What Soku-PAT is and who can register
Soku-PAT is one of four membership types for JRA telephone and internet betting, alongside A-PAT, JRA Direct and ARS5. The name comes from the Japanese for "immediate PAT," and that is the point: unlike a standard PAT account, which requires paperwork processed in advance, Soku-PAT is designed so you can open an account and bet on the same day.
The account is for betting on Japanese horse racing run by the JRA, the central racing authority. It is not a casino account, not a sportsbook, and not a way to bet on overseas racing. It is a pari-mutuel account for JRA races, and it also connects to local racing through the JRA Net Voting x NAR Racing service6.
Who can register:
- Japanese citizens and residents: Yes, if you are 20 or older and hold a Japanese bank account in your own name.
- Foreign residents of Japan: Yes, on the same terms as Japanese residents. You need a Japanese bank account and valid ID.
- Visitors to Japan: Practically, no. Soku-PAT requires a Japanese bank account and a Japanese address, which short-term visitors do not have. If you are outside Japan, the JRA's internet voting FAQ permits general PAT members to purchase tickets, but in principle A-PAT members cannot purchase from outside Japan7.
There are also categories of people who cannot become members at all. These include undischarged bankrupts, people who cannot properly purchase tickets due to mental impairment, certain racing-related government and JRA officials, trainers, jockeys and related staff, people fined or more for racing law violations, public assistance recipients, and corporations1. If you fall into one of those groups, the application will be rejected.
What you need before you sign up
Before you start, gather everything. Missing one item is the most common reason an application stalls.

A Japanese bank account in your own name. This is the core requirement. The account you register with Soku-PAT becomes a horse racing dedicated account, and you cannot register that same account for internet banking2. That is a real practical constraint: if you want to use the account for ordinary banking too, you need a separate account for racing.
Valid photo ID for age verification. JRA accepts a driver's license, health insurance card or passport8. For mail-in applications, the accepted documents are broader: a copy of your driver's license, passport, residence card, special permanent resident certificate, photo student ID, My Number card (front only), pension handbook, photo Basic Resident Register card, or certificate of eligibility, with all pages showing your name, date of birth and address9. If you are mailing in an application, you may also need an original family register extract, resident record or seal registration certificate issued within three months9.
A Japanese address. This is what makes Soku-PAT impractical for visitors. The account is tied to your residency.
A payment method. If you register through PayPay, you need a PayPay account with completed identity verification, using an individual number card or similar, plus a registered bank account in your own name3. If you use a bank transfer setup, note that applying through Sumitomo Mitsui Banking Corporation requires you to be registered for SMBC Direct internet banking10.
One thing you do not need: a JRA-Plus card. Soku-PAT registration does not require one.
Registration steps: from application to first bet
The exact flow depends on whether you register in person or online, but the sequence is similar.
Step 1: Confirm your bank account. Your account must be in your own name and eligible. If you are registering through a partner bank, the bank confirms the account first11.
Step 2: Set up the transfer agreement. This links your bank account to the betting account so deposits and payouts can move. If you are using Sumitomo Mitsui Banking Corporation, this step requires SMBC Direct registration10.
Step 3: Complete membership registration. You submit your ID and personal details. If you are doing this at a racecourse or WINS facility on race day, staff verify your ID on the spot. If you are applying online or by mail, your documents are checked afterward.
Step 4: Start betting. Once registration and the partner bank account are in place, betting is possible immediately from a PC or smartphone, anywhere8. There is no waiting period once the account is active.
A few practical notes on timing. Soku-PAT registration is possible during JRA race day sales hours, including Friday nights, plus local horse racing sales hours6. That is what makes same-day signup work: you can walk into a JRA facility on a race day, register, and bet on races later that same afternoon.
If you want to use the JRA Net Voting x NAR Racing service for all races sold on it, you need to be registered as a Soku-PAT member6. Existing Soku-PAT or A-PAT members do not need a new procedure for that service; their existing ID, subscriber number, PIN and P-ARS number are used as is6. Note that ARS members and JRA Direct users cannot use that particular service6.
Where you can bet in person: 10 racecourses and WINS/Excel floors
Soku-PAT is an online account, but the registration and the betting both connect to physical JRA locations.
JRA operates a nationwide network of 10 racecourses and 38 off-course betting facilities called WINS5. You can purchase betting tickets at the 10 racecourses and the off-track betting facilities around the country10. If you prefer to register in person rather than online, a racecourse or WINS facility on a race day is the fastest route.
For local racing, the picture is broader. SPAT4 allows betting on all local horse racing venues, including the four South Kanto venues11. Payouts for local racing tickets are handled at specific locations: tickets issued at Sonoda Racecourse, Himeji Racecourse, the Kobe off-course sales office (WINS Kobe Building B), DASH Yokawa and DASH Wakayama, plus local racing tickets sold in other districts through Fujitsu betting machines11.
If you are in Japan and want to bet on JRA races, the practical answer is: register online or at a JRA facility, then bet from your phone or computer. If you want the racecourse atmosphere, the 10 JRA racecourses and 38 WINS locations are where you go.
Bet types and availability by race
Soku-PAT gives you access to the standard JRA bet types. The minimum bet is JPY 100 per unit on each bet type offered4. Under the JRA racing implementation regulations, bet amounts must be a multiple of JPY 10011. The A-PAT membership agreement confirms that win betting tickets are sold in units of JPY 1001.
That JPY 100 minimum is the same across the standard JRA bet types. It applies whether you are betting win, place, quinella, exacta, trifecta or the multi-race bets. For a full explanation of how each bet type works, see horse racing bet types.
A few things to know about how the bets work in practice:
- Win and place bets are the simplest. You pick a horse to win, or a horse to finish in the paid places. See win and place bets.
- Quinella and quinella place require you to pick two horses in either order. See quinella and quinella place.
- Exacta requires the first two in exact order. See exacta vs quinella.
- Trifecta and trio require three horses. See trifecta and trio bets.
- Multi-race bets like the Double, Treble and WIN5 cover several races. See multi-race bets and WIN5 explained.
Minimum field sizes matter because some bet types are not offered if too few horses run. If a race has fewer runners than the bet type requires, that bet type is not available for that race. For the full picture on minimums and maximums, see minimum bets in horse racing.
What stays the same: fees and limits
A few costs and rules do not change regardless of how you register.
Registration is free. There is no joining fee and no annual fee for the account1.
Deposit fees are yours. The fee depends on how you move money into the account:
| Deposit method | Fee |
|---|---|
| Pay-easy | The member bears the Pay-easy deposit fee, with the amount set separately1 |
| PayPay charge | First and second charge each month are free; from the third onward it is JPY 15 per charge3 |
| PAT transfer | First and second transfers are free; from the third onward it is JPY 15 per transfer3 |
Because fees are charged per transfer, it is worth combining transfers rather than making many small ones3.
Ticket viewing period. If you buy tickets by internet or telephone voting and request to view them, the viewing period is 60 days from the day the ticket was sold1.
Account termination rules. JRA can terminate your membership without notice if your application information was false, if you become disqualified, if you die, if you make no internet or telephone voting application for four years, if you close the designated account, if you let a person under 20 apply, or if you violate the prohibited acts rules1. The prohibited acts include having another person apply for you, applying on behalf of others, transferring your membership or eligibility, providing obtained information to third parties, unlawful or offensive acts, commercial use of the service, interfering with systems, collecting other members' personal information, and infringing intellectual property1.
Payment method must stay valid. If you use a purchase method tied to a designated payment method, you must keep that payment method valid during the registration period. If it becomes invalid, purchase processing may be stopped or the registration canceled1.

Common Questions
Is Soku-PAT free to register?
Yes. There is no joining fee or annual fee to open a Soku-PAT account. You will need a Japanese bank account in your own name, and any deposit fees charged by that bank or by the Pay-easy system are your responsibility.
Can I register for Soku-PAT from overseas?
No. Soku-PAT requires a Japanese bank account and a Japanese address. If you are outside Japan, the JRA's internet voting FAQ permits general PAT members to purchase tickets, but in principle A-PAT members cannot purchase from outside Japan.
How long does Soku-PAT registration take?
If you register at a JRA racecourse or WINS facility on a race day, you can be betting within the same day. Online registration takes longer because your bank account details and identity documents must be verified before the account is activated.
What is the minimum age to open a Soku-PAT account?
You must be at least 20 years old. JRA checks your age when you apply, and the account will be terminated if it turns out a person under 20 applied. You will need photo ID such as a driver's license, health insurance card or passport.
Can I use Soku-PAT without a JRA-Plus card?
Yes. Soku-PAT does not require a JRA-Plus card. You need a Japanese bank account in your own name and valid photo ID. The JRA-Plus card is a separate loyalty product and is not part of the Soku-PAT registration process.
What happens if my registration documents are rejected?
JRA will not activate the account. Common reasons include incomplete ID, a bank account not in your own name, or a disqualifying status such as undischarged bankruptcy. You can usually reapply once the problem is fixed.
