What counts as an official betting account
An official betting account is one held with a state operator or a licensed monopoly, not with a commercial casino or an offshore site. In Japan that means the accounts you use for KEIRIN (velodrome cycling), JRA horse racing through PAT and A-PAT, and the toto sports lottery. In Singapore it means a Singapore Pools Account. In Hong Kong it means an HKJC betting account.
These accounts share a few practical features. They are personal. The Hong Kong Jockey Club's rules state plainly that a betting account is for the personal use of the account holder for betting activities only5. They are funded from a bank account in the same name, and winnings come back the same way. And they are tied to a specific operator's payment rails rather than to a card you can tap anywhere.
That last point is what trips people up. You cannot simply enter a debit card number and start betting. You have to set up a link between your bank and the operator first, and that link is what this guide walks through.
If you are new to how these rails compare across the region, the payments hub covers cards, bank transfers, e-wallets and crypto side by side.
KEIRIN Net Bank Service: participating banks and who can apply
The KEIRIN Net Bank Service is the funding rail for internet and telephone voting on keirin. It is not a wallet you top up with a card. It is a direct debit arrangement between your own bank account and the operator.

Six banks are listed as compatible1:
- PayPay Bank
- Rakuten Bank
- Docomo SMTB Net Bank
- Sumitomo Mitsui Banking Corporation (SMBC Direct)
- MUFG Bank
- Japan Post Bank (Yucho)
The eligibility rule is the same at every one of them: you must already hold an ordinary deposit account at that bank before you can apply. If you use PayPay Bank, the service is open only to people who already hold a PayPay Bank account, and anyone without one has to open an account on the PayPay Bank website first6. The same applies at Rakuten Bank, where an opened Rakuten Bank ordinary deposit account is a condition of joining7, and at Docomo SMTB Net Bank, where applicants must already hold a Docomo SMTB Net Bank account8.
For SMBC there is an extra requirement. You need an ordinary deposit account at Sumitomo Mitsui Banking Corporation with SMBC Direct registration already in place3.
One structural point matters for how you get your money back. Under the telephone voting agreement, a subscriber must open two accounts in their own name at the designated bank: a voting ordinary deposit account, which holds the funds you bet with, and a transfer ordinary deposit account, which is where the voting account's deposits are withdrawn to9. You cannot designate the voting account for any automatic transfer other than this settlement3.
Internet voting itself is limited to keirin telephone voting subscribers10. So the sequence is: telephone voting membership first, then internet voting on top of it.
How to register for the KEIRIN Net Bank Service
Registration is done online, on a smartphone or PC, and the operator describes it as taking about 10 minutes1. You select your bank and fill in the KEIRIN Net Bank Service membership registration form. If you do not yet have an account at that bank, you go to the bank's account opening page first.
The flow runs through six screens: the terms of use agreement, the account confirmation input screen, the account confirmation screen, the membership registration input screen, the membership registration confirmation screen, and the application completion screen11.
Step by step, using SMBC as the example:
- The terms of use are displayed. Read them, select agree, and press submit. If you select do not agree, you cannot apply for the service at all3.
- Enter the information needed for account confirmation. Every field is required, then press confirm3.
- Confirm the entered information and press submit. You are then moved to the Sumitomo Mitsui Banking Corporation website, to the account authentication screen, where you complete the account transfer agreement3.
- Back in the KEIRIN flow, enter the required information for membership registration. Fields marked with an asterisk are required3.
- Check the member information displayed. If it is correct, press the application button12.
- You reach the application completion screen.
At Rakuten Bank the shape is the same but the order differs slightly: you agree to the terms and press submit, which moves you to the Rakuten Bank website simple application screen to conclude the account transfer agreement7. At Docomo SMTB Net Bank, after you press submit you move to the Docomo SMTB Net Bank website account authentication screen and conclude a direct debit agreement, then continue with KEIRIN Net Bank membership registration11.
If you want the registration walkthrough on its own, it is covered in more detail on the Keirin Net Bank Service registration page.
KEIRIN net bank deposits: hours, free transfers and first-day limits
Deposit hours depend on the type of race day3.
| Day type | Deposit hours |
|---|---|
| Standard days | 7:00 to 17:00 |
| Night race days | 7:00 to 21:00 |
| Midnight race days | 7:00 to 23:50 |
| Previous-day sales days | 23:50 plus 0:10 to 7:00 the next morning |
Transfers from your ordinary account to the operator account are free up to two times per day. From the third transfer, each one costs JPY 753.
The first purchase limit on a voting day equals the amount you transferred to the operator account as your planned purchase amount. After that, your limit equals total transfers minus prior purchases, plus payouts, refunds and any new transfers3.
On the betting side, the limits are:
- Up to 3,000 bets per day9
- Up to JPY 99,900 per bet9
- 25 applications of 999 bets each per application, rising to 50 applications of 999 bets each on PC internet voting9
- 99 applications per day10
Getting money back out is flexible. Unused amounts, payouts and refunds can be settled at any time during on-demand settlement hours without waiting for all races to end. On top of that, a monthly lump-sum settlement is made in principle once a month, after telephone voting closes, for every user with a balance, moving funds from the operator account back to your ordinary account3.
If you are weighing this against other ways to move money into betting, the instant bank transfers comparison puts FPS, PayNow, DuitNow, PromptPay, UPI and InstaPay side by side.
Pay-easy Service: what it covers and how to access it
Pay-easy is the top-up rail for JRA's PAT and A-PAT accounts. It is a service for making additional deposits on betting sale days, using Pay-easy from a bank's internet banking or ATM2. In practice it lets you add purchase funds on race day rather than pre-loading everything in advance13.
Access depends on which account you hold. From IPAT, you go to Pay-easy deposit in the withdrawal menu. From A-PAT, you go to Pay-easy deposit in the top menu14.
Two practical rules apply. First, the service is a charge service against the betting ticket balance of PAT and A-PAT, charged directly from a registered financial institution that is separate from the institution registered for your PAT or A-PAT registration number14. Second, when you deposit through internet banking, the login ID and password must belong to a financial institution registered under the same name format as the one registered with IPAT or A-PAT14.
Your purchase limit is basically your deposit balance plus the Pay-easy top-up amount. Winnings are added to the limit after the race is settled13.
The JRA Pay-easy Service for PAT accounts page covers the account side in more detail.
Pay-easy limits, fees and service hours
At an ATM, the receiving financial institution code for JRA is 5701914. You enter your customer number, which is the same as your PAT or A-PAT registration number, and the confirmation number issued for each reservation14.

The deposit amount at an ATM runs from JPY 100 to JPY 49,500, entered in units of JPY 1002. Cash deposits are possible at some financial institutions' ATMs, so whether your local ATM accepts cash for this depends on the institution2.
Reservations are capped at five per account per day. That count applies whether or not the Pay-easy transfer is actually executed, so a reservation you abandon still uses one of your five14.
To log in to the JRA smartphone net betting site you use your subscriber number, your P-ARS number and a four-digit PIN you chose yourself2.
Internet toto: deposits, winnings transfer and account rules
The toto sports lottery works differently from keirin and JRA because the funding account is tied to a specific bank's internet banking service rather than a separate net bank arrangement.
On the SMBC toto site, winnings are transferred to the SMBC Direct internet banking application representative account15. The same applies to purchases made on the SMBC toto site16. On the PayPay Bank sports lottery site, the payment method is a PayPay Bank account15.
For internet purchases, winnings are transferred automatically to your account16. You do not need to claim them or move them manually.
The winnings transfer account options are: a credit card payment account, a debit card (JCB debit) payment account, a Rakuten Bank account, or the account you registered on the site for convenience store payment15.
Transfer charges and betting units
The practical cost structure on the Japanese side is mostly about transfers rather than winnings. The one fee that appears in the KEIRIN rules is the JPY 75 charge from the third same-day transfer out of your ordinary account3. The first two transfers each day are free.
There is no separate fee listed for receiving winnings back into your ordinary account, whether through on-demand settlement or the monthly lump-sum settlement3.
On the betting side, purchases are made in units of JPY 1003. That is the smallest increment you can bet, and it is also the unit the ATM deposit uses2.
Singapore Pools: deposit and withdrawal methods
Singapore Pools runs a different model. You open a Singapore Pools Account, and you can fund it in several ways: cash deposit at any of the company's branches, NETS deposit at any branch, online through eNETS, or online through bank-linked arrangements including PayNow transfers4.

Registration is done through the official Singapore Pools website or app, using an online form or SingPass Myinfo17. Activating the account requires identity verification, done through SingPass Myinfo, an online video call, or by bringing your ID or an official document containing a foreign identification number to a Singapore Pools branch17.
To deposit by PayNow on the website, select Wallet Balance at the top, then Deposit, then PayNow QR. In the app, select Top Up in the top right corner, then Deposit, then PayNow QR18.
To withdraw by PayNow: select My Wallet, select Withdrawal, select PayNow, enter the amount you wish to withdraw, then enter your password and click submit19. The amount is credited into the bank account linked to your NRIC or mobile number19. Withdrawals by bank link or PayNow are instant20.
Two rules govern the money flow. Funds transferred in must come from a personal bank account with the same name as your Singapore Pools Account18. And you may only withdraw to a PayNow bank account registered in the same NRIC, FIN or mobile number as your Singapore Pools account20.
When you open the account you set a monthly deposit limit and a monthly betting limit. You can change them through the website or mobile app. Increases take effect after 24 hours; reductions apply immediately4.
Winnings can be credited automatically to the account17. The account also supports self-exclusion: you can ask the National Council on Problem Gambling to exclude you from all account activity, and during that period the account cannot be used for betting or deposits4.
For the wider picture on Singapore rails, see FPS, PayNow, DuitNow, PromptPay, UPI and InstaPay compared.
Same-name rule: why your bank account must match your betting account
Every operator in this guide enforces the same rule, and it is the single most common reason a deposit fails.
At KEIRIN, a subscriber must open the voting ordinary deposit account and the transfer ordinary deposit account in their own name at the designated bank, by the date the association specifies6. Corporations are excluded; this is an individual arrangement10.
At JRA, when you deposit through internet banking, the login ID and password must belong to a financial institution registered under the same name format as the one registered with IPAT or A-PAT14.
At Singapore Pools, funds transferred in must come from a personal bank account with the same name as your Singapore Pools Account18, and PayNow withdrawals must go to a bank account registered in the same NRIC, FIN or mobile number as the account20.
At the Hong Kong Jockey Club, an amount paid to the Club is available to pay for bets only when the Club has credited it to the nominated betting account, regardless of when the funds were received5.
The practical consequence is simple. If you try to fund a betting account from a spouse's account, a joint account in a different name format, or a friend's account, the deposit will not be credited to your betting balance. Set up the link from an account in your own name from the start.
If a deposit does go missing, the deposit not credited page walks through what to check. And if you are funding from abroad or from a home-country account, gambling payments for visitors and expats covers how bank terms differ for non-residents.
Common Questions
Which banks work with the KEIRIN Net Bank Service?
Six banks are listed: PayPay Bank, Rakuten Bank, Docomo SMTB Net Bank, Sumitomo Mitsui Banking Corporation (SMBC Direct), MUFG Bank and Japan Post Bank (Yucho). You must already hold an ordinary deposit account at the bank you choose, and each bank has its own registration flow.
How long does KEIRIN Net Bank registration take?
The online registration itself takes about 10 minutes. You fill in the membership form on a smartphone or PC, then complete the account transfer agreement on your bank's website. You need an ordinary deposit account at a participating bank before you start.
What is the Pay-easy bank code for JRA ATM deposits?
The receiving financial institution code for JRA is 57019. At the ATM you enter your customer number, which is the same as your PAT or A-PAT registration number, and the confirmation number issued for that reservation. Deposits run from JPY 100 to JPY 49,500 in units of JPY 100.
Can I use a convenience store ATM for Pay-easy deposits?
Cash deposits are possible at some financial institutions' ATMs, so it depends on the ATM you use. The Pay-easy deposit service is designed for bank internet banking or ATM deposits on betting sale days. Check your own bank's ATM before you rely on it.
How do I withdraw from my Singapore Pools account by PayNow?
Open My Wallet, select Withdrawal, then PayNow, enter the amount, then your password and submit. The money goes to the bank account linked to the same NRIC, FIN or mobile number as your Singapore Pools account. Withdrawals by bank link or PayNow are instant.
What happens if I select 'do not agree' on the KEIRIN terms screen?
You cannot apply for the KEIRIN Net Bank Service. The terms of use screen is the first step, and selecting agree and pressing submit is what moves you on to your bank's account transfer agreement. There is no way around that screen.
