring.
Expect the casino age to be the highest age you will meet. In Singapore, Macau and the Philippines, 21 is the casino number, while lotteries and sports betting in Singapore sit at 188. If you are 19 or 20, you may be old enough for some products and not others, and the split is not always obvious from the signage.
Online sites apply the stricter of two ages. Operators such as SBOBET require customers to be at least 18 or the legal age required for gambling in the customer's jurisdiction, whichever is greater20. So a 19-year-old in a 21-age jurisdiction does not qualify, even on a site whose headline says 18.
Your home country's age does not travel with you. What matters is the age where you are standing. Macau explicitly declined to lower its casino age for tourists21, and Singapore's law reaches gambling by persons physically present in Singapore wherever the operator sits16. If you are unsure how the rules treat visitors overall, start with gambling law for visitors and expats in Asia.
Ages can change. Macau moved its casino age from 18 to 21 in 20117, and Singapore's minister can raise the Act's minimum ages by order in the Gazette14. Before a trip, a quick check of the current rule saves an awkward turn at the door. Our page on recent gambling law changes in Asia tracks the moving parts.
Common Questions
What is the legal gambling age in Asia?
There is no single age. Most Asian jurisdictions set the minimum at 18, but Singapore and Malaysia use 21, Thailand sets 20 for licensed games, and casino entry in Macau and the Philippines is 21. The age can also differ by game within the same country.
Can you gamble at 18 in Macau?
Only for some products. Betting on horse racing, football and basketball in Macau is open from 18, but you must be 21 to enter a casino, and the rule applies to visitors and residents alike.
Why is the casino age higher than the lottery age in some countries?
Legislators treat casinos as higher-risk and set a stricter entry age. Singapore is the clearest example: 18 for lottery, sports betting and horse racing, but 21 to enter a casino. Macau and the Philippines follow the same pattern.
What happens if an underage person gambles in Singapore?
An underage person who gambles commits an offense and can be fined up to S$1,500. Using false proof of age to gamble, enter a venue or open a remote gambling account carries a fine of up to S$10,000.
Do age limits apply to tourists as well as residents?
Yes. Age limits apply to anyone physically present in the jurisdiction, visitor or resident alike. Macau's government has confirmed it will not lower the 21-year casino entry age for tourists.
Do online gambling sites have their own age rules?
Yes. Operators typically require you to be at least 18 or the legal gambling age in your jurisdiction, whichever is higher. The stricter of the two always applies.
