The Hong Kong Jockey Club published the 17 January 2026 version of Chapter 2, General Rules, of its football betting rules1. The chapter sets out how football bets are placed, settled and paid under the Jockey Club's football betting rules, and it applies to betting in Hong Kong.

The rules state that all football bets must be made and settled in Hong Kong dollars, and that stakes may be paid in cash, by cash voucher or from a betting account1. A bettor cannot withdraw any valid football bet1. Bets only become valid once the club has processed them under the rules and entered them in the official record1.

On paper tickets, the chapter requires entries in blue ballpoint pen, forbids folding the ticket and forbids any alteration or correction on it1. A lost paper ticket must be reported to the club within seven days of the acceptance day of the relevant match, and a damaged ticket within sixty days1. Winnings or refunds must be claimed at any betting location within sixty days of the acceptance day of the match, or of the last match in an accumulator; after that the money is forfeited1. Forfeited sums, after betting duty, go to the Hong Kong Jockey Club Charities Trust as a charitable donation1.

The chapter bars anyone under 18, or anyone wearing a school uniform, from placing football bets, trying to collect winnings or refunds, or entering a betting location unless authorized by the operator1. If a bettor is proven to be under 18, the bets can be declared void and any winnings or refunds forfeited1. The operator may set maximum or minimum unit stakes, total stakes and maximum payouts per ticket, per bet, per bet type or per acceptance day, and may revise those limits at its absolute discretion without prior notice1.

The chapter also covers matches that are rescheduled or void. If a match is played earlier than scheduled, all football bets accepted before it started remain valid1. If a match is void, all bets on it are declared void and stakes refunded, unless the result had already been determined, the bet had been accepted as abandoned with an early payout, or the operator decides otherwise1. In accumulator betting, bets on a void match stay valid and every possible outcome of that match is treated as odds of "1", with listed exceptions for half-time bet types1. The rules are governed by Hong Kong law, and each bettor submits to the exclusive jurisdiction of the Hong Kong courts1.

What it means for players

For anyone betting on football with the Jockey Club in Hong Kong, the chapter sets the practical limits. Stakes and payouts are in Hong Kong dollars only, and a placed bet cannot be pulled back1. Paper tickets carry their own conditions: blue pen, no folding, no corrections, and a seven-day window to report a lost ticket against sixty days for a damaged one1. Winnings and refunds left unclaimed for sixty days are forfeited and passed to the Jockey Club's charities trust1. Under-18s and anyone in school uniform are excluded from betting and from betting locations, and proven underage bets can be voided with the money kept1. The operator can cap stakes and payouts and change those caps without notice, and a betting location manager may refuse a stake, cancel acceptance of a bet or order a person to leave without giving a reason1.

What happens next

The chapter is the version in force from 17 January 20261. No further steps, effective dates or transitional arrangements are set out in the published text, and none have been reported.
