What Are the HKJC Fixed Odds Football Betting Rules?

The HKJC football betting rules are the terms that bind every bet you place, covering bet types, how winnings are rounded, the no-folding ticket rule and what happens when a match is declared void.

What the fixed odds football betting rules cover

The rules are not one document. HKJC publishes them as a set of chapters, and the chapter that matters most to an ordinary bettor is Chapter 2, the general rules. That chapter sets out the things that apply to every football bet regardless of which market you picked: the currency, how you can pay, the limits the operator can impose, and what happens when something goes wrong with a match2.

The individual bet type pages on the HKJC site carry their own note that the content is for reference only and that the binding terms are in the Football Betting Rules5. That is worth knowing before you argue about a settlement. The friendly explainer page is not the contract. The PDF is.

A few practical points sit in the general rules and catch people out:

  • Currency. All football bets must be made and settled in Hong Kong currency. You cannot stake in another currency and expect the payout in it2.
  • Payment. The accepted methods are cash, cash voucher, or your betting account, unless the operator announces otherwise2.
  • Stake and payout limits. The operator can set maximum or minimum unit stakes, total stakes, and a maximum payout per ticket, per bet, per bet type and per betting day. It can change these without prior notice2.
  • Rounding. Winnings on a winning fixed odds football bet are calculated to the nearest 10 cents, up or down3.

That last one is small but real. If your calculated return lands on an odd figure, it gets rounded to the nearest ten cents. It is not a fee and it is not a deduction. It is just how the payout is expressed.

The rules also cover the less pleasant scenarios. If a bet fails to be recorded because of a facility failure, or a valid bet becomes unidentifiable because of later failure or damage, the operator's liability is limited to refunding the stake it collected3. And a supervisor at a betting location can refuse money for a bet, cancel acceptance of a bet, or order a person to leave, without giving a reason3.

Bet types: fixed odds and pari-mutuel football bets

HKJC operates pari-mutuel and fixed odds betting on selected overseas football matches6. The two work differently, and the rules treat them separately.

Bet types: fixed odds and pari-mutuel football bets

With fixed odds, the price is set when you place the bet. With pari-mutuel, the pool is shared out among winning tickets after the event, so the final dividend depends on how much was staked in total. If you want the longer explanation of why one number moves and the other does not, see fixed-odds vs pari-mutuel betting.

On the fixed odds side, the operator decides from time to time which bet types are offered for a given match or match day2. In practice the menu is wide. The main markets include:

MarketWhat you are betting on
Home/Away (HAD)The match result: home win, away win or draw7
HandicapThe result after a goal handicap is applied4
Correct ScoreThe exact full-time score8
Total GoalsWhether total goals go over or under a line7
First Goalscorer and related scorer marketsWhich player scores first, last, next or at any time7
Corner marketsTotal corners, team corners and corner handicaps7

Correct Score is the one that needs the most care, because the winning outcomes are a fixed list rather than any score you like. A home win covers 1:0, 2:0, 2:1, 3:0, 3:1, 3:2, 4:0, 4:1, 4:2, 5:0, 5:1 and 5:2, plus the "Home Others" buckets. An away win covers 0:1, 0:2, 1:2, 0:3, 1:3, 2:3, 0:4, 1:4, 2:4, 0:5, 1:5 and 2:5, plus the "Away Others" buckets. Draws cover 0:0, 1:1, 2:2, 3:3 and "Others"8. If the score falls outside the listed options, it lands in the relevant "Others" bucket, which is why those buckets exist.

You can also combine markets. A mixed parlay lets you pick different bet types across different matches, from 2 legs up to a maximum of 88. The eligible markets for a mixed parlay include Home/Away, First Half Home/Away, Handicap, First Half Handicap, Total Goals, Team Total Goals, First Half Total Goals, Correct Score, First Half Correct Score, First Team to Score, Odd/Even Goals, First Goalscorer, Last Goalscorer, Next Goalscorer, Anytime Goalscorer, Half/Full, Next Team to Score, and the corner markets8. If you are new to multi-leg betting, parlays and accumulators walks through how the legs multiply together.

One restriction to note: on the same match, the home team and away team options of team corner over/under, team first half corner over/under and team extra time corner over/under cannot be combined in the same single or accumulator bet. You have to bet the two sides separately5.

In-play betting is available at the operator's discretion on any football bet or tournament bet3. In-play markets settle on the half-time and full-time result in normal playing time, excluding extra time and penalty shootouts9. If a match goes to extra time, the in-play score resets to 0:0 for that period5. For anytime goalscorer bets, every designated player who scores wins, but if the same player scores more than once the winning bet is paid only once5. A designated player is one on the HKJC betting list; players in the match who are not on that list are not designated5.

Ticket paper rule: betting tickets must not be folded

This one sounds trivial and is not. The rules state plainly that betting tickets must not be folded3. The same requirement appears in the horse racing rules, so it is a house-wide handling rule rather than something specific to football10.

The fuller version in the general rules explains the rest of the ticket handling: the ticket should be marked with a blue ball-point pen, each selection marked with a vertical stroke entirely within the box margins, the ticket must not be folded, and no alteration or correction is permitted2.

Why does it matter? A paper ticket is your proof of the bet. If it is folded, creased or altered, it can fail to scan or be rejected at the counter, and that is exactly the moment you are trying to collect. The practical habit is simple: keep the ticket flat, keep it clean, do not write on it beyond the required marks, and do not fold it to fit a wallet.

If you are collecting rather than placing, the same logic applies. Winning tickets and refund claims must be presented for payment at a betting location on any betting day within 60 days after the betting day on which the relevant match, or the last match in the case of an all-up bet, was held2. Winnings or refunds not claimed within 60 days are forfeited3. There is a separate page on the HKJC football winnings deadline if you want the claim process in more detail.

Two more general rules are worth knowing before you rely on a ticket:

  • You cannot withdraw a valid football bet once it is placed3.
  • If it is established that a backer was under 18 when placing the bet, the bet may be declared void and any dividend or refund forfeited11. The license conditions require HKJC not to accept bets from juveniles and not to accept credit betting12.

When a match is declared void: how void match refunds work

A match can be declared void for reasons that have nothing to do with you: postponement, abandonment, or a decision by the operator. The rules handle it in a specific way, and the treatment differs between single bets and parlays.

For single bets, all bets on a void match are declared void and the stakes are refunded3. For parlay bets, the bet stays alive. All football bets on a void match remain valid, and the odds of all possible outcomes of that void match are treated as "1"3. In plain terms, the void leg counts as one successful leg at odds of 1.00, and the rest of your parlay settles normally4.

That is the same treatment across the main markets. Handicap bets on a void match: singles refunded, parlays count as one successful leg at odds of 1.004. Correct Score: same8. Home/Away: same7. Half-time/full-time bets are the exception worth flagging, because if a match is declared void, all half-time/full-time football bets are refunded13.

There are carve-outs. Bets are not refunded if the outcome was already determined, if the bet was already settled early, or if the operator decides otherwise11. And the operator can declare a ticket void if it considers the bettor knew an event or result, or that a team gained a significant advantage such as a goal, a penalty, an opponent red card or opponent injuries, before the bet was placed or became valid, whether or not the bet won3.

This is not hypothetical. When HKJC declares a match void, all Football Bets on that match are declared void and refunded, except bets whose outcome is already determined, bets already settled by Early Settlement, or as the operator decides otherwise14. If you held a single on that match, you got your stake back. If you held it in a parlay, the leg became a 1.00 and the rest of the bet carried on.

A few related situations are handled differently from a void match:

  • Match played earlier than scheduled. If a match is played earlier than scheduled, all football bets accepted by the operator before the match started remain valid3.
  • Notice of a void ticket. A notice declaring a physical betting ticket void must be posted for at least 24 hours from the time of the announcement, at the operator's headquarters or the betting location where the ticket was sold3.
  • Unclaimed revised payouts. Revised payouts not claimed by the deadline, or where satisfactory identification is not provided or the operator's conditions are not accepted, are forfeited3.

If your match was abandoned rather than declared void, the treatment can differ, and there is a separate page on what happens to an HKJC bet if a match is abandoned.

For comparison, the equivalent mainland China game, Jingcai, stops sales and refunds stakes if a match is postponed and not played within the period set by the center15. The principle is similar: you get your stake back rather than a settled bet.

Common Questions

What bet types does HKJC offer on football?

HKJC offers fixed odds and pari-mutuel football bets on selected overseas matches. Fixed odds markets include Home/Away, Handicap, Total Goals, Correct Score, First Goalscorer and corner markets, and you can combine different bet types across matches in a mixed parlay of 2 to 8 legs.

Why must HKJC betting tickets not be folded?

The rules require physical betting tickets to be kept unfolded so the printed details stay readable and machine-scannable. A folded ticket can fail to scan at the counter, which delays or blocks your payout or refund claim. Keep it flat until you cash it.

Where are the HKJC football betting rules published?

The full rules are published on the HKJC website as downloadable PDFs, split into chapters. Chapter 2 covers the general rules, and the individual bet type pages on the HKJC site carry a note that they are for reference only and that the Football Betting Rules are the binding document.

What happens to my bet if a match is declared void?

Single bets on a void match are refunded in full. Parlay bets stay valid and the void match counts as one successful leg at odds of 1.00. Bets whose outcome was already determined, or that were already settled early, are not refunded.

What is Chapter 2 of the HKJC football betting rules?

Chapter 2 is the general rules section. It covers the basics that apply to every football bet, including that all bets must be made and settled in Hong Kong currency, the accepted payment methods, stake and payout limits, and the treatment of void matches.

Do I get a refund if a football match is canceled?

If the match is declared void, yes. Single bets are refunded and parlay legs count as successful at odds of 1.00. If the match is merely played earlier than scheduled, bets accepted before kickoff stand. Unclaimed refunds are forfeited after 60 days.
