Gambling in Japan takes many forms, from pachinko and pachislot to horse racing, keirin, boat racing, auto race and the sports lottery. Most people who play these never have a problem. But for some, the habit grows until it damages their money, work or family, and Japan does have places to turn. This page sets out the main ones: the hotline numbers, what happens when you contact them, who they are for, and what other help exists.

Gambling addiction consultation hotline: 070-4501-9625

The number most often given for gambling addiction consultation in Japan is 070-4501-96251. It is a consultation hotline, meaning the person who answers is there to listen and to point you toward the right next step, whether that is counseling, a self-help group or simply more information.

A 070 number is a standard mobile-line number in Japan, so the call itself is charged at whatever rate your phone plan gives you for calling a mobile. There is no fee from the service itself.

Alongside this line there is a second, more specific one. The public racing bodies operate a consultation service for people worried about becoming absorbed in buying betting tickets, at 0570-007-221, open Monday to Friday, excluding national holidays and the year-end/New Year period2. The Aichi Prefecture Racing Association's general affairs and public relations section handles other gambling addiction inquiries on the same number3.

If your concern relates to the sports lottery (toto and BIG) rather than racing, the Sports Lottery Customer Center is on 0120-9292-866. That center deals with product questions as well, so it is best used when the worry is specifically about sports lottery play.

What the helpline offers

The services behind these numbers offer several things, and it helps to know which you are looking for before you call.

What the helpline offers
ServiceWhat it involves
Phone counselingThe Public Sports Gambling Addiction Counseling Center provides counseling by telephone, which is usually the fastest way to talk to someone3
Email counselingThe same center offers counseling by email, useful if you would rather write than speak, or if calling during opening hours is difficult3
A self-check toolKEIRIN.JP, the official keirin site, publishes a self-check tool alongside its consultation service, so you can answer questions about your own play privately before deciding whether to talk to anyone7
Face-to-face counselingThe counseling center takes reservations by phone on the toll-free 0120-321-153, and you can book an in-person appointment rather than only a call3
Referral and coordinationThe Japan Racing Association (JRA) takes part in the consultation service run by the National Public Racing Implementer Liaison Council and helps publicize it, so the racing world's help channels are connected rather than separate8

In other words, one contact point can lead to several kinds of help. You do not need to work out in advance whether you need counseling, a group or just information; the person who answers will help you sort that out.

Who can call

These lines are not only for the person doing the gambling. Helplines of this kind exist for anyone worried about their own or someone else's gambling9. That means a spouse, a parent, an adult child or a friend can call without the gambler being present or even knowing.

This matters in Japan, where pachinko and public racing are woven into everyday life and the person most distressed is often not the player. If you have noticed the signs in someone else and want to know what to do, calling first on their behalf is a normal and expected use of the service.

There is no means test, no referral requirement and no paperwork to complete before you call. You do not have to be a Japanese citizen; residents and visitors alike can use the consultation services, though the Japanese-language lines assume you can speak Japanese or have someone who can.

When to seek help

The honest answer is: earlier than you think you need to. Gambling problems tend to build slowly, and the point at which they become "serious" is usually long after the point at which help would have been easier.

Some common signs that it is time to make contact:

  • You are spending more money or time on gambling than you planned, repeatedly.
  • You chase losses, betting more to win back what has gone.
  • Debts, loans or borrowing from family have appeared because of play.
  • You have tried to cut down or stop and could not.
  • Work, study or family life is suffering because of gambling.
  • You hide the extent of your play from people close to you.

The National Association of Families of Gambling Addicts and similar groups describe the problem in terms of public racing and sports gambling on one side and pachinko and pachislot on the other, which reflects the two main patterns seen in Japan10. Whichever pattern fits, the threshold for calling is not rock bottom. If gambling is causing worry, that is enough.

What happens in a consultation

A first consultation is a conversation, not an assessment you can pass or fail. Typically it works like this:

What happens in a consultation
  1. You say why you are calling. Plain language is fine. What you play, how often, how much is at stake, and what has gone wrong.
  2. The counselor listens and asks a few questions. They may ask about debts, family situation, work and how long the pattern has lasted.
  3. You hear what the options are. That might be ongoing counseling at the center, a self-help group, a self-check tool to use at home, or simply a follow-up call.
  4. You decide the next step. Nothing is forced. If you are calling about someone else, the counselor can talk through how to approach that person.

If you book an in-person appointment at the counseling center, the reservation is made on the toll-free line 0120-321-1533. The session itself is a private conversation with a counselor, along the same lines as the phone version but face to face.

One worry people sometimes have is whether talking to a counselor creates a record that follows them. In comparable services elsewhere, seeing a counselor does not affect your visa or government benefits, and nothing is passed to government departments11. Japanese consultation services operate on the same principle of confidentiality, discussed in the last section of this page.

Other support options in Japan

Beyond the hotlines, there are several other routes.

The Public Sports Gambling Addiction Counseling Center. This is the main dedicated facility, offering the phone, email and in-person counseling described above3. It grew out of the public racing world's response to gambling disorder, and the racing operators, including the JRA, cooperate with and publicize the consultation system8.

KEIRIN.JP support. The official keirin site carries a self-check tool and a consultation contact point on its topics page, aimed at people whose play has centered on keirin betting7.

The family self-help group. The National Association of Families of Gambling Addicts is an NPO run by affected people and their families, reachable at 090-1404-33274. It exists specifically for family members rather than the gamblers themselves, which fills a gap the counseling center does not.

Online support in other languages. Gambling Therapy runs an email support service with a language selector listing more than 150 languages, including English, Cantonese, Mandarin, Japanese, Korean, Thai, Vietnamese, Tagalog, Hindi, Malay and Indonesian5. Its live support helpline lets you speak to an advisor by text in any language12. This is the most practical option for people in Japan who do not speak Japanese comfortably.

Self-help with your own limits. Alongside formal help, guidance in this field suggests planning before you play: setting a fixed amount of money and time in advance, and treating free, confidential support as the place to turn when the plan keeps breaking13.

Support in languages other than Japanese

The Japanese-language lines described above operate in Japanese. If Japanese is not a language you can use, or not one you can use for a difficult conversation, there are alternatives.

Gambling Therapy's email support covers more than 150 languages through its form's language selector, including Japanese, English, Chinese in both Cantonese and Mandarin, Korean, Khmer, Lao, Thai, Vietnamese, Tagalog, Hindi, Malay and Indonesian5. Its live text support works in any language12. Multilingual support directories also exist to help you find a service that matches your language12.

For English speakers, the pattern in other countries is instructive: services such as GamCare in the UK offer free, confidential one-to-one support for anyone affected by gambling harm, including family and friends, and can point international callers to support organizations in their own country14. If you call an English-language service from Japan, expect them to help you find something local where possible.

Helping a family member or friend

If the person worried is you, and the gambler is someone else, the family association number 090-1404-3327 is the most direct fit, because it is run by people in the same position4.

Helping a family member or friend

Some things that tend to help, drawn from guidance for families in this field:

  • Call a helpline yourself first. You do not need the gambler's agreement to get support for you9.
  • Do not lend money to cover gambling debts. Bailouts often extend the problem rather than end it.
  • Expect your own counseling. Family members can have their own confidential counseling sessions, separate from anything the gambler does11.
  • Choose a calm moment to talk. A conversation shortly after a loss, or in the middle of an argument, rarely goes well.
  • Let them own the next step. You can put the hotline number in front of them; you cannot make the call for them.

The family association exists precisely because this situation is isolating. Talking to other families who have been through it is often the first relief people find.

Cost and confidentiality

The counseling center's reservation line, 0120-321-153, is a toll-free number (furidaiyaru), so calling it costs nothing3. The 070-4501-9625 hotline is a mobile-rate number, so the call cost depends on your phone plan; the service itself does not charge. Support of this kind is generally described as free and confidential15, and comparable services state plainly that they are free of charge and that conversations are confidential16.

Confidentiality here means what you would hope: what you say stays between you and the counselor. In equivalent services, nothing is passed to government departments, and seeking help does not affect visas or benefits11. There is no report to an employer, no flag on any official record, and no contact with your family unless you ask for it.

The one practical caution is about the phone bill itself. If someone else sees your phone bill, a call to a 070 number will appear on it. If that is a concern, the email counseling route at the center, or Gambling Therapy's online support, leaves no phone record3.
