Licenses and regulators: who issues them and what the MGA does
A license is the single most useful thing to check before you deposit anywhere. It tells you which regulator, if any, has the power to step in when something goes wrong. The Malta Gaming Authority is the one you will see named most often on sites that accept players in Asia, and it is worth understanding exactly what it does and does not do.
The MGA licenses operators and supervises them. Betway Limited states in its terms that it is licensed to provide gambling services and products by the Malta Gaming Authority4. Betfair International Plc, which serves customers residing anywhere other than the UK, Australia or New Zealand, is licensed and regulated by the MGA under license number MGA/CRP/131/20065. Betway's casino product is also described as licensed in Canada by the MGA7.
What the MGA cannot do matters just as much. If a withdrawal stalls or an account is frozen at a site the MGA does not license, there is no regulator to turn to, because the MGA can only act on operators it licenses2. That is the practical reason a license claim is worth verifying rather than trusting.
Other regulators appear in the same conversation. Offshore casinos serving Vietnamese players are commonly described as holding licenses from the UK Gambling Commission, the Curacao and Gibraltar Gaming Commissions, the Malta Gaming Authority or Spelinspektionen9. Each of those has a different reach and a different complaints process, and a license from one does not mean another will help you.

Which sites have been named, ranked or reviewed recently
The most concrete enforcement item of the past month is the MGA's notice on unauthorized URLs. On September 25, 2026, the authority declared it has no connection with twelve URLs identified during September 2026 and warned that their claimed MGA licenses are false1. Read that carefully: this is the regulator saying a license claim is untrue, which is a different thing from canceling a license that once existed. For a player, the effect is the same. The site is not MGA-licensed, whatever its footer says.

The Philippines takes a similar approach from the other direction. PAGCOR urges the public to check its list of licensees through its website before accessing offshore gaming sites10. It also publishes a register of accredited gaming system administrators and their registered brands and domain names, which is the document to consult if you want to confirm that a particular domain belongs to a licensed operator11.
Japan's National Police Agency published a survey of online casino sites that catalogs what those sites actually offer: slot games, table games such as roulette, blackjack and baccarat, live casino, poker, sports betting on soccer, horse racing and esports, crypto-asset gambling and gamification games12. The survey is a useful reality check on how broad the offshore market is, and how little of it sits under a license a player in Asia can rely on.
Hong Kong's position is set out plainly in a guide updated on September 25, 2026: under the Gambling Ordinance (Cap. 148), operating or promoting an online casino in Hong Kong is illegal, but players using overseas licensed platforms are not explicitly prohibited13. That distinction between the operator's exposure and the player's is the one that matters most when you are deciding where to play.
Where players in Asia are turning: the latest guides and rankings
Ranking pages move fast, and the dates on them are the only thing that tells you whether you are reading this month's list or last year's. Several were refreshed in the last few days of September 2026.
The refreshed rankings from the last few days of September 2026 are as follows.
| Source | Date | What it published |
|---|---|---|
| Mincasi | September 26, 2026 | a September 2026 ranking of 39 sites, with KatsuWIN first and BitStarz second overall14 |
| Japan Casino Review | September 25, 2026 | an updated ranking for Japanese players15 |
| Madex.my | September 24, 2026 | an updated ranking of offshore online casinos serving Malaysian players, led by Lucky Star at 5.016 |
| Casino Tengoku | September 25, 2026 | a refreshed recommended online casino ranking17 |
For the Philippines, Asiabet's page lists BK8, 1xbet, 22bet, BetWinner, Vesper, MadMax and 96.com as top-rated gambling sites for Filipino players, updated September 25, 202618. Its Hong Kong list, dated September 26, 2026, ranks 1xbet, 22bet, BetWinner, 188Bet and Dafabet19. Its Vietnam poker page, also September 26, 2026, lists 888 Poker, 1xbet Poker and Megapari Poker20, and its Thailand poker page was updated the same day21.
Two things are worth noticing about all of these. First, the same names recur across markets, which is what you would expect from operators that accept players from many countries at once. Second, a ranking is an editorial judgment, not a license. If you want to know which operators accept players from your country and how each is labeled, the operators by jurisdiction page and How We Label the Legal Risk of an Online Operator in Each Jurisdiction are the places to start.
New games and platforms: what launched and what players start with
New platforms keep arriving, and the newest ones tend to have the shortest enforcement record, which is simply a fact about being new rather than a warning.
PlayBlind launched on September 25, 2026, announcing a crypto-native online poker platform with no-KYC access, zero rake, USDC deposits on Ethereum, Arbitrum and Base, and instant withdrawals of up to $750,000 per 24-hour period22. It is a poker room rather than a casino, and it sits in the crypto segment where licensing is often lighter than at MGA-regulated operators.
On the licensed side, the PAGCOR register shows NEW COAST LEISURE INC. (NCLI) offering online poker games as of September 17, 202611. That is the kind of entry worth looking for: a named company, a named product and a place on an official register.
What players actually start with is fairly consistent. A V9Bet survey found that over 72% of new players started with online card games23. The Japanese survey of online casino sites found the same broad menu across the market: slots, table games, live casino, poker, sports betting and crypto gambling12. Offshore casinos serving Vietnamese players describe themselves as offering slots, instant-win and scratchcards, table games and live dealer games, with all categories available9.
If you want to know who actually builds these games, Game Providers Behind Online Casinos: Slots, Live Dealer and Crash Games covers the suppliers, and RNG Certification and Provably Fair Games: How Online Game Fairness Is Checked explains how fairness claims are verified.
License fees: what changed and who pays
License fees are paid by operators, not by you, but they are a useful signal of how seriously a market is regulated and how much it costs a company to stay in it.

In the UK, new Gambling Commission fees take effect on October 1, 2026. The remote general betting limited license carries an application fee of £1,068 and an annual fee of £2,8326. New application and annual fees for Adult Gaming Centre licenses also come into effect on October 1, 202624.
Those figures are worth keeping in mind when you see a very small operator claiming a UK license. A license with real annual costs behind it is a different proposition from a logo on a footer. The same logic applies to MGA-licensed operators: the license is a real regulatory relationship with real obligations, which is why the MGA's notice about false license claims is meaningful1.
How to check an operator's license status
Checking takes a few minutes and is the single most useful habit before you deposit. Work through it in this order.
- Go to the regulator, not the operator. For Philippine offshore operators, PAGCOR urges the public to check its list of licensees on the PAGCOR website before accessing offshore gaming sites10.
- Check the register for the exact domain. PAGCOR publishes accredited gaming system administrators with their registered brands and domain names, so you can confirm whether a specific URL belongs to a licensed operator11.
- Check the license number. Betfair International Plc publishes its MGA license number, MGA/CRP/131/2006, in its terms5. A real license usually comes with a number you can look up.
- Read the terms for who is licensed. Betway Limited's terms state that it is licensed by the MGA4, and Betway's casino pages state the product is licensed in Canada by the MGA7. The entity named in the terms is the one to check.
- Watch for false claims. The MGA's September 25, 2026 notice covers twelve URLs whose claimed MGA licenses are false1. If a site's license claim does not appear in the regulator's own register, treat it as unverified.
- Know what you lose without a license. At an unlicensed site, there is no regulator to turn to if a withdrawal stalls or an account is frozen, because the MGA can only act on operators it licenses2.
If you are in Singapore, the exclusion check runs the other way. You can log in at www.ncpg.org.sg with SingPass and use "Check Exclusion Status", and changes can take up to 48 hours to appear on the website25. That is the tool for confirming your own status rather than an operator's.

Common Questions
Is Ganga Club licensed by the Malta Gaming Authority?
Ganga Club's own site states it holds a Malta Gaming Authority license and describes itself as fully legal and safe, operating online only. That is the operator's claim about itself. If you want to rely on it, check the MGA's own licensee register rather than the operator's page.
What is the Malta Gaming Authority?
It is Malta's gambling regulator. It licenses operators such as Betway Limited and Betfair International Plc, and it can only act against operators it actually licenses. If a site has no MGA license, the MGA cannot help you get a withdrawal or unfreeze an account.
Which online casinos have had their licenses revoked?
The clearest recent case is the MGA's September 2026 notice on twelve unauthorized URLs. The MGA said it has no connection with those sites and that their claimed MGA licenses are false. That is a false-license finding, not a formal revocation of a real license.
What are the new Gambling Commission license fees?
From October 1, 2026, the remote general betting limited license costs £1,068 to apply and £2,832 a year. New Adult Gaming Centre application and annual fees also take effect the same day. These are fees paid by operators, not by players.
What is PlayBlind?
PlayBlind is a crypto poker platform that launched on September 25, 2026. It runs with no KYC, zero rake, USDC deposits on Ethereum, Arbitrum and Base, and instant withdrawals of up to $750,000 per 24-hour period. It is a new platform, so it has no enforcement record yet.
Which sites were named in the MGA's notice on unauthorized URLs?
The MGA published a notice on September 25, 2026 covering twelve URLs it identified during September 2026. It stated it has no connection with them and that their claimed MGA licenses are false. The notice itself lists the specific addresses.
How often are the rankings and guides updated?
It varies by publisher. Several Asian-facing ranking pages were refreshed in late September 2026, including Mincasi's 39-site ranking on September 26 and Japan Casino Review's ranking on September 25. Treat any ranking as a snapshot of the date printed on it.
