Validity period of cash vouchers

A cash voucher is valid for 180 days from the date it was issued. That is the whole rule, and it is worth reading twice, because the clock starts on the issue date, not the day you first think about using it. If the voucher has not been used to pay for a bet or encashed with the Club within those 180 days, it is forfeited1.

When a voucher is forfeited, the amount on it is treated as a charitable donation to the Hong Kong Jockey Club Charities Trust. The Club also treats the holder as having waived any right to a receipt for that donation. There is no grace period, no extension and no way to reclaim the value once the 180 days have passed1.

One detail catches people out: the validity of each voucher is decided by reference to the Club's official records. Anything written or marked on the voucher itself, and any information printed by the betting terminal or the 運財機 machine, is disregarded if it disagrees with those records. So if a printed date looks different from what the Club's system shows, the system wins1.

If you are holding a voucher and are not sure when it was issued, treat the earliest plausible date as the real one and use it or encash it soon. The 180-day window is generous compared with some other Asian jurisdictions, where winning tickets can expire in 60 days or even 15, but it is still a hard deadline1.

Where vouchers can be used

A cash voucher can be used to pay the stake money for any bet. You can also buy a voucher from the Club specifically to pay bet amounts, which is how many people top up a betting session without carrying a large amount of cash1.

Where vouchers can be used

The same payment options apply across the Club's products.

ProductAccepted payment methods
Horse racing betsCash, cash vouchers and/or a betting account, unless the operator declares otherwise2
Football bettingCash, cash voucher and/or betting account for all football bets, unless otherwise announced3
Lottery entriesCash, cash voucher and/or betting account accepted, unless the operator says otherwise4

All bets must be placed and settled in Hong Kong dollars, so a voucher is a Hong Kong dollar instrument from start to finish5. Cash itself is defined as Hong Kong dollars in the form of banknotes or coins, which is what you get if you encash a voucher for cash rather than a check6.

A few practical points about using a voucher at a counter. Physical betting tickets must not be folded, so keep your voucher and any ticket flat and clean7. Once a valid football bet is placed, you cannot withdraw it, so check the slip before you hand it over7. And if you are betting through an account rather than a voucher, the account must hold enough balance to cover the bet at the moment the bet is made, or the bet is not valid8.

The Club's betting products are limited to horse racing, the Mark Six lottery and football, and that range is set by its license9. There is no HKJC product outside those three, so a voucher is only ever going to be spent on one of them.

Encashing a voucher

Encashment happens at the Club, meaning an off-course betting branch or a racecourse. When you present a voucher that matches the official record, the Club encashes it for you. It is not concerned with disputes between people who both claim the same voucher, which is the practical reason to treat a voucher like cash1.

Payment on encashment is made either in cash or by check, at the Club's choice1. There is no fee for encashing a voucher, and the Club does not charge an FPS handling fee on its instant transfer service either, though your own bank may charge under its own terms10.

You do not need a betting account to encash a voucher. The Club pays the person presenting the voucher, so a visitor or a one-off customer can walk into a branch with a voucher and walk out with the money1. A betting account only becomes necessary if you want winnings paid into an account, or if you want to use the eWallet and the app services that go with it11.

Once a voucher is used to pay for a bet, or is encashed, it becomes the property of the operator and must be surrendered to the Club1. So do not expect to keep a canceled voucher as a record. If you want a record of the transaction, note the details before you hand it over.

If you are encashing on behalf of someone else, understand that the Club pays the bearer. It will not mediate a dispute between claimants, so whoever holds the voucher and presents it is the person who gets paid1.

Digital guides and account services

The Club publishes a digital guide covering its apps and online services, including10:

Digital guides and account services
  • Simplified one-time password login
  • Account opening and resets
  • Bank account updates
  • The Betting Combo
  • HKJC TV and Racing Touch apps
  • FPS transfers
  • The eWallet
  • The online customer center

The eWallet is the piece most relevant to vouchers and payouts. It handles bet placement, deposits and withdrawals at racecourses or betting branches, and cashless transactions10. Winnings are deposited automatically into the HKJC eWallet, and no registration is required even for prizes over HKD 5,000,00010. Electronic lottery tickets are stored in the eWallet so they are not lost and can be checked later12.

Only bettors who successfully become betting account holders may be permitted to use the eWallet11. The eWallet cannot be transferred and may only be used by the betting account holder who is permitted to use it11. The Club can restrict the hours of use, the services available, the number of uses per user per day or period, and the amount involved in any transaction11. Once you give an instruction through the eWallet to bet, withdraw or transfer funds, that instruction cannot be changed or withdrawn11.

A betting account is personal. It may only be used by the account holder for personal betting activities8. Winnings, refunds and rebates are credited to the account used for the bet and cannot be used for further betting until the operator approves8. If an account is terminated and no designated bank account is available, the remaining balance goes to a suspense account, and if it is not claimed within 365 days of termination it is forfeited and treated as a charitable donation to the Hong Kong Jockey Club Charities Trust8.

To open an account, new applicants must apply in person at any off-course betting branch or racecourse14. Applicants must provide proof of age when opening a betting account, and confirm with the account number and password when using it9. The Club's online customer center, Racing Touch, eWin and 馬會投注三合一 all have a customer service chatbot available if you need help with a voucher or account question12.

The Club's betting account and betting-related services are intended for use in Hong Kong only and are governed by Hong Kong SAR law. If you use them while outside Hong Kong, you are responsible for checking and complying with the laws that apply where you are15.

What the guides do not cover

The Club provides cash betting and account-based betting only. No credit facilities and no credit card betting are allowed16. The same restriction appears in Chinese: only cash and account betting are accepted, credit card account betting is not accepted, and no lending is provided9. The government's licensing conditions require the Club not to accept bets from juveniles and not to accept credit betting17.

That means a cash voucher sits inside a cash-only system. You cannot use a voucher to draw credit, and you cannot top one up on a card. If you want to bet and you do not have cash or a voucher, your only route is a funded betting account.

A few things the guides do not answer. There is no published fee for encashing a voucher, and none appears in the rules1. There is no stated minimum or maximum voucher value in the material available, so the counter is the place to ask if the amount matters to you. And there is no way to extend the 180-day window or to have a forfeited voucher reinstated1.

For the wider picture of how betting payments work in the region, including cards, transfers and e-wallets, see Gambling Payments in Asia. If you want to understand how the Club's own transfer service compares with a normal bank transfer, HKJC FPS vs Bank Transfer walks through it. For the account side, HKJC eWallet Betting Account covers what the eWallet does and who can use it. And for the rules that apply to visitors and residents more broadly, Can I Gamble in Hong Kong? is the place to start.

Common Questions

How long is an HKJC cash voucher valid?

A cash voucher is valid for 180 days from its date of issue. If you have not used it to pay for a bet or encashed it with the Club within that window, it is forfeited. The Club treats the unused amount as a charitable donation to the Hong Kong Jockey Club Charities Trust.

Where do I encash an HKJC cash voucher?

You encash it at the Club, meaning an off-course betting branch or a racecourse. The Club pays either in cash or by check when you present the voucher. Bring the voucher itself, since the person presenting it is the person the Club pays.

Can a cash voucher be used for betting?

Yes. A cash voucher can be used to pay the stake money for any bet, including horse racing, football and lottery entries, unless the operator declares otherwise. You can also buy a voucher from the Club specifically to pay bet amounts.

What happens if my voucher expires?

After 180 days from issue, an unused voucher is forfeited. The amount is treated as a charitable donation to the Hong Kong Jockey Club Charities Trust, and you waive any right to a receipt. There is no extension and no refund once the period has passed.

Do I need an HKJC account to encash a voucher?

No. Encashment is handled for the person presenting the voucher, so you do not need a betting account to cash one in. You only need an account if you want winnings paid into one, or if you want to use the eWallet and app services.

Is there a fee for encashing a voucher?

No. The Club does not charge a fee to encash a cash voucher. It pays either in cash or by check. If you use FPS transfers through the Club, there is also no FPS handling fee charged by the Club, though your own bank may charge under its terms.
