What JRA online betting is and who can use it
JRA (the Japan Racing Association) operates a nationwide network of 10 racecourses and 38 off-course betting facilities called WINS, and alongside them a telephone and internet voting service you can use from anywhere1. Internet betting has four forms of membership: A-PAT (a dedicated bank account linked to the voting systems), Soku-PAT (internet betting with a simpler setup), JRA Direct (a service launched in 2011 that uses a designated credit card), and ARS, the older telephone voting service1.
If you are outside Japan, you can buy JRA tickets from overseas using the PAT and A-PAT account types that work with internet voting, including overseas races through A-PAT. JRA Direct cannot be used for purchases from overseas5.
A few rules apply to account holders. You must register in your own name: registering on behalf of someone else, or asking another person to bet in your name, is prohibited, and accounts used this way can have their tickets confiscated6. Your bet is a contract with JRA: it is formed at the moment JRA's computer correctly receives your entered bet and counts it into the sales pool, at which point an acceptance number is issued7. Until that happens, nothing is bought.
Anyone in Japan can open a voting account; the practical barrier for visitors is that A-PAT requires a Japanese bank account and JRA Direct a designated credit card, so the service is easiest for residents. Betting on JRA races through the official channels is legal for everyone who holds an account, since JRA is the state-authorized operator under the Horse Racing Act9.
Bet types you can buy online
JRA currently offers nine bet types, and all of them are available through internet voting3:

| Bet type | What you pick |
|---|---|
| Win (tansho) | The first-place horse |
| Place (fukusho) | A horse finishing in the top places, usually the top three |
| Bracket quinella (wakuren) | Two of the bracket groups that horses are drawn into, in either order |
| Quinella (umaren) | Two horses finishing first and second, in either order |
| Wide | Two horses that both finish in the top three |
| Exacta (umatan) | Two horses finishing first and second, in the exact order |
| Trio (3-renfuku) | Three horses filling the top three places, in any order |
| Trifecta (3-rentan) | Three horses filling the top three places, in the exact order |
| WIN5 | The winners of five consecutive designated races |
The smartphone betting site covers win, place, bracket quinella, quinella, exacta, wide, trio and trifecta, with WIN5 on its own menu10. The menu after login also includes odds betting, overseas horse racing betting, NAR local racing betting, deposits and inquiries10. For a fuller explanation of each bet, see Japanese horse racing bet types.
The minimum bet is JPY 100 for all types, and you buy in 100-yen units: to bet JPY 100 you enter 1 in the amount box2. There are limits per purchase: up to 50 bets at a time for WIN5 and quinella exacta, and up to 255 bets for the other types8.
How to place a bet: the four things you must decide
Every JRA ticket, online or at a window, comes down to four choices11:
- The racecourse and race number
- The bet type
- The horse number (or bracket number for bracket bets)
- The purchase amount
On the internet voting service you log in with your subscriber number, P-ARS number and a four-digit PIN you choose yourself10. You then work through the four choices on screen. When you confirm, JRA's computer must receive the bet correctly and count it into the sales funds before the contract exists and an acceptance number is issued7. Keep that acceptance number: it is your proof of what you bought.
One habit worth forming early: check everything before you confirm. As the next section explains, once a bet is established it cannot be canceled or changed, so the moment of confirmation is your only chance to catch a mistake.
Odds and payouts: how your winnings are calculated
JRA betting is pari-mutuel: the money everyone stakes on a bet type goes into a pool, and the pool is divided among the winners. Payouts are shown as the amount paid for a ¥100 bet, so your return is the displayed odds multiplied by the amount you purchased12.
Odds move constantly until sales close, two minutes before post time, because every new bet changes the pool12. The odds displayed while sales are open are provisional: JRA calculates them assuming one winning ticket unit per race, and the final figure can differ depending on refunds and other results13.
The exact payout formula is (W + D/P) x R, plus A/P for WIN5 only, where W is the total sales of winning tickets for that bet type in the race, D is the total sales of winning tickets for bet types other than the refunded one when a refund occurs, P is the number of winning horses, R is the rate set for each betting method, and A is the WIN5 carryover13. In plain terms: the eligible pool is shared equally among the winning tickets, with a set percentage returned to bettors and any WIN5 carryover added in.
Payout rates by bet type: 70% to 80%
The percentage of the pool returned to winners depends on the bet type. JRA's rates run from 80.00% down to 70.00%: the simpler bets return more, the harder multi-horse bets return less13. Trio and exacta bets, for example, are set at 70.00%14. The law requires at least 70% of net turnover to be paid back to holders of winning tickets9.

Two special programs add to the base payout. JRA Premium pays the normal payout plus an added 5% amount on designated target races and bet types3. JRA Plus 10 tops up win and place payouts: when the normal payout would come to less than JPY 100 per JPY 100 bet, it pays JPY 110 instead, adding JPY 103.
JRA-UMACA: the cashless IC card for betting
JRA-UMACA is a cashless IC card for buying betting tickets, launched in September 20183. You charge money onto it in advance, then bet at cashless terminals or by smartphone without handling cash each time4. Registration can be completed the same day with just an ID document, and there is no registration fee or annual fee11.
With a balance on your UMACA you can buy tickets easily from your smartphone, and UMACA transaction machines let you check the day's betting record and charge or withdraw balances16. Betting slips are also available on the transaction machines16. The card covers JRA tickets, WIN5 and overseas horse racing4.
UMACA terminals have spread through the off-course network. Excel Baru was the first cashless-only off-course betting facility for JRA nationwide, fitted with 18 UMACA terminals and six ticket issuing machines. UMACA transactions are possible on days when JRA races are held16.
Charging and withdrawing on UMACA: limits and rules
You can charge from JPY 100 upward in JPY 10 units, and withdrawals are also made in JPY 10 units4. The key distinction is between two kinds of balance:
- Money you charge for betting becomes operating funds and cannot be withdrawn4. Once deposited at a deposit machine, that amount cannot be taken back out at the same machine11.
- A separate withdrawable balance can be withdrawn, in JPY 10 units, at a deposit and withdrawal machine using smartphone login or palm vein authentication; a PIN alone is not enough for a withdrawal11.
When a bet wins or a refund is due, the money comes back promptly: for UMACA the refund is added to your adjustable balance as soon as the result or cancellation is confirmed13. Any UMACA balance is valid for five years from the final date of use for betting or deposit and withdrawal3.
When sales close and when tickets cannot be canceled
Tickets for each race are sold until two minutes before post time, when a bell rings to signal the end of sales2. The same two-minute cutoff applies at off-course venues such as J-PLACE Kanazawa19. Sales start times and gate opening times can change, and sales may occasionally be unavailable because of equipment inspections19.
Once a bet is established, it cannot be canceled or changed at all, and JRA does not accept refund requests after purchase2. Changes to race contents after sales begin, such as a horse withdrawal, a number change or a change in track condition, do not lead to refunds either, so check the runners before you buy rather than after13.
One small technical point for the smartphone site: if you check the option to enter only your PIN next time, your subscriber number and P-ARS number are stored, but they are erased if 365 days pass without a login10.
Refunds and void races: when you get your money back
Refunds fall into a few clear situations.
Scratched horses. If a horse you selected is scratched or excluded before the start, all combinations including that horse are refunded in full3. For WIN5, every combination containing the scratched horse is refunded regardless of how the other legs turned out7. Bracket bets have their own rules: if two or more horses in the same bracket are scratched, all combinations with that bracket are refunded; if one horse in the bracket remains, only that bracket's combinations are refunded; if two remain, no refund is given for that bracket13.
Void races. If a race is stopped, moved to another course after tickets were sold, or judged invalid by the stewards for obstruction or other causes, tickets for that race are refunded13. If horses fail to reach the goal, the race is treated as canceled13. If the stewards judge the start invalid, the race is rerun immediately, except where a horse is judged unable to start13.
Dead heats. If two or more horses tie for first, one of them is treated as first, another as second and another as third; similar rules apply for ties for second or third13. In wide, trio and trifecta betting, combinations that include a horse in a third-place tie are not winners13.
Where refunds are paid. For UMACA and telephone or internet betting, refunds are made promptly on the race result or cancellation, into your UMACA balance or betting account13. Physical tickets are bearer instruments, so a paper ticket is paid to whoever holds it13.
Betting on local NAR racing through JRA Net Voting
Beyond JRA's own races, the JRA Net Voting x NAR Racing service lets you bet on local government racing (chiho keiba) from the same account. Only Soku-PAT members and A-PAT members can use it; ARS members and JRA Direct users cannot20. If you already hold one of the eligible memberships, no new procedure is needed: your existing ID, subscriber number, PIN and P-ARS number work as they are20.
The bet types available are win, place, exacta, quinella, wide, trifecta and trio, plus bracket quinella. Bracket quinella single and multi-race bets, including the five-race and seven-race multi-win bets and triple exacta, cannot be bought20. The races on offer center on dirt graded races plus selected others, and Banei racing is not sold on the service20.
Sales normally run on Tuesdays, Wednesdays and Thursdays and certain public holidays at some racecourses, with no sales on Mondays and Fridays because of system maintenance around JRA race days20. A-PAT members can bet on certain public holidays and JBC race days20. The voting cutoff is two minutes before the scheduled post time20. There are no previous-day sales for local racing on this service, and if a local meeting is canceled due to natural disaster, there are in principle no sales for the substitute meeting20. Local racing tickets generally cannot be bought at JRA racecourses or WINS, except at some facilities, so the online service is the main route for most people20. For more on the racing itself, see local horse racing (chiho keiba).
How long winning tickets stay valid
A winning ticket is valid for 60 days, so a paper ticket must be cashed within that window2. After 60 days, the claim expires. For UMACA, the rules are longer: an electronic refund record is valid for five years from the final date of use for betting or payout15.

Tax on winnings
JRA payouts can be subject to income tax and inhabitant tax in some cases, and the tax office may request confirmation13. The calculation treats gambling winnings as temporary income: you take the total refund amount, subtract the cost of the winning tickets (not all tickets bought, only the winning ones), and then subtract a special deduction of up to JPY 500,00022. What remains is the taxable amount. For a fuller walkthrough, see tax on gambling winnings in Japan.
Common Questions
What is the minimum bet on JRA races online?
JPY 100 for all bet types. You enter the amount in 100-yen units, so a JPY 100 bet is entered as 1. The same minimum applies at racecourses and almost all off-track betting facilities.
Can I cancel or change a JRA bet after buying it?
No. Once a bet is accepted and you receive an acceptance number, it cannot be canceled or changed at all, and JRA does not accept refund requests after purchase. Check your selections before confirming.
What happens if a horse is scratched from a race I bet on?
All combinations that include the scratched horse are refunded in full. For WIN5, combinations containing the scratched horse are refunded regardless of results in the other legs.
Can I withdraw money I have charged onto my UMACA card?
Money charged onto UMACA becomes operating funds for betting and cannot be withdrawn. A separate withdrawable balance can be withdrawn in JPY 10 units at a deposit and withdrawal machine.
Do I have to pay tax on JRA winnings or refunds?
Payouts can be subject to income tax in some cases. Winnings are calculated as refunds minus the cost of winning tickets, minus a special deduction of up to JPY 500,000.
Can I bet on overseas horse races with UMACA?
Yes. UMACA terminals can be used to buy JRA tickets, WIN5 and overseas horse racing tickets. UMACA transactions are possible on days when JRA races are held.
What happens if two horses tie for a placing?
If two or more horses tie for first, one is treated as first, one as second and one as third. Similar rules apply for ties for second or third, and combinations including a third-place tie do not win in wide, trio or trifecta betting.
Who can use JRA Net Voting for NAR racing?
Only Soku-PAT members and A-PAT members. ARS members and JRA Direct users cannot use the service, and no new registration is needed if you already hold one of the eligible memberships.
