PAGCOR license and legal position for Vietnamese players

V9Bet says it is regulated and licensed in compliance with the laws and regulations of the Philippines to conduct remote betting and gaming¹. Its card game pages state the same thing more briefly: SSL encryption plus a PAGCOR license¹⁰.

That is the claim. The check is this: the license it names was not found on the register it names. PAGCOR publishes lists of accredited gaming system administrators and registered brands and domain names, and V9Bet does not appear on them⁷. So the position is that V9Bet claims a Philippine license, and that claim could not be confirmed against the regulator's own published records.

For a player in Vietnam, the more important point is separate from the license question. Online gambling is not regulated in Vietnam, and locals are not allowed to gamble online⁹.
