Korea Sports Leisure Co., Ltd. published a notice on the Sports Toto website on March 13, 2026 announcing amendments to the Detailed Rules for Fixed-Odds Voting Tickets, the rulebook governing Sports Toto betting in South Korea1.

The notice lists four main changes:

  • revisions and rule explanations to introduce a soccer first-half product in the win-loss (seungbu) category1
  • revisions to introduce a soccer double chance type and other types1
  • revisions to introduce new record-style (girok) baseball types1
  • explanations of target-match valid and void rules under a new Proto round structure1

The company said the amended rules follow the National Sports Promotion Act, its enforcement decree and enforcement rules, and the Sports Promotion Voting Ticket terms and conditions1.

The notice sets out how the new products settle. For soccer, the standard target-match period runs from kickoff to the end of the second half, excluding extra time and penalties, while the first-half product runs from kickoff to the end of the first half1. For baseball, the period runs from the start to the final end of the game including extra innings and the tiebreak, with the first-half product based on the score at the end of five innings1. Basketball runs to the final end including overtime, and volleyball to the final end1.

On void matches, the rules state that if a void reason listed in the Sports Promotion Voting Ticket terms occurs, the match is voided and a 1.0 odds is applied to all types regardless of results up to that point, with examples given of a suspended baseball game called during the top of the seventh and a soccer match stopped abnormally in the second half1. If a match does not reach its full period but is recognized as an official game under the governing body's rules and the final result is confirmed, it is settled normally, with examples including a rain-shortened baseball game called after the top of the fifth and MLB's seven-inning rule for official games1.

The new record-style baseball types include final score difference, first-half and final result, and total runs1. For the first-half and final result type, the first-half result is decided by the home team's win, draw or loss based on the score at the end of five innings, and the final result by the score at the final end including extra innings and the tiebreak1. If the final result is a draw, odds of 1.0 apply1. For total runs, if the combined score at the final end is 0, odds of 1.0 apply1.

Other provisions carry over. Single-match purchases have a unit stake of 1,000 won and combination purchases of 2 to 10 matches have a unit stake of 100 won1. Combination purchases cannot combine any types covering the same match, including the first-half product1. Winning odds are applied to two decimal places for single-match purchases, and for combinations the product of selected odds is truncated at the third decimal place and rounded up at the second1. In baseball and basketball general win-loss types, a drawn result applies odds of 1.0 to all1. The maximum payout per ticket is capped at 100 million won, and sales are restricted where expected odds multiplied by the individual stake exceeds that amount1.

On schedule changes, a match remains valid if the rescheduled date falls within the last target match date of the issue in Korean time, and is void if it moves to the following day or later; for baseball, a rescheduled date on the following day or later in local time is void1. The same match can be valid in one round and void in another depending on each round's match range1.

What it means for players

Soccer bettors gain a first-half market and a double chance type, and baseball bettors gain record-style markets covering score difference, first-half and final result, and total runs1. Settlement for these new markets follows the periods set out above, so a first-half soccer bet is decided at the end of the first half and a baseball first-half bet at the end of five innings1. Void and official-game rules determine whether a bet stands when a match is stopped early1. The notice does not state which specific matches or rounds will carry the new types, and no launch date beyond the March 27 effective date has been reported1. The rules sit alongside existing limits, including the 100 million won maximum payout per ticket and the ban on combining types from the same match1. Details of who may buy tickets and the legal framework are covered in our guides to betting on sports in South Korea and gambling in South Korea, with bet types explained in 1X2, double chance and draw no bet and settlement in how sports bets are settled.
