What there is

Macau's casinos are the largest gambling floors in the world, spread across the Cotai Strip and the downtown peninsula, and they never close. The official tourism body confirms that casinos are open 24 hours a day and that the legal age of entry is 211. There is no membership requirement, no entry fee and no reservation needed: if you are 21 or over and can prove it, you can walk off the street into any of the gaming floors run by Macau's six casino operators, from the mass-market halls of Sands Macao to the vast floors of The Venetian Macao and Galaxy Macau.

The entry rules themselves are refreshingly simple. One age limit, 21, covers entering the casino, playing any game inside, and even working on the floor2. A short list of people are barred by law, which we cover under "Who can take part" below. Beyond that, each casino keeps the usual right of admission, meaning management can refuse entry to anyone it considers unsuitable, as long as it does not discriminate on grounds such as sex, race, nationality, residence, language or religion6.

What you will not find at the door is a dress code. Smart casual is the norm on Macau gaming floors, and the checks that actually happen are about age and identification, not clothing. If you want the fuller picture of what waits inside, see casinos in Macau and casino games in Macau.

Where to play

The entry age described earlier applies to every licensed casino in the territory, with no exceptions for venue type or stakes. The major operators state the same in their own terms. Galaxy's responsible gaming pages say the government prohibits anyone under the age limit from entering any casino in Macau and gambling inside, and that Galaxy strictly screens against under-age visitors entering its casino areas7. City of Dreams lists under-21s among the "designated persons" who may not enter or remain in the casino8. Grand Lisboa's terms state that, pursuant to Macao law, persons under the age limit are not permitted to enter casino areas9, and Galaxy Macau's terms say the same10.

Where to play

In practice, this means the rule follows you wherever you go on the Strip:

Venue typeAge to enterNotes
Main gaming floors (Cotai and peninsula)21ID checked at entrance7
Satellite casinos21Same law applies territory-wide1
Casino employment21The age limit also covers working inside casinos2
Horse racing, football and basketball betting18Separate products with a lower age4

One point worth knowing if you are traveling with younger adults: the 21 rule is specific to casinos. Betting on horse racing, football and basketball keeps a legal participation age of 184, so an 18-year-old in your party cannot accompany you onto a gaming floor but can legally bet on sports through the approved channels described on our sports betting in Macau page.

If you are visiting from Hong Kong or further afield, our page on gambling in Macau as a visitor covers the practical side of getting to the casinos, and money and payments at Macau casinos explains how chips, cards and cash work once you are inside.

How it works

The age limit is set by Law 10/2012, which raised the minimum age for casino access from 18 to 21 and defines the exclusion regime for entry bans, whether on your own request or at the request of a third party11. Before that change, the old regime under Law 16/2001 barred only under-18s from gaming rooms12, and going back further, a 1984 decree set the age at 21 for Macau residents but 18 for non-residents, with 18 also applying to keno and slot-machine rooms3. The move toward a single age of 21 was first announced in 2008, when the government declared its intention to raise the entrance age from 18 to 2113, and the change was phased in over a three-year period so that casino employees already working on the floors could keep their jobs while reaching the new minimum age13.

At the door, the process is straightforward. Security staff at casino entrances check identification, particularly for anyone who looks young, and the operators actively screen for under-21s7. A passport is the safest document for visitors; residents use their Macau ID card. If you cannot prove your age, you will be turned away, and both the person who enters underage and the casino that admits them face penalties1.

Once inside, the right of admission stays with the house. Law 16/2001 reserves the right of admission in casinos, in particular in gaming rooms or areas12, and Law 10/2012 lets concessionaires stop anyone they consider unsuitable from entering, or ask them to leave, subject to the non-discrimination principle covering sex, race, nationality, residence, language or religion6. In everyday terms: the age check is the law, but beyond that, floor staff can decline entry or ask you to leave at their discretion, and arguing is not a strategy that works.

The law also draws a hard line around the gaming areas for people who have asked to be kept out. Macau operates a voluntary self-exclusion scheme, alongside third-party exclusion, in which patrons or direct family members can request a ban from all casinos or from some of them, for a maximum period of two years5. If you want the full process, our page on self-exclusion from Macau casinos walks through it step by step, and gambling help in Macau lists where to turn if gambling is becoming a problem.

Who can take part

Anyone who meets the entry age given earlier can enter and play, whether they are a Macau resident, a foreign resident, or a tourist passing through for the day. The rule applies to both locals and visitors, and under-age entrants and the casinos that admit them are penalized1. That symmetry is worth stating plainly because it was not always so: before the 2012 reform, residents and non-residents faced different ages3. Today there is one rule for everyone.

Who can take part

Alongside the age limit, the law lists categories of people who may not enter or remain in casinos. Under Law 10/2012, entry is barred to:

  • persons who have not completed 21 years of age
  • persons notoriously drunk or under the effect of drugs
  • carriers of weapons, devices or explosive materials3

The earlier regime under Law 16/2001 also kept out incapacitated persons, quasi-prohibited persons, culpable undischarged bankrupts, public administration staff unless authorized or on duty, off-duty casino employees, and persons carrying recording devices into gaming areas14. Operators add their own wording: City of Dreams bars under-21s, persons with intellectual disabilities and interdicted persons from entering or staying in the casino8.

For most readers, the practical picture is short. Anyone who meets the entry age, is sober, carries ID and brings nothing barred from a gaming area can use the casinos of Macau around the clock. For those under the age limit, the gaming floors are closed entirely, but sports and racing betting remain available from 184. And for anyone who wants the casinos closed by choice, for themselves or a family member, the exclusion system exists for exactly that purpose5.

Common Questions

What is the minimum age to enter a Macau casino?

You must be at least 21 years old to enter, play in, or work in any casino in Macau. The rule applies equally to local residents and to tourists, and casinos check ID at the entrance, so carry a passport or other valid identification.

Do I need my passport to get into a Macau casino?

Yes, carry a passport or an official ID card. Staff at casino entrances routinely check identification, especially if you look young, and anyone who cannot prove they are 21 or over will be refused entry.

Is there a dress code at Macau casinos?

There is no formal dress code for the gaming floors. Smart casual clothing is the norm and is accepted everywhere. Beachwear and very scruffy clothes may draw attention, but the main gatekeeper is the age check, not what you wear.

Can 18-year-olds gamble on anything in Macau?

Yes. While casinos are closed to anyone under 21, the legal age for betting on horse racing, football and basketball stays at 18, so younger adults can still use those products.

Can I ban myself from Macau casinos?

Yes. Macau runs a voluntary self-exclusion scheme, and direct family members can also request that a relative be excluded. A ban can cover all casinos or just some of them, and lasts for a maximum of two years.

Are Macau residents allowed in the casinos?

Yes, residents aged 21 and over can enter and play like anyone else. The age rule and the other entry restrictions apply to locals and visitors in exactly the same way.
