What there is
A satellite casino is a casino that sits inside a hotel belonging to a company that does not itself hold a Macau gaming license. The hotel owner provides the property, and one of the licensed concessionaires, such as SJM Resorts or Galaxy Entertainment Group, runs the gaming floor under its own license. The arrangement dates back to the liberalization of Macau's casino market in the 2000s, when operators expanded quickly by attaching casinos to existing hotels rather than building resorts from scratch6.
The model produced some of Macau's most distinctive gaming floors. Pharaoh's Palace Casino, opened in 2003 inside The Landmark Macau, was the first themed casino in the city, with Egyptian-inspired decor across roughly 17,644 square meters of floor space7. Babylon Casino, opened in 2006 at Macau Fisherman's Wharf, spreads over three floors with more than 10,000 square meters of Babylonian-themed architecture, including stone pillars carved with mythical beasts8. Ponte 16, home to a casino and hotel complex on the Inner Harbour, is the only integrated entertainment resort in that district9.
The satellite era is now largely over. When Macau's new gaming concessions took effect in 2022, the 11 satellite casinos that reached agreement with the concessionaires were allowed a three-year transition period, running to the end of December 2025, during which they could keep operating under the existing model10. Most owners decided not to continue past that deadline. At least nine of the 11 were expected to cease operations by December 31, 20252.
The closures happened in waves through 2025. Emperor Palace Casino, which opened in 2006 and had already withdrawn once in mid-2022 before applying to reopen in early 2023, stopped operating at 11:59 pm on October 30, 20251. Waldo Casino, a venue on Avenida da Amizade, closed at 11:59 pm on October 31, 2025, one day later12. Under arrangements approved by the regulator, Waldo's gaming tables were reallocated to other Galaxy casinos, and Emperor Palace's tables and machines went to other SJM Resorts casinos1.
Where to play
If you are looking for the satellite experience today, your options are narrow. As of late November 2025, the remaining satellite venues were Casino Landmark on Beijing Street, Casino God of Wealth and Kam Pek Paradise3. Pharaoh's Palace Casino inside The Landmark Macau is a member-only casino catering to mass-market players, open 24 hours daily, with mass gaming, premium mass, VIP rooms and a slot machine hall7. Babylon Casino at Macau Fisherman's Wharf serves both mass-market and VIP customers, with self-operated VIP rooms under the New Legend brand8.

Ponte 16 remains the place to head in the Inner Harbour district. The complex is the only integrated resort in that part of the city, combining the casino with a hotel on the waterfront9. You can reach its customer service line on (853) 8861 8888 or email info@ponte16.com.mo14.
L'Arc Macau, on Avenida 24 de Junho No. 278 in NAPE, was another hotel-casino in this family, reachable on (853) 2880 888815. Check current status before making a trip, since the satellite landscape has been changing month by month.
From January 1, 2026, Melco operates three Mocha slot clubs through a management company, a structure that lets those venues continue beyond the transition deadline4. Mocha clubs are slot-focused lounges, a different feel from the table-game floors of the classic satellites.
For the full resort experience, the big integrated properties described on our casinos in Macau page are unaffected by the satellite wind-down.
How it works
Under the old model, the satellite casino's hotel owner hosted the gaming floor and shared in its results, while the licensed concessionaire supplied the tables, machines, staff and regulatory cover. The venue appeared in the concessionaire's totals, and the DICJ, Macau's gaming regulator, oversaw it like any other casino. When a venue closed, its equipment did not simply disappear: with regulator approval, gaming tables and machines were reallocated to other casinos in the same group, as described above for Waldo and Emperor Palace1.
The 2022 regulatory change required satellite operators to convert to a "management company" model, in which the hotel owner would simply be paid a management fee rather than share directly in gaming revenue16. The concessionaires and the government gave the satellites a three-year transition period to make that switch, ending in December 202510. Most chose to close instead: of the 11 satellite casinos that carried on under the new concessions, seven were set to close formally by the deadline3.
The wind-down has been orderly rather than abrupt, and the closures touched real jobs: 71 employees worked at Emperor Palace alone14.
Games and products
Satellite casinos were typically compact operations built around table games. The table below shows the opening setups of three of them.
| Venue | Opened | Tables | Games and other details |
|---|---|---|---|
| Waldo Casino | End of 2004 | 63, of which 40 were VIP tables | Plus 83 slot machines13 |
| Grandview Hotel Casino, Taipa | June 12, 2008 | 28 in its first phase, out of a planned 49 including two VIP rooms | Baccarat, sic bo, blackjack and three-gong baccarat, under Melco Crown Gaming17 |
| Dragon Hotel and Casino, NAPE | September 26, 2017 | 20, with hopes of growing to 25 | Transferred from SJM and Golden Dragon Casino, mainly for the mass market18 |
The Diamond Casino in the Holiday Inn showed the typical layout at its peak: 28 tables on the main floor, 48 slot machines, and 27 VIP tables on the third and fourth floors19. Babylon Casino offers a range of table games and slot machines across its three floors8, and Pharaoh's Palace adds premium mass and junket VIP rooms to the usual mix7.
On a normal night the floors could be quiet. When reporters visited Royal Golden Castle around 11:15 pm on its final night, the venue had about 20 tables with only 4 open, and just two or three customers playing20. If you go expecting the energy of the Cotai resorts, a satellite floor will feel small and local, which for many players was exactly the appeal.
Costs, prizes and payouts
Satellite casinos built their reputation on low betting thresholds. Guests interviewed as the transition period ended noted that the low thresholds were exactly what drew entry-level gamblers, giving casual players a place to try the games without the minimums of the big resorts. That appeal was the sector's defining feature in its final years, and it is what the resort casinos on the Cotai Strip never really offered.
Payouts work the same as anywhere else in Macau. Table games pay at standard odds, chips are bought at the cage or from dealers, and you cash out at the chip exchange counter before leaving. There is no tax on your winnings to worry about at the table; see our page on tax on gambling winnings in Macau for how it works.
One practical point matters more than it used to: exchange your chips before a venue closes. Once a casino shuts, redeeming old chips becomes far harder. If you hold chips from a venue that has announced a closing date, go exchange them before the deadline. Details on handling money generally are on our money and payments at Macau casinos page.
Who can take part
The rules are the same as for any Macau casino, and they apply to everyone regardless of nationality. Visitors, foreign residents and locals alike may enter, subject to the standard entry rules, which our casino entry rules in Macau page covers in full. Casinos in Macau are open 24 hours5.

A few groups are barred from gaming areas under Macau law: persons under legal incapacity, undischarged bankrupts, public administration staff unless authorized or on duty, off-duty casino employees, people who are intoxicated or under the influence of drugs, and anyone carrying weapons, explosives or recording devices. Separately, senior officials, including the Chief Executive, principal office holders, Executive Council members and directors of the concessionaires, may not gamble in the casinos under their own concession, though they keep free entry21.
Practical tips
A few things worth knowing before you visit what remains of the satellite scene:
- Check before you travel. The list of open venues has been shrinking through 2025, and the three reported survivors in November 2025 may change again. A quick call ahead saves a wasted trip. Ponte 16's line is (853) 8861 888814; L'Arc Macau is on (853) 2880 888815.
- Expect a local, low-key crowd. Satellite floors served neighborhood and hotel guests rather than tour groups, so do not expect the bustle of the Venetian.
- Cash out chips promptly. Once a venue closes, redeeming its chips becomes far harder. Do not leave chips sitting in a drawer after a closure.
- Use the free shuttles where offered. The Grandview Hotel ran free shuttle buses between the hotel and the Border Gate, the Macau-Hong Kong Ferry Terminal and the Taipa Pac On Ferry Terminal when its casino opened17; similar services exist at other hotel-casinos. Our page on getting to and around Macau's casinos has the general picture.
- Know where to get help. Responsible gambling information kiosks are installed at Studio City Casino, Wynn Palace Casino, Galaxy Macau Casino, The Parisian Macao Casino, MGM Cotai Casino, The Venetian Macao Casino and Grand Lisboa Palace Casino22. If you want a break from play altogether, see our page on self-exclusion from Macau casinos.
- If a satellite is on your list, go soon. The three-year transition period ended in December 2025, and the remaining venues operate under new arrangements4. The classic satellite casino is now part of Macau's gambling history, which our history of gambling in Macau page traces in full.
Common Questions
What is a satellite casino in Macau?
A casino located inside a hotel that a third-party company owns, but which operates under the gaming license of one of Macau's main concessionaires such as SJM or Galaxy. The hotel owner provides the venue and the concessionaire runs the gaming.
Are satellite casinos in Macau closing?
Most are. Of the 11 satellite casinos that continued after the 2022 license renewal, at least nine ceased operations by December 31, 2025, including Emperor Palace, Waldo and Royal Golden Castle. A few continue under new arrangements.
Which satellite casinos are still open?
As of late November 2025, reports listed Casino Landmark, Casino God of Wealth and Kam Pek Paradise as the remaining satellite venues, alongside Mocha slot clubs, which Melco continues to run through a management company from January 2026.
What happens to chips from a closed satellite casino?
Before a casino closes, its chip exchange counter stays open so players can cash out. At Emperor Palace, for example, only the slot floor and the second-floor chip exchange were open in its final days. Exchange chips before the closing date.
Why did Macau's satellite casinos close?
A regulatory change that took effect in 2022 required satellite casinos to move to a management company model within a three-year transition period ending in December 2025. Most owners chose to close rather than convert.
Do satellite casinos have lower minimum bets?
They often did. Guests interviewed at closing time noted that low betting thresholds attracted entry-level players, though one venue, Royal Golden Castle, had minimum bets of MOP 300 to 500 on its final night.
