Melco Resorts (Macau) S.A. announced on 19 November 2025 that Mocha Grand Dragon will formally cease operations at 23:59 on 24 November 20251. The company said the shutdown process is being carried out in accordance with the law and that it is working closely with the Gaming Inspection and Coordination Bureau (DICJ) to ensure each stage of the closure is completed in an orderly way1.

The DICJ said it will strictly supervise the shutdown procedure and will send staff to the site to monitor the entire process, ensuring Melco ends the operation of the slot club in line with the plan it submitted to the government1. The bureau also said the 44 employees at the Mocha Grand Dragon slot machine venue are all Melco employees, and that it will stay in close contact with the Labour Affairs Bureau to ensure Melco fulfils its commitments on redeploying them and protecting their pay, benefits and working conditions1.

Melco said the slot machines at Mocha Grand Dragon will be reallocated to its other casinos in the Macau Special Administrative Region, with DICJ approval1. Customers holding slot machine cash vouchers (TITO) can use them at Altira Macau, Mocha Inner Harbour, Mocha Golden Dragon and Mocha New Sintra1. Local staff currently at Mocha Grand Dragon will be reassigned to Melco's other casinos and gaming areas in Macau according to operational needs1.

The closure is part of a wider retreat. Melco announced in June that it would close three Mocha clubs: Mocha Royal, Mocha Kwong Fat and Mocha Grand Dragon1. Mocha Kwong Fat closed earlier, in September1. Separately, Macau's 11 satellite casinos announced on 9 June that they would not continue operating beyond this year, and several have closed ahead of schedule1. As of the report, Galaxy's Waldo Casino, Melco's Grand Dragon Casino, Kam Pek Casino, L'Arc Macau, Emperor Casino and Royal Golden Fortress had already closed, leaving only Landmark Casino, Fortuna Casino and Kam Pek Paradise on Rua de Pequim1. SJM Resorts had earlier announced acquisitions of Ponte 16 and Arc of Triumph1.

What it means for players

Mocha Grand Dragon is a slot club, so the practical effect falls on machine players rather than table players. Anyone holding a TITO voucher issued at Mocha Grand Dragon can still redeem it, but only at Altira Macau, Mocha Inner Harbour, Mocha Golden Dragon and Mocha New Sintra1. The machines themselves are not leaving Macau; they are being moved to other Melco properties in the territory1. Players who used Mocha Grand Dragon as their regular venue will need to use one of those other locations, and the wider pattern of satellite casino closures means the number of smaller, neighborhood-style gambling venues in Macau is shrinking1. Details of any changes to opening hours, machine counts or game mix at the receiving venues have not been reported.

What happens next

The formal shutdown takes effect at 23:59 on 24 November 20251. DICJ staff will be on site to monitor the process1. Melco's redeployment of the 44 affected employees, and the transfer of the slot machines to its other Macau casinos, are to proceed under the plan submitted to the government1. No further closure dates for other Mocha clubs have been reported beyond those already announced.
