Who Owns Online Casinos

Who Owns Online Casinos

Behind every gambling site is an operating company named in its terms, and often a wider group running several brands. Here is how to find the owner of a site, which brands share a parent, and why it matters for disputes and self-exclusion.

Who owns online casinos and betting sites

When you open an online casino or betting site, the name at the top of the page is a brand, not a company. The brand is the shop front: the logo, the domain, the app, the customer support chat. The company that actually owns and runs the site is a different thing entirely, and it is usually tucked away in the footer or the terms and conditions.

Take a few examples that accept players in Asia. The website 7bitcasino.com states plainly in its terms that it "is owned and operated by Saphirix Solutions SRL"1. Shuffle's responsible gambling page names its operator as Natural Nine B.V., "a Curaçao company which operates the online casino www.shuffle.com"2. Casino Days tells you its site is "proudly brought to you by White Star B.V."3. Bitcasino's help center says its casino games are managed by Moon Technologies B.V.4.

So when someone asks who owns an online casino, there are really three answers, and they sit at different levels:

  • The brand is what you see and type into your browser.
  • The operating company is the legal entity named in the terms, which holds the license and takes your money.
  • The group is the wider business that may run several brands on the same license, the same platform, or the same payment rails.

This matters because two sites that look like competitors may in fact be the same company with two shop fronts. It also matters when something goes wrong: your dispute is with the operating company, not the logo. Our A to Z directory of online gambling operators lists the license, owner and accepted countries for each brand in one place.

Licenses and incorporation: the operating companies behind the sites

The operating company is nearly always a private company incorporated somewhere specific, and that somewhere is usually not where you, the player, are sitting.

Licenses and incorporation: the operating companies behind the sites

For players in Thailand, the pattern is clear: the vast majority of operators that cater to Thai players have licenses issued in other jurisdictions, led by Curaçao7. The company may be a B.V. (a Dutch-style private company used in Curaçao), an SRL (an Italian-style company used in Anjouan), or an Inc. in the Philippines. The letters tell you where the company was incorporated, which tells you which regulator stands behind the license.

The Anjouan gaming license register shows how this works in practice. Each license has a number, and the register records details of the company holding it, along with the domains the license covers, which is where group structures become visible: one company can be listed against several casino domains, so several brands can sit behind a single license6. The vast majority of operators that cater to Thai players, though, hold licenses issued in other jurisdictions, led by Curaçao6. Seven brands, one company, one license is the pattern the register makes easy to see.

In the Philippines the picture is more centralized. PAGCOR, the state gaming regulator, publishes a list of accredited gaming system administrators together with their registered brands and domain names. That list shows, for example, that www.ggpoker.ph belongs to GOOD GAMES SOLUTIONS PILIPINAS INC. (GGSPI), offering online poker under the GGPOKER brand5. A companion list covers service providers and their registered domains8. Casino Plus confirms it is regulated by PAGCOR based on the list of PAGCOR-approved registered brands and domain names of licensed casinos9.

Some jurisdictions are tightening who must be visible behind these companies. In the Isle of Man, a package of secondary legislation amending the Beneficial Ownership Act 2017 came into operation on May 25, 2026, and the island's Financial Services Authority published new beneficial ownership guidance on May 28, 2026, replacing its December 2024 guidance. The direction of travel is toward regulators knowing, and recording, the real people who own license holders, not just the corporate shells.

How to find the company behind a site

You do not need any special tools. Every licensed site is required to identify its operator somewhere, and the places to look are always the same:

  1. Scroll to the footer. Most sites put the operating company's name, license number and jurisdiction at the very bottom of every page. 7bitcasino's terms open with exactly this identification1.
  2. Open the terms and conditions. The first paragraph usually names the company and defines it as "We", "Us" and "Our". Casino Days does this in its terms3.
  3. Check the responsible gambling or help pages. Operators often repeat the company name there. Shuffle names Natural Nine B.V. on its responsible gambling page2, and Bitcasino names Moon Technologies B.V. in its help center4.
  4. Match the license number to a register. Once you have the license number and jurisdiction, look it up in the regulator's public register. The Anjouan register shows license numbers, incorporation dates and every domain covered6; PAGCOR's lists show registered brands and domains for the Philippines5.
  5. Note the domains on the same license. If the register lists several domains against one company, those are sister sites. That is how you find that fenix.casino and unlimcasino.com share an owner6.

For a fuller walkthrough of what an operator's terms tell you, including governing law and restricted countries, see reading an online operator's terms.

What this looks like across brands

Once you start checking, the shared ownership behind Asian-facing sites becomes obvious quickly.

The clearest case is the Anjouan license holder running seven casino domains under one license6. A player with an account at fenix.casino and a player at unlimcasino.com are dealing with the same company, the same license and, in practice, the same back office.

The Philippines offers the official version of the same picture. PAGCOR's published lists tie registered brands and domains to their accredited operators, so you can see at a glance which names in the market belong to Good Games Solutions Pilipinas Inc. and which belong to other licensees5. Bitcasino, meanwhile, describes itself as "supported by Hub88", which points to a platform relationship: the brand and the company providing the games and infrastructure are not always the same entity10. This is the pattern behind white-label casinos, where the brand and the license holder differ.

Sometimes the group structure is visible in the products rather than the paperwork. Magnum4D's terms state that its results are published by Magnum Corporation Sendirian Berhad (MCSB), a single Malaysian company behind the brand11. And in Japan, the official toto sports lottery is sold through a network of partner sites: Rakuten Bank, PayPay Bank, Yahoo! toto, Rakuten toto, SMBC toto, au PAY toto, Docomo SMTB Net Bank, Jibun Bank and Docomo Sports Lottery, nine partner channels for one product run by one operator12. Different front doors, one owner.

Games, apps and payments: what each operator runs

Ownership is not just paperwork. The operating company decides what games you can play, what app you install and how your money moves, and those choices differ from operator to operator even when the games look similar.

Games, apps and payments: what each operator runs

GGPoker, run in the Philippines under Good Games Solutions Pilipinas Inc.5, offers online poker tournaments and cash games around the clock. Its payment list is long: Visa and Mastercard, Apple Pay, Skrill, Neteller, MuchBetter, Payz, MiFinity, LuxonPay, AstroPay, Bitcoin, Ethereum, USDT Tether, USDC, bank transfers, Pix and PayPal13. Apple Pay withdrawals are processed through the Visa or Mastercard debit card linked to your Apple Pay wallet, using tokenization so your card details are never shared with GGPoker13. The operator also runs a closed-loop rule: withdrawals must go back through the same method you used to deposit, in proportion to what you deposited through each one, before you can cash out by another route13. For cryptocurrency, the rule is simpler: you can only withdraw funds in the same cryptocurrency you used for deposits14.

Other operators run different stacks.

OperatorWhat it offers
FB88App covers sports, card games, slots, lottery and P2P games15
888casinoMobile app for iPhone and iPad supports iOS 9.1 and above16
w88poker.netLive casino keeps its tables open 24/717
V9BetAsian bookmaker operating in the Vietnamese market for more than 10 years; offers cards, online casino, sports betting, lottery and slot games, and publishes guides for players on depositing with USDT18

These differences are the practical face of ownership. When a brand changes hands or a group consolidates, the things that change first are usually the payment methods, the app and the game lobby. For more detail, see payment methods offered to players in Asia and withdrawal times, limits and fees.

Promotions and bonuses by operator

Promotions sit at brand level, but the company that stands behind them is the operating company named in the terms. When V9Bet ran its Luna New Year Red Packet promotion in January 2025, rewarding players who bet on eligible products, the terms and the mechanics were published by the same operator that runs the brand's card games, casino and sportsbook19. When Magnum4D detailed its M Premium Grand Prize bonus on December 9, 2025, an additional RM100,000 reward for M Premium members who win the Magnum Life Grand Prize, the company behind the offer was Magnum Corporation Sendirian Berhad, the same MCSB named in the brand's terms11.

The point for this page is not the offers themselves but who is accountable for them. A promotion's terms are only as good as the company that wrote them, and if a dispute arises over a promotion, it is the operating company you are dealing with, not the marketing name on the banner. That is one more reason to check the footer before you check the promotions page.

Why the owner matters when something goes wrong

Knowing the operating company matters most on the bad days: when a withdrawal stalls, when an account is closed, or when you need to exclude yourself.

Self-exclusion is the clearest example. PAGCOR provides patrons who feel that they or a relative are developing a problem with gaming the option of barring them from the gaming venue or site21. But an exclusion filed with one operator does not automatically bind a different company. If two brands share an owner, one exclusion request may cover both; if they are separate companies, it does not. The Hong Kong Jockey Club, which runs the only legal betting in Hong Kong, offers betting limits as part of its responsible gambling protections, and warns that many unauthorized offshore gambling operations use the internet to promote their services, provide odds and process bets22. Those offshore operations are exactly the ones where an exclusion has the least teeth, because the company behind the site may sit outside any regulator's reach.

Payments are the second reason. The closed-loop withdrawal example from GGPoker shows how an operator's own rules govern your money: your first $200 must return to Apple Pay before anything goes to Skrill13. If you did not know who operated the site, you would not know whose rules applied. The same logic sits behind deposit limits, cool-off and self-exclusion tools and behind what happens when operators void winnings or close accounts.

Whether you may use any of these sites depends on where you are, and the rules differ sharply across Asia.

Where online operators are legal and where they are not

In the Philippines, online gambling is legal only through PAGCOR's own licensing: other operators in the country cannot obtain a license, and it is illegal for them to offer online gambling23. The licensed brands are on PAGCOR's published lists5. In China, online football betting is a criminal offense, full stop24, and enforcement reaches the people who move the money as well as the bettors. In Thailand, where the operators serving local players are licensed offshore, mainly in Curaçao7, enforcement still lands on individuals rather than the offshore companies. In Mauritius, the interactive gambling provisions of the 2007 Gambling Regulatory Authority Act remain formally not in operation25.

The practical takeaway is simple: the operating company's license tells you which regulator supervises the site, but it says nothing about whether the site is lawful to use from where you sit. That question is answered by your own jurisdiction, and our guides for each country cover it separately.

What ownership records do not show

Ownership records have limits, and the gaps are where players get hurt.

The first gap is impersonation. Big Daddy Casino, a land-based casino in Goa, states on its own site that it does not operate online gaming platforms, and that it is not liable for any payments, losses or activity on unauthorized or fraudulent websites claiming to represent the casino20. In other words, a site can carry a famous casino's name and have no connection to it at all. A license register will not tell you this; only the real operator's own site will.

The second gap is fake apps and unofficial downloads. In April 2026, the 2.3.1 update to the 88b app caused freezes for users who had installed it from unofficial sources. The brand was the same; the software was not. The only protection is downloading from the operator's official channel.

The third gap is what happens between the lines of an account. Okada Online Casino's terms state that a member's account shall not be used for or on behalf of another person, and no third party may access or use it26. Who owns the company does not change that rule; the account is yours alone.

The fourth gap is cancellation. PAGCOR publishes a revised list of companies whose special class BPO licenses have been canceled, fourteen companies as of August 4, 2026. A company can hold a license one month and lose it the next, so a register entry is a snapshot, not a guarantee. Our page on operators fined, blocked or stripped of licenses tracks that record.

Finally, records show companies, not people. A B.V. in Curaçao or an SRL in Anjouan is a legal person; the human beings behind it may be several layers up, and beneficial ownership rules like the Isle of Man's are only slowly making that information visible to regulators, let alone to players. For everyday purposes, the operating company named in the terms is the owner you will actually deal with, and finding it takes two minutes in the footer.

Common Questions

Which license numbers were incorporated for V9Bet?

The question mixes two things. V9Bet says it holds a PAGCOR license for its online card games, but the incorporation dates in the Anjouan register (November and December 2024) belong to other license holders, such as L19845/TS, L29567/HSSG and L18977/SA, not to V9Bet.

When did GGPoker add Apple Pay withdrawals?

Apple Pay withdrawals went live on February 11, 2026. iOS players who deposited via Apple Pay can withdraw to the Visa or Mastercard debit card linked to their Apple Pay wallet, and withdrawals follow a closed-loop rule back to the method used.

What is app update 2.3.1 for 88b?

Released in April 2026, the 2.3.1 update caused app freezes for users who installed it from unofficial sources. It is a good example of why you should only download a gambling app from the operator's own official channel.

Who was arrested in Udon Thani for running gambling websites?

On January 22, 2025, immigration and local police raided a rented house in Udon Thani, Thailand, and arrested two South Koreans who managed online gambling operations and server systems. Computers, gambler lists and financial records were seized.

What did the Beijing court case about USDT transfers involve?

In October 2025, a Beijing court jailed five people who moved 1.18 billion yuan offshore through USDT. The case was connected to online football betting, which is a criminal offense in China, and shows the risk sits with people moving the money, not just the sites.

When did Magnum4D detail its M Premium Grand Prize bonus?

On December 9, 2025, Magnum4D published details of an additional RM100,000 bonus reward for M Premium members who win the Magnum Life Grand Prize. It is an example of a promotion run at brand level by the operating company, Magnum Corporation Sendirian Berhad.

Which bank launched a toto service with Aomori Michinoku Bank?

On May 12, 2026, au Jibun Bank began providing its toto service to Aomori Michinoku Bank. The bank's customers can buy toto sports lottery tickets from their own accounts, and a launch campaign started the same day.
