Legal gambling and where money changes hands
South Korea's legal gambling is a cash-and-bank-transfer world. The legal forms are:
- casinos
- horse racing
- cycle racing (keirun)
- motorboat racing (jeonggyeong)
- lotteries
- sports promotion voting tickets
- bullfighting7
At each of these, money changes hands in a fairly narrow set of ways.
At the betting counters and shops, you pay in cash or with a payment method the operator officially recognizes. The Sports Promotion Voting Ticket terms put it plainly: voting tickets must be bought "with cash or a payment method officially recognized by Korea Sports Leisure Co., Ltd."8. Racing works the same way through its account voting system, described below.
At casinos, the currency is Korean won, and the foreigners-only casinos such as Paradise Casino Jeju run exchange booths and ATMs on the floor so visitors can convert cash on arrival4. Purchase limits are set by each gambling business under its own rules, with a general ceiling of 100,000 won per purchase, raised to 300,000 won at Kangwon Land5.
One reason the official products are so cash-based is that they are deliberately constrained. Sports Toto covers a limited set of sports, while illegal sports gambling covers every sport and online game, is reachable by internet and mobile, and pays back 90 to 95 percent to players, up to 30 percentage points more than Sports Toto9. The official products keep their payout low and their payment routes simple; the illegal market does neither. If you want the full picture of what is legal, see gambling in South Korea.
Offshore online casinos and how South Koreans pay them
Online gambling is prohibited in South Korea, even though several land-based forms are legal1. In practice, many international online casinos still serve Korean players, and the payment question is the first one those players face.

The offshore casinos that accept South Koreans typically support:
- bank transfers
- e-wallets
- cryptocurrency such as Bitcoin or Ethereum10
Many casinos catering to Asian markets also offer the South Korean won (KRW) as an account currency, alongside Korean-language options, which makes deposits and withdrawals simpler10. The game offer at these casinos is broad: live blackjack, roulette, baccarat, poker, game shows and live bingo10.
Two practical frictions shape which methods people actually use:
- Some Korean financial institutions have reportedly started blocking transactions to and from online gambling-related websites1.
- Players caught gambling online can face penalties1.
Both push people toward crypto, which is harder to block at the bank level. The court position is also clear: betting from within South Korea on an overseas sports gambling site is punishable even when the site is run by foreigners outside Korea11.
For a wider look at the sites themselves, see online betting sites in South Korea.
Bitcoin: the preferred payment method
Bitcoin is the preferred payment method among players from South Korea1. It is offered at every second, if not every single, online casino that caters to South Korean players, and there are over 40 such casinos accepting Bitcoin1.
The first step for a Korean player is buying the Bitcoin with won. Huobi, Binance and UpBit are all eligible options for purchasing Bitcoin with South Korean won1. UpBit in particular is the major Korean exchange, so most people already have an account there.
Once you hold Bitcoin, you deposit by sending it to the casino's wallet address. The casino credits your account after the network confirms the transaction. For withdrawals, check that Bitcoin is listed among the withdrawal methods at the casino; if it is accepted for deposits but not listed for withdrawals, contact support before you play1.
Other cryptocurrencies appear alongside Bitcoin. SportsBetting, for instance, hosts Tether, Bitcoin, Ethereum, Litecoin and Solana among its deposit options12. Bitcoin remains the most popular cryptocurrency and the number one player's choice for deposits and payouts12.
Bitcoin limits, fees and withdrawal times
Minimum deposits are low. The floors at a few well-known crypto casinos:
| Casino | Minimum Bitcoin deposit | Notes |
|---|---|---|
| CryptoGames | 0.00002 BTC | Terms list 0.0001 BTC as the minimum for some transaction types13 |
| Bitcasino | 0.000007 BTC | 0.25 USDT and 10,000 SHIB floors for those tokens6 |
| Stake | about 0.0002 BTC | Roughly $1015 |
| Bovada | about 0.0005 BTC | Roughly $2015 |
Across most platforms, Bitcoin minimums run to the equivalent of $10 to $5015.
Maximums and fees vary by operator. One operator lists Bitcoin deposits from $10 up to $10,000, with no fee and a withdrawal time of about 10 minutes16. CoinPoker allows Bitcoin withdrawals up to the equivalent of 25,000 USDT, with a network fee of about 1 USDT17.
Withdrawal speed depends on the casino's approval step plus the blockchain:
- CryptoGames quotes about 20 minutes for a Bitcoin withdrawal after two confirmations13
- CoinPoker quotes a few minutes to 72 hours17
- The general pattern: once the casino approves the withdrawal, the coins reach your crypto wallet immediately1
A worked example: you deposit 0.001 BTC at CryptoGames (well above the 0.00002 minimum), play, and request a withdrawal. After the casino approves it and the network registers two confirmations, the coins are back in your wallet in roughly 20 minutes13.
Account voting (계좌투표): the official bank-transfer route
Account voting (계좌투표) is the official way to bet on Korean racing without standing at a counter. It covers the purchase, transfer and refund of race tickets by bank transfer, and it is the backbone of betting on horse racing, cycle racing and motorboat racing in South Korea.
The system runs on a purchase account (경주권 구매계좌). The core rules:
- You may open one account per person, in your real name, and it is a permanent account you keep using2
- Betting is limited to the amount you have deposited: account voting works only within the range of your deposited balance, which grows and shrinks as you buy tickets and receive refunds18
- Deposits go into a virtual bank account, and on each deposit you pay the bank's virtual account fee, which is deducted from the amount before it lands in your purchase account2
- No interest is paid on the deposit2
- The operator may set a per-deposit limit and a maximum balance limit separately2
Winnings come back the same way. On Sports Toto games bought through Betman, winnings are paid to a deposit account or a refund bankbook of your choice, refunds go automatically to your deposit, and amounts bought with Betmoney are refunded as Betmoney19. The same terms apply across the Toto games, including soccer Toto, basketball Toto and Proto20.
Not everyone can open an account. Applications are refused for:
- third-party or false-name applications
- corporate or joint names
- people restricted from buying race tickets under the racing laws, including those with racing-related bans or suspensions2
Sports Toto also enforces a purchase limit of one person per draw23.
Purchase account rules: deposits, limits and dormancy
The purchase account has a lifecycle worth knowing before you fund one.

Deposits. You deposit into your virtual account, the bank fee is deducted, and the balance is what you can bet with. The operator can cap single deposits and total balances2.
Dormancy. If your account has no account-voting activity for a year or more, it can be managed as a dormant account, and it may be terminated or suspended after notice to you. If there is no activity for five years, the account is terminated without notice2.
Claim expiry. Your right to claim a refund of your deposit expires five years from your last transaction date. After that, the claim is extinguished2.
Mileage. Any mileage you accrue is automatically extinguished if not used within five years of accrual2.
Vouchers. Separately, the right to exchange vouchers for betting tickets, or to refund them, is extinguished if not exercised within one year24.
The timeline at a glance:
| Event | Deadline | Consequence |
|---|---|---|
| No account activity | 1 year | Account managed as dormant; termination possible after notice2 |
| No account activity | 5 years | Account terminated without notice2 |
| Refund claim | 5 years from last transaction | Claim extinguished2 |
| Unused mileage | 5 years from accrual | Automatically extinguished2 |
| Voucher exchange or refund | 1 year | Right extinguished24 |
The practical takeaway: treat a purchase account like a prepaid wallet you visit regularly, not a savings account. Money left untouched for years can become hard to recover, and it earns nothing while it sits2.
Electronic card service: bank-transfer betting terms
The electronic card service is the cycle and motorboat racing version of account betting. Its terms cover the race ticket purchase contract, transfers and refunds, in other words the full bank-transfer betting service through the electronic card25. The current terms took effect on August 15, 202625.
The rules mirror the purchase account. Applications in the name of a corporation, union or organization, or in joint names, are restricted, as are applications from people restricted from buying race tickets under the Cycling and Boat Racing Act25. Opening an account requires personal data:
- name, date of birth, gender
- mobile phone, location information, device information
- ID and password, plus the Korean online-identity fields CI and DI
- address, email, bank account number and nickname are optional25
Service hours follow the venue business hours on race days, unless otherwise restricted or extended25. If the service changes or ends, that is announced 20 days in advance, and any unused mileage is extinguished on the termination date25. The five-year inactivity rule applies here too: an account is terminated without notice if there is no bank-transfer betting activity via the electronic card for five years25.
One useful feature: you can stop yourself. Members may suspend use of the electronic card service by applying for a voluntary use restriction25. For anything else, the Cycling Service Team handles the service on 02-2067-582425.
Stake: depositing and withdrawing in KRW
Stake is one of the offshore casinos that works directly in Korean won. Korean players can deposit and withdraw using KRW, alongside the casino's general support for local currencies and Bitcoin3.
Deposits. Select bank account as the deposit method, enter an amount between 70,000 and 3,000,000 KRW, and transfer to the virtual account you are given3.
Withdrawals. Choose bank transfer as the withdrawal method, provide your bank account name and account number, select your bank, and enter an amount between 70,000 and 3,000,000 KRW3.
| Direction | Method | Range per transaction |
|---|---|---|
| Deposit | Bank transfer to a virtual account | 70,000 to 3,000,000 KRW3 |
| Withdrawal | Bank transfer to your account | 70,000 to 3,000,000 KRW3 |
So the KRW window at Stake is 70,000 to 3,000,000 won per transaction, in both directions3. If you want to move more than that, you split it into multiple transfers, or use Bitcoin instead, where the minimum is about 0.0002 BTC15. For more on the operator, see our Stake review.
Money exchange at Paradise Casino Jeju
Paradise Casino Jeju is the practical example of how money works at a foreigners-only casino in Korea. It sits on the first floor of MAISON GLAD Jeju, at 80 Noyeon-ro, Jeju City, and it is a foreigner-only casino that operates 24 hours4.
The money services are on the floor. The casino has Money Exchange booths, and ATM machines are available next to the Exchange Booths inside the casino4. So a visitor arriving with US dollars, yen or yuan can convert to Korean won without leaving the building, at any hour.
The gaming is baccarat-heavy, as Jeju casinos tend to be, with a Chinese-language-friendly operation28. The table count at Paradise Casino Jeju:
| Game | Tables or machines |
|---|---|
| Baccarat | 25 tables |
| Blackjack | 4 tables |
| Roulette | 1 table |
| Electronic table games | 20 machines4 |
Floor services include mobile phone charging and cardigan and blanket rental4.
For context on the wider scene, see casinos in Jeju and casinos in South Korea.
Where to get help with gambling money
If gambling money becomes a problem rather than a pastime, South Korea has official routes:
- The Korea Problem Gambling Agency can be reached on 02-740-900029
- A dedicated gambling counseling line, 1336, gives gamblers and their families quick access to professional counseling30
- Counseling is mainly in person or by telephone, and regional Gamblers Anonymous self-help groups exist across the country7
The official advice is blunt: illegal gambling carries a high risk of gambling addiction, and those caught are punished under the relevant laws32. If your spending has slipped past what you planned, the self-exclusion and deposit-limit tools described above, such as the voluntary use restriction on the electronic card service25, are the first things to use. See also gambling help in South Korea and self-exclusion in South Korea.
Common Questions
Is Bitcoin legal to use in South Korea?
Bitcoin itself can be bought and held through Korean exchanges such as UpBit and Binance, and offshore casinos widely accept it from Korean players. What is restricted is online gambling, not the cryptocurrency, so the payment method works even where the site does not.
What is the minimum Bitcoin deposit at online casinos?
It varies by operator. CryptoGames asks for 0.00002 BTC, Bitcasino for 0.000007 BTC, and Stake for about 0.0002 BTC. Across most platforms the practical floor is the equivalent of $10 to $50.
How fast are Bitcoin withdrawals?
Once the casino approves the withdrawal, the coins reach your wallet quickly. CryptoGames quotes about 20 minutes after two confirmations, and CoinPoker allows anywhere from a few minutes up to 72 hours.
Can I open a race ticket purchase account in someone else's name?
No. The rules allow one account per person, opened in your real name as a permanent account. Applications in a third party's name, a false name, a corporate name or joint names are refused.
What happens to my account voting deposit if I stop using it?
Your claim to a refund expires five years after your last transaction. Accounts with no activity for a year or more can be managed as dormant, and accounts with no activity for five years are terminated without notice.
Who do I contact about the electronic card service?
The Cycling Service Team handles the electronic card service for cycle and motorboat racing, by telephone on 02-2067-5824. They deal with applications, deposits, refunds and voluntary use restrictions.
Can I exchange money at Paradise Casino Jeju?
Yes. The casino has Money Exchange booths, with ATM machines next to them inside the casino. It operates 24 hours on the first floor of MAISON GLAD Jeju at 80 Noyeon-ro, Jeju City.
Does Stake accept Korean won?
Yes. Korean players can deposit and withdraw in KRW by bank transfer, with deposits and withdrawals each running between 70,000 and 3,000,000 KRW per transaction.
