Online Casinos in Japan

Dozens of offshore operators run Japanese-language online casinos that take yen deposits and market directly to players in Japan, offering slots, table games and live dealer rooms around the clock¹. There are no licensed online casinos inside Japan¹. Online casinos are illegal for players in Japan

It is legal for these sites to operate outside Japan and to accept Japanese players; what is not permitted is the act of betting from Japanese soil¹.

Enforcement is not theoretical. Players who used online casinos as ordinary customers have been arrested for the crime of gambling³, and the police use access logs and money transfer records as evidence in such cases⁴. The government's basic plan on gambling countermeasures, adopted in March 2025, explicitly calls for stronger crackdowns on illegal online gambling⁸. Even free versions of casino sites are covered by the same warnings: the National Police Agency tells users not to access them at all⁵.

One related product worth knowing about is online pachinko, which is also illegal in Japan⁹. Unlike physical pachinko, which operates in a long-standing gray zone, the online version has no tolerated status.

What the law covers: residents and overseas-hosted sites

The law draws its line at geography, not at the operator's license. When you access an overseas online casino from within Japan and place bets, the act of execution happens domestically, so Japanese criminal law applies¹⁰. A foreign license does not change this, and neither does a mistaken belief that the site is legal¹¹.

The reverse also holds. If a Japanese national travels abroad and gambles at a casino that is legal in that country, Japanese criminal law does not apply, because the entire act takes place outside Japan¹¹. The rules apply to everyone physically in Japan, citizen or not. The distinction that matters in Japanese gambling law is not nationality but location: residents and visitors alike are covered by the domestic gambling provisions, while Japanese nationals abroad are not¹⁰.

For land-based casinos, the 2018 integrated resorts law adds separate rules for Japanese nationals and foreigners residing in Japan, including limits on the number of entries, an entry levy and restrictions on lending by casino operators¹². Those rules govern the physical resorts such as MGM Osaka, not online play, but they show the direction of travel: Japan is opening regulated land-based gambling while keeping online casino play criminal.

Games offered by offshore online casinos

Setting the legal question aside, it is worth understanding what these sites actually are, because they are a large and visible part of the online landscape in Japan.

An online casino is any game played via smartphone or PC in which cash, crypto assets or electronic money is wagered on the outcome¹³. That definition covers a wide range of products, and the offshore sites serving Japan typically offer all of them:

Two practical points follow from the payment picture. Second, winnings are not outside the tax system: they are taxed as miscellaneous income, and an income tax return is required if annual winnings exceed JPY 500,000, with failure to file treated as tax evasion⁴. What you can play online legally in Japan

Japan does have legal online gambling; it just is not casino gambling. The legal online products all belong to the state-authorized sector:

Looking ahead, the integrated resorts program will legalize nine games inside Japan's land-based casinos, and electronic versions of those games are also expected to be legalized¹⁸. That legalization applies to the physical resorts, not to offshore online casinos, but it signals that Japan's gambling market is changing even as online casino play remains off-limits.
