The limits the research points to
The lower-risk gambling guidelines are built around three separate limits, not one. The first is how often you gamble. The second is how much money you spend on it. The third is how many different types of gambling you use. The point of having three is that harm tends to build when several of them rise together: playing more often, spending more, and adding new products such as sports betting on top of lottery.
The guidelines are framed as findings about risk, not as a promise. Staying under them does not make gambling safe for everyone, and going over them does not mean you have a problem. They are a reference point for people who want to keep gambling in the leisure category.
Operators echo the same idea in their own language. Korea's official safer gambling material puts it simply: keeping the betting limit is the foundation of responsible leisure1. That is the whole logic of the guidelines in one line. The limit is something you decide before you play, not something you work out afterwards.
A practical way to use the three limits is to write down your own numbers before your next session:
- How many days a week or month you will gamble
- The most you will spend in a month, in your own currency
- Which products you will use, and which you will leave alone
Then compare what you actually did against those numbers. Singapore Pools publishes a budget calculator that does part of this for you: if your spending looks uncomfortable relative to the balance you have left, it tells you plainly, "You may be gambling more than you can afford"6. That is a useful check because it compares spend to what remains, not just to a fixed figure.
One more thing the research is clear about: the guidelines are about your behavior, not the product. Lottery, casino games and sports betting all fall under the same three limits. What changes between them is the practical detail, which is what the rest of this page covers.
Deposit limits: what operators actually set
The most common tool operators give you is a deposit limit: a cap on how much you can move into your gambling account. These are set by the operator, by law, or by you, and the numbers vary widely.

In Vietnam, betting under Decree No. 06/2017/ND-CP has a minimum of VND 10,000 per bet and a maximum of VND 1,000,000 per product per player per day3. That daily ceiling is one of the clearest legal caps in the region: it applies per product, per player, per day, so it does not reset if you switch products.
In Korea, Betman restricts bets so that no one person can bet more than KRW 100,000, a rule the operator describes as encouraging sound game purchasing2. Sports betting through Sportstoto also starts from small units: toto and mini toto both have a minimum of JPY 100 per bet7.
Japan's public betting operators work in small units too.
| Operator or venue | Minimum bet or unit | Other figures |
|---|---|---|
| Teleboat | JPY 100 per betting ticket8 | Deposits start at JPY 1,000; no joining fee and no annual fee8 |
| Boat race betting | 100 yen9 | Can be bought at any racetrack9 |
| Tatebayashi off-track windows | 100 yen units10 | |
| Nakagou off-track windows | 100 yen units11 |
On offshore casino sites, the picture is less transparent. A Japanese police survey of online casino operators found that the minimum deposit is often USD 10 or the equivalent, but most sites do not disclose a maximum deposit limit at all12. That matters for the guidelines: if the operator will not tell you the ceiling, the only limit in the room is the one you set yourself.
A few practical points that apply wherever you are:
- Deposit limits usually apply to transfers into the account, not to bets placed from an existing balance
- Some operators let you lower a limit instantly but make you wait to raise it
- A limit you set yourself is generally harder to undo than one you simply decide on
Teleboat's '0 yen' deposit limit replaces self-declared suspension
Japan's Teleboat system changed how its strongest self-control tool works. From November 12, 2025, what used to be a self-declared use suspension became a use restriction, or deposit limit setting, of 0 yen5. In plain terms: instead of telling the operator you want to stop, you set your deposit limit to zero.
The mechanics are worth knowing because they are unusually strict. A deposit limit is defined as an upper limit on the total daily deposit instruction amount5. When you set it to 0 yen, it takes effect immediately, the same day you complete the setting5. And it can stay in place for four years, counted from the last time you set it5.
There is a second protection attached to it. For four years from the last time the deposit limit was set to 0 yen, the settlement rule that cancels an account after one year of no purchases does not apply5. So the account is not quietly closed while you are not using it, and you are not pushed to make a purchase to keep it alive.
Members set and check the restriction themselves on the website5. There is also a dedicated online page for setting a usage limit13. If you want to use it, the steps are:
- Log in to your Teleboat account
- Open the usage restriction, or deposit limit setting, page
- Set the daily deposit limit to 0 yen
- Confirm. It applies immediately
Teleboat also offers free live replay video, which is a way to follow the races without betting on them8.
Checks on cash deposits: S$4,000 threshold at Singapore casinos
Singapore added a verification step at the casino cage. From July 1, 2024, updated counter-terrorism financing measures require Singapore casinos to perform checks on customer cash deposits above S$4,000. The check is about identity and where the money came from, not about whether you are allowed to gamble.
If you are depositing cash at a Singapore casino, the practical version is:
- Bring photo identification
- Expect the transaction to take longer than a small deposit
- Be ready to explain the source of the funds
- Do the deposit at the cage rather than through a third party
Singapore's casino rules also carry specific restrictions for citizens and permanent residents. Family members of problem and pathological gamblers can ask casino staff to refuse that person entry, citizens face restrictions on using credit cards, promissory notes and borrowing from casinos, and local media are banned from carrying gambling advertising14. Those measures date back to the 2005 policy review and have been built on since.
There is a separate set of entry rules that matter for residents. A Singapore citizen or permanent resident who enters casino premises without paying the entry levy, or who stays past a paid levy period without paying for the overstay, can be fined up to S$1,500 and is also liable for the levy amount15. An annual casino membership costs S$3,00015. For visitors, the daily levy is the usual route and the same overstay logic applies.
Singapore also caps the market itself: the Casino Control Act 2006 allows two casinos only16.
Verification and screening: how far checks extend
Verification is the part of the guidelines that most people do not think about until it happens to them. It covers three things: proving who you are, proving you are old enough, and proving you are not on an exclusion list.
Age is the first screen, and in Singapore it is not one number. Under the Gambling Control Act 2022, on-course betting, off-course betting and place-based gambling involving lotteries or sports betting without a live broadcast are 18 and over17. Place-based gambling with a live broadcast of a race at a racecourse is 21 and over, and any other type of non-remote or remote gambling not covered by the earlier categories, even if carried on inside a casino, is also 21 and over4. An underage individual who enters an approved gambling venue or opens a remote gambling account can be fined up to S$1,50018.
Singapore Pools applies a flat 18 and over rule to customers betting or claiming prizes at any branch, and its product design principles include low minimum bets, a modest first prize tier compared to international standards, and no products designed for under-18s19. Its betting outlets handle prize claims and refunds of S$20,000 or less for all products20.
Exclusion and visit limits are the second screen. Singapore's National Council on Problem Gambling lets you check your visit limit status through its e-Services login21. The Gambling Control Act 2022 provides entry bans, barring of excluded persons, refusal to pay winnings to underaged individuals or excluded persons, and controls on unlawful gambling advertising18. Licensees may refuse to pay winnings to an underaged individual or an excluded person18.
Before you transfer money into a gambling account, the UK Gambling Commission's guidance is worth borrowing as a checklist: look at the terms and conditions for each product so you understand exactly what you are betting on, and check any restrictions on introductory offers or bonuses, such as a minimum spend level before the bonus is paid22. Those terms are where a lot of the real limits live.
RG Check accreditation: Melco first in Macau and the Philippines
RG Check is an independent responsible gambling certification from the Responsible Gambling Council. In April 2021, Melco Resorts & Entertainment announced that its entire integrated resort portfolio had received RG Check certification, making it the first operator in Macau and the Philippines to hold it. Its Macau properties, including City of Dreams, Studio City and Altira, were the first to be accredited.

Melco's Macau concession contract lists three licensed casinos: Altira Casino, City of Dreams Casino and Studio City Casino23. It also permits seven additional locations after the Chief Executive hears the Gaming Committee: Grand Dragon Casino and six Mocha clubs23.
For a player, accreditation is a signal about what the operator has agreed to provide, not a guarantee about your own play. The practical value is that accredited operators tend to publish their tools and staff training commitments, which makes them easier to check before you deposit.
Responsible gaming tools operators publish
The tools below are the ones you can actually use. They are worth knowing because a limit you have not set is a limit that does not exist.
Singapore's Gambling Regulatory Authority lists patron education and help services, assistance to patrons who seek help on responsible gambling matters or display signs of problem gambling, and a pre-commitment program that lets patrons set limits on their gambling expenditure or period of continuous gambling24.
Macau's responsible gambling kiosks are set up inside major casinos and social service organizations25. They offer responsible gambling information, electronic applications for self-exclusion and problem gambling family counseling, gambling disorder assessment with a printable behavior report, a 24-hour helpline, and interactive games25. Seven of the kiosks have an RG KIOSK ambassador on site25. They are available to Macau residents and visitors25.
Korea's Sportstoto Responsible Gaming Code commits to notifying customers of addiction risks and helpline numbers at retailer shops, and to providing information on current odds, program schedules, how to play, notice of the age limit and various responsible gambling materials before participation2. It also commits to developing services such as self-diagnosis for gambling-indulged players and self-exclusion2.
A simple way to use all of this:
- Set a deposit limit the day you open the account, not after a bad session
- Check whether the operator offers a pre-commitment tool and use it
- Find the self-exclusion route before you need it
- Keep the helpline number saved
If gambling has stopped feeling like leisure, the signs of a gambling problem page walks through what to look for, and self-exclusion schemes compared covers how the schemes differ across Asia. For a country-by-country view of what is legal and where, start with safer gambling in Asia.
Common Questions
What is the safest amount of money to gamble per month?
There is no single figure that fits everyone, and no guideline guarantees safety. The published lower-risk guidelines work from three limits at once: how often you play, what you spend, and how many types of gambling you use. Operators set their own caps on top of that, such as Korea's Betman limit of KRW 100,000 per person.
Do lower-risk guidelines differ for lottery, casino and sports betting?
The guidelines themselves are about your behavior, not the product, so the same three limits apply whether you play lottery, casino games or sports betting. What differs is the practical detail: minimum bets, deposit rules and minimum ages vary by product and country. In Singapore, for example, some forms of gambling are 18+ and others 21+.
Which operator was the first in Macau to receive RG Check accreditation?
Melco Resorts & Entertainment announced in April 2021 that its entire integrated resort portfolio had received RG Check certification from the Responsible Gambling Council, making it the first operator in Macau and the Philippines to hold it. Its Macau properties, including City of Dreams, Studio City and Altira, were accredited first.
What happens when a player deposits more than S$4,000 at a Singapore casino?
From July 1, 2024, updated counter-terrorism financing measures require Singapore casinos to perform checks on customer cash deposits above S$4,000. The check is an identity and source-of-funds verification step at the cage, not a ban. Bring photo ID and expect the transaction to take longer.
What replaced Teleboat's self-declared use suspension?
From November 12, 2025, Teleboat's self-declared use suspension became a use restriction, or deposit limit setting, of 0 yen. Members set and check it themselves on the website. A 0 yen deposit limit can stay in place for four years, and it takes effect immediately once set.
How often does Magnum run its Responsible Gaming Week in Malaysia?
Magnum runs it annually. The 2024 edition was the fourth, held in May 2024, and offered customers a gaming health check, a gaming calculator and responsible play tips. The company also publishes educational material on healthy gaming habits, signs of addiction and support channels.
